    SSRINAGAR OCTOBER 08:– Mushk Budji — the indigenous aromatic rice variety from Kashmir — is likely to get a major boost in its yield with the Jammu and Kashmir authorities planning to expand its cultivation area to 5,000 hectares in the next three years, a senior official has said.

    According to experts at the Sher-e-Kashmir University of Agricultural Sciences and Technology (SKUAST), this high-cost traditional variety of rice was on the verge of extinction and was pushed to a few pockets of the Valley because of its susceptibility to blast disease.

    Besides, non-uniformity in the produce, lack of quality seed, poor yield potential due to the mixing of strains and also due to area expansion under high-yielding paddy varieties led to shrinking of acreage under it, they said.

    Mushk Budji, mostly grown on over 250 hectares in five villages of Kokernag in south Kashmir, received a Geographical Indication (GI) tag in August due to the concerted efforts by the agriculture department and SKUAST.

    “The niche crop is grown in particular climatic conditions and we are exploring various areas in different parts of the Valley to expand its acreage.

    “We aim to bring 5,000 hectares of land under crop cultivation in the next three years under the holistic development of agriculture and allied sectors scheme,” Chowdhary Mohammad Iqbal, the director of the Department of Agriculture Production and Farmers Welfare, Kashmir, told PTI.

    Last year, Jammu and Kashmir Lieutenant Governor Manoj Sinha approved the Holistic Development of Agriculture and Allied Sectors programme, with an outlay of Rs 5,013 crore over the next five years and covering 29 projects.

    The aim is to transform the agriculture economy and put Jammu and Kashmir on a new trajectory of growth, boosting exports and heralding a new phase of farmer prosperity and rural livelihood security in the Union territory.

    “We have been successful in expanding the Mushk Budji to Budgam and are expecting more farmers to grow the crop, leading to its increased production to meet the growing demand,” Iqbal said.

    According to the experts, as part of the programme to revive the cultivation of Mushk Budji, Sagam and adjoining villages in Kokernag in Anantnag district were identified in 2013.

    Officials said the success of Mushk Budji in Anantnag led to a variety of testing programmes in non-traditional areas under similar ecologies. The agriculture department with the help of SKUAST-Kashmir brought in a new variety of Mushk Budji seeds.

    “The new seed is resistant to diseases and changing climatic conditions. With the setting up of farmers producers organization, we are endeavouring to make Mushk Budji tap the national and international markets,” Chowdhary Mohammad Iqbal said.

    Referring to the week-long ‘GI Mohatsav’ which started at ‘Kashmir Haat’ in Srinagar on October 2, he said 100 GI-tagged agriculture and horticulture products both within and outside Jammu and Kashmir are on display.

    Attending the event, Manzoor Ahmad Bhat from Sagam village of Kokernag said over 500 farmers from nearly half a dozen villages are growing Musk Budji and will benefit immensely from the GI tagging of their produce.

    “We are selling one kg Mushk Budji for Rs 260 and have received a lot of response in Srinagar. We have also received calls from Dubai for the product,” he said.

    In Sagam village, Ghulam Mohammad, an elderly farmer, said they stopped growing the crop a long time ago and started afresh sometime back with the government’s support. (AGENCIES)

    SRINAGAR OCTOBER 08:– National Conference (NC) and Congress alliance secured absolute majority in the 5th general elections of Ladakh Autonomous Hill Development council (LAHDC) on Sunday.

    NC emerged the single largest party securing 11 seats while Congress got 8 seats.So far the result of 24 seats, out of the 30 member council, was declared and counting for the other seats was going on, officials said.

    Bharatiya Janata Party (BJP) won two seats while three independent candidates also declared victorious in the elections. Aam Aadmi Party failed to open their account in LAHDC-K Council.

    Among others the prominent NC candidates who registered their win are Abdul Wahid who wins from Bhimbhat Constituency with a voting margin of 52 votes, PunchokTashi registered his win from Padum Constituency with a voting margin of 54 votes and Manzoor Ul Husain wins from Yourbaltak Constituency with a voting margin of 90 votes.

    Congress Candidate Abdul Hadi won Tai- Suru Constituency with a voting margin of 261 votes and Abdul Samad won from Ranbirpora-Drass Constituency with a voting margin of 575 votes respectively.
    BJP Candidate Padma Dorjey wins a triangular contest at Stakchay Khangral Constituency with a voting margin of 177 votes, defeating Syed Hassan of Congress and Ghulam Hussain NC.

    The first-ever civic elections in Kargil district was held on October 4 since Ladakh was carved out of the erstwhile state of Jammu and Kashmir on August 5, 2019 as a separate Union territory.

