Dr Andrabi emphasized on the coordinated effort of all the departments with the nodal role of Waqf Board to ensure fool proof arrangements at Dargah-e–Dastgir Sahib at Khanyar and at Soura Very productive discussion took place and a road map was finalised for the smooth functioning of all departments Earlier Waqf used to be working in coordination with political parties and the political families and now we are working in coordination with all concerned departments so that people get requisite facilities said Dr Andrabi.     UDHAMPUR, OCTOBER 17:– Akhand Jyoti Committee Devi Bani Manwal today organised one day sensitisation-cum-awareness programme on ‘Women Empowerment and Drug Menace’ at Neelam Palace Manwal.

    Vice Chairperson District Development Council Udhampur, Juhi Manhas Pathania, who was the Chief Guest on the occasion, underscored upon the need of empowering women in all spheres of life.

    Vice Chairperson underscored that women empowerment can play an important vital role in eradicating the drug menace from society adding that women can be instrumental in spreading awareness about the ill-effects of drugs.

    She said that empowering women through education, economic opportunities and advocacy can help counter the drug menace in society. They can educate their families and communities, promote healthy values, support rehabilitation programs, and advocate for effective policies, she added.

    Skits and cultural programs were also presented by the school children which mesmerized the audience and highlighted the theme of the programme in a most subtle way.

    UDHAMPUR, OCTOBER-17:- To review the progress of ongoing developmental works undertaken by the PDD Department under District Capex Budget 2023-24 and PMDP in the District, the Deputy Commissioner, Udhampur, Saloni Rai chaired a meeting of officers and field functionaries of the PDD department at the Mini Conference Hall, DC Office Complex, Udhampur.

    Executive Engineer PDD gave a detailed PowerPoint presentation about the ongoing developmental works and other schemes being executed in the PDD sector in the district.

    While reviewing the progress of execution work under the PDD sector, executing agencies were asked to gear up men and machinery in coordination with other departments so that targets can be achieved within the given timeframe. The DC emphasized the need for officers to work with zeal and dedication to achieve the set targets during the current financial year.

    The DC directed the concerned departments to conduct site visits with the help of SDMs to resolve the ROW (Right of Way) issues and take over the infrastructure projects within a week’s time.

    She stressed the importance of inter-departmental coordination and resolving issues on a priority basis. The concerned department was directed to monitor unscheduled power cuts in the district and submit reports on a daily basis. The Executive Engineer JPDCL was instructed to expedite the progress of all 26 ongoing works under the District Capex Budget, with a completion deadline set for November 15, 2023. She also emphasized the need to improve the quality of power supply and ensure uninterrupted power supply to consumers.

    RAJOURI, OCTOBER 17:–Deputy Commissioner of Rajouri, Vikas Kundal chaired a meeting of the District Skill Committee, convened to deliberate on the comprehensive Skill Development Plan for the financial year 2023-24.

    The meeting brought together various stakeholders committed to the noble cause of empowering unemployed youth in the region through skill enhancement programs.

    Addressing the committee members, DC emphasized the abundant opportunities available for individuals possessing skills in the current job market. He underscored that the pressing need of the hour is to inspire the unemployed, educated youth of the district to embark on a journey of skill acquisition. He said that this would enable them to become self-sufficient and financially independent.

    In a comprehensive overview of the measures initiated by District Administration to bolster youth skill development, the DC directed the officers to take proactive steps to train a maximum number of unemployed youth under various skill development initiatives. He urged that this should be executed with a sense of urgency to bridge the existing skill gap in the region.

    The DC encouraged officers to explore innovative methods to nurture the untapped potential of talented young individuals at the grassroots level. This grassroots approach aims to identify and support latent talent in the district and guide them towards skill development opportunities.

    DC underscored the importance of aligning skill development programs with market demands. He called upon officers to adapt training curricula to meet the evolving needs of the job market, thus ensuring that the youth are well-prepared for the employment landscape of the future.

    RAJOURI, OCTOBER 17-– In a proactive effort to monitor and enhance the progress of Rural Development Department Schemes, the Deputy Commissioner Rajouri, Vikas Kundal today conducted a comprehensive review meeting focusing on several crucial developmental programs.

    The meeting, which featured a detailed examination of key projects, reaffirmed the commitment of the district administration to advancing rural development and improving the quality of works.

    Under the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) and Awas Plus, the DC undertook a thorough review block-wise. It was informed that out of a target, an impressive 31,480 houses have already been successfully completed. Noting a gap between the first and second installment, the DC emphasized the need to bridge the gap at the earliest.

