Secretary Planning inspects ongoing works of 160 bedded additional block at Budgam; Asks for strict quality audit of works

SRINAGAR APRIL 26:–Mohammad Aijaz (IAS) Secretary, Planning Development and Monitoring Department  inspected the progress of work on the construction of 160 bedded state of art additional hospital block at Bone and Joint hospital at Barzulla being constructed at a cost of 103. 27 Cr and also the UT level EOC (Emergency operations centre) at Ompura, Budgam being constructed at a cost of Rs 40.16 Cr under the World Bank funded Jhelum Tawi Flood Recovery Project.

During site visit to Bone & Joint hospital, Secretary, PD&MD was informed that the new hospital building has been built using modern earthquake resilient technology, the state of art modular operation theatres, laminar flow system, TSSU (Theatre Sterile Supply Unit), ICU, Pre & Post Operation care wards , CSSD (Central Sterile Supply Department), specialized laundry, pneumatic tube system and waste collection system . The building has IGBC (India Green Building Council) certification, biomedical waste management facility .

The bio-medical system designed will cater to the bio-medical generation of 140 kgs/day which will be disposed off using the latest scientific .While divulging details of the updated progress about the sub-project, Secretary PD&MD was informed that execution of work on the sub-project is at advanced stage with substantial progress achieved on main building which includes superstructure, ,external plaster, cladding, UPVC windows, truss and roofing .

It was further informed that appreciable progress has been achieved on the installation of various electromechanical equipments, on installation of MGPS( medical gas pipeline system), on installation of medical equipments & furniture in the new hospital block. Work on the corridor connecting the old hospital building with the new building and on the boundary walls around the building has also been expedited it was added.

Secretary PD&MD directed the officers of (PWD) R&B to ensure that the new building be made functional in all respects by June,2024.

Later secretary PDMD also visited the construction site of UT level Emergency Operations Centre being constructed at Ompura, Budgam at a cost of Rs 40.16 Cr .
Senior officers of J&KERA while giving details about the sub-project informed the Secretary PDMD that the state of art building also being constructed by J&KERA under the World Bank funded JTFRP informed that the building comprises of Main Control Building with G+1 floor having a built up area of 27,204 sfts that will also house Central Control Room for Supervisory Control and Data Acquisition Centre, Service Block with built up area of 3,224 sft, Dormitory Building for NDRF & UTDRF personnel with all facilities like Dining Hall, Kitchen, Recreation Room with the plinth area of 8,222 sfts and large sized warehouse having the plinth area of 11,248 sfts which will be used for the stocking of various relief and rescue equipment’s like rescue boats, potable pumps and essential food commodities. EOC centre also has two concrete platforms sized 2100×2 for pitching of tents for evacuation and Helipad for emergency landing of 3 Helicopters it was added.

It was said that work on the of the sub-project has been completed substantially with work completed on super structure, truss and roofing.Secretary, PD&MD directed for the completion of the sub-project strictly within the revised project deadlines and project consultants were also directed to ensure regular quality checks and audits of the work.

Dr. Sajad Wani, Director, Finance, J&KERA, Er. Syed Farhat, Deputy Project Manager, J&KERA, Feroz Ahmad, Deputy Project Manager, J&KERA, Er, Baiza Rafiq, Deputy Project Manager, J&KERA and senior officers of PWD(R&B) central and consultants of JTFRP accompanied the Secretary PD&MD during the site visit.
