KOTRANKA, OCT, 28:-Senior PDP leader and social activist Mohd Farooq Inqlabi has submitted a detailed memorandum addressed to the Deputy Commissioner, Rajouri, through the Additional Deputy Commissioner (ADC), Kotranka, seeking urgent intervention into alleged irregular teacher attachments and the deteriorating functioning of government schools in Zone Kotranka.
In the memorandum, Inqlabi highlighted the closure of Government Girls Primary School, Trun Kewal, which he found closed at around 10:45 AM on October 27, despite it being an official working day. He expressed serious concern over the incident and called for an inquiry into the reasons behind the closure, verification of staff attendance, and accountability of the officials concerned.
Inqlabi alleged that certain teachers have been attached to schools closer to their residences in the name of rationalisation, potentially leaving schools in remote and rural areas without adequate teaching staff. He demanded a comprehensive review of all teacher attachments across Zone Kotranka and the cancellation of every attachment found to be unauthorised or contrary to applicable departmental rules.
He emphasised that the issue is not confined to one school but concerns the overall functioning of government educational institutions throughout Zone Kotranka. He urged the district administration to examine all relevant attachment orders, assess the actual staffing requirements of schools, and ensure that teachers serve at their authorised places of posting in accordance with the rules.
Inqlabi further stated that he had repeatedly approached the Chief Education Officer, Rajouri, over the past one to two years regarding alleged irregular attachments and other concerns affecting government schools. However, he expressed dissatisfaction over the lack of effective corrective action and requested an independent and impartial inquiry into the allegations and the handling of his previous representations.
He appealed to the Deputy Commissioner, Rajouri, through the ADC Kotranka, to order surprise inspections across the zone, verify teachers’ attendance, review rationalisation orders, and take appropriate action against any official found responsible for negligence or violations of departmental rules.
“Government schools are the foundation of education for children from poor and rural families. No child should suffer because of administrative negligence or irregular deployment of teachers. The district administration must ensure that every school opens on time, every teacher performs their assigned duties, and staffing decisions are made strictly according to students’ educational needs,” Inqlabi said.
He expressed hope that the district administration would take the memorandum seriously and initiate time-bound action to improve accountability, ensure transparency, and protect the educational interests of children throughout Zone Kotranka.
