    Bhalessa December 21:– Team SHAHEEN a philanthropic organisation headed by Tasleem Wani like previous years in winter seasons this year too started providing winter stuff to poorest,widows and orphans.In this connection today Team SHAHEEN started an initiative
    of “Wall of Humanity” at Bus stand Akhyarpur Jakyas where people are coming and donating winter items,books,footwears etc for poorest ,widows and orphans.These items are hanged on this wall of humanity and then any one in need of any of these items visited there and take it from this wall.This initiative of Team SHAHEEN got inaugurated by Alhaj Ghulam Nabi Wani,Ishaq Rasheed Malik , Liaqat Ali Sheikh, Ishaq Aarif and Dr Farhat in presence of President Team SHAHEEN Touseef Malik and other team members including Shahdin Naik,Manmohan Sharma,Dr Riaz Frash ,Nayeem Sajad and others.
    Pertinent to mention here that on the very first day of starting this initiative this wall received dozens of items including jackets, sweaters, pherans, footweras, caps, books, notebooks etc from different donors including Ghulam Nabi wani, farooq ahmed batt , Ali john Batt, Ariba tabasum ,Rayees wani, jaffer khan ,younes tak etc.
    The total number of beneficiaries from this wall of humanity for the very first day were fifteen.
    All those guests who came to kickstart this initiative like Ghulam Nabi Wani,Ishaq Rasheed Malik,Liaqat Ali sheikh ,Ishaq Aarif and Dr Farhat praised this initiative of Team SHAHEEN and congratulated them for their role in upliftment of downtrodden section of society.They also praised the patron of this organisation Tasleem Javaid Wani for his contributions in Bhalessa through this organisation especially during this pandemic COVID 19.
    Inaugural programme for this “Wall of Humanity” was concluded by president Touseef Malik by presenting vote of thanks to all invitees and guests who participated in this activity.

    JAMMU, DECEMBER 20: Lieutenant Governor, Manoj Sinha today congratulated the people of Jammu and Kashmir and the election machinery for the successful conduct of District Development Council (DDC) and Panchayat Elections in the Union Territory.

    The Lt Governor was addressing the media persons during the Press Conference here at the Convention Centre.

    “I thank and congratulate the people of J&K, especially the First-time voters, Independent Candidates and Political Parties for strengthening grass root democracy and paving way for progressive future of the UT and participating in the elections with such enthusiasm & zeal and making them a massive success”, said the Lt Governor.

    Giving a new direction to the developmental process, people from all sections of the society – Youth, Women, Elders, Farmers, Labourers, Businessmen, voted in large numbers and played their crucial role in strengthening the grass root democracy so that progress and prosperity shall reach every citizen of the Union Territory, he added.

    Speaking on enthusiasm shown by first-time voters, the Lt Governor observed that the participation of first time voters in DDC and Panchayat elections is a matter of pride for our democratic set up. Rejecting the regressive agenda, people voted for progress and development, he added.

    Strengthening the 3-Tiers of Panchayati Raj System in J&K, the DDC elections were held for the first time in the UT and the response to the DDC Elections has been very encouraging, he said.

    “I have fulfilled the promise of free and fair elections. Except for one or two incidents, the elections were conducted in free and fair manner”, the Lt Governor remarked.

    Despite harsh weather conditions, the polling stations across the UT witnessed long queues of enthusiastic voters and people came out to vote in large numbers, with the voter turnout percentage even in the traditionally low percentage areas registering manifold increase as compared to earlier held Parliamentary elections, which itself manifests that faith of the people of Jammu and Kashmir in the democratic process has deepened, he added.

    He further said that with the culmination of DDC elections, the people of J&K will, for the first time in history, see a truly empowered grass root democracy entailing direct funding and decentralized decision making in the planning and development of rural areas.

    “The 3-tier democracy will make J&K modern, AatmaNirbhar, besides giving a determined push to the developmental process. I am sure the elected representatives will give momentum to the developmental schemes on the ground”, maintained the Lt Governor.
    He also lauded the State Election Commission, J&K Police, Security Forces, all on-duty officers/officials and media persons for working day and night for ensuring successful and peaceful conduct of DDC and Panchayat elections.

    “I am confident that with the elected representatives of J&K complementing the Government’s efforts, J&K will reach new heights of development and welfare schemes for the people would reach every household”, said the Lt Governor.

    The Lt Governor also announced that the Hon’ble Prime Minister is going to launch SEHAT – Health Insurance scheme for the entire J&K on December 26, 2020 to cover the remaining One crore population which was not covered under Ayushman Bharat scheme.

