    RAJOURI, DECEMBER 27: — Secretary, Health and Medical Education Department, Bhupinder Kumar, today inaugurated vital healthcare facilities during his visit to Rajouri district.

    He also took a comprehensive review of patient care services being extended to the ailing in the district.

    One of the notable initiatives during the visit was inauguration of blood components centre at GMC and AH Rajouri, aimed at fortifying blood transfusion services within the institution.

    Recognizing the importance of community involvement, Secretary directed the Chief Medical Officer to actively promote voluntarily blood donation throughout the district.

    Secretary also inaugurated a thalassemia care centre besides launching the District Early Intervention Centre Under Rashtriya Bal Swasthya Karyakram.

    Bhupinder Kumar also presided over a meeting with faculty members, delving into a thorough review of patientcare facilities. The staff apprised him of the challenges they are facing, receiving assurances that their concerns would be promptly addressed to ensure the delivery of high-quality services to patients.

    Secretary lauded the staff for their unwavering dedication and encouraged them to further elevate patientcare services, emphasizing the need to meet the expectations of the general public.

    Subsequently, Bhupinder Kumar conducted a tour of Government Medical College Rajouri, directing the department to expedite the pending works on the building. He interacted with the staff obtaining valuable insights into the operational aspects of the institution.

    Deputy Commissioner Rajouri, Vikas Kundal, was present on the occasion.

    The people expressed satisfaction over the outreach programme saying that Public Darbar provides them an opportunity to voice their grievances before the government for resolution, through appropriate channels.

    The event served as a pivotal platform for direct interaction between the government and the public, addressing an array of critical issues. A plethora of critical issues were brought to the forefront during this engaging session.

    Specific issues which were highlighted during the event were shortage of staff at sub centre Fatehpur Danna, sanctioning of a dispensary, paucity of staff at GMC&AH Rajouri, sanctioning of a trauma centre, operationalization of MCH, trauma centre at block Dhangri, dispensary at Dalhori, Ayush Hospital, speedy implementation of JJM, illegal mining, High School at Malut, PHC at panchayat Darhal, sub centre at Fatehpur Gurrian, operationalization of PHC at Dodasan Balla, Ayush Centre at Dodasan Balla etc.

    Diverse stalls adorned the venue, each depicting implementation of impactful schemes dedicated to welfare of the public. Attendees were not only heard but were also motivated to explore and avail themselves of the manifold benefits offered by these initiatives.

    During the event, Secretary actively inspected the stalls, gaining firsthand insights into the innovative schemes and initiatives being undertaken.

    Addressing the Public Darbar, Secretary committed to address the pressing issues brought forward by the local community. He emphasized that the top priority of the Government is to ensure that basic facilities and services are delivered to the general public in an efficient and timely manner.

    Bhupinder Kumar reiterated his unwavering commitment in improving the lives of the citizens of Rajouri. He affirmed that the government would take concrete actions to address the raised issues and work towards fulfilling the demands of the community.

    Secretary underscored the commitment to transparency and accountability within government institutions, highlighting the significant strides made in ensuring these principles.     In the realm of healthcare, Secretary provided a comprehensive update on the sector’s progress, citing the establishment of the Government Medical College (GMC) at Rajouri as a pivotal milestone.     Bhupinder Kumar also emphasized the augmentation of healthcare facilities saying that a new thalassemia care center has been set up at GMC & AH Rajouri. Furthermore, to enhance blood transfusion services, a state-of-the-art blood components separation unit has been set up reflecting a commitment to continuous improvement.

    RAJOURI DECEMBER 27:– Defence Minister  Rajnath Singh visited the border areas of Jammu & Kashmir and took stock of the security situation along the Line of Control (LoC) today. He carried out a first-hand assessment of the prevailing situation as well as the counter-terror operations in the area. He was accompanied by Chief of the Army Staff General Manoj Pande and General Officer Commanding-in-Chief, Northern Command Lt Gen Upendra Dwivedi.

    The Minister as given a detailed brief on the prevalent security situation, counter-infiltration grid and operational preparedness. The aspects associated with the operating challenges were discussed by Rajnath Singh with the Commanders on ground. He called for professional conduct and due diligence while carrying out operations.

    Interacting with the troops, the Minister paid tributes to the soldiers killed in action and conveyed his deepest condolences to the families of the bravehearts. He wished a speedy recovery of the injured soldiers, emphasising that all necessary measures are being taken in view of the prevailing situation.

    Rajnath Singh assured the troops that the Government stands with the Armed Forces and the nation will forever be indebted to the unparalleled valour and sacrifice of the soldiers. He termed the welfare of the Armed Forces as the Government’s top priority, stressing that additional efforts are being made to bolster the security and intelligence framework.

