    SRINAGAR DEC 03:-The Jammu and Kashmir Handicapped Association marked World Disability Day with a somber “black day” protest, underscoring the urgent need for inclusive policy reforms.

    Scores of members from the Association gathered at Press Enclave Srinagar and displayed banners and chanted slogans, demanding transformative change in the lives of individuals with disabilities.

    They demanded employment prospects through targeted recruitment drives and revising the reservation system in government jobs to ensure equitable representation. Protesters also advocated for substantial enhancements to existing support mechanisms, including a fivefold increase in monthly pensions, subsidized loans, and expanded access to education and employment opportunities.

    Citing the Disability Act of 2016 and pertinent government ordinances, the Association sought swift administrative action to mitigate their sufferings.

    NC has highest first-time legislators followed by BJP

    JAMMU,DEC 03: The Legislative Assembly proposes to hold training session in the form of expert lectures for new MLAs in the House whose number is more than 50 percent of total strength of the Legislature and some of them indulged in unprecedented protests during first brief five-day session in Srinagar from November 4 to 8.

    In 90-member House, there are 88 MLAs with two vacancies and 51 of them are first-time MLAs though a couple of them have earlier served as Members of the Parliament.

    An unprecedented uproar occurred in the Legislative Assembly for three out of five days session after a resolution moved by the National Conference Government on restoration of special status and Constitutional guarantees of Jammu and Kashmir was passed.Jammu tourism packages
    There are 24 first-time MLAs of the National Conference followed by 15 from the Bharatiya Janata Party (BJP), six Independents, three of People’s Democratic Party (PDP), two from Congress and one of Aam Aadmi Party (AAP).

    Legislative Assembly Speaker Abdul Rahim Rather told the Excelsior that a training session by the experts will be held in Jammu for first-time MLAs to brief them on Rules and Regulations governing the Legislature. He recalled that in 2015 when a large number of new MLAs won the Assembly elections, the then Chief Minister late Mufti Mohammad Sayeed had held similar session in which he was invited to lecture the new comers on Rules and Procedures of the House.

    Sources said the new MLAs need to be awared of working of the Legislative Assembly. Many States hold similar sessions for first-time MLAs from the experts to ensure that the legislators are well aware of Rules and Procedures of the House and every time the Speaker or the Chairperson is not required to lecture them.Jammu tourism packages
    Describing the decision for holding training session of new MLAs as “good move’’, the experts said this will be in the interest of the legislators as they will get to take advice of the experts and improve their working inside the House.

    While five-day session of the Legislative Assembly held from November 4-8 was first of the new Government headed by Omar Abdullah, the budget session which is scheduled to be held in Jammu in January-February is expected to be lengthy.

    The National Conference (NC), which has emerged as the single-largest party in the election with 42 seats, has the highest number of debutant MLAs at 24.

    The Bharatiya Janata Party (BJP), which swept the polls in the Jammu winning 29 seats, is second in terms of seats won as well as the number of first-time MLAs. The saffron party has 15 first-time MLAs, accounting for more than half of its tally.

    The Congress has two debutant MLAs while six of the seven Independent candidates who won the polls have become members of the elite House for the first time.

    All three elected members of the People’s Democratic Party (PDP) and the lone Aam Aadmi Party (AAP) MLA are first timers in the Assembly.Jammu tourism packages
    Several newly-elected MLAs have been members of the Lok Sabha, Rajya Sabha or the Legislative Council in the erstwhile State of Jammu and Kashmir. Among them is former High Court Judge and NC leader Hasnain Masoodi, who was a member of the Lok Sabha from 2019 to 2024.

    PDP leader Mir Mohammad Fayaz, who won the electoral contest from Kupwara, was a member of the Rajya Sabha from 2015 to 2021.

    NC leaders Surinder Kumar Choudhary (Deputy Chief Minister) Bashir Ahmad Veeri (Srigufwara-Bijbehara), Saifuddin Bhat (Khansahib), Javaid Ahmad Mirchal (Karnah) and Showkat Hussain Ganie (Zainapora) have in the past been members of the Legislative Council.

    From the BJP, Vikram Randhawa, who won the Bahu seat in Jammu, was a member of the Upper House of the Legislature in the past.

    The Upper House of the Jammu and Kashmir Legislature was abolished following reorganisation of the erstwhile State into two Union Territories.

