    BHADERWAH: While expressing serious concern over the precarious power situation in Bhaderwah and other parts of the Chenab valley, Advocate Mohd Majid Malik said governments come and go, but the electricity woes continue unabated.In a statement issued here Advocate Mohd Majid Malik said :”We have enough water resources and despite tall claims by the politicians and the rulers of the time about solving issues, they have not been able to settle this small issue for decades.”“During winters people of Chenab Valley have to bear the brunt of power crisis he said.Though the Governor administration claims there is improvement in governance, reality is that the power situation is same as it was during the previous years. “There is no improvement as power supply in Chenab Valley has become like a miscall. Isn’t it any priority for the government to provide uninterrupted power supply to people in this harsh winter?” Malik asked.No power schedule is being followed on ground and Bhaderwah , Bhalessa , Thatri and other areas are facing long and unscheduled power cuts much to the annoyance of public.People living in rural and far flung areas are without electricity and the recent snowfall has aggravated the crisis. People living in rural areas are compelled to arrange for alternate sources of illumination since they are facing worst power crisis.

    Rajouri,March,12: District Election Officer, Rajouri Mohammed Aijaz Asad today chaired a meeting with officers associated with elections to review the election preparedness in the district.

    A multitude of issues like provision of Assured Minimum Facilities (AMFs) at the Polling Stations, implementation of MCC, communication plan,transport plan,security plan, training to polling personnel and SVEEP activities.

    He also discussed availability of basic facilities at the polling stations in all the polling stations for the smooth and hassle free conduct of general elections 2019.

    It was informed about the number of polling stations that are without electricity, drinking water, toilet and other basic facilities in the polling stations. It was also informed that the work is in progress by the concerned departments to ensure availability of basic facilities in all the polling stations in the districts, like constructions of toilets by education department,ramps by the PWD and RDD and facilities of drinking water by the PHE department and will be completed within a weeks time.

    He also said that basic facilities like availability of electricity, drinking water, toilets, ramps, wheel chairs, transport are mandatory at all the polling stations for the smooth conduct of elections and these should be put in place well in advance by the concerned departments.

    While talking about MCC,DEO said the Model Code of Conduct (MCC) has come into effect with the announcement of dates for General Elections 2019.The officers were asked to ensure strict adherence to guidelines of the MCC and follow them in letter and spirit.

    It is pertinent to mention here that in order to enforce Model Code of Conduct,video surveillance teams,Video viewing teams and flying squads has been constituted assembly constituency wise.

    In order to ensure Assured Minimum facilities at each polling station Assembly constituency wise teams have been constituted for physical verification of polling stations and ensuring AMF.

    Regarding the training of polling personnel, the nodal officer training and manpower informed that the first phase of training has been concluded. The training was conducted constituency wise at different locations and were conducted by master trainers and the assembly constituency level master trainers. He further informed that around 6000 polling personnel have been trained so far.

    Nodal officer SVEEP informed that the special election vans Jashn-e jumariyat, exclusively flagged off for generation of awareness among voters and to acquaint them with the EVMs and VVPATs.He also informed that under SVEEP a total of 1200 ASHAs and Anganwadi workers were sensitised about the election process. He further said special awareness camps and nukad Nataks are being organised at different locations in association with J and K academy of art, culture and languages Rajouri.
    DEO asked the nodal officer SVEEP to focus on the booths level awareness for raising the gender ratio and enrollment of the PwD voters.

    The DEO directed all the officers to work in tandem to facilitate hassle-free elections in the district.

    RAJOURI: March 12:–Several public delegations today called on Deputy Commissioner Rajouri, Mohammad Aijaz Asad and apprised him of their demands and issues.

    The main issues which raised by the deputations included adequate water supply, improved road connectivity, demarcation of lands, timely disbursement of pensions and appointments under compassionate ground.

    DDC listened to people’s grievances and instructed district officials and heads of departments to address the same within a specific time frame.

    The deputations who called on the DDC were from Rajouri  town, Sunderbani, Thanamandi, Budhal, Doongi and adjoining areaare the district Rajouri..

    Rajouri, March,12: A daylong workshop under Systematic Voters Education and Electoral Participation (SVEEP) for PwD voters was held today here at PWD Conference Hall.

    District Election Officer, Rajouri, Mohammad Aijaz Asad presided over the function. The programme was organized by Nodal officer, SVEEP, Abdul Khabir under SVEEP comprehensive programme.

