Rajouri March 13 :–For concealing the facts, non-compliance of the orders of the Administrative Department /Directorate of School Education, for issuing orders exceeding his jurisdiction, and for willful disobedience, mal-administration, etc, Director School Education (DSE) has initiated an

Inquiry against CEO Rajouri Innitiated…

inquiry against Chief Education Officer, Rajouri.
DSE, Anuradha Gupta, vide her office order dated March 13 has also cancelled recent orders (issued on March 12 & 13) issued by Ch Gulzar Hussain, CEO Rajouri and all the attachments/deployments made by him without the approval of her office.
As per DSE order (13/3/20210) CEO was asked from time to time to submit proposals affecting rationalization of teaching staff in the government schools, report of detachments of teaching staff from offices of education /other departments along with reasons/justifications.

This information is still awaited, DSE order reads and further said instead furnishing the details , CEO on 12/3/2021 issued an order and some employees on pick & choose basis, including those deployed by administrative department/ Directorate were ordered to be detached and their salaries were withheld .

The Order also read that CEO/ZEOs in the district have deployed teaching staff in their offices & for ministerial work in other offices on written/verbal orders without the approval of the competent authorities.

It has also been observed by the Directorate of Education that CEO has often been found to delay information and non-willingness to use digital platforms resulting in a lack of transparency and management of human/material resources.
“Conduct of CEO, Rajouri in concealing the facts, non-compliance of the orders of the Administrative/Directorate department and issuing orders exceeding his jurisdiction amount to gross misconduct and order issued by him on March 12 & 13 are an eyewash & willful disobedience to mislead with the objective of stopping the Directorate from acting against his misconduct” DSE order reads.

Shoket Mehmood, Joint Director of School Education has been asked to conduct a detailed inquiry for willful disobedience by CEO leading to mal- administration and chaos and confusion in the Rajouri district
