Mechanical division Rajouri become a hub of corruption.No criteria fix for contractors to participate in tendering process.

RAJOURI JANUARY 30 :–The then Chief Engineer, Mechanical Department Jammu had issued an order to strictly banning all tenders for civil construction works which  calling by Executive Engineer Mechanical Division Rajouri, due to some complaints received by him stating that  Some engineers of the department took the tenders of the said department on  the basis of partnership and also executed the said works personally which were allotted to some favourite contractors or close relatives of some engineers.

In the month of January PWD R&B Rajouri calling tender for construction of lavatory block vide NIT NO 154 of 2021-22 dated 27-01-2022 Advertisement amount Rs 28.56 lacs which was allotted to the contractor vide allotment No.EER/R&B/6/2021-22 25561-65 dated 28-02-2022 .The said work has been started by the contractor and  get cc ist @03 lacs before the closing of financial year and the work was in progress.

Meanwhile Executive Engineer mechanical division Rajouri ask to stop the on going work to the contractor without unknown reason.  The contractor stop the ongoing work and approach the engineer of execution agency and told  for over Executive engineer mechanical division Rajouri  and also ask to for measurement of work . The concerned engineer advised the contractor to stop the construction of the work and wait for the release of funds which were surrounded by the PWD Department Rajouri during financial year closing as per rule.

Interestingly in the month financial year 2022 PWD division Rajouri has surrender Rs 15 lacs to mechanical division Rajouri of the said work as per rule.

On 24-9-2022 vide letter No EER/R&B//51/2022-23 11016-17 Executive Engineer PWD R&B Rajouri wrote a letter to Executive Engineer mechanical division Rajouri for release  of funds of the said work the reply of the said letter given by the executive engineer mechanical division Rajouri without any further delay. Vide letter No MDR/1522-36 dated 27- 09- 2022 in his reply he said that In view of financial constraints in this financial year you are requested to send the workdone estimate.As yet so that the administrative department may be requested for release of funds against this work.

It is pertinent to mention here that after the surrender of amount by PWD R&B Rajouri of the said work which was allotted to the contractor during financial year the executive engineer mechanical division Rajouri has inviting tender of the said amount without following the rules and No limit fix for contractors class as per amount like ABCD.This was the open violation  and totally against the rule of law.

After the financial year closing the executive engineer mechanical division Rajouri  invited tender of the same amount only change the name of work vide NIT No. MDR/TS/ 2022-23/10 Dated: 27.05.2022 Due: 07.06.2022 without mentioning any criteria and class of contractors which eligible to participate in this tender this was totally unconstitutional and violates all rules and norms of PWD rules.

The officials of the said department openly executed the said work which they get in the name of some favourite and relatives contractors and also enjoying their government jobs with the blessing of some corrupt executive enengineer.After the transfer of then chief engineer mechanical department Jammu who was strictly banned to calling tenders of civil construction works in mechanical division Rajouri.

President contractors Association Rajouri Shafqat Wani appeal to LG Manoj Sinah to look into the matter personally and direct to constitute a special team to investigate the whole matter and take stern action against such engineers who misuse their power and looted the public money openly and violates all norms and rules of Public works department.
