UT of Jammu & Kashmir gears up for holding Urban Local Bodies elections and in a first step towards this, the Chief Electoral Officer (CEO) on Monday (September 4) issued a notice unveiling a draft reservation proposal of 77 municipalities/ municipal councils.
“In accordance with section 10-A of J&K Municipal Corporation Act 2000 & section 11-A of J&K Municipal Act 2000, wards are to be reserved for women/scheduled castes/ scheduled tribes in the municipal bodies of the State” reads the CEO notice.
It further reads: “Based on the population data, wards to be notified as reserved wards for SCs, STs, women (open category), women (SC category), & women (ST category) have been worked out. The CEO J&K invites objections/suggestions in relation to the aforesaid proposed notification. Any objections/suggestions should reach the CEO office, Nirvachan Bhawan Rail Head Complex, Jammu within 7 days from the issuance of this notice i.e. 9-9-2023 after which no objections/suggestions shall be entertained”.
In the proposal, the number of reserved wards for women, scheduled castes, and scheduled tribes in each ULB has been fixed on the basis of the prescribed ratio for each category under the municipal laws.
As per the draft reservation proposal, 8 out of 17 wards of Rajouri Municipal Council will be reserved for women (open), SC & ST categories.
Ward Numbers 2-7-10-11 & 15 are proposed to be reserved for women in the open category while Ward No. 5 is proposed reserved for women ST category.
Ward No. 14 will be reserved for the SC category while Ward No. 1 is proposed reserved for the SC category.
Earlier the elections for municipalities in J&K were held in four phases in September 2018. Presently UT of J&K has two municipal corporations, 19 municipal councils, and 57 municipal committees & their terms are ending in the months of November (2023) & January (2024).