    In these polls, the BJP was up against a united opposition of Congress and National Conference on 26 seats of the 30-member Council. 85 candidates contested the polls, with 22 representing the Congress, 17 from the NC, 17 from the BJP, four from the Aam Aadmi Party and 24 Independent candidates.     RAJOURI  OCTOBER 06:–The Army has initiated a ‘Court of Inquiry’ against a Major of 48 Rashtriya Rifles who allegedly opened fire on his colleagues and hurle grenade(s) inside a camp at Dhara in Thanamandi tehsil of Rajouri district on Thursday reportedly after a dispute over some personal issue.
    According to reports, five personnel, including the Commanding Officer (CO), Deputy CO and Medical Officer (MO), were injured in the unfortunate incident.
    The Army is tight-lipped over the entire episode. However, on Thursday night PRO Defence (Jammu) shared a post of White Knight Corps on X (earlier Twitter) which read: “ On 5 October 23 one officer was injured in a likely grenade accident at a post in Rajouri sector. Officer evacuated and stable post initial treatment. Further investigation of the incident in progress”.
    Sources said the unfortunate incident continued for about eight hours causing panic inside the camp and in the entire area before the erring Major was overpowered & detained for further questioning.
    Sources added that the firing practice had been going on inside the camp for the last few days & the erring officer on Thursday afternoon over some personal issues opened fire on the colleagues and later took shelter inside the camp armoury.
    Reportedly when the Commanding Officer along with his deputy and Medical Officer was heading towards the armoury to convince him to surrender, the erring Major hurled grenades toward them and all received injuries
    Sources said two soldiers were also injured in the incident.

    NEW DELHI, OCTOBER 06:–The Delhi High Court has awarded a compensation of Rs 50,000 to a man illegally detained by the city police in a lock-up for about half an hour, saying it was troubled by the way citizens were treated by officials whose conduct was “appalling”.

    To send out a “meaningful message”, Justice Subramonium Prasad directed that the compensation shall be recovered from the salaries of the erring police officials.

    The court observed that the authorities acted in a high-handed manner without respecting the petitioner’s liberty or following due procedure of law as the petitioner was simply picked up from the spot and placed inside the lock-up for no rhyme or reason.

    “The time spent in the lock-up by the Petitioner, even for a short while, cannot absolve the police officers who have deprived the Petitioner of his liberty without following the due procedure established by law,” the court said in its order dated October 5.

    “This court is of the opinion that a meaningful message must be sent to the authorities that police officers cannot be law unto themselves. In the facts of this case, even though the illegal detention of the Petitioner was only for about half an hour, this Court is inclined to grant compensation of Rs.50,000/- to the Petitioner, which shall be recovered from the salaries of Respondents No.4 and 5,” it ordered.

    The petitioner alleged that following a complaint regarding a fight between a lady and a vegetable seller, he was illegally detained in a lock-up without any formal arrest by the local police in September last year. He sought compensation for the violation of his personal liberty.

    The court said it was undisputed that the petitioner was picked up from the spot without an FIR against him and placed in the lock-up which was against his right to personal liberty under Article 21 of the Constitution of India.

    “This court is deeply troubled by the fact that the Petitioner was not even arrested. He was simply picked up from the spot, brought to the Police Station and placed inside the lock-up for no rhyme or reason. The highhanded way in which the Police authorities have acted, throwing to winds the constitutional and fundamental rights of a citizen, is appalling,” the court observed.

    ” This Court is troubled at the way the citizens are being treated by the Police authorities who behave as if they are above the law,” it said.

    The court said the punishment of censure alone was not sufficient in the facts and circumstances of the case as it was not likely to have any effect on the career of the police officers and so would not be a sufficient deterrent. (Agencies)

    RAJOURI, OCTOBER 05:–In an unfortunate internal incident inside an Army camp at Dana in Thanamandi tehsil of Rajouri district, a Major opened fire and reportedly lobbed a grenade at his fellow soldiers in the afternoon on Thursday.
    As per unconfirmed reports few soldiers, including an officer (reportedly 2nd-in-command), were injured in the incident and are under treatment in the different Army hospitals.
    “On 5 October 23 one officer was injured in a likely grenade accident at a post in Rajouri sector. Officer evacuated and stable post initial treatment. Further investigation of the incident in progress” read a Tweet (X) by Whit Knight Corps @Whiteknight­_IA.
    Reliable sources said that the incident took place inside a post of the Rashtriya Rifles unit at Dana after a dispute over some personal issues between both officers.
    After the incident the Army has cordoned off the entire area, inhabitants of the area are not allowed to move outside. Even the police officers were not allowed to visit the spot as the Major had hidden himself inside a room and is continued targeting his fellow soldiers till the filing of this report.
    Reportedly all the senior officers of the Counter Insurgency Force are on the spot and making efforts to calm down Major.

    SRINAGAR,OCTOBER  05: -ACB traps and arrests Ashiq Hussain, Patwari, Halqa Sharifabad, District Budgam red-handed while demanding and accepting bribe of ₹10000 for making entry in revenue records.

    Anti-Corruption Bureau received a written complaint wherein it was alleged that Ashiq Hussain, Patwari, Halqa Sharifabad, Budgam, is demanding ₹10000 as bribe for online entry in the Revenue records i.e Jamabandi in respect of the land of the complainant. The complainant approached Anti-Corruption Bureau with a written complaint for taking legal action against the accused public servant under relevant provisions of law.

    On receipt of the complaint, Case FIR No. 21/2023 U/S 7 PC Act 1988 was registered in police Station ACB Srinagar and investigation taken up.

    During the course of investigation a trap team constituted. The team laid a successful trap and caught the accused public servant Ashiq Hussain, Patwari, Halqa Sharifabad, Budgam red-handed while demanding and accepting the bribe amount of ₹10000 from the complainant.

    He was arrested on the spot after completing all formalities.
    Further investigation into the case is going on.