    کوٹرنکا، راجوری دسمبر۳ : محکمہ زراعت کوٹرنکا نے بدھل اخروٹ اینڈ ہارٹی پروڈیوسرز کوآپریٹو لمیٹڈ (ایف پی او) کے اشتراک سے آج راجوری ضلع کے بلاک بڈھل کے گاؤں کیول لوئر میں ایک میگا بیداری اور تقسیم کیمپ کا انعقاد کیا۔ کیمپ کا مقصد پرمپراگت کرشی وکاس یوجنا (PKVY) اسکیم کے تحت مقامی کسانوں میں نامیاتی کاشتکاری کے طریقوں کو فروغ دینا تھا۔

    کلسٹر کیول لوئر کے کل 50 کسانوں نے ضروری کاشتکاری کے آلات، کیڑے مار ادویات اور نامیاتی مرکبات کی تقسیم سے فائدہ اٹھایا۔ کیمپ میں کسانوں کو ان کی زرعی پیداوار بڑھانے میں مدد کے لیے سپرے پمپ اور ڈرم کی تقسیم کا بھی مشاہدہ کیا گیا۔

    RAJOURI DEC 03:-The Agriculture Department Kotranka, in collaboration with The Budhal Walnut and Horti Producers Co-operative Ltd (FPO), today organized a mega awareness and distribution camp at Village Kewal Lower, Block Budhal, in Rajouri District. The camp aimed at promoting organic farming practices among local farmers under the Parampragat Krishi Vikas Yojna (PKVY) scheme.

    50 farmers from Cluster Kewal Lower benefitted from the distribution of necessary farming equipment, pesticides, and organic compounds. The camp also witnessed the distribution of spray pumps and drums to help farmers enhance their agricultural productivity.

    The Chief Guest, Mohammad Farooq Inqlabi, Chairman of Budhal Walnut and Horti Producers Co-operative Ltd (FPO), addressed the gathering and praised the efforts of the officers of the Agriculture Department for their dedication and hard work in supporting local farmers. Inqlabi also encouraged farmers to adopt sustainable practices to ensure long-term benefits for both their livelihoods and the environment.

    SDAO Kotranka, Rajan Kumar, in his address, emphasized the importance of focusing on organic farming and urged farmers to make the most of the resources and guidance available through government schemes. Along with the technical staff from the Agriculture Department, Rajan Kumar provided detailed insights into organic farming techniques and highlighted the positive impact it can have on both crop yield and soil health.

    UDHAMPUR DEC 03 (NVI): In a major security operation in Udhampur district of Jammu, the police detained two female terror associates under the Public Safety Act (PSA) for their involvement in activities that posed a significant threat to the safety and stability of Jammu and Kashmir.

    The detained individuals have been identified as Maryama Begum, wife of Mohd. Shafeeq, from Loudhara, Basantgarh, and Arshad Begum wife of Late Jamal Din, from Rai Chak, Basantgarh.

    Police sources confirmed that both women had been providing crucial logistical support to terrorist groups and acting as guides and facilitators for militant organizations operating in the region. Their ongoing actions were assessed to be a serious risk to public safety, peace and tranquility.

    Given the gravity of their involvement in destabilizing activities, the authorities have invoked the Public Safety Act to detain them and prevent any further harm to the security of the state. This proactive measure aims to disrupt terrorist networks and safeguard the safety of the people.

    جموں و کشمیر دسمبر ۳– سینئر پی ڈی پی لیڈر فاروق انقلابی نے آج ایک بیان میں جموں و کشمیر میں نیشنل کانفرنس (NC) حکومت پر تنقید کرتے ہوئے اس پر خطے کے لوگوں سے کئے گئے وعدوں کو پورا کرنے میں کمزوری اور ناکامی کا الزام لگایا۔ انہوں نے اس بات پر تشویش کا اظہار کیا کہ مکمل اکثریت ہونے کے باوجود، این سی حکومت بھارتیہ جنتا پارٹی (بی جے پی) کے دباؤ میں کام کر رہی ہے، اپنے اختیار اور خود مختاری سے سمجھوتہ کر رہی ہے۔

    انقلابی نے جموں و کشمیر میں بیرونی لوگوں کو سرکاری ملازمتیں دیے جانے کے بڑھتے ہوئے رجحان پر اپنی تشویش کا اظہار کرتے ہوئے دعویٰ کیا کہ مقامی آبادی کو نظرانداز کیا جا رہا ہے۔ انہوں نے خاص طور پر این سی لیڈر عمر عبداللہ کو نشانہ بنایا، ان پر الزام لگایا کہ وہ “خاموش تماشائی” ہیں اور ان نازک مسائل کو حل کرنے کے لیے کوئی اقدام نہیں کر رہے ہیں۔

    RAJOURI DEC 03:- Senior PDP leader, Farooq Inqlabi, in a statement today, criticized the National Conference (NC) government in Jammu and Kashmir, accusing it of weakness and failure to deliver on promises made to the people of the region. He expressed concern that despite having a full majority, the NC government is operating under the pressure of the Bharatiya Janata Party (BJP), compromising its authority and autonomy.

