    Srinagar-Leh road likely to be reopened tomorrow*

    Ganderbal, Apr 27 : The strategic 434km long Srinagar-Leh highway is likely to be reopened tomorrow (Sunday), official sources said on Saturday.

    Official sources told(KNS) that after remaining closed for over five months, the highway is likely to be reopened for vehicular movement tomorrow.

    They said BRO and project Vijayak maintaining the Srinagar-Leh highway have completed snow clearance operation from both sides of the road.

    The road was closed for vehicular movement in December last year following heavy snowfall. The highway authorities took around five months to clear the entire 434km stretch of snow.

    Sources said that due to closure of highway from past five months, people in Leh, Kargil, Drass and other parts of the region have faced acute shortage of essentials, particularly vegetables and medicines.

    SP Rural Kashmir Muzaffar Ahmad Shah while talking to (KNS) said that they have allowed 50 passengers who were stranded at different places of the highway from Sonamarg side to move towards Kargil and they crossed Zojila pass at around 9 am.

    SHO Drass, Manzoor Hussain Mir told KNS they also allowed passengers who were stranded from Drass side 3:30 am to 6:30 am to move towards Srinagar.

    Meanwhile, both the Chief Engineers of Project Vijayak and BRO is likely to throw open the strategic 434Km Srinagar-Leh highway tomorrow at Zero Point Zojila. (KNS)

Secondary School Boys Bhaderwah organized awareness programme on “Drug abuses and its remedies” in which 200/250 students of Govt. Hr. Secondary School Boys Bhaderwah participated. The tentacles of drug menace are spreading among the youths, who are the backbone of our nation. Doda Police is leaving no stone unturned in engaging the youths in constructive activities like sports tournaments, cultural activities etc. During the programme, SDPO Bhaderwah, fthkar Ahmed, Principal Higher Sec. School Boys Bhaderwah,and Counsellor  Baljeet Singh have delivered their lectures regarding drug abuses its effects and remedies.

    SDPO Bhaderwah stressed upon the students that the drug menace is a major threat to the society particularly young generation and Doda police has taken various steps to curb the drug menace.

    He also urged upon the participants that Drug addiction is a disease and must be treated like we treat other diseases. We are playing our role but we need collective efforts from Parents, Teachers, Social organizations, NGOs, Religious organizations and society at large. During programme Brochure/Pamphlets designed by District Police Doda containing information about Drug abuse its effects and remedies were distributed among the participants.     Rajouri April,27: In order to review the progress of construction of bunkers in the district being executed by Rural Development Department, the District Development Commissioner Mohammad Aijaz Asad today convened a meeting in his office chamber with the officers if REW ,RDD and revenue department.

    The meeting was attended by Assistant Commissioner Revenue Mohd Ashraf, Executive Engineer REW Noor Ali Chowdary Rajouri, concernedTehsildars and concerned BDOs.

    The Executive Engineer REW Noor Ali Chowdary informed the DDC that there are a total of 1892 bunkers which includes 1745 individual and 147 community bunkers are being executed by RDD out of which the work on 1027 bunkers have been started.

    While taking stock of bunkers being executed by the PWD Rajouri and Nowshera division, it was informed that there are total 1249 bunkers both individual and community,out of which 1116 falls in Nowshera subdivision and 133 in Rajouri subdivision.It was informed that work on 384 bunkers have been started .

    It is pertinent to mention that that border residents had raised the issue of sluggish pace in the construction of Border bunkers. Consequently the Home Department govt of Jammu and Kashmir decided to shift 1892 number of bunkers from R & B to RDD. With the continuous efforts of district administration in a span of one month work on 1411 bunkers have been initiated involving works at different stages of execution.

    Meanwhile the DDC also took blockwise stock of distribution of material including steel and cement. He asked the nodal officer material and supplies of bunker construction Sh Puran Chand BDO Seri to ensure the proper distribution of material and take receipt of material supplied from every Block development officers.

    He directed the BDOs to prepare the list of sites identified for bunkers construction, appoint the GRS as incharges of bunker construction and deploy the men and machinery ,so that the progress can be achieved in prescribed time limits.

    During the meeting the DDC informed that an amount of ₹35 crore has been released to Rural Development Department to meet the cost of construction of bunkers including material, labour and allied activities. He made it clear that project has to be completed within the set timeline and no laxity will be tolerated in the case of spill over the deadline.

    Srinagar: Former Jammu and Kashmir chief minister and Peoples Democratic Party (PDP) president Mehbooba Mufti on Saturday hit out at the Prime Minister Narendra Modi for his remarks on abrogating Article 370.

    “If (PM) Modi thinks that Kashmir is in loss because of Article 370 then why they don’t leave Kashmir,” replied Mehbooba when asked by the reporters to respond to the Prime Minister’s remark on Article 370.