    The DC asked the officers to expedite the achievement of targets under PMAY-G and Awas Plus, highlighting the importance of providing quality housing to those in need.

    While talking a review of the Swachh Bharat Mission (SBM) Phase II, the DC inquired about the progress of door-to-door waste collection, learning that this essential service is being efficiently carried out in all 312 panchayats within the district. The review also included a comprehensive overview of the construction of Individual Household Latrines (IHHL) units, with an impressive 123,528 units completed so far. Additionally, the progress of community soakage pits, segregation sheds, and community compost pits was discussed, underscoring the importance of effective waste management and environmental sustainability in the district.

    Taking note of the progress under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), it was reported that out of the initiated works, 2,126 have already been successfully completed in the financial year 2023-24, with 6,022 works still in progress. For works funded under the District Capex budget, out of 4,143 approved works, 640 have been successfully completed, while 2,301 have already been allotted.

    The DC emphasized the need for a speedy allotment of these works, ensuring that the region benefits from the development schemes.

    The meeting was attended by CPO Mohammad Khurshid, ACD Vijay Kumar, ACP Sheraz Chowhan, DPO Auqil Nuvaid, EXEN REW Zahir Khan and Block Development Officers.

    JAMMU OCTOBER  17:–Asserting that the BJP’s vote share as well as seat count saw an increase in the recently-held Ladakh Autonomous Hill Development Council (Kargil) election, BJP general secretary Tarun Chugh on Tuesday said Assembly polls in Jammu and Kashmir will be held soon as the process of delimitation and preparing the voter list has been completed.

    He also claimed that the Gupkar alliance that had faced a defeat in the local bodies election will have to suffer a similar outcome in the Assembly polls.

    “The election will take place on time. Several decades had gone by without any delimitation. Now, delimitation of the Assembly constituencies has taken place. The voter list has been prepared. It has been sent to the political parties for the submission of their objections.

    Accordingly, the election will be held soon,” Chugh told reporters here.

    He said as far as the urban local body (ULB) polls are concerned, the local bodies have submitted 700 written complaints citing discrepancies in the ward and gram panchayat listings.

    “We have been denied our right to vote. The ward and gram panchayat formula in Kargil is faulty and has been crafted with a certain bias. I request the government to rectify this,” the BJP leader said, replying to a question about the opposition’s charge that the government has failed to hold the much-awaited polls in Jammu and Kashmir.

    Replying to another question about the Kargil polls, he said the voter turnout in the election saw a five-fold increase compared to the past.

    “We contested on just 16 seats and received full blessings from the people. The BJP won two seats, as opposed to one in the previous election,” he said.

    Chugh said the vote share as well as the seat count of the saffron party witnessed an increase in the Kargil polls and accused the opposition of creating confusion about it.

    On the security situation in Jammu and Kashmir, the BJP leader said the Union Territory, which was once known as the “capital of terrorism”, has been transformed into a hub of tourism and development.

    “From being labelled as the ‘terrorism capital’, Jammu and Kashmir has been transformed into a hub of tourism. The era of development has commenced in Jammu and Kashmir, a region that was deprived of progress for decades by the previous governments,” he said.
    Chugh said a new era of peace and development has dawned in Jammu and Kashmir and the youngsters of the region are being empowered.

    “One of the most significant achievements is our successful crackdown on terrorism. Those who harm our civilians will never be pardoned,” he asserted.

    “Under the leadership of (Jammu and Kashmir BJP chief) Ravinder Raina, we are conducting jan samvad events at all booths,” Chugh said. (Agencies)

    KATHUA OCTOBER 16:–Asserting that security of nation is of paramount importance, Rashtriya Swayamsevak Sangh (RSS) chief Dr Mohan Rao Bhagwat today made it clear that those who try to cause harm to society and the country must be dealt with strongly.

    Addressing the Swayamsevaks from Kathua, Samba, Billawar, Bani and Basohli in full dress at Sports Stadium here this afternoon, the RSS chief stressed on unity of all and work for protection of the country saying that the security of the nation is supreme and there will be no compromise on the same.

    “Those, who are out to harm or try to break society and the nation, whichever method is needed to deal with them will have to be applied’’, the RSS chief said.

    He said like money is donated to help the poor, power should be used to safeguard the weak. In the world weak needs to be protected from the cruel and for this one must be prepared, he added.

    Dr Bhagwat said work of RSS has expanded much. Its strength has also seen a huge increase so its responsibility towards the nation has also increased. “Our nation can only progress if we have a good society.RSS is playing a huge role in this as we are producing trained Swayamsevaks who can play a great role in nation building’’.

