People suffering badly as the funds of 14th & 15th Finance Commission yet to release for 2019-20 : JKGBYWC

Srinagar: J&K, Gujjar Bakerwal Youth Welfare Conference, (JKGBYWC) District General Secretary, Choudhary Irshad Khatana, has expressed Serious resentment over the delay of release of funds of 14th & 15th Finanance Commission for the panchayats of Jammu and Kashmir which are still pending for the Year of 2019-20, which has increased in the suffering of People Irshad Khatana Said.

Moreover, he said that when they approach to concern authorities to release the Pending amount they always makes Several excuses of 4G internet and said that the Application through which the payment is to be made released is not functioning Properly.
He also said that the Procedure set by Govt is very tough & majority of Sarpanches and Panches are not aware about the Procedure and the digital Signatures which requires for release of Payment and these all tough Procedures have lead to the inconvenience face by Common People who have done Public works but the Concern Department has failed them to pay.

Khatana, has urged the LG and Commissioner Secretary Rural Development to clear the pending amounts for the works done by common People.

Irshad Khtana said that delay in payments has resulted in mental harassment and financial loss to the common and poor villagers as many of them have taken loan from the banks as well as from the private financial institutions on hefty interest rate.

General Secretary, Irshad Khatana, urged upon the LG and Commissioner Secretary, Rural Dev Departement make arrangements for the release of the work done by Common People as soon as Possible so the difficulties being faced by People could be reduced.