    She also talked tough about PDP’s former ally, Congress and the National Conference.

    “When Azad Sahab became chief minister of the state he sold Kashmiri land to the Shrine Board. Did he not think of Article 370 at that time?” Mehbooba questioned.

    The PDP president also came down heavily on NC founder Sheikh Muhammad Abdullah.

    “Sheikh Sahab accepted the chief minister’s seat after signing the infamous accord 1975 with the then prime minister Indira Gandhi. Did National Conference not think of the special status of the state,” she questioned.

    She said that for two years she was fighting with the Modi-led government when the state was ruled by PDP-BJP coalition.

    “I had made it clear to (PM) Modi that if they tinker with the special status of the state then PDP will leave the government,” the former chief minister said.

    On Friday, the prime minister had said that if BJP will be voted back to power then they will end the special status of the State of Jammu and Kashmir.

    The BJP’s election manifesto has mentioned that the party will abrogate Article 370 and Article 35-A of the Indian constitution.

    Fifteen people including six children have died during a Sri Lankan security forces operation in the aftermath of the Easter attacks, as three cornered suicide bombers blew themselves up and others were shot dead, police said Saturday.

    The three men set off explosives, also killing three women and six children inside what was believed to a jihadist safe house near the eastern town of Kalmunai on Friday night.

    “Three other men, also believed to be suicide bombers, were found dead outside the house,” police said in a statement, adding that they had been shot.

    Police backed by troops exchanged fire with those inside the house for over an hour, a military official said, adding that the bodies were recovered early Saturday following a search operation.

    Security forces have stepped up their searches for extremists after the ISIS group claimed responsibility for the suicide attacks on three churches and three luxury hotels, which killed least 253 people and wounded hundreds more.

    The joint operation between the police and the army was carried out following a tip-off that those responsible were holed up in a built-up area of Kalmunai, 370 kilometres (230 miles) east of the capital.

    There were no casualties among the security forces, the police said.

    The government has admitted major intelligence lapses, although Prime Minister Ranil Wickremesinghe said he was unaware of any warnings ahead of the attacks, in a sign of the rift between him and President Maithripala Sirisena.

    “If we had any inkling, and we had not taken action, I would have handed in my resignation immediately,” he told the BBC.

    “But what do you do when you are out of the loop?”

    Wickremesinghe tried to sack Sirisena last year, and experts believe the feud could have played a part in Sri Lanka’s failure to act on intelligence warnings given weeks before the attacks.

    Studio raided

    Friday’s clashes came hours after the security forces raided a nearby location where they believe Islamist radicals recorded a video pledge to ISIS leader Abu Bakr al-Baghdadi before carrying out the Easter bombings.

    Police said they found an ISIS flag and uniforms similar to those worn by the eight fighters for the video before they launched the attacks. ISIS released the video two days after the attacks.

    The head of a local extremist group, Zahran Hashim, who appeared in the video, was killed at one of the Colombo hotels targeted, the Shangri-La. He was accompanied by a second bomber identified as Ilham Ibrahim.

    Authorities had been desperately searching for Hashim after naming his group, National Thowheeth Jama’ath (NTJ), as the perpetrators of the attack, but announced Friday he had been killed in the hotel bombing.

    DNA tests are being done on a severed head to conclusively establish that it is Hashim’s, officials said.

    Radicals hunted

    The government is on the defensive over its failure to heed a foreign intelligence warning that NTJ was planning suicide bombings on churches.

    Police chief Pujith Jayasundara became the second top official to resign over the blunders Friday, after top defence ministry official Hemasiri Fernando also stepped down.

    Sri Lanka’s Catholic leader, Cardinal Malcolm Ranjith, the archbishop of Colombo, has said he felt “betrayed” by the government’s failure to act on the warnings.

    Wickremesinghe apologised on Friday.

    “We take collective responsibility and apologise to our fellow citizens for our failure to protect victims of these tragic events,” the PM wrote on Twitter.

    The military have poured troops onto the streets to back up police as they search for suspects using newly granted powers under a state of emergency.

    At least 94 people are in custody, including a man believed to be the father of two of the bombers. Police said another 20 people were detained overnight.

    “We now have info that there are about 140 people in Sri Lanka linked to the Islamic State. We can and we will eradicate all of them very soon,” Sirisena said Friday, announcing new legislation to ban extremist groups.

    Tourism hit

    Dozens of foreigners died in the attacks and the government has said it expects the number of overseas tourists to fall by 30 percent this year, at a cost of $1.5 billion in revenues.

    Finance Minister Mangala Samaraweera said the island — which depends on tourism as a cornerstone of its economy — could take up to two years to fully recover.

    The US State Department on Friday escalated its travel warning for Sri Lanka and ordered the departure of all school-age family members of US government employees.

