    NEW DELHI,OCTOBER  22: –Congress president Mallikarjun Kharge on October 22 wrote to Prime Minister Narendra Modi alleging that the government’s recent orders asking officials to “showcase” the achievements of the last nine years was “politicisation” of the bureaucracy and demanded their withdrawal.

    In his letter, Mr. Kharge objected to the government order issued on October 18 which, he claimed, stated that senior officers of ranks as high as joint secretary, director and deputy secretary are to be deployed to all 765 districts of India as “Rath Prabharis” to “showcase achievements of the last nine years of Government of India”.

    He also referred to another order of the Ministry of Defence on October 9, 2023, directing soldiers on annual leave to spend time in promoting government schemes, making them “soldier-ambassadors”.

    “It is no coincidence that the last nine years correspond to your tenure in office. This is of grave concern for multiple reasons,” Mr. Kharge said, alleging that senior officers are being deputed for “marketing activity” of the incumbent government.

    “It is a clear violation of the Central Civil Services (Conduct) Rules, 1964, which directs that no government servant shall take part in any political activity.

    “While it is acceptable for government officers to disseminate information, to make them ‘celebrate’ and ‘showcase’ achievements blatantly turns them into political workers of the ruling party.

    “The fact that only ‘achievements’ of the last nine years are being considered, gives away the fact that this is a transparently political order in the run-up to the five state elections and the general elections of 2024,” the Congress chief alleged.
    He said if senior officers of departments are being deputed for “marketing activity” of the current government, the governance of the country will grind to a halt for the next six months.

    “In view of protecting our democracy and our Constitution, it is imperative that the above orders are withdrawn immediately,” Mr. Kharge told the Prime Minister.

    “For the Modi Government, all agencies, institutions, arms, wings, and departments of the government are now officially ‘Pracharaks’,” he said in a post on X.
    “In view of protecting our democracy and our Constitution, it is imperative that the orders which would lead to the politicising of Bureaucracy and our Armed Forces must be withdrawn immediately,” Mr. Kharge also said in his post while sharing the letter.

    AICC general secretary Jairam Ramesh also shared the letter on X and said, “Mallikarjun Kharge-ji, Congress President, has just written to the PM on the blatant politicisation taking place of civil servants and soldiers who must, at all times, be kept independent and non-political.”

    Mr. Kharge, who is also the Leader of Opposition in Rajya Sabha, said he is writing on a matter of great public importance which is of concern not just to the INDIA parties but also to people at large.

    “This has to do with the gross misuse of government machinery taking place in the country today in service of the ruling political party,” he also said.

    He also referred to another order of the Ministry of Defence on October 9, 2023, directing soldiers on annual leave to spend time on promoting government schemes, making them “soldier-ambassadors”.
    “The Army Training Command, which should be focused on preparing our jawans to defend the nation, is busy preparing scripts and training manuals on how to promote government schemes,” he said.

    Mr. Kharge, in his letter, said that it is of utmost importance in a democracy that the Armed Forces are kept out of politics.

    “The loyalty of every jawan is to the nation and the Constitution. To force our soldiers to become marketing agents of government schemes is a dangerous step towards politicization of the Armed Forces,” he stated.

    Furthermore, he said that after many months or years of difficult service to the nation, jawans deserve complete freedom on their annual leave to spend time with their families and restore energy for continued service.

    “Their leave must not be hijacked for political purposes,” he asserted.
    In both cases, of civil servants and soldiers, Mr. Kharge said, it is essential that government machinery is kept out of politics, especially in the months leading up to an election.

    “In addition to the Enforcement Directorate, the Income Tax Department and the CBI already acting as election departments of the BJP, the orders mentioned above put the entire government machinery to work as if they are agents of the ruling party. All agencies, institutions, arms, wings, and departments are now officially ‘Pracharaks’,” The Congress president alleged in his letter. (Agencies)

    RAJOURI, OCTOBER 22:–The third phase of the “Meri Maati Mera Desh” program today culminated with verve in Rajouri district. In this remarkable three-phase journey, the soil or rice was collected from diverse panchayats and gracefully placed in Amrit Kalash during the first phase.

    In the second phase, this precious maati from various panchayats of the district was harmoniously blended into a single Kalash at the block level. Finally, in the third and most significant phase, the Amrit Kalash, representing the collective spirit of the district, found its way to a designated location at the district level.

    In this regard, the District Administration Rajouri organised a grand programme in the lawns of the PWD Dakbunglow on “Meri Maati Mera Desh” today to mark the culmination of its third phase.