    Speaking on the occasion, the DEO deliberated on the importance of the awareness generation about the electoral process and voting rights of every person with the disability.The DEO also instructed concerned officers to effectively coordinate in the registration of unregistered eligible PwD voters through the National Voters Service Portal and through BLOs. On the occasion, he stressed on generating mass awareness about the participation of people with disability in the electoral process and emphasized on the officers to take concrete efforts on this regard.

    They were also made aware of the facilities being provided to the person with a disability on the day of elections like the provision of ramps, wheelchair and also the provision of transportation.They were informed that a special android based app was developed by ECI to facilitate the persons with disability.

    It is pertinent to mention here that Braille script will be used on ballot papers for the first time in general elections 2019.

    Master trainers for the operation of the EVMs and VVPAT machines informed the PaD voters about its functioning in detail. It was informed that the VVPAT will be used for the first time in the upcoming elections to the Lok Sabha.
    Pertinently, VVPAT is an independent system attached to the EVM which allows the voters to see on the screen of the machine a printed copy containing the serial number, name, and symbol of the candidate.

    The voters were made familiarise about the functioning of Ballot Unit, Control Unit and other allied functions and operations of the electronic voting machines.

    Moreover, in order to educate the common people about the voting rights and about ethical voting and under comprehensive SVEEP plan, several Nukad Nataks were organized by district administration Rajouri in collaboration with NGOs and JK academy of art culture and languages.

    According to the directions of the Election Commission of India, all wall writing, posters, banners, hoardings showing government achievements in any government office or campus should be removed within in 24 hours, from the announcement of Lok Sabha General Elections–2019.

    Giving this information here on Tuesday, Haryana Joint Chief Electoral Officer Dr Inder Jeet said that the Commission has issued necessary directions to candidates or political parties for time to time campaigning and not to violate the Model Code of Conduct.

    He said that it is important to remove all kinds of unauthorized political advertisements in the form of wall writing, posters, banners and hoardings at public property or public space such as bus stands, airports, railway stations, Railway Bridges, government buses, electric or telephone poles, within 48 hours.

    Apart from this, unauthorized political advertisements displayed at private property should be removed within 72 hours.

    Jammu, March 12:– Alleging deliberate political victimization of some remote areas of border town Mendhar in upgradation of Schools, Dr. Shazad Malik a known educationist and social activist from Poonch has urged the governor Satya Pal Malik to consider the genuine demands of the people of these areas who are even sitting on dharnas and protesting for their legitimate and genuine demand of upgradation of schools in their areas. In a memorandum submitted to Raj Bhavan today, Dr. Shazad submitted a list of four schools with governor’s secretariat that need immediate upgradation including High school, Pathanateer, which was last upgraded in year 1992, High School, Sangiote, established in year 1954, Middle School Behrote established in 1953 and High School Kasblari , Mendhar which is one of the oldest school in the state which was established in year 1918 and then upgraded In year 1996 as middle school and then in year 2005 as High School. Dr. Shazad has also apprised the governor that in the absence of nearby high and higher secondary schools many parents do not send their wards for higher education and more specifically the girl students are deprived of their fundamental right to education. He has urged the governor to take immediate decision in this regard before the start of new academic calendar

    Rajouri ,March 12 :–With the onset of spring, the pleasant and flowering season for the employees of school education department particularly for the ones at the helm of affairs in CEO office Rajouri
    also sounds started.

    The new incumbent Chief Education Officer, who himself is from the hilly district of Doda is seemingly un aware of the hardships faced by the students of far flung, hilly and hard areas. The matter came to fore when some local residents of Moghla and
    Khawas reported about the modification in transfers of newly posted teachers . The teachers were transferred without taking into consideration the pupil teacher ratio of these hard and hilly terrains

    alleged that  the schools are suffering badly due to the non availability of teachers and the authorities i.e the Directorate of
    School Education Jammu and the CEO Rajouri are not sincere in providing the teachers to our poor and under privileged students of hard areas. They said earlier also the policy regarding the provision
    of teachers for hard area schools was damaged by some vested interest
    and also by the then Director of School Education Jammu , who  without
    verifying the facts  put on hold the transfer of teachers to hard Zones by the then Chief Education Officer Rajouri Ch. Lal Hussain . It
    is also alleged that Director School Education directed the Joint Director Rajouri/Poonch range to verify the genuineness of the orders in the absence of then CEO ,Ch Lal Hussain,  who was on Haj pilgrimage.
    All this resulted in an un holy nexus of  some influential teachers, Clerks and a Section officer  in the office of CEO and they all provided  wrong information to Joint Director and  managed a new list
    and accordingly  adjusted and retained their favourites ones on one hand and  many more were dropped and several became surplus  on the other leaving the poor students of hard areas at the mercy of God.
    They said once again posts in hard areas/zones are lying vacant and poor students are suffering due to vested interests of these officials at the helm of affairs at the CEO’s office.They alleged that once an newly promoted teacher is posted in hard area schools then why they were shifted without providing any alternate at a time when model code of conduct is operating. The locals regretted that they see no difference in political government and the Governors rule when the thing shave not changed for them , we are still in waiting and are losing hope . It is also alleged that around twenty such newly promoted teachers are transferred back to their home zones .