    Pertinently, under Ayushman Bharat PM Jan Arogya Yojana, eligible beneficiaries as per SECC 2011 were covered under Health Cover of Rs 5 Lakhs. Under PMJAY scheme, 30 lakh people are being covered in J&K.

    “With this, J&K will be among the first in the country to achieve Universal Health Coverage”, he maintained.

    He further informed that the programmes will be organized across the UT and the distribution of Golden cards will be started on the same day. Around 16 Lakhs registrations have been done as on date and the registrations for the rest of the beneficiaries will be done on war footing, he added.

    The Lt Governor has also extended Christmas and New Year greetings to the people of J&K in advance.

    Kishtwar, December 20,:–The timely help provided by the army help in safely evicting the five injured passengers who were injured in an accident near Kandni on Jammu-Kishtwar National Highway.

    As per the details available with GNS Online it has been an endeavour of the Indian Army to provide assistance to the local population of the region, especially during times of emergency. Continuing the same spirit, Indian Army (26 RR) rescued passengers of a white Maruti Suzuki Eco bearing No JK17A-0477 who were travelling from Kishtwar to Thathri on 20 Dec 2020.

    ​On getting first-hand information about the incident, Indian Army representatives carried out a rescue operation where they rescued all five passengers alongwith the driver from the vehicle which had toppled on NH 244 near Drabshala. One of the passenger had suffered concussion, who was shifted to Thathri Govt Hospital by the rescue team while other were given first aid on the spot. This helped in saving precious lives.

    ​The local population was thankful to the Indian Army for their timely intervention in providing assistance to them in times of emergency.

    RAMBAN December 13:– All J&K Youth Federation District Executive Member Ramban, Imran Farhat expressed deep sorrow and concern over the increase in drug addicts in the country as well as in Jammu and Kashmir due to lack of employment opportunities. The situation in Jammu and Kashmir is getting worse by the day. On the one hand, the conditions here that make life difficult and on the other hand, our young people who are addicted to drugs. Young people are the capital of any nation. Young people are the future of any nation. This young man is the doctor of any nation tomorrow. Engineers and politicians are formed. The future of the nation is in the hands of these young people. The hopes of the nation are attached to the youth. If these young people go astray, forget the path, get lost in the darkness, then the hopes of the nation also get lost in the darkness.

    He said that for a bright future of the nation, young courage, youth are needed who can shape the future of the nation and lead the nation towards development.But in Jammu and Kashmir today the youth of the same nation are being made addicted to drugs on which we had hoped that tomorrow these youth will become the leaders of our nation. But these youngsters are so addicted to drugs that no one knows when and where they will lose their lives in a state of intoxication. Drug use among the youth of Jammu and Kashmir is increasing rapidly. If it is not realized in time, the whole society will have to see its effect in the near future and later we will have nothing but regret.

    He added that the effect of drugs has spread among the youth to such an extent that there are thousands of youth in Jammu and Kashmir who are addicted to opium, hashish, heroin, cocaine, cannabis, brown sugar, gum, dyeing solution and many other known and unknown. Use of narcotic compounds has led to physical, psychological and emotional disorders. Not only that, but there are also a large number of young people who are now using pharmaceutical drugs for intoxication. And this process is more dangerous than using other drugs. In addition, the situation in Jammu and Kashmir is very serious as it is said that many agencies first supply free drugs to the youth and then sell them to them after getting used to it and this process is also very worrying.This money is being returned here in many ways. If this problem is not solved in time, the time to come will be very dangerous for us. Not only us but our future generations will also be affected. Although the epidemic is sweeping the globe, according to a United Nations report, Europe currently has the highest drug demand in the world. Where about 5% of people suffering from depression and other ailments resort to drugs to get temporary relief. Because the restlessness in these people is due to the greed for more wealth and other things. Approximately 27 million people in the world are addicted to drugs.

    He further added, that every year on June, the United Nations celebrates the World Day Against Drug Abuse and Illicit Trafficking and now that day is approaching. Should hold large-scale seminars and emphasize the reasons why drugs are increasing day by day all over the world. What are the motivations that are driving this business? And what are the strategies to be adopted for the prevention of drugs. And steps have to be taken to prevent the drug and the youth of the world as well as the youth of our Jammu and Kashmir can be protected from this addiction and the nation. May the hopes and aspirations of these young people be fulfilled.

