Pursuant to a Govt. Order, I was appointed as Administrator Auqaf Shahdara Sharief Rajouri and as such was supposed to join the assignment immediately but, I refused and hesitated to accept the assignment with a view that since the assignment is for a holy shrine of Shahdara Sharief and it may not be possible to cope with the requirements of such holy places and may cause harm. But, after a prolonged time and the persuasion of my mentor & former Chief Minister Mr. Mufti Mohd Sayeed Sahib, to streamline the working of Ziarat as well as Auqaf Islamia Rajouri as a whole, I joined the assignment in October 2015 and started working after about a lapse of three months that too without accepting salary/remunerations and vowed to render the services on voluntary basis just as a sacred job.
Soon after taking over the new assignment as Administrator Auqaf Islamia Rajouri, the status of income, expenditure and development of Shahdara Sharief Ziarat and other Ziarats including wakf properties was reviewed to chalk out the future development plan.
The total bank deposits of Ziarat Shahdara Sharief upto the year 2004-05 were Rs 3.40 Crores only which increased to Rs 5.22 Crores upto the year 2013-14 i.e in a record period of 10 years.
The bank deposits after my joining ie. from Oct 2015 to July 2020 ( 4 yrs and 9 months period) is raised to Rs 38 Crores. This savings of Rs 38 Crores as on date is even after: a) huge spending on infrastructural development both at Shahdara and at Rajouri,
b) even after providing around Rs 9 crores financial support to BGSBU during the period and
c) also even after giving Rs 3 crores to Hon’ble Lt. Governor through Hon’ble Advisor to fight Covid 19 and also even after making expenditure on Salaries of staff/ Langar/ remunerations to Ullemas and Financial assistance to the needy and poor ones and besides many other welfare activities so launched . Increase in income of shrine was all because of our efforts to bottle neck the loopholes.
For the convenience of Zaireens visiting the Ziarat , a comprehensive renovation and expansion plan was devised for the upliftment/facelifting of the Ziarat Complex as per present day needs and the works were under taken and completed in a record period of time which were welcomed and praised by one and all . The details are as follows:
The renovation of Shrine Complex by engaging the best designers and architects.
The kitchen block of Ziarat Shahdara Sharief has been constructed and made Hi Tech as per increasing requirements of Ziarat and completed as per present day needs.
Separate blocks for the male and female Zaireens were made available.
The residential accommodation for Zaireens was too old and required to be updated. The accommodation which was in dilapidated conditions was repaired and renovated with new bedding systems.
Bait ul Zaireen Complex constructed by Tourism department was taken over and A class facilities were made available for the zaireens.
Approached Indian Army for help to meet the water tapping challenges and got sanctioned and completed 30000 gallon overhead water tank/reservoir for Ziarat Shahdara Sharief with the help of our Indian Army
Road connectivity to the Ziarat Complex was also made through for the convenience of Zaireens.
Visit of old and physically challenged persons to the shrine complex was a million dollar question . This project was conceived and completed by providing Wheel Chair facility to old and physically challenged Zaireens.
Took up the matter with Chairman J&K Bank and got two new J&K Bank Branches sanctioned i.e one at Shahdara and one at new Auqaf building old bus stand in Rajouri town
One ambulance under CSR from Chairman J&K Bank for Shahdara Sharief.
Also succeeded in persuading JK Bank Chairman to devise the online mode of donations through J&K Bank App mPay and now everyone can make donations directly into the bank accounts of Shahdara Shrine online.
Designing of official website in the name of Baba Ghulam Shah Badshah for the convenience of zaireens .
A Public Health Center was also established by Health department on the personal request.
Detailed Projects Reports for Jamia Masjid Shahdara Sharief and Bathroom complex amounting to Rs 14.50 Crores have also been completed and are ready to be tendered.
The shops rents of Ziarat Complex has been revised by 50% .
07 No. of Ziarats have been taken over by us from which a record income of Rupees more than 1.25 crores is generated. Separate accounts of each Ziarat has been opened in JK Bank for maintaining income /expenditure of each.
The annual income of Ziarat Panjpeer Rajouri raised to around Rs 1.25 crores after our joint efforts to bottleneck the loopholes
For collection of donations for Ziarat Shaharad Sharief and also to defeat the purpose of impersonators collecting money in the name of Baba Ghulam Shah Badshah Shahdara Sharief , donation boxes were installed at 07 different locations in and out of the district i.e at Old bus stand Rajouri, koteranka, Budhal, Chasana, Sungri, Mahore and Gool.