    This visionary campaign, which unfolded with tremendous enthusiasm, sought to celebrate India’s rich soil and its heroic journey towards freedom while inspiring future generations to cherish and protect our nation’s invaluable heritage.

    RAJOURI OCTOBER 20:–A team of the J&K State Investigation Agency (SIA) has arrested a key accused from the Mandi district of Himachal Pradesh who was booked and wanted in narco-terror activities by Poonch police.Identified as Mohd Iqbal was booked at Poonch police station in case FIR No.69 of 2023.
    According to SIA press briefing on 30-5-2023 an attempt was made by four associates in a narco-terror module to smuggle drugs and explosives into India across the border fence at Poonch.
    The accused persons were intercepted by Sikh Li along LoC while attempting to enter the Indian Territory.
    There was an exchange of fire in which one soldier and one terrorist had sustained injuries.
    The accused were immediately apprehended with war-like stores of arms, ammunition, IEDs, and Heroin.
    On 6-7-2023 a case (FIR No.69/2023) was registered at Poonch police station against the accused persons.
    Later the case was transferred for investigation to SIA Jammu. Upon the investigation it was revealed that from the group of four persons, one person identified as Mohd Iqbal s/o Slam Din r/o Karmara, Poonch had absconded from the spot.
    Upon technical surveillance and human intelligence, it was ascertained that Mohd Iqbal was hiding in Mandi district of Himachal Pradesh.
    A team of SIA led by Inspector Lakhvir was dispatched to Mandi and Mohd Iqbal was apprehended.
    It is pertinent to note that on 19/08/2023, the handler of the group Mohd Javed, who was also absconding, was arrested by SIA Jammu in an operation in Delhi.
    The arrest of Mohd Javed further led to the arrest of another co-conspirator Mohd Liyaqat on August 25 by SIA Jammu from Poonch.
    The investigation has revealed the role of handlers operating this narco-terror module from foreign countries.
    SIA authorities informed that so for 6 arrests have been made in this case and forward and backward linkages of the narco-terror module are being established.
    SIA added further investigation into aspects of cross border operation of this narco-terror syndicate; which is found smuggling arms, explosives, and narcotics consignments across the border, is ongoing at SIA Jammu, so as aspects of amassing disproportionate wealth in short periods of time as is seen in the instant case is being investigated.
    The team of SIA involved in the arrest under the overall supervision of Deputy SP, Rafiq Manhas includes Inspector Lakhvir, Inspector Vinod, ASI Deepak Bhat, KC Kanhaya Lal, SgCt Gurjeet Singh, and SgCt Susheel Kumar.
    It is pertinent to mention here that on the intervening night of May 30 & 31, the Indian Army foiled an infiltration bid in the Poonch district and apprehended three hard-core terrorists along with a consignment of drugs (about 30 Kg Heroin), 10 Kg IED, arms & ammunition.

    The meeting was attended by the Additional Deputy Commissioner Rajouri, Rajiv Kumar Khajuria, Assistant Commissioner Revenue Imran Rashid Kataria, Tehsildars, and Naib Tehsildars.

    The focus of the meeting was on key aspects of the functioning of the Revenue Department with a particular emphasis on modernization and the adoption of advanced technology to streamline operations. One of the primary topics of discussion was the digitization of land records.

    In this regard, the meeting was informed that the process of digitizing land records has been successfully completed, marking a significant milestone in making land-related information more accessible and transparent to the public.

    Georeferencing, an essential component of land management, was also a key point of review during the meeting. The progress in this area was discussed in detail, highlighting the commitment of the department to implementing the latest technological solutions to enhance the precision and accuracy of land-related information.

    The meeting also provided a platform to assess the progress made in providing online revenue services. The officers reported that a multitude of services offered by the Revenue Department are now accessible online, making it easier for the public to avail themselves of these essential services.

    This transition to online services not only enhances convenience but also promotes transparency and accountability in the operations of the department.

    Deputy Commissioner also reviewed the implementation of SVAMITVA scheme. This scheme aims to provide a ‘Record of Rights’ to village household owners. This is accomplished by issuing legal ownership cards, property cards, and title deeds to property owners.

    Deputy Commissioner expressed his satisfaction with the progress made thus far and emphasized the dedication of the department to continue pursuing excellence in its services.

    He recognized the collaborative efforts of all officers and stakeholders who have contributed to these significant achievements.