    Inqlabi pointed to the recent termination of two government employees by the office of the Lieutenant Governor (LG) as evidence of the NC government’s weakness. He stated that such actions only highlight the government’s inability to act independently and stand up to external pressures.

    The PDP leader further questioned the NC leadership’s track record, stating that not a single promise made to the people of Jammu and Kashmir prior to the assembly elections had been fulfilled. He particularly highlighted the unfulfilled commitments, including the promised 12 free cylinders for BPL (Below Poverty Line) families, the 1 lakh government jobs that were supposed to be provided and the assurance of securing land rights for the people of J&K.

    Inqlabi expressed his concern over the increasing trend of outsiders being given government jobs in Jammu and Kashmir, claiming that the local population was being sidelined. He particularly took aim at NC leader Omar Abdullah, accusing him of being a “mute spectator” and not taking any action to address these critical issues.

    In conclusion, Inqlabi called for the NC to take responsibility for its unfulfilled promises and urged the people of Jammu and Kashmir to hold the government accountable for its inaction.

    RAJOURI,DEC 02: To review the developmental scenario, implementation of public welfare schemes and address bottlenecks in project implementation, Deputy Commissioner Rajouri, Abhishek Sharma, chaired a comprehensive inter-departmental review meeting here today in Dak Bungalow. The meeting emphasized equitable distribution of resources across all subdivisions and the expedited implementation of projects.

    Additional District Development Commissioner Dr. Raj Kumar Thapa briefed the chair regarding the progress of the ongoing schemes, highlighting achievements and identifying challenges requiring immediate attention.
    The DC took stock of the progress on aspirational toilets, Material Recovery Facilities (MRF), compost pits, bio-remediation projects, Swachh Bharat Mission (SBM) convergence, asset utilization, sewage treatment plants for used water, water body rejuvenation, street vendor welfare, and the Pradhan Mantri Awas Yojana-Urban (PMAY-U).
    The financial and physical progress of JJM schemes was reviewed, and officers were directed to expedite their completion to ensure the timely delivery of water supply schemes.

    The functioning of Kisan Khidmat Ghars was assessed, with directives to establish pending units. District Statistical and Evaluation Officer (DSEO) was tasked with verifying progress.
    Progress was reviewed for Animal and Sheep Husbandry, Sericulture, Floriculture, Fisheries, Horticulture, National Health Mission (NHM), Integrated Watershed Management Programme (IWMP), JAKEDA, RDSS, and FPMA. DC also directed to identify locations for high-density apple plantations in Thanamandi, Kotranka, and Rajouri.

    Discussions focused on the blacktopping of Bella Bus Stand, completion of the hospital at Thanamandi, and the shifting of the SDM office to the old hospital building.
    Progress on the Ayush building in Ujjan, the 180-bedded district hospital, incomplete bridges, the Gujjar and Bakerwal hostel in Sunderbani and Budhal, and NABARD-funded filtration plants was reviewed. Forest clearance issues, particularly for the National Highway, were resolved.

    Reviewing MGNREGA works, the DC directed the low-performing blocks to enhance their progress and improve indicators. It was informed that 100% tendering has been achieved for 4,772 RDD works.

    The CEO was directed to improve the quality of adult education, monitor Mid-Day Meal (MDM) schemes, and expedite works under Samagra Shiksha.

    The review covered achievements of ICDS, Beti Bachao Beti Padhao, TSP, Article 273, women empowerment hubs, and One-Stop Centers. The food safety initiatives, menu implementation, and Poshan Tracker status were highlighted.

    The DMO reported that even as 22 mining sites are currently operational, most of these will close due to environmental clearance expiry. The DC directed timely applications for short-term and disposal permits to ensure uninterrupted construction activities.
    Emphasis was laid on improving beneficiary e-KYC under NFSA.
    Departments like Irrigation, Flood Control, R&B, and PMGSY presented updates on ongoing projects.

    The DDC stressed the need to focus on the tribal population, especially Bakerwals, ensuring their inclusion in government schemes and enhancing their access to adult education facilities.
    The meeting concluded with the DC reiterating the importance of equitable scheme distribution, timely project execution, and improved monitoring mechanisms to achieve developmental goals.

    The meeting was attended by ADDC Rajouri Dr. Raj Kumar Thapa, ADC Kalakote Mohammad Tanveer, ADC Nowshera Babu Ram Tandan, ADC Sunderbani Mohammad Jahangir Khan, ACR Rajouri, DMO Mohammad Sayeed, SDM Thanamandi Sheraz Ahmed, ACD Rajeev Magotra, DFO Rajouri Rajeev Sharma, DFO Nowshera Shweeta Deona, EXENs from PWD and other departments, and senior district and sectoral officers.
