    1.It is very unfortunate to note that tenders continue to be issued without due Administrative Approval despite clear instructions on the issue. Such behavior deprives oversight of Competent Authority and is not an acceptable method of execution of works. It also creates liabilities which is reflective of rampant financial irregularities.

    2. Not only this, tenders are issued without indicating availability of funds. No one has right to issue tender stating that funds have been demanded and create liabilities. It amounts to dictating how funds shall be spent by Government by tender issuing authority and makes mockery of budgetary process.

    3. It is not understandable why there is such insistence on non-adherence to laid down processes.

    4. Please have AA accorded for all works, including past on going works for which payment is to be made so that processing of payments is streamlined. It is simple but effective tool for oversight. I shall like to see this process completed within a month as the outermost limit. This will enable us to quantify and plan for expenditure and avoid constant noise about non-payments.

    Next JK government won’t be without PDP: Mehbooba

    Former chief minister Mehbooba Mufti Wednesday said that the next government in Jammu and Kashmir will not be formed without Peoples Democratic Party (PDP).
    Addressing party workers convention at Circuit House in Shopian, Mehbooba claimed that PDP took a lead against their opponents in the first phase of polling for Anantnag parliamentary constituency.
    The first part of three-phased Lok Sabha election in Anantnag was held on Tuesday with the district recording 13.63 per cent voter turnout.
    The PDP chief said she desired to visit Shopian in past but was advised by party workers to delay the visit.
    In her address, Mehbooba said PDP was fighting the elections for protection of article 35-A in the Indian Constirution.
    She castigated state Congress, saying they were talking about safeguarding of Article 370 but it was Ghulam Nabi Azad as chief Minister of the State, who transferred thousands of Kannals of land to Amarnath Shrine board.

    Rajouri,April 24:Deputy Commissioner Rajouri, Mohammad Aijaz Asad, who is also District Election Officer Rajouri, has ordered immediate detachment of all the officials who were attached in district election cell/ARO offices for conduct of parliamentary election process in the district.

    Taking note, DEO has ordered detachment of all the officials whereas Chief Education Officer Rajouri has been directed to submit compliance in this regard, whether the de attached employees have joined their original place of posting by tomorrow 10 am sharp. An order in this regard has been issued from the office of district election officer Rajouri. The staff was told few days back to resume duties at original place of postings. However, it has been learnt that directions have not been complied.

    It was brought to the notice of district administration by some prominent media persons and parents of students that many officials deployed on election duty continued to remain absent from regular duties in the garb of conduct of parliamentary elections and supplementary assignments thereafter.

    “During examination of election attachments, it came to fore that many officials continued to show themselves in election cell/ARO offices without any election process going on thereby leading to hinderance in smooth teaching process in schools.

    The DC while appreciating the staff for their commitment in successful conduct of elections said that all the officials engaged in election process have played their vital role in smooth conduct of elections and now time has come for the officials to report back to their original place of postings for normal duties.
    Chief Education Officer Rajouri has been directed to submit compliance by 10 am tomorrow on 25.04.19

    KOTRANKA : Jammu Kashmir People’s Movement JKPM on Wednesday held a meeting of its functionaries from here to discuss the measures needed to be taken for party’s growth in the district.Chaired by JKPM Provincial coordinator Adv Mehmood Khan the meeting deliberated over present political scenario and resolved to further strengthen the party at grassroots level.

    While addressing party functionaries Mehmood Khan termed the JKPM as “only political force” in the state that can fulfilled the genuine demands of the people’s of Jammu Kashmir and Ladakh.

    He added JKPM shall remain firm in its resolve to get people out of present conditions and accord them permanent prosperity they have been yearning for since decades.

    The JKPM leader further asked the party functionaries and workers to step up their activities and hold constant consultations with ground level workers and activists at their respective constituencies. Across District Rajouri various deputations, Sarpanches and panches met with JKPM leaders. JKPM President DR Shah Faesal addressed workers through video conferencing.

