RAJOURI, APRIL 03:–On Saturday evening, residents of Dhangri and victims’ kin held a massive candle march demanding justice for their martyrs and to protest the failure of investigating agencies and the police to arrest the culprits of Dhangri twin terror attacks and their supporters despite a lapse of 90 days.
Kin of terror attacks victims and the inhabitants of the area are frustrated with the lack of progress in tracing the terrorists involved in the twin attacks and those who helped them.
Seven people, including two minor cousins, were killed in twin terror attacks on January 1 & 2 (IED blast) when terrorists struck in the village at 6.30 pm on January 1.
On March 27, victims’ kin and Sarpanch of the area in a press conference threatened to migrate from the village to lodge their protest against administration’s failure to take action against perpetrators and their accomplices.
On Sunday a meeting was organised at Dhangri by the victims’ kin to chalk out their further course of action which was chaired by SOS International (an organisation for PoJK refugees) Chairman, Rajiv Chuni and attended by more than 500 people, including several Sarpanches of the area and prominent citizens.
Besides other major issues, the victims’ families and residents of Dhangri and adjoining areas also reiterated their demand for the immediate constitution of a Judicial Commission headed by a retired High Court judge to fix official responsibility for all lapses that led to selective killings of PoJK refugees and ensure that justice is delivered to the victims.
People are annoyed over the role of civil/police officials who reached the village after the massacre and failed to detect an IED left by the terrorists and exploded the next day resulting in the death of two minors and injuries to 10 others.
On Sunday SOS international served a notice to UT Administration to constitute a Judicial Commission headed by a retired High Court judge to fix official responsibility for all lapses that led to targeted killings of Hindus in Dhangri village or be ready to face a legal battle in the court of law.
The Organisation also announced that it would approach the Lieutenant Governor of J&K, Manoj Sinha to submit a memorandum, seeking his personal intervention into the matter.
“The recent statement of the Director General of Police (DGP) that the terrorists who sprayed bullets and brutally killed innocent people have managed to escape to the other side of the border was quite unfortunate. It has created a lot of anguish and uncertainty among the victim families,” said Rajiv Chunni.
“The DGP should tender an apology to the victim’s families and sincere efforts should be made to identify, trace, and punish the perpetrators of this heinous crime against humanity,” he added
He said that they would seek an early appointment with the Lieutenant Governor to apprise him about the utter pain and agony of victims of Dhangri massacre and seek his personal intervention for the immediate constitution of a Judicial Commission.
“If our demand for the constitution of a Judicial Commission is not fulfilled within a week’s time, we will leave with no option but to move the court of law with a prayer to the judiciary for justice to the victims of the massacre,” Chunni said.
“Selective killing of Hindus was not possible without local support and prior recce of the village to execute their nefarious designs. Security agencies have failed to identify the supporters of the perpetrators of the terror attack. They should be identified and punished for their crime,” he said.
Saroj Bala, who lost two sons- Deepak Sharma (23) and Prince Sharma (21), said the Administration failed to deliver justice to the victim families and the perpetrators are still at large.
We don’t need ex gratia and jobs offered by the government. We demand justice for our martyrs by producing the attackers before us–alive or dead,” she said.
Satpal Sharma, who lost a son in the attack while his second son was rendered handicapped, said; “We are facing administrative neglect and indifference. We are forced to bear the expenses of medical treatment of our family members on our own who sustained bullet injuries in the attack”.
“We would return the ex gratia amount and the government jobs offered. We are being forced to launch an agitation as our demand for justice for victim families has not been taken seriously. Take everything back, but give us justice by bringing terrorists and their supporters to book,” said Sarpanch Dheeraj Kumar.
Harsh Raina took a dig at the civil society of Jammu, including Chamber of Commerce and Industry (CCI) Jammu and Jammu Bar Association, for not extending any support to the victim families and said the so-called champions of Jammu cause have miserably failed to protect the interests of Hindus residing in border district Rajouri.
Sarpanch, Yogesh Sharma said that all communities—Hindus, Sikhs, and Muslims—have equally shared their concern but there is a need to identify the black sheep and punish them.
Sushil Sharma suggested the constitution of a local committee comprising representatives of all Panchayats to devise a strategy for the safety of people in near future.
