Six Ward members says BDC Chairman Handwara deliberately plays politics in No Confidance Motion

Handwara,January,01: After nearly 03 years since the Panchayat elections held in eeriest while State of Jammu and Kashmir and 3rd same case of last 1year, six ward members (Panch) from Panchayat Shahlal in Handwara block moved a no confidence motion against the women Sarpanch over the grounds of alleged violation of J&K Panchayat Raj Act and negligence in the conduct of businesses.

As per the details available with GNS Online News following the moving of no confidence motion against the Sarpanch by six ward members out of seven, the Secretary Panchayat Halqa Shahlal Raju pandith said- I had begin the process as laid down under law while at the same time efforts are being made to motivate the erring ward members to reconsider their decision of moving ahead with no confidence motion against the Sarpanch.

He said, that the due process will be adopted as was laid down under law. He said that as per laid down procedure we circulate a notice before a week for conduct of meeting under Chapter -5 Sec 81 of PRA-1996 and called for the meeting to be held under the Chairmanship of Chairman Block Development Council Handwara.On behalf of this Yesterday a resolution seeking no confidence motion was received from six ward members of Halqa Panchayat Shahlal, wherein some serious allegations have been levelled against the Sarpanch Halqa Panchayat Shahlal regarding violation of J&K Panchayat Raj Act” read the no confidence motion submitted to Secretary Panchayat by the six ward members.As per Chapter 5, Section 81 (I) of the J&K Panchayat Raj Act-the Secretary of the Panchayat shall have to convey a special meeting nor earlier than 10 days and not later than 20 days from the receipt of the motion.The Panches also raised serious allegations of interference by the Reyaz Ah of the Sarpanch who is Brother in law of sarpanch.While talking to our Correspondent sarpanch said,that all the allegations levelled against him and her brother in-law are false added that i am working for the welfare of the people.

Meanwhile six ward members also raised
many questions regarding the role of BDC Chairman Handwara Firdous Ahamad Sofi .They said from last one month we request him one by one regarding the ground situation of Panchayat halqa of village Shahlal,were according to ward members Corruption is on peak and public is suffer very badly.But BDC CHAIRMAN didn’t heed on our request.Even after floor test of 28,12,2021,BDC Fardous Ahmad didn’t signed on “No Confidance Motion” dacoments till date.

Even he directly disappointed the Govt.order of ACP Kupwara as under-No.ACP/K/Conf/8410-14 which he received on 30,12,2021.In which ACP advised him according to rule of Panchayat Raj Act, Section (7)Rule(81) amended 1996.As according to reference letter No.BDO/H/1285.of 28-12-2021 regarding the floor test of no confidance motion aganist the sarpanch,in which 6panches out of 7 voted against Sarpanch.The ACP also advise him as per the order copy”to remove the Sarpanch concerned with immediate effect from the post and hand over the charge to Naib sarpanch for smooth functioning of the panchayat.

Regarding the series of illegations when GNS Online correspondent move towards the office of BDC chairman Firdous Ahamad Sofi
Unfortunately on 29 of Dec.at around 1:00pm when we knock the door of BDC office, Door was inside locked and he told “meeting is going here you have to wait for few minutes out side,after all on 3:30pm on end of meeting when we inter the “Govt office of BDC”He leave his office suddenly and told wait for more 5mints,We wait along With BDO Handwara and other Govt staff of RDD office Handwara till 4:30pm,But he didn’t come back and it’s very unfortunate when BDO call him at around 5:00pm he switched off his phone.
Till date we request him for official code,In this regard our team visits many times to his BDC office during 2:30pm,but unfortunately office was once again locked from out side.

While taking to ACP Kupwara regarding the “TOP position” and dramatic approch of BDC Chairman Handwara against general public,PRI members, media persons and Govt officials,he siad its highly shameful act that a public representative didn’t fallow the Govt rules as per the claim of PRI members and offical inputs of BDO Handwara.He said, tomorrow I’m going to submit a offical complaint against BDCs dramatic opproch against public and govt officials,he added.

BDO Handwara also condemned the dramatic approach of BDC chairman Hardware.

It is pertinent to mention that this is the 2nd no confidence motion moved against any Sarpanch in Handwara sub-District spread over RDD 15 Panchayats.
Earlier from different panchayat halqs of Handwara many PRI members also approached for same during August September 2021.