    Rajouri, April,23: Continuing the Public outreach programme, District Development Commissioner Rajouri Mohammad Aijaz Asad today held a public grievance redressal camp at kotranka in which people from several Villages including kotranka, Kandi,jaglanoo, Kewal, Daraj,phalni, and other adjoining areas attended in large numbers. People projected various demands pertaining to road connectivity, electricity, water supply, adequate manpower in health and educational institutions, payments under MGNREGA, SBM, Installation of the transformer and required connections for the wards of kotranka.

    Public of the area apprised the DDC about problems being faced by them. The issue regarding payments under MGNREGA was also raised vehemently. Specific issues regarding the construction of an alternate road to Hospital, Shortage of water Pipes, Electric Poles in the peripheral area of kotranka and non-availability of Connectors, etc were also raised. Posting of MBBS Doctors in kotranka and staff in Health and Educational Institutions, issue related to establishing of Govt Degree College was also discussed.

    They also vociferously demanded the supply of ration under Mufti Mohammad Sayeed Food entitlement scheme, activation of irrigation canals during the harvest season. Salary for the sarpanches and panches, non-cooperation of RDD employees in uploading of data related to PMAY. Compensation to the land donors for the ANS canal and TRC building.

    Special camps to be organized on the area for awareness related to horticulture, agriculture and allied departments. Survey for the opening of the Anganwadi center where there is no center. Baseline survey should be conducted for left out families under SBM and sanitary complex at kotranka should be constructed. Repair of old Panchayat ghars, and opening of new panchayats have been also discussed. They also demanded the early construction and repair and renovation of Koteranka Shahpur road, Hudal-Targain, Samote- Targain road and kotranka khawas road.

    They also raised the issues regarding digital signature for Sarpanchs, construction of the park, MGNREGA ceiling and approval of the plan. Scholarship for the Pahari and ST students as per the norms. Construction of outdoor stadium at kotranka to harness the potential of the youth of the area.
    Assistant Director Food and supplies informed the public about the schemes and said 30 percent of the ration will be provided during the month of May.
    EXN PWD said that the work on the sagra road will be started soon. Regarding the kotranka-Khawas road, it was informed that major work has been completed and most of the work will be completed by the end of July. Panjnara road has been sent for approval in the languishing projects.

    EXN PHE while replying to issues raised, said the project ANS Water Supply scheme at revised cost has been submitted for approval. With commissioning of this scheme Swati, Kandi, Rehan, and kotranka will get respite from water scarcity.Regarding the Shahpur deewan water supply scheme, it was informed that it will be completed by June this year.

    Regarding the salary of the sarpanches, ACD replied that their salary will be credited into their account within 2-3 days. He also assured that the department will provide all the necessary support for the strengthening of the PRI and advised to do rational planning depending upon the resources available with the Panchayat.

    While assuring the public of timely redressal of issues raised by them, the DDC said numerous initiatives are underway to strengthen the roads, PDD and PHE infrastructure in the area besides ensuring the provision of other amenities of life.

    DDC also informed that Horticulture, Agriculture, and Animal husbandry department will jointly organize a farmer camp at kotranka on 30th of April to make people aware of the new technologies, High yielding seed varieties and hybrid fruit-bearing plants specific for this area. He also said that he will soon depute the team of scientists to study the climate and soil for the cultivation of saffron.

    Regarding the opening of KV, and payment of PM-KISAN, DDC assured that he will take up the matter with the concerned department. Regarding the coordination issues between PRI and the department, DDC assured that he will issue a schedule with the directions to the concerned departments for attending the gram sabhas. He also highlighted that he will soon project the proposal of the playfield at each Panchayat, to channelize the energy of the youth towards the positive direction.
    DDC also directed the health authorities to organize medical camps at village level to provide all sorts of certificates to the needy people.

    Regarding the pendency in the pensions and SMAS, DDC assured them that he will soon take up the matter with the higher authorities.DDC called upon the public to come forward to avail benefits entailed in various schemes, flagship and pan India programmes of the government. He also enjoined upon the concerned officers to hold awareness camps in this belt to educate them about schemes of the department.

