Jammu May 13 :-Attaullah Niazi, former President Students Union of Maulana Azad National Urdu University Hyderabad and student’s leader in a press statement issued here today said that the Gujjar Bakarwal hostels which came into existence in 1974 with an aim to provide education to the poor & marginalised students are in pathetic and alarming conditions.
The issue of Gujjar Bakarwal Hostels is in limelight from the past few months as they become a hub of corruption, irregularities, involvement of politicians and other influential personalities which results in deterioration of academics output.
He said that despite of launch of Digital India campaign by Hon’ble Prime Minister five years back, there is not even a single website for more than 30 Gujjar Bakarwal Hostels. These hostels are academic institutions with no competent academician at the top and students are deprived of every facility meant for them. They are provided with unhygienic food, no sports facilities, no libraries, no counselling cells, no competent tutors, no computer labs. Girl students are harassed & use as child labours and also in most of the girl hostels male staff is deployed which is astonishing.
He further revealed that students are pressed to sign on blank papers at the time of admission. Hostels don’t have Discipline and Conduct rules and if students involve in protests for their rights, they were dragged into police stations, courts without even following laws of natural justice and were given threats of unusual managed consequences under the influence of topmost officers and politicians.
He also said that there are no proper guidelines for admissions, appointments of Wardens & associated staff and there is dictatorship and favouritism at every stage of management. Despite of sanction of a nominal funds, performance of students is very low due to incompetent recommended & politically managed staff fully involved in malpractices.
He said that how can a society expect an outcome if there is no vision & mission document for Hostels, no feedback systems, no parent teachers and staff interaction, no selection committee, no local wardens, no local academic committee, no alumni system, unavailability of health care system, no libraries, no counselling and awareness cells, no prospectus and magazines, no mess audit and most importantly there is no physical availability of wardens, assistant wardens in some hostels which are being appointed on papers.
Attaullah Niazi said that the decision of detachment of wardens by the Govt. of Jammu and Kashmir is just an eyewash to save them from any further inquiry and he also urge to initiate a Judicial/CBI inquiry against all such wardens who irresponsibly served the Hostels and ruined the Education system. He also requests the administration to deploy female staff in Gujjar Bakarwal Girls Hostels.
He further request the Hon’ble Lieutenant Governor, Advisor to HLG, Tribal Ministry GOI, MHRD, UGC, NCST to initiate a thorough Judicial/CBI inquiry into the funds irregularities, academic output, harassments of students, appointments of wardens and other associated staff and also urge the authorities to form a committee preferably of academicians for bringing reforms in the Hostels so that proper guidelines for students, appointments, tutors, sports, discipline, health system, academic, residential schools and admission of students in schools as per the Right to Education, “Beti Bachao Beti Padao” be available (regulations) and further destruction of GujjarBakarwal Hostels must be stopped.
