Div Com asks for inter-departmental coordination for timely completion of development works.

-During his maiden visit to Rajouri, Divisional Commissioner Ramesh Kumar took a comprehensive review of the developmental activities being carried out across the district.
He chaired a meeting at Rajouri which was attended by DC, Vikas Kundal; SSP, Mohd Aslam; ADDC, Pawan Kumar; DFO Nowshera, Neelima; ADC Rajouri, Sachin Dev Singh; ADC Nowshera, Sukhdev Singh Samyal; ADC Sunderbani, Vinod Kumar Behnal; ADC Kalakote, Krishan Lal; ADC Koteranka, Surinder Mohan Sharma; Commander 31 BRTF, KRJ Reddy; ACR, Imran Rashid Kataria; SDM Thanamandi, Vikas Dhar; SE Jal Shakti, JP Singh; SE PWD, Nissar Hussain; CPO, Mohammad Khurshid and others.
DDC, Vikas Kundal briefed about the physical and financial progress achieved in various schemes and programs.
Taking stock of the financial progress under District Capex budget 2021-22, against the total outlay of 91959.16 lacs, the total expenditure incurred as of now is 83.87 percent.
Taking note of meagre expenditure by some sectors, the Div Com directed to achieve the financial targets with 100% expenditure under different schemes.
While reviewing the sector-wise physical progress under District Capex budget 2021-22, it was informed that out of 3956 works, 2629 works have been completed.
Under the PWD sector, 6 schemes under CRF (3 bridges and 3 roads) the work on 1 scheme is complete while the rest are under different phases of execution.
Div Com was informed under NABARD out of 84 schemes; the work on 18 schemes is complete while under PDD sector, he took detailed stock of various schemes.

Div Com Directed SE, PDD to avoid unscheduled power cuts to avoid inconvenience to general public.
The Div Com also set 30th May as the deadline for floating tenders of the projects under District Capex budget.
Under Ayushman Bharat, 443472 beneficiaries have been registered while under SBM, against the target of 4658 units, the work on 4100 units is complete.
For the construction of a community sanitary complex, the Div Com asked for appropriate measures of their maintenance.
Div Com was informed that on eSharm portal, 184592 labourers have been registered to date. He asked the concerned to ensure that maximum unemployed and educated youth are covered under Mission Youth.
For the restoration of water bodies and water conservation efforts, he asked the RDD officers to make dedicated efforts in this connection & achieve the targets under the Amrit Sarovar Mission at the earliest.
Div Com informed that under PMAY-U, against the target of 2155 houses, the work on 298 is complete while under PMAY-G, against the target of 30661, as many as 14428 houses have been constructed.
The Div Com instructed the EO MCs to expedite the progress & achieve the target within the shortest possible time.
Under NRLM, the Div Com asked the concerned officer to provide better market linkages to the SHGs while in the implementation of JJM, 293 schemes have been approved in the district at an estimated cost of Rs 1723 crores under the Mission out of which the work on 01 scheme is in progress.
Div Com informed that under languishing projects out of 222 projects, the work on 122 projects is complete in all respects.
The Div Com asked the concerned officer to take effective measures to keep the youth away from the drug abuse and channelize their potential towards positive direction.
The Div Com also reviewed the progress made under other schemes like PM Kisan, KCC, Soil Health Card, PMDP, PMKSY, PMSSS, PMAGY, ISSS, NSAP, Bunkers, scholarship schemes, BADP etc.
On issues impeding the developmental projects, Div Com asked the concerned officers: “Interdependent coordination is a must to resolve developmental bottlenecks and timely completion of works. Work in tandem to achieve set targets in set timelines”.
“Make dedicated efforts to provide prompt and hassle-free services to the general public. Publicise welfare initiatives and ensure that maximum people are covered under the schemes and no eligible beneficiary is left out from availing the schemes” Div Com asked the officers.
The Div Com, Ramesh Kumar also interacted with Public representatives, DDCs, BDCs, Civil Society members to discuss the public issues which need to be resolved on priority and other developmental issues.
Those who attended the interaction include, DDC Chairman, Naseem Liyaqat; Ex-Chairman Pahari Advisory Board, Kuldeep Raj Gupta, Subash Chander (retired KAS), Kapil Saryal; DDC Member Rajouri, Sai Abdul Rashid; DDC Member Darhal, Iqbal Malik; DDC Member Sunderbani, Rajinder Sharma; DDC Member Doongi, Khalid Chowdhary were present during the meeting.
President MC Rajouri, Mohd Arief; BDC Rajouri, Darbar Chowdhary; BDC Siot, Bal Krishan; BDC Qila Darhal, Khalid Firdoz; BDC Darhal, Mohd Aslam; BDC Nowshera, Bodh Raj; BDC Budhal New, Shamim Akhter and VC MC Rajouri, Bharat Bushan Vaid; Senior citizens; councillors, Sarpanches and panches were also present in the meeting.
The major issues raised by the public representatives include improved road connectivity, strengthening of staff in schools & health care centres, up gradation of Jal Shakti and power infrastructure, development of water bodies and other issues of public concern.
Specific issues discussed included proper development of the tourist spots of the district,; lift irrigation scheme of Beripatan to be made functional, delayed payments under Bunkers, sanctioning of post of radiologist in GMC&AH etc.
Other issues raised included sanctioning of two additional borewells for Rajouri town, construction of mini secretariat, work on NH144A to be expedited, sanctioning of a women college for Rajouri, augmentation of health infrastructure, dilapidated condition of BGSBU road, illegal mining to be curbed etc.
Some more issues were the start of work on Budhal to Shopian road, sanctioning of tribal funds for Siot, repair & renovation of irrigation canals, erection of a BSNLtower, new bank branch at Qila Darhal, release of the first installment in favour of left out beneficiaries under refugees package, functioning of Budhal Niabat etc.
“Such joint meetings of the public representatives and officers are must to bridge the gap between the Administration and elected representatives for achieving the desired results on the developmental front” said Div Com.
The work on all the 293 schemes approves under JJM would be started in the next financial quarter while effective measures would be taken to promote the tourist spots of the district to raise its economy, he added.
Regarding developing Mughal road as an all-weather road, he said that the matter would be taken with the concerned authorities.
For connectivity between the new campus of GMC & of District Hospital, he directed the DDC Rajouri to look into the feasibility and submits the report at the earliest.
About the issue of delayed payments under Bunkers, the Div Com assured that the matter will be taken up with the concerned authorities for redressal.
“Grievance redressal mechanism has been strengthened to the core, which in turn has made the public institutions more accountable, answerable and transparent to the people. Serve people with dedication, and address their concerns within a reasonable time frame” said Div Com.
“The Rajouri is known for brotherhood among all the communities,” said Div Com, Ramesh Kumar, and appealed to keep working for the region’s peace, prosperity, and development.