    People of the area showed gratitude and complimented the role of District administration in conducting free and fair elections in the district.

    Rajouri,April 23a:-Jammuand Kashmir police has booked a group of men involved in luring people for doubling their money and has arrested a police personal who was also found involved in it.

    In Manjakote police station, many people lodged their complaint before police and complained that some local men from Rajouri have taken their money on the pretext of doubling and are not handing back the same.

    Taking note on the directions SSP Rajouri Yougal Manhas , a team of police headed by SHO Manjakote Manzoor Kohli under the supervision of SDPO Manjakote Nisar Khoja started investigation during which it was found that a number of people from Manjakote police station jurisdiction have invested their money with some local men of Rajouri with assurance of doubling it.

    The entire system was found to be run in violation of norms after which a case FIR 31/2019 under sections 420, 109 RPC has been registered in police station Manjakote.

    During investigation a police constable identified as Iftkhar Ahmed resident of Salwah Mendhar and posted in Rajouri was also found actively involved in it who was luring locals to invest their money.

    The said police constable has been arrested while search has been started for other person booked in the case.

    SSP Rajouri Yougal Manhas appeals all the people to closely examine the registration and other allied features of such firms and private companies involved in investment of money to avoid the loss of their hard earned money and also not to fall prey in the hands of cheats.

    Rajouri April,20: In order to fix the rates of Sand and Bajri sold by the stone crushers ,the District Development Commissioner Rajouri Mohammad Aijaz Asad today convened a meeting with the concerned officers in his office chamber.

    The meeting was attended by Additional Deputy Commissioner Rajouri Sher Singh, Divisional Officer Pollution Control Board, Executive Engineer PWD Rajouri, Assistant Director Food and Civil Supplies and other concerned official and non official members.

    Threadbare discussion was held over various issues pertaining the running of crushers, availability of raw material and royalty issues.
    The President Contractor association Rajouri informed the DDC that royality on raw material is charged from the contractors but it should be charged from stone crushers owners. He also said that the rates of Sand and Bajri are very high which causes sufferings to the final consumer.
    He recommended for online tendering and not open auction of extraction of minor minerals.

    During the meeting the DDC said that a committe headed by ADC Rajouri while District Mineral Officer, SE PWD ,Assistant controller legal meterology and AD Food and Civil Supplies shall be constituted for fixing the rates of Sand and Bajri in the district.

    He directed District Mineral Officer to collect the current rate list of sand and bajri being sold by crushers. He also assured the stone crusher owners and contractors to resolve their issues of royality.

    He added that the regulation of rates is essential for public interest and should be a holistic situation for everybody to ensure that there is no undue burden on the end consumer.
    Morever the DDC also directed the president contractor association and the president stone crusher association to follow the norms of air and noise pollution.

    Moreover DDC said that District Adm will not tolerate the unprofessional and unregulated mining if there is any report of illegal extraction being done action shall be initiated under the law.

    Rajouri 20th April :-Religious scholars of District Rajouri while addressing media persons lauded the role of District Administration headed by DDC Rajouri Aijaz Asad.

    Khateeb Jamia Masjid Molana Abdul Rauf said that some people are not digesting the good works done by District administration that is why they are indulging in spreading rumours and fake news against administration. Molana Abdul Rauf further said that we are ready to give every possible help to District Administration and Auqaf Islamia for safeguarding the interests of general public.

    Molana Farooq Naemi President Ulema ahlae Sunnat also said that waqaf property belongs to the community and those indulging in encroachments of waqaf propert should be dealt with strong hands.

    Molana Farooq said that being Son of the soil Aijaz Asad DDC Rajouri has done tremendous hard work for the benefit of whole society which should be appreciated by all.He further said that those raising fingers on District Administration should see within and correct themselves. He offered all possible help to District Administration and Auqaf Department for the overall upliftment of the poor and downtrodden.