    Asserting that entire world is looking towards India for solution of problems facing the mankind at present, Dr Bhagwat said the solutions of all problems lies in Sanatan Dharma-the traditional Hindu way of life.

    He reiterated that the India has solution to all problems which the world is confronted today.

    He said there should be peace all around, people should be happy and there should be no conflicts is the ultimate objective of Bharat and this is the basic principle of Sanatan Dharma. He said world has practised all thoughts like socialism, communism, Capitalism etc but neither the conflicts in the world nor the miseries and sufferings of the people ended.

    Dr Bhagwat said the conflicts still continue. Earlier it was Ukraine –Russia war and now it is Israel -Hamas war. Even the families break day by day. This shows that means adopted for seeking comforts have created problems instead of doing good to mankind, he added.

    The RSS chief said now it is the age of artificial intelligence and world is in a quandary as no way out is found to overcome the problems being faced by mankind. He asserted that only Bharat can lead the world in finding an everlasting solution to all these problems.

    Dr Bhagwat said Bharat was a golden sparrow for a long time. This shows that this nation had some ancient capital or talent through which it can guide the world. “This was indicated during the recent G-20 meet which was hosted and headed by India. India has its own approach of dealing with situations and this approach and our way of life has been gifted to us by our ancestors,. The unity in diversity is the solution of our problems’’, he added.

    The RSS chief said it has been in our traits and a part of our ancient culture to think for the betterment of otherswhich gives us ample pleasure and joy. “We have inherited these traits from great Rishis since times immemorial,’’he added.

    Dr Bhagwat, while maintaining that Sanatan is the culture of Bharat, said it has guided this nation since ages together. He said the human beings are like trustees and the real master is God. “Hence we should be ready to work for welfare and wellbeing of others and help those who are in distress and need,’’ he added.

    He said today it is the need of hour that we propagate the values of Sanatan Dharma and its development and progress will in turn lead Bharat to progress and development. He made it clear that the Dharma is the only way to unite people, it creates a balance in society and Bharatiya society is based on Dharma but the world bows before strong so we have to be strong enough not to brow beat others but to protect week.

    Maintaining that all Bharatis are brothers, he said “It is our duty to work together to make this country great and strong’’. The RSS chief said that Sangh unites Samaj and Shakha is a medium to it. “Shakha creates discipline and discipline builds a strong character in a human being. We have to maintain a good character at individual as well as country level”.

    Dr Bhagwat said “We as a nation have to become so strong and charactered that no one across the globe can point fingers on us”. Stressing on holding of Shakhas daily, he said this can be guarantee for building a strong character.

    Asserting that Sangh has full faith in the Swayamsevaks, he said a strong character and strength can lead us in laying the foundation of a strong society and nation.
    He said Sangh educates society to forget all issues and work jointly for the progress of the nation as a whole.

    The RSS chief said such programmes are being organised regularly .“We believe in hard work but for that patience and practice is important’’. The opportunities need to be explored,a goal is to be set up and then it should be achieved with hard work, he added.

    Dr Bhagwat said “We belong to a great culture and civilization hence we should not lose heart and continue working hard till the goal is achieved’’.
    Maintaining discipline is more important in life, he said, adding the people must also know why Sangh has taken up this particular task.

    Dr Bhagwat said RSS is now in central stage of discussion and everyone is watching its activities with close eyes and we need to work in such a way so that it is appreciated by one and all. The area and work of Sangh has now expanded all over during last many years and people too have started appreciating it.

    “We have expanded our activities manifold. Some are raising questions about our work without actually knowing our work and dedication of a Swayamsevak. They must come and see what Sangh is doing for the betterment of society and nation, he added.

    He made it clear that Sangh has nothing to do with politics as it has a vast area of work for building a strong nation. No speculations must be made about my visit to J&K, he added.

    He said the inner peace can be found through spiritualty and Bharat has shown a way to it while stressing on adopting honest, truthful approach and devoting life for others. There is nothing more supreme than humanity, he added.

    He said people living outside Bharat have great respect for us as “we believe in honest work”. Everyone must get involved in RSS Shakhas.Swayamsevaks do selflessservice which they are being trained through Shakhas, Dr Bhagwat added.

    On the occasion, Regional Sangchalak, Sita Ram, Prant Sanghchalak, Dr Gautam Mengi, Kathua Sangchalak, Vidya Rattan, Ashwani Sharma Prabhari and Union Minister, Dr Jitendra Singh were present.

    Later Dr Bhagwat visited Jakbhar village in Kathua where he unveiled the statue of Bharat Mata. The villagers including men and women gave a rousing reception and standing ovation to him.