    “Indian Army is not an ordinary army. The soldiers are our protectors. It is their duty to not only safeguard national interests, but also to win the hearts of the people,”  singh added. He exhorted the troops to remain extra vigilant, so that no untoward incident occurs in future, reiterating that there should be zero tolerance to terrorism.

    The defence Minister described the recent incidents in the sector as unfortunate and asked all ranks to undertake operations based on hard intelligence, in accordance with established procedures aided by niche technology. He urged all Commanders to have zero tolerance for violations of the well-established SOPs.

    Rajnath Singh also met with the families of the deceased persons, residents of village Topa Peer of Bufliaz in Poonch district. He assured expeditious investigation into the incident culminating into deliverance of justice.

    The Defence Minister expressed satisfaction for the high level of synergy between the security forces, civil administration, J&K Police, Central Armed Police Forces and other security agencies in projecting a clear message of resoluteness towards improving of the security environment, that is conducive to fostering a new era of development in the Union Territory (UT). He also complimented the local people for their steadfastness and contribution towards joining the mainstream efforts undertaken by the Government of India. It was emphasised that the unity in thought process, alignment and collective resolve for the good of the nation is the most important foundation for achievement of shared aspirations of peace & development in the UT.

    Preceding the visit of the Minister, the Chief of Army Staff had visited the area on December 25, 2023 and exhorted all ranks of the Indian Army to conduct operations in the most professional manner while remaining resolute and steadfast against all challenges. He had also underscored the commitment of the Indian Army to respecting human rights and zero tolerance for violations in any form.

    RAJOURI DECEMBER 26:–Adding muscle to India’s naval fleet capabilities, The Indian Navy on Monday received its latest Project 15B stealth guided missile destroyer INS Imphal in the presence of Raksha Mantri (Defence Minister) Rajnath Singh.
    INS Imphal was commissioned at an impressive ceremony held at the Naval Dockyard, Mumbai.
    Maharashtra Chief Minister, Eknath Shinde; Flag Officer Commanding-in-Chief, Western Naval
    Command Vice Admiral, Dinesh K Tripathi; and Director (Finance) with Additional Charge of
    Chairman & Managing Director, MDL Sanjeev Singhal were among those who attended the
    commissioning ceremony.
    The event marks the formal induction of the third of four indigenous ‘Visakhapatnam’ class destroyers, being designed by the Indian Navy’s Warship Design Bureau and constructed by Mazagon Dock Shipbuilders Limited (MDL), Mumbai.
    Raksha Mantri described INS Imphal as a shining example of ‘Aatmanirbharta’ in defence and said, “INS Imphal is a symbol of India’s growing maritime power, and it will strengthen it further. It will bolster our principle of ‘Jalmev Yasya, Balmev Tasya’ (One Who Controls the Sea is All Powerful) in the Indo-Pacific region,”.
    Rajnath Singh reiterated the Government’s resolve to lay equal emphasis on the modernisation of all the three Services to safeguard national interests, stating that earlier governments focussed only on protecting the country from land-based threats.
    The ship is equipped to fight under Nuclear, Biological and Chemical warfare conditions.
    The ship measures 163m in length, 17m in breadth with a displacement of 7,400 tonnes and is amongst the most potent warships built in India. It is propelled by four powerful Gas Turbines, in a
    Combined Gas & Gas configuration and is capable of speeds more than 30 knots.
    The Raksha Mantri defined INS IMPHAL as a conglomeration of different strengths of the nation.
    Brahmos Aerospace installed Brahmos missiles on the ship. Torpedo tube launchers are of Larsen
    & Toubro (L&T). Rapid Gun Mount has been installed by Bharat Heavy Electricals Limited (BHEL),
    and Medium Range missiles by Bharat Electronics Limited (BEL).
    In addition, many start-ups and MSMEs are involved in its construction. Just like many elements have given a concrete form to INS IMPHAL, people from all walks of life should work together for us to become ‘Viksit Bharat’.
    The ship has a total complement of about 315 personnel, and is commanded by Captain KK
    Choudhury, a Gunnery and Missiles specialist.
    It will augment the Navy’s mobility, reach and flexibility in safeguarding the nation’s maritime security and interests.
    INS Imphal has enhanced stealth features resulting in a reduced Radar Cross Section, achieved through efficient shaping of hull, full beam superstructure design, plated masts and use of radar transparent material on exposed decks.
    It is armed with sophisticated state-of-the-art weapons and sensors, including Surface-to-Surface Missiles, Surface-to-Air Missiles, Anti-Submarine Warfare (ASW) rocket launchers & Torpedo launchers, ASW helicopters, radars, sonar, and Electronic Warfare systems.
    A unique feature of INS Imphal is that about 75% indigenous equipment/systems, include Combat Management System, Rocket Launcher, Torpedo Launcher, Integrated Platform Management System, Automated Power Management System, Foldable Hangar Doors, Helo Traversing system, Close-in Weapon System, and the Bow-mounted SONAR are used in this missile destroyer.
    Referring to the recent suspected drone attack on Merchant Vessels (MV)Chem Pluto and on ‘MV Sai Baba’ in the Red Sea, the Defence Minister said; “The Government of India has taken the attacks very seriously and the Navy has increased its surveillance. Perpetrators of these attacks will soon be brought to justice for strict action,”.
    Chief of the Naval Staff, Admiral R Hari Kumar said; “INS Imphal possesses the distinction of being a shining symbol of Indian Navy’s unflinching commitment towards achieving the vision of self-reliance in defence. The ship will not only tackle physical threats that emanate from the seas but will also demonstrate the strength of an integrated country’.
    He exuded confidence that the fourth Project 15B stealth guided missile destroyer ‘Surat’ will be commissioned in 2024.
    “To counter piracy & drone attacks on merchant shipping, the Indian Navy has deployed four destroyers of Project 15B & 15A class. The P8I Aircraft, Dorniers, Sea Guardians, Helicopters & Coast Guard Ships have all been deployed jointly to counter these threats,” said Admiral Hari Kumar.
    The time taken to build INS Imphal and undergo trials has been the shortest for any indigenous destroyer. The ship successfully completed the first-ever test-firing of extended range Brahmos missile prior to its commissioning, making it ‘weapon-ready’.