    He urged upon the Government of India in general and the LG administration of J&K in particular to save the aspirations and future of the educated Unemployed youth by providing them the opportunities to serve the nation in accordance to their capabilities as early as possible so that the educated unemployed youth will take some sigh relief.

    Doda,December 12:–91 polling parties were dispatched today from Sports Stadium Doda to designated polling stations to conduct polling for DDC constituency Ghat, Chiralla and vacant seats of Sarpanchs and Panchs tomorrow on 13th December.

    A total of three candidates are in fray for Ghat DDC Constituency and four candidates are trying their luck at Chiralla District Development Council seats, which is going to the polls tomorrow- for the phase 6th of the ongoing eight phase DDC elections and Panchyat bye-polls.

    The polling staff with poll material left amid tight security to aforementioned DDC constituencies under the overall supervision of District Panchayat Election Officer, Dr. Sagar D Doifode.

    Adequate security personnel of Jammu and Kashmir Police and central paramilitary forces accompanied the polling parties.

    As per the election authorities 58 Polling stations have been established for 25446 voters in DDC Constituency Ghat and 33 polling stations for 16189 voters in Chiralla DDC constituency.

    Among others present along with DPEO Doda were ACD Doda, RO’s and ARO’s, BDOs of concerned blocks, Dy SP Headquarters, besides other officials.

    Jammu, December,12:– “It is unfortunate that there was no consultation undertaken by the central government at the time of promulgating the three black ordinances and subsequently pushing the bills through parliament against farmers” said Ch. Sanjay Singh Sandhu, Incharge Jammu Province and Executive Member of All J&K Youth Federation while extending support of youth federation to the protesting farmers nation vide by holding digital protest against the central government.

    Ch. Sanjay Sandhu further said that the pro-corporate and perceived anti-farmer provisions in the farm laws, the Union government has by-passed the federal structure by legislating on subjects that exclusively fall within the domain of the state government under the state list of the Seventh Schedule of the Constitution and the global experience across agricultural markets demonstrates that corporatisation of agriculture without a concomitant security net in the form of an assured payment guarantee to the farmers results in the exploitation of farmers at the hands of big business.

    Ch. Sanjay Sandhu added that the primary cause for concern is the systematic dismantling of the APMC mandis, which have stood the test of time and have provided farmers the remuneration to keep themselves afloat. “The farm laws open the field to an alternate set of markets/private yards, where the buyer will have no statutory obligation to pay the minimum support price (MSP). Since the said markets/private yards will not be charged any market fee/levy; the agricultural sector will see the gradual shifting of trade from the APMC mandis to these private yards” He added.

    Ch.Sanjay Singh Sandhu further added that the market fee collected by the APMC mandis is used for the development of rural infrastructure, link roads and storage facilities. The shifting of trade to avoid payment of any levy/market fee by private players and the Food Corporation of India (FCI) will eventually witness the redundancy of the APMC mandis, leaving the farmers at the mercy of the corporate sharks.The new farm laws expressly exclude the jurisdiction of the civil court, leaving the farmers remediless and with no independent medium of dispute redressal mechanism.

    Ch. Sanjay Singh Sandhu demands immediate roll back of the three black laws passed in the parliament which are against the farmers in general and nation in particular.

    JAMMU, Dec 12:A Division Bench of the J&K High Court comprising Chief Justice Rajesh Bindal and Justice Sanjay Dhar today directed Registry to list the review petitions filed by J&K Govt and other private persons including applications seeking clarification/modification judgment dated October 9, 2020 and other connected matters on December 16. They further directed the Registry to list all those new review petitions filed upto December 15 on December 16.

    The Division Bench also opened the sealed cover of the status report filed by CBI in the open court. The bench after going through the status report of the CBI again sealed it and returned it to Advocate Monika Kohli who appeared on behalf of the CBI.

    When this much publicized review petition filed by J&K Govt came-up for hearing, Advocate General DC Raina assisted by AAGs Aseem Sawhney and FA Natnoo drew attention of the Division Bench towards the Apex Court order passed on December 10, whereby the High Court of J&K was requested to decided the review petition filed by J&K Govt by or before December 21.

    Raina read out various paragraphs of the review petition and submitted that the Govt of J&K is for the poor persons having dewelling houses and also for farmers having small holdings. He further submitted that the Government will not spare encroachers, criminals and land grabbers.

    At this stage, Advocate Sheikh Shakeel Ahmed appearing for the petitioner informed the Division Bench that he has received review petitions from Srinagar filed through Advocate Azhar-ul-Ameen and in those petitions the petitioners have also prayed for reviewing the judgment.