    Dr Bhagwat while interacting with villagers highlighted the role of rural areas in boosting economy of the country. He said the village is the basic unit which plays a great role in the prosperity of the nation and stressed on protection of flora and fauna of the area.

    He said this village should become a role model for other villages in the area and they should also follow the same way of life for the progress and prosperity of their villages.

    Dr Bhagwat said the statue of Bharat Mata unveiled can be a source of uniting people and imbibing the spirit of oneness among them. He stressed on development of the villages and improving the economic status of people living there.

    He also visited Radha Krishan Mandir in Kathua and paid floral tribute at the statue of former Jana Sangh president, Dr Shyama Prasad Mookherjee.

    JAMMU OCTOBER 16:–Government of Union Territory of Jammu and Kashmir has sought Action Taken Report (ATR)/progress from all the Administrative Secretaries and Heads of the Departments (HoDs) on the Budget Announcements for the Financial Years 2022-23 and 2023-24 by or before October 22, 2023.

    The Budget for both these Financial Years was presented in the Parliament by the Union Finance Minister Nirmala Sitharaman as in accordance with the Jammu and Kashmir Re-organization Act, 2019, the Union Territory of Jammu and Kashmir continues to be under the President’s Rule and the powers of the Legislature of the Union Territory are exercised by or under the authority of the Parliament.

    While sharing the Budget Announcements for these two Financial Years with all the Administrative Secretaries and Heads of the Departments, the Finance Department of the Union Territory has stressed that Action Taken Report/progress in this regard shall be furnished by or before October 22, 2023. The department has made it clear that non-compliance will be viewed seriously by the Government.

    In the Budget for Financial Year 2022-23, it was mentioned that focus will be on good governance; deepening grass-root democracy; accelerated development and inclusive growth; facilitating investment and industrial growth; infrastructure development for improving quality of life and employment; youth initiatives and women empowerment and broadening social inclusion.

    Among the major announcements were doubling of the farmers income by encouraging cultivation of high yield/high density crops and use of modern technology; completion of major civil and electro-mechanical works of Kiru, Kawar and Pakaldul Hydroelectric Projects; increasing transmission capacity; promotion of off-beat tourist destinations; exploring of unexplored tourist destinations through Public Private Investment model; completion of maximum possible projects under Jammu Smart City Limited and Srinagar Smart City Limited etc.

    The announcements were also made for establishment of 518 Smart/Virtual classrooms in Higher Secondary Schools for imparting quality education to students; creation of sports infrastructure in 100 schools (5 schools per district) and development of new industrial estates at Budhi Kathua, Mearth Ghatti, Rakh Rara Swankha Morh Samba & Katli Dhaini (Samba) in Jammu division and Khonmoh, Sempora, Chandgam Tahab, Hardoo Dahruna Dooru and Hassan Noor in Kashmir division.

    In the Budget for Financial Year 2023-24, it has been mentioned that the Union Territory of Jammu and Kashmir has witnessed unprecedented level of development in various sectors since historic changes in August, 2019 and pace of development in all critical sectors such as power, tourism, road connectivity, urban sector, health, sports, water and rural development etc is remarkable.

    The Finance Minister had stated that Jammu and Kashmir has been among top performers in the country for implementation of Pradhan Mantri Gram Sadak Yojana (PMGSY), Amrit Sarovar, SVAMITVA Scheme, Azadi Ka Amrit Mahotsav, Nasha Mukt Abhiyan and Renewable Energy Development. Besides, Jammu and Kashmir is among top performers in Agriculture Income, Ease of Living, Ease of Doing Business, Transparency, Sustainable Development Goals and One Nation One Ration Card.

    The major announcements in Budget 2023-24 included operationalization of Cancer Institute Jammu; strengthening of Trauma Care facilities in accident prone districts through optimization of infrastructure, manpower and provisioning of high-tech equipments for emergency diagnosis especially in areas like Doda, Kishtwar and Ramban; declaration of all villages as Open Defecation Free Plus with implementation of all the components of Swachh Bharat Mission Gramin (SBM-G).
    Construction of 1500 new Panchayat Ghars under Rashtriya Gram Swaraj Abhiyan (RGSA); improvement in daily hours of power supply with Urban- 24 Hours and Rural 22 Hours; reduction in transformer damage rate; drop in Transmission & Distribution/ Aggregate Technical and Commercial (AT&C) losses; providing Functional Household Tap Connections to all 18.36 lakh households; rejuvenation in phased manner all the identified water bodies in the Urban Local Bodies and full implementation of National Education Policy (NEP) are the other announcements for the current Financial Year.(By Daily Excelsior)