    The parents of the students also provided order copies of the teachers transferred back to their home zone schools which speaks volumes about the non seriousness of the school Education department authorities. .

    They even reacted that the Director school Education Jammu who heads the department is  silent and mute spectator who even don’t dare to ask the ones below hierarchy for this non serious and anti student attitude. One such transfer order reads that one Teacher Pankaj  Kumar
    who was earlier posted at HSS Teryath of Zone Moghla ,vide CEO Rajouri Order No. CEOR/NT/42325-95 dated 16.02.2019  is now transfereed back to MS Palwal of Zone Sunderbani vide new order No. CEOR/E2/2018-19/45344-47 dated 07.03.2019. Similarly  one Rohan Gupta earlier posted at HS Narla ,Zone Khawas , a far flung school is now transferred back to HSS Devak , of Zone Lower Hathal vide fresh order
    No. CEOR/E2/2018-19/45328-31 dated 07.03.2019 was transferred back .
    They also alleged that all these teachers were provided the orders on 11th of March who later on got them relieved and joined on the same day and date i.e at the time when MCC is in full operation.

    The general public appealed to the District Development Commissioner Rajouri to take the cognizance of the matter and rescind the orders immediately and seek explanation of Chief Education Officer Rajouri for making the mockery of system. On question of approaching Director School Education Jammu they alleged that Director Office is also non serious and is hand in glove with each other as one Raj Kumar, a senior Assistant who served for many years in CEO office is posted by Director School Education Jammu in DIET Rajouri few months back  is also pre maturely transferred back to CEO office . His relieving order which was also made available also indicates his date of relieving as on 11th of March 2019 by Principal DIET Rajouri and his simultaneous joining in CEO office on the same day and date again making a mockery
    of the system and violation of Model Code of Conduct.  They requested the DDC  Rajouri to look into the matter personally and rescind all such orders besides seeking explanation of CEO Rajouri and Principal
    DIET Rajouri as he is there  only hope left . …

    Surankote Poonch March 11 :– Army claimed that they arested a person in front of Army TA gate in Surankote town and recovered one hand grenade and some other explosive matrmate from them.

    The person identified namely Rajinder Singh s/o Krishan Singh resident of tehsil Kalakote of district Rajouri.

    Sources said that after recovery the said person handed over to Jammu Kashmir Police for further investigation..

    Rajouri : After a prolonged wait of more than six years, villagers of Deryari, Dabrote of district Rajouri finally heaved a sigh of relief as Pradhan Mantri Grameen Sadak Yojana (PMGSY) authorities restarted work on Deryari Dabrote Road,after the intervention of district administration Rajouri, which was suspended six years ago.

    According to reports, 8 KM long Deryari Dabrote ,which was taken up under PMGSY scheme in the year 2013 and was supposed to be completed in within stipulated time frame but after taking three years to just complete the first phase which include earthwork of 3.5 KM the work on the said road was suspended due to some disputes at the village Level , sending more than 2500 population of these area in tizzy.

    People of Deryari,Dabrote and adjoining villages, who after making all out efforts after running from pillar to post for completion of the road for the last five years had made up their mind that their road will be never completed,but after the direct intervention of District Development Commissioner Rajouri, Mohammed Aijaz Asad,the work of the road has been started.

    PMGSY Rajouri willl complete the remaining work which includes , metal and macadamisation works by deploying heavy machineries with a target to complete the work on 4.5 KM stretch by this year.

    EXN PMGSY Rajouri said work on second phase got delayed due to some unavoidable circumstances including,but now everything has been settled down and on the directions of DDC Rajouri ,we have started the work on war-footing and are hopeful to complete the work by this year.
    After completion, this road will provide all weather connectivity to number of villages several hamlets and almost to 2500 souls.
    It is pertinent to mention here that in order to avoid any law and order situation 04 magistrates and 80 police personnel were deployed to grapple with the situation.

    DDC directed the engineers of PMGSY to start the work on the said road on war footing and complete the road within one year as it has already got delayed due to certain reason. They were advised to maintain the quality of road as well.
