I, Amir Choudhary as an ex-inmate of GujjarBakarwal Boys Hostel Residency Road Jammu, want to share my personal experience on the conditions of the GB Hostels one by one on about all the facilities meant for downtrodden section of GujjarBakarwal community especially for those lying in Below
Poverty Line (BPL) category.
As FOOD MENU: Govt. allocated Rs. 100 a day for food and snacks, but the inmates are provided with very poor quality of food. Due to unhygienic food inmates becomes weaks and unable to concentrate on Education. As per my opinion, inmates are provided with the food worth of Rs 30 instead of Rs. 100. There are no Drinking water facilities (Absence of Water Purifiers and Refrigerators) available for inmates.
ACCOMODATION: The conditions of bedding and room lighting are in worst condition, that even some inmates don’t have any proper cover sheets and pillows. There are about Six inmates are residing in one room, then how can they study, this is due to, as one of the block is under wardens associates including chowkidar, Pharmacist, Electrician etc. And one block is reserved for
residential schooling from 6th to 8th standard, it is a matter of great concern and violation of norms of School Board.
WASHROOM FACILITY: There are no any proper washroom facilities available and the sanitation is in worst condition where all the toilets are hub of mosquitoes and harmful insects & bacteria’s.
TEACHING FACILITY: There is no any capable and competent tutor available for evening tuitions of the inmates, and no anyone is taking care of the inmates for their regular tests and all, and all the engaged teachers only comes for their salary.
GAMES AND SPORTS: Sports kits are properly maintained in the records and few are also
purchased and gifted to the relatives and influential persons for pleasing them. There are very few numbers of kits are available for inmates which are rarely provided them.
COMPUTER LABs: All the sanctioned computers are unavailable in the computer labs. There is no information of Computers meant for the inmates. As, computer is one of the most important subject one should know, in spite of having facility of computer lab, inmates are suffering outside the hostels for computer education.
LIBRARY: Hostels are part of the academic Institutes and library is the heart of the hostels. Do anyone ever imagine a hostel without library with digital system newspapers and magazines.
Despite of availability of funds for libraries, there is no specific library available for inmates. There is a very short space with a less number of recommended books available as a library for more than 100 inmates.
INVERTER/GENERATOR FACILITY: Electricity Backup facility is not available for inmates, but
available for the staff of the Hostels.
UNUSUAL POLITICS: Wardens and other staff members play a major role by dividing them on the easis of Seniors & Juniors, Areas, Castes etc to further direct the students to remain involved in such activities and wardens, staff of hostels can loot the hostels, retained their posts for years by this divide and rule policy.
LACK OF DAILY NEEDS: There is no proper issuance of daily essentials such as newspapers, soaps, toothbrushs, toothpastes, uniforms, shoes, night suits, track suits, bucket, bed sheets etc. and all funds sanctioned for these items is shown on records but not provided to inmates.
EMPLOYES: Some employees such as Teachers, Pharmacist , Casual labourers, Chowkidar etc don’t observe their duty properly. And Necessary medicines are not available in the campus and on asking for medicines, pharmacist beats the students for no reasons, sometimes threated the
students.