    Terrorists “may attack with little or no warning”,  it said in a statement that advised citizens to reconsider travelling to the island.

    Several nations including Israel, Australia and Britain have already warned their citizens against visiting Sri Lanka in the wake of the attacks.

    Prime Minister Narendra Modi has assets worth Rs 2.5 crore including a residential plot in Gujarat’s Gandhinagar, fixed deposits of Rs 1.27 crore and Rs 38,750 cash in hand, according to his affidavit filed with the Election Commission on Friday.

    Modi has named Jashodaben as his wife and declared that he has an M.A. degree from Gujarat University in 1983. The affidavit said he is an arts graduate from Delhi University (1978). He passed SSC exam from Gujarat board in 1967, it said.

    He has declared movable assets worth Rs 1.41 crore and immovable assets valued at Rs 1.1 crore.

    The prime minister has invested Rs 20,000 in tax saving infra bonds, Rs 7.61 lakh in National Saving Certificate (NSC) and another Rs 1.9 lakh in LIC policies.

    His cash balance in savings bank account is Rs 4,143.

    Modi has four gold rings, weighing 45 grams, valued at Rs 1.13 lakh.

    The prime minister has declared the property details in the affidavit which is a mandatory requirement for filing nomination papers.

    Modi possess about 3,531 sq ft plot in Sector-1, Gandhinagar. The value of the property, which includes a residential unit on the plot, is assessed to be Rs 1.1 crore, according to the affidavit.

    While Modi has listed “salary from government” and “interest from bank” as his sources of income, his wife’s source of income is mentioned as “not known”.

    Her profession or occupation is also listed as “not known”.

    Modi has declared that he neither has any criminal case pending against him nor has any government dues on him.

    The prime minister, who is seeking a second term from Varanasi parliamentary constituency, had disclosed a total assets of Rs 1.65 crore in 2014.

    Srinagar,Jammu and Kashmir National Conference on Wednesday asserted that the ensuing elections are significant since it provides the people of the state an opportunity to reveal how passionately they feel about their identity, saying that people of the state won’t allow any to fiddle with Art370, Art 35-A.

    Addressing two separate public meets at Kund, Waltangoo in south Kashmir party’s Candidate for Anantnag constituency Retired Justice Hasnain Masoodi said that the threats of BJP-RSS to abrogate Art 370, Art 35A will meet failure as the people of the state will not allow them to succeed in their nefarious designs. “Today the state is facing onslaught on its special status from all sides, however, all the machinations of the forces as are inimical to our status will fall flat if the people of our state shoe resoluteness in protecting the identity and integrity of our state. This time people across the state have taken it upon themselves to trounce the efforts as are hell-bent to destroy the special constitutional status of the state,” he said.

    While highlighting the importance of Art 370, Art 35 A, Hassnain said, “it is needless to say how important Art 370, Art 35-A for the state and its people. Today the people of our state are masters of their own land. They work on their land and derive their sustenance from it. God forbid, if these articles are done away with, the consequences that will follow shall be beyond our comprehension. The people of the state will stop to cleave to a respectable denomination which Sher- e- Kashmir bestowed upon them through famous land to tiller reforms and other people-friendly measures. Our kids would not be able to derive various scholarships from the government. The youth of our state will cease to be the sole beneficiary of jobs in government sector. Keeping in mind their far-reaching consequences the people have to come out in large numbers and support NC in its efforts to counter the nefarious designs of BJP-RSS and its cronies in the state.”

    While censuring PDP and Mufti’s on deceiving people on the promises it made while canvassing for elections in 2014, he said, “They were not able to keep any of their promises. People didn’t see any jobs. The promise of lessening the footprint of security forces also turned out to be a sham. On the contrary, she shamelessly presided over a plethora of miseries that people of Kashmir especially the people of south Kashmir had to go through,” adding, she took votes from you on the pretext of keeping out but she eventually clubbed with them. The much-touted AOA also turned out to be a damp squib,”

    He said that the Promises made by Mufti’s and PDP on the protection of our special status fell flat. “They were the one who implemented SARFESI, NFSA, and GST in the state. They were the one who brought NIA to state. They failed to deliver on every promise they made in the run-up for elections in 2014. We didn’t saw them repeal AFSPA; on the contrary, they slashed PSA on thousands of our youngsters, most of which are still languishing in jails. She failed miserably on every matrix; she failed to protect the state’s status, she failed to provide jobs and above all, she pushed the state into chaos and conflict. It was south Kashmir that bore the brunt of her imprudent policies. They are the ones who provided platform to BJP-RSS in the state,”

    Hassnain while censuring Mehbooba Mufti forgiving platform to the BJP-RSS said, “Today we see her shedding tears on the miseries. People would have appreciated if she would have shed her tears when scores of our youth were devoured upon in her stint as chief minister.