    RAJOURI DDECEMBER 26:–No contact has been established with the perpetrator of a gruesome attack on two Army vehicles in the DKG-Bafliaz area on December 21 afternoon in which four soldiers attained martyrdom while 2-3 others were critically injured and airlifted for specialised treatment.

    After Army Chief, General Manoj Pande straight visit to Rajouri & DKG on Monday, Defence Minister, Rajnath Singh will also visit Rajouri on Wednesday.

    Immediately after reaching Jammu, the Defence Minister will interact with commanders at Corps HQ at Nagrota and later will fly to Rajouri/Poonch.
    At Rajouri besides interacting with soldiers at ground zero who are engaged in the ongoing anti-terror operations, Rajnath Singh will also hold interactions with commanders at Division HQ.
    He is likely to hand over appointment letters to the kin of three civilians killed.
    On the next day of deadly attack, Army rounded up several residents of Topa Pir (Surankot) and Bhangai (Rajouri) for questioning and later three among them (residents of Topa Pir) were found dead and few others are under treatment in Army & civil hospitals at Rajouri.
    On Monday Chief of the Army Staff, General Manoj Pande reached Rajouri, reviewed the security situation amid ongoing search operation at ground zero and exhorted the commanders to conduct the operations in the most professional manner and remain resolute and steadfast against all challenges.
    According to reliable sources, more than a dozen people have been detained from the Bafliaz side for directly/indirectly helping the terrorists of this deadly attack.
    On the other hand, J&K Police is also analysing the mobile calls data of the area before and after the terrorist’s attack to get some breakthrough in this incident.

    RAJOURI DECEMBER 24 :–Exactly after one month of wreath-laying ceremony to honour 5 soldiers, including two Captains, was held on November 24, who lost their lives in Bajimaal encounter in Kalakot, another wreath-laying ceremony was held today at Army Hospital in Rajouri to honour 4 soldiers who have sacrificed their lives when their two vehicles were ambushed at Dhatyar Morh on Rajouri-Poonch road on December 21.


    Initially it was decided that the cremation of all the soldiers would be held at Rajouri due to some unavoidable circumstances, but under the pressure of the kin of the martyrs and their relatives it was decided to send the bodies to their respective native places.
    All the bodies along with family members were airlifted from Rajouri in the afternoon for further journeys..
    The martyrs have been identified as Naik Birender Singh resident of Chamoli in Uttarakhand; Naik Karan Kumar resident of Kanpur district in UP; Riflemen Gautam Kumar resident of Pauri Garwhal district in Uttarakhand; and Chandan Kumar resident of Nawada district in Bihar.
    In the aftermath of spurt in recent terrorist attacks in Rajouri-Poonch sector, Army Chief Gen Manoj Pandey is likely to visit Jammu on Monday.
    Meanwhile a wreath-laying ceremony was held in Army’s 150 GH which was led by General Officer Commanding-in-Chief (GOC-in-C), Northern Command, Lt Gen Upendra Dwivedi.
