Unsatisfactory Performance: CEO Rajouri stopped salary of MS Kapa Kha staff. The CEO sought explanation from staff for further action.

RAJOURI SEPT 30:-Chief Education officer (CEO) Rajouri, Bishamber Das has stopped the salary of entire staff (teachers) of government middle school (MS) Kapa Kha falling under Rajouri Education Zone for unsatisfactory performance and for submitting contradicting information, including about mid-day meal, attendance of students etc.
CEO vide his office order issued on Monday has directed to seek explanation from the staff of the school, rationalise the teaching staff as per PTR & to submit detailed report about the functioning of the school.
CEO, Bishmber Dass along with Zonal Education Officer (Rajouri) on Monday (September 30) paid a surprise visit to the middle school at Kapa Kha and found only 2 students present at 11.30 pm while the government has posted 7 teachers in this school for better education to poor students.
Interestingly, according to CEO, Bishamber Dass, the in-charge of Mid-Day Meal (MDM) of the school on September 30 has uploaded wrong information on Automated Reporting & Management System (ARMS) Portal PM POSHAN showing that 30 students were served MDM while during CEO surprise visit only 2 students were present in the school.
Providing a mid day meal to only 2-3 students a day and uploading 30 students on ARMS Portal PM POSHAN is an indication of big MDM scandal in the school, which the CEO has not either mentioned nor ordered an inquiry in his order.
CEO, Bishamber Dass mentioned in the order that the residents of the area informed that only 2-3 students attend this school daily due to non-seriousness by the staff towards their legitimate duties.
During the inspection CEO also found that the in-charge of the school has not maintained proper attendance register, MDM register and other school records, and on asking couldn’t produce the record registers for on spot verification, checking by giving lame excuses.
“Taking serious note in the matter, the salary of the staff of government MS Kapa Kha, Zone Rajouri, for the month of September 2024 is hereby kept withheld till further orders,” read CEO order.