    Sr. Advocate Jehangir Iqbal Ganai also submitted that he also intends to file review petitions on behalf of those who have filed SLPs in the Supreme Court of India. Sr. Advocate Rohit Kapoor too submitted that he has already filed an application seeking clarification/modification of the judgment.

    Advocate Azhar-ul-Ameen also submitted that he has filed two review petitions on behalf of some private persons.
    The Division Bench looking into the submissions of battery of Advocates, observed that it is not possible to hear the matter in piece meals and it would be proper in case all the review petitions are heard together and accordingly directed the Registry to list all such matters on December 16 even if filed up to December 15. The bench specifically directed that copies of the review petitions to be filed by the respective counsels be also furnished to the Advocates Sheikh Shakeel Ahmed and Ankur Sharma. DB further directed the pleadings be also exchanged with the office of Advocate General and provide the pleadings to the CBI Counsel Advocate Monika Kohli.

    The Division Bench directed the Registry to list the main PIL along with the review petitions on December 16.

    Srinagar, December 12, 2020,:In order to meet the shortage of manpower in newly created Union Territory of Ladakh, the Jammu and Kashmir administration has deputed 12 Kashmir Administrative Service officers among 182 officials to Ladakh since bifurcation of erstwhile state of J&K.

    In reply to an RTI application seeking details of transfers from UT of J&K to Ladakh, the General Administration Department, J&K, has quoted several “transfer orders” which show that 182 employees have been deputed to Ladakh including 12 KAS officers.

    “The deputation,” according to the GAD order, “shall be for a period of two years or till the final allocation is made in terms of section 89(2) of J&K Re-organization Act, 2019”.

    The officials transferred/deputed are from J&K’s Revenue Department, Disaster Management and Relief-Rehabilitation, Home Department, Civil Secretariat, Floriculture department, Law, Justice and Parliamentary Affairs department, Animal and Sheep Husbandry department, Department of Forest, Ecology and Environment, and Industries and Commerce Department, among others.

    Earlier, Umang Narula, advisor to the Lt. Governor of Ladakh, in a letter had flagged the issue of staff shortage.

    “The UT of Ladakh is facing serious constraints of manpower at various levels. Some directorates and heads of departments are headless, which is adversely affecting the delivery of public services [in Ladakh],” reads the letter.

    The apportionment of assets, liabilities and posts of the erstwhile state, which was bifurcated into union territories of Jammu and Kashmir, and Ladakh last year, was notified by the Lieutenant Governor Manoj Sinha-led Jammu and Kashmir administration in November.

    Under the apportionment, an additional 325 gazetted and 3,000 additional non-gazetted posts from the overall strength of Jammu and Kashmir stand transferred to Ladakh.

    With regard to the apportionment of posts and manpower, the notification had said the detailed listing of posts transferred would be done by November 30.

    “The allocation of employees between the UT of J&K and UT of Ladakh shall be made on the basis of the options given by them. If the number of employees opting for the UT of Ladakh is less than the number of posts transferred to the UT of Ladakh, all these employees shall be allocated to UT of Ladakh,” it had said.

    “For the remaining vacancies, the J&K lieutenant governor will allocate non-optees (sic), based on a suitable criterion evolved by the UT of Jammu and Kashmir.

    “If the number of optees is more than the number of posts to be transferred to the UT of Ladakh, then the Lt Governor of J&K shall allocate optees (sic), based on a suitable criterion evolved by the UT of J&K. For identification of the additional posts to be transferred, officers of the UT of J&K and UT of Ladakh shall meet and finalise the list by November 25,” it had said.

    Srinagar, Dec 11:–The authorities on Friday ordered winter vacation in all the Government Educational Institutions including recognized Private Schools upto Higher Secondary Level functioning in the Kashmir Division and winter zone of Jammu Division from December 21 till February 28.

    However, as per order issued by B.K Singh, Administrative Secretary School education department , online classes for all classes shall be held by strictly adhering the SOPs of Covd-19 issued by the Government from time to time.

    “ It is hereby ordered that all the Government Educational Institutions including recognized Private Schools upto Higher Secondary Level functioning in the Kashmir Division and winter zone of Jammu Division shall observe winter vacation w.e.f21u of December, 2020 to 28 of February, 2021,”. However, winter tutorials for class-11 to 12 and online classes for all classes shall be held by strictly adhering the SOPs of Covd-19 issued by the Government from time to time.

    “Any default on part of the Head of the School(s) in observance of the calendar and SOPs of Covd-19 shall attract strict action under rules,” the order added.
