RAJOURI MAY 18:-Prominent social activist Mohd Farooq Inqlabi has submitted a formal representation to the Chief Secretary of Jammu and Kashmir, urging the Union Territory administration to grant government employees the freedom to choose their salary account bank, rather than being mandatorily tied to Jammu and Kashmir Bank Ltd.
In his letter, Inqlabi asserted that the current policy requiring all government employees to receive their salaries exclusively through J&K Bank is outdated and unjustified in today’s digital and democratic era.
He emphasized that this restriction deprives employees of basic financial choice, creates operational inconvenience especially in remote areas, and denies access to better banking services, competitive interest rates, and modern digital tools available through other public and private sector banks. Furthermore, he argued that this policy violates the spirit of constitutional rights, particularly Articles 14 and 19, by unduly favoring a single institution, and stands in stark contrast to the financial autonomy enjoyed by government employees in other Indian states and union territories.
Calling it an issue of administrative fairness and financial justice, Inqlabi has requested the government to review and revise the existing mandatory policy. He demanded to allow multi-bank salary disbursement across all RBI-approved scheduled banks and modernization of the financial disbursal system to align with national standards of transparency and employee-centric governance.
Inqlabi clarified that this appeal is not an indictment of J&K Bank, but a call for modernization and equal treatment of employees in a democratic framework. He expressed hope that the administration would respond positively to this legitimate demand and set a progressive precedent for other regions.