The rent of Auqaf Islamia Shops at different places in Rajouri has been enhanced to an average of 300% after hectic negotiations with the lessee.
Manifold increase in number of Imams/ Khateebs and Mudarris with 100% increase in their monthly honorarium .
Many more no. of widows,poor, physically challenged and aged persons of BPL category and BPL beneficiary students were brought under the Wakf Assistance Scheme. The total monthly disbursement of the Wakf Assistance Scheme amounts to more than Rupees Eleven lacs and the amount is being transferred directly to the bank accounts of the beneficiary through proper invoices/online.
Staff salary of the Auqaf Islamia Rajouri was also increased by 50% in aggregate on our initiative .
The construction work of Jamia Masjid Rajouri is an on going project and soon after taking over as Administrator, a need to have a new Wuzu Khana Complex was felt and accordingly started it. As such a wuzu Khana complex along with a library, a Dar ul Aftah, Administrator office block and residential accommodation for Imam Jamia Masjid Rajouri was started and accordingly completed in a record period of time .
Construction of Auqaf complex at old Bus Stand has been carried out with a project cost of Rs 69 lacs for a double storeyed building on the said land and instead a triple storey building had been completed with in the same amount . It is worth mentioning that this prime land measuring 5 Marlas in the heart of city having a worth value of crores of rupees was under illegal occupation of encroachers and was retrieved by us on our personal efforts even after facing lot of litigations and pressures and this completed complex has now a worth value of crores of rupees .

Proposed future Projects/Projects in pipeline:
- Construction of multi-storeyed parking cum shopping complex on the Auqaf land between Ziarat Makhan Shah, near Abdullah bridge to New Bridge Rajouri
- Construction of shopping complex near old bus stand Rajouri
- Construction of Sarai near old Bus Stand Rajouri
- Demarcation and fencing of the graveyards facing threat from the encroachers
- Construction of shops in Jawahar Nagar
- Allotment of State land measuring around 25 Kanals in Bela Colony Rajouri for graveyard purposes as decided earlier with the then Deputy Commissioner Rajouri and Hon’ble Minister Haj and Auqaf .
Now after being relieved of my Charge as Chairman/Administrator Auqaf Islamia Shahdara Sharief , I feel it appropriate to bring in public domain the scope and possibilities of work in Auqaf Islamia, (which had once been considered as dormant and inactive), only because the public particularly the beneficiary community could keep an eye on its future functioning so that the projects in pipeline do not get dropped and wasted and also with the hope that the all such projects will be completed in the best interest of wakf as well as the beneficiary community. I also have a firm belief that whatever happened at Shahdara during my tenure is all by the grace of Allah and as per the wishes of Hazrat Baba Ghulam Shah Badshah, Shahen Shahe Jabbal. Whatever, I did during my tenure I gave its detailed account and leave it upto you to judge and decide. I thank Almighty Allah who gave me strength and courage to work in Auqaf Islamia Rajouri and also found me eligible to render the services at the Holy Darbar of our revered Saint Baba Ghulam Shah Badshah R.A. I would also like to convey that whatever I did it could not have been possible without the undaunted and continuous support of the public of Shahdara and its adjoining areas /Thanamandi and entire District of Rajouri. The open and clear support to me earlier by the popular Govt. led by Late Mufti Sayeed Sahab, then by Madam Mehbooba Mufti and thereafter the Governor’s and Lt. Governor’s Administration also helped me to serve the Shrine and Zaireens . All persons cutting across the party lines/party politics supported me wholeheartedly in each of my endeavour related to development of Auqaf Islamia/Shahdara Sharief, otherwise, the functioning of Auqaf Islamia would neither have been streamlined, nor the management would have been made effective and responsive, and the necessary steps would also not have been taken to bottleneck the loopholes. I from the core of my heart thank everyone from Rajouri District, the Ullemas, the then Chief Minister, Hon’ble Advisor Jb Farooq Khan Sb, Ex Ministers, all Deputy Commissioners, Ex MLAs, Ex MLCs, members of wakf Council, Auqaf Officers, entire staff of Auqaf Islamia Rajouri and Shahdara Sharief ,all Political leaders of the Pir Panjal region, and of course or Indian Army and Police authorities as well.
