Two FMPHWs attached, salaries withheld for unauthorised absence.

RAJOURI, MAY 18:--A Female Multipurpose Health Worker (FMPHW) has been attached to the office of the Chief Medical Officer (CMO) at Rajouri for remaining on unauthorised absence from duties on vaccination day after a protest by the local people.
According to the attachment order issued by the BMO, Kandi Health Block (HB), Naseem Akhter FMPHW, posted in New Type-PHC at Swari is already facing explanations/inquiry for unauthorised absence from duties, misbehaviour with a patient on phone, failure to report on AHIP portal and was already deputed to the office of CMO (vide order No.CMO/R/Adm/2021-22/6827 dt 3/12/2021) on a complaint basis.
After the protest by the people, Dr.Iqbal Malik, BMO, Kandi rushed to NT-PHC at Swari and found FMPHW Naseem Akhter absent from duties.
“The gross misbehaviour, dereliction of duty and apathetic attitude towards duty is not expected and action shall be taken against you as per service rules. Therefore, on the backdrop of above, you are hereby attached to the office of CMO at Rajouri with immediate effect .Moreover, your salary is kept withheld till pending inquiry” reads BMO order (No.BMO/K/Adm/2022-23/291-94 dt 18/5/22) issued on Wednesday.
Meanwhile, Dr.Iqbal Malik, BMO after several complaints by the people today paid a surprise visit to the sub-center at Upper Kandi and found it locked.
People informed BMO, Dr. Iqbal Malik, that the FMPHW, namely Yasmeen Akhter is a habitual absentee and opens the health center for 2-3 times in a month.
Moreover, the BMO didn’t find the attendance register in the center & also found that today was the immunisation Day & the people suffered and they had to move to other health centers to get their eligible children immunised.
BMO also found that due to unauthorised absent of FMPHW, (Yasmeen Akhter) pregnancy registration & tracking was also suffering.
Before taking any action under NHM Rules, the BMO has sought an explanation from FMPHW within 2 days.
“Before taking any stringent action under NHM Rules, your are hereby directed to explain your position within 2 days, failing which it will be presumed that you have nothing to say. You are hereby attached at CHC, Kandi & the salary for the month of May is kept withheld till pending inquiry” reads BMO’s order issued on Wednesday.
