BMO initiated inquiry, sought explanation from 2 doctors & their March month salary withheld.

RAJOURI, MARCH 05:–Following damage to the main gate of the Sub District Hospital Darhal Malkan in Rajouri district by the attendants of a baby patient as no doctor was present on night duty, BMO Darhal has stopped the salary of two doctors and sought their explanations.
The Block Medical Officer (BMO has also constituted a four-member committee on Monday (March 4) to inquire into the incident and asked to submit within 2 days for onward submission to higher authorities for necessary action.
At about 8.10 pm on Monday a baby was brought to sub district hospital at Darhal for treatment, but the attendants didn’t find any doctor on night duty & the baby couldn’t be given proper medication.
Enraged over the lackadaisical attitude of the doctors on duty and on night duty towards their legitimate duties and to express their resentment against the health department, the attendants of the patient damaged the main gate and glasses of the main gate of the hospital.
According to explanation notices issued by the BMO, Dr Samina Malik (Medical Officer, MO), who was on wait duty as per roaster, left the hospital before the doctor Najmus Saqib (MO) could take charge of night duty at 8.10 pm.
Notice further read that Dr Samina Malik left hospital for her residence without attending the patient (baby).
Moreover, the notice also mentioned that Dr Samina has been provided accommodation inside the hospital complex as per NHM rules and she was supposed to be present in the hospital 24X7.
“Your casual approach towards your legitimate duty has created great problem for administration as well as patient health care was badly suffered and one baby brought to hospital at 8.10 pm was not attended properly by you due to which attendants of the patient had made great loss to government property by breaking the main gate and glass of the gate” read BMP explanation order No. BMO/D/Est/2022-23/1260-63 dt 5/3/2024.
In the backdrop of the above you are hereby directed to explain your position to the undersigned that why disciplinary action as warranted under rules be not initiated against you. Moreover, your salary for the month of March shall be kept withheld till pending inquiry” order reads.
Another explanation order (BMO/D/Est/2022-23/1256-59) issued in favour of Dr Najmus Saqib Lone read, “On 4/3/2024 as per roaster you are supposed to be on night duty at SDH Darhal Malkan but you are found unauthorised absent from your duty without and sanctioned leave or prior permission from the undersigned (BMO),”.
BMO has also sought explanation from Dr Najmus and withheld salary for the month of March till pending inquiry.
In another order, BMO Darhal Malkan has constituted a 4-member committee to inquire about the incident and directed to submit a report within 2 days.
