Rajouri 12 June: In order to iron out the issues of pending forest clearance in respect of roads being executed under PWD(R&B), PMGSY and construction of school buildings in the forest areas, the District Development Commissioner Rajouri Mohammad Aijaz Asad today convened a meeting with the concerned officers here in his office Chamber.
A detailed discussion was held with regard to interdepartmental coordination, joint verification,felling of trees where sanction has been accorded and submission of files for Forest Clearance through proper channel.
Executive Engineer PWD Nowshera informed that there are total 06 cases of Nowshera Division where the clearance from the department of forest is awaited,which includes road kacchian to manglamata ,lam to lohakatha. DFO Nowshera was asked to visit the spots for joint verification where required.The road lam to lohakatha where alignment is required to be changed ,DDC directed the DFO Nowshera and EXN PWD Nowshera to expedite the process and complete the submission process for Forest Clearance within 10 days.
Similarly Executive Engineer PWD Division Rajouri informed that a total of 14 cases in respect of division Rajouri are pending for forest clearance and are at different stages.
District Development Commissioner sought a detailed report on the road Kha to Kharain which is having a length of 12km.It was informed that the joint verification has been done and there is an issue of forest land at the take off point.DDC asked the DFO to visit the spot along with revenue and PWD officials on 15th of June and resolve the issue.
Similarly DDC also sought detailed information about the roads like Gulati to Shahdara shrief ,Chodha Gali to Malhuti chortegalla to patakahter Agrati to jabber.In all these projects DDC directed the forest ,Revenue and PWD officials to have joint verification and submit the files in the office of the respective DFOs so that the submission process could be completed within ten days.
Executive Engineer PMGSY Rajouri informed that there are 12 roads where sanction has been accorded but trees felling has not been started which resulted in the hampering of the works on the road. In many of these projects sanction was accorded in 2017 but tree felling is awaited which has resulted in delay in two year delay in start of the project.
Similarly there are 03 cases of the PMGSY budhal division where joint verification has been done and files have been submitted for further enumeration of the trees.
During the meeting DDC expressed concern that lack of inter departmental synergy results in delay of project execution. This is typical seen in more than a dozen Road Projects where despite sanction from the govt projects have not taken off on ground as encumbrances have not been removed. DDC has fixed a deadlines for removal of encumbrances for all the projects.
He advised the concerned officers to ensure interdepartmental coordination while executing developmental works and also apprise where issues require intervention of District administration.