    The tears we see in her eyes are not out of remorse neither, on the contrary, these tears are political tears, and she is craftily shedding to gain the lost ground. However, people have made it a point of not falling prey to her shenanigans and slyness. People remember how she had bolted her mouth in 2016. We didn’t see her raise qualms over the problems faced by people when she was enjoying power with the BJP, her tears emerged only after when BJP withdrew the support.”

    Ridiculing at the PDP’s undertaking of protecting Art 370, Art 35 A, Hassain said, “Today we see Mehbooba pledging to protect the state’s special status given the fact that she was the one who did much damage to it during her stint as chief minister. We saw NFSA, SARFESI and GST being implemented in the state in her tenure. Today our people are hankering for basic edibles including sugar, who is responsible for it? Every commodity has become dearer; every commodity is subject to heavy taxations, which is responsible for it? Who is responsible for breaking the back of small and marginal artisans, hoteliers, and other traders? We didn’t? It was she who took many cataclysmic decisions when she was in power,”

    “Every single sector of our state is ailing today be it tourism, horticulture and handicrafts. People still remember how she mocked the miseries of families who lost their kids in 2016 with her ‘milk and toffee’ comments. It was she who had barefacedly said that the guns of security persons are not mere display but action,”

    He further said that the party has a inclusive agenda that once in power, the new government under the vanguard of Omar Sahib, the party will work for all sections of the state irrespective of their caste, creed. “I also urge the government to increase the quota for other social castes in government jobs. We have a considerable percentage of OSC in our state, which live in abject poverty. Our party will ensure that tribals of our state are able to live a dignified life and derive equitable share from the state’s resources; meanwhile we will take care of other downtrodden segments of our society.”

    Rajouri,April 26 :-Jammu and Kashmir police in Rajouri district on Friday morning foiled an attempt to blackmarket government supplied ration meant for preparing meals under Integrated Child Development Scheme for Anganwadi center in Mehari Gujjaran village of district Rajouri.

    Based upon a specific information, a team of police headed by Incharge Police Post Rajouri city, SI Suresh Sharma under the supervision of DySP Headquarters Govind Rattan raided a shop in Mehari Gujjaran village in Dassal Gali area of Rajouri.During spot investigation, government supplied diet (meal) for Anganwadi center under ICDS was seized from a shop run by Munir Hussain son of Nizam Ud Din resident of Mehari Gujarran.

    Thegovernment supplied commodities meant for Anganwadi center were seized on the spot which include three bags of grams, one bag of soyabean chunks (nutri), one bag of pulses (moong daal), one bag of sugar, two tins of oil, five litres of refined oil, thirteen packets of biscuits, twenty kilograms of rice and one packet of turmeric powder (haldi).

    All the items seized on the spot contained government marking prohibiting it for sale in the market.

    Cognizance of the matter has been taken in police post Rajouri and investigation has been started to find out the Anganwadi center from where the meal meant for ICDS has been black marketed with questioning from shop owner is going on.

    Rajouri, April 26: District Development Commissioner Rajouri Mohammad Aijaz Asad today convened a meeting in his office chamber with the proposed District level task force regarding implementation of solid waste management rules in the district and to iron out various issues regarding establishment of solid waste management plants at different places in the district.

    The meeting was attended by ADC Rajouri,Sher Singh, ADC Kakakot,Ram Krishan, ADC Kotranka,Ved Parkash ADC Nowshera,Sukhdev singh Samyal, Assistant Commissioner Revenue,Mohd Ashraf, Deputy director planning Bilal Mir ,,DySP Headquarters Govind Rattanpresident MC Rajouri,EO Muncipility Rajouri, councillors and other concerned officers.

    During the meeting the ADC kalakote informed the chair that there is an issue of land in the area for establishment of solid waste management plan at kalakote and the people have refused for the construction of plant. He further informed that there is 83 kanals of state land at Bdhok under muncipal limit where a biodegradable plant can be established
    ADC Sunderbani informed that the land available for dumping of waste has already been filled and more land is required for solid waste management plant at sunderbani.
    It is pertinent to mention here that as of now all the solid waste from Rajouri have been transported to sunderbani for dumping due to lack of dumping site in Rajouri,thus incurring a lot of funds on the transportation.

    The DDC said that segregation of waste is very important. He directed the ADCs to tie up with horticulture and agriculture department to convert the biodegradable waste into manure through the process of vermi-composting which can then be used in the agricultural fields to increase the productivity, ultimately favoring organic farming.
    DDC also directed the EO municipality and officers of the pollution control board to monitor the already existing dumping sites. EO was also directed to install dustbins at prominent places in the city and ensure that the dumping sites of so identified sites are in concurrence with the SWM rules 2016.

    Similarly the education department was directed to aware students about the hazards created by the solid waste thrown outside unregulated.
