    RAJOURI, OCTOBER 25-– In an earnest endeavor to promptly address public grievances at their doorsteps, Deputy Commissioner Rajouri, Vikas Kundal today chaired a public outreach camp at Saj panchayat of block Plangarh under the aegis of weekly Block Diwas Program.

    This significant event witnessed people voicing a diverse array of issues of public importance. They demanded macadamization of roads, adequate staff and upgrading of government institutions, meeting water scarcity and the augmentation of healthcare infrastructure. The voices of the community echoed in demand for teachers at HSS Dodasan Balla, the pressing requirement for a doctor at PHC Dodasan Balla, provision of electric poles and many more.

    Notably, the event acted as a platform for government officers to enlighten the public about the multitude of schemes and programs being implemented by different departments in the district. They urged the attendees to embrace and benefit from these initiatives for the betterment of their lives.

    Deputy Commissioner, Vikas Kundal assured the public that all their concerns have been meticulously documented and that each genuine issue would be addressed with the intervention of the respective departments in a phased and time-bound manner.

    To encourage the spirit of collaboration, the Deputy Commissioner acknowledged the invaluable contribution of all stakeholders who have played a vital role in achieving the objectives of government initiatives. He fervently encouraged them to persist in their hard work for the greater good of the common masses.

    The Deputy Commissioner also issued on-the-spot directives to the concerned departments to prioritize and resolve the issues flagged by the public. Remarkably, several issues found resolution right there with the prompt intervention of the dedicated departments.

    In response to the concerns raised regarding Middle School Kunda, the Deputy Commissioner directed the Tehsildar to demarcate the land of the school. Similarly, he instructed the concerned officer to address the road issue from Sainsamad to Dodasan with utmost urgency. The matter of the shortage of electricity poles was also brought to attention, and the DC assured the public that he would take up the matter with the concerned department to expedite the necessary action.

    Regarding Jal Jeevan Mission schemes, the Deputy Commissioner assured the public that the pending work in various panchayats will be taken up on a priority, signaling a commitment to improving water accessibility in the region. This demonstrates the dedication of the administration to enhancing the quality of life for residents by ensuring access to clean water.

    Shifting the focus to the Power Development Department (PDD), the Deputy Commissioner urged the public to fulfill their responsibility by paying their electricity bills on time. This call for timely payments is crucial to sustaining the power supply and maintaining the infrastructure.

    Furthermore, the Deputy Commissioner addressed concerns related to the Dodasan Balla upper schools. He also assured to resolve the issues that have arisen in these educational institutions.     RAJOURI OCTOBER 23:--The relatives of a 27 year old heart disease patient, who died in the Associated Hospital Government Medical College (AHGMC) Rajouri in the late evening hours on Monday, allegedly manhandled the staff and also damaged some stuff alleging the patient died due to the negligence of the hospital staff.
    The death of one Sikander @ Bheema triggered protest and the relatives, kin and well wishers alleged that Bheema died due to negligence of hospital staff as no doctor was available on duty in the emergency room.
    “The deceased was a poor plumber and was to leave for New Delhi on Wednesday after appointment of a doctor” said a relative.
    After the violent protest against the hospital staff/ administration, other patients in the emergency informed that no doctor is available for the treatment of the patients & they are suffering, including a poision case patient.
    On the other hand hospital sources said that the deceased, Sikander Abas @ Bheema resident of Rajouri town was a known case of heart disease.
    Bheema earlier had undergone surgery and was brought to GMC hospital 3 days back with some complaints.
    “Doctors after treatment & getting the patient stabilised advised the attendants to consult a heart surgeon in a higher facility (at Jammu or where he was operated)” said hospital administration.
    Administration added, instead going for consultation in a higher facility, the patient was again brought to hospital emergency today evening in a serious condition.
    Doctors on duty tried their best to resuscitate the patient but despite all resuscitative measures, the patient couldn’t be saved & died within half an hour.
    Angered over the death, the attendants manhandled the hospital staff and also damaged the hospital property.

    JAMMU OCTOBER 23:— Veteran Congress leader Karan Singh has asked that his name be dropped from the 22-member executive committee of the party’s Jammu and Kashmir unit, saying he has not been active in state politics for several years.

    The 92-year-old conveyed his request to Congress president Mallik Arjun Kharge in a letter dated October 21.

    Kharge had on October 19 approved the constitution of the committee that included veteran leaders Karan Singh and Saif-ud-din Soz as well as senior party members Ghulam Ahmed Mir, Tariq Hameed Karra and Tara Chand.

    “I see that my name has been included in the executive committee of the newly reconstituted Jammu and Kashmir Pradesh Congress Committee. As you know, I have not been active in state politics for several years. I, therefore, request that my name be deleted from the list,” Singh said in the letter. (Agencies)

    JAMMU OCTOBER 23: –Though, after a long delay the candidates belonging to Persons with Disabilities (PwDs) category got selected through the Central Administrative Tribunal (CAT), and got 320 posts reserved in their favour, but their appointments are still pending in various Departments they were allotted.

    Pertinent to mention here that Jammu and Kashmir Services Selection Board,(JKSSB) in its advertisement in 2020 calling for filling up 8575 posts pertaining to the various departments under direct recruitment to Class-IV, but they failed to reserve any seat for PwDs. It was only after the intervention of CAT, which in an order issued asked the JKSSB to reserve 320 seats for PwDs.

    Later, GAD in its amendments further clarified that on the account of CAT directions, these posts were bifurcated and now 80 posts were earmarked to the Deaf and Hard of Hearing category, and while 240 posts were allocable to other three sub-categories of PwDs will be filled up.

    Taking this process one step ahead, the JKSSB in an order dated 12-7-23 issued a final selection list of 80 posts reserved for the PwDs candidates.

    Now when the JKSSB has finalised their selection and also forwarded the selection list of the PwDs, to be absorbed in various departments including Revenue, Public Works Department, School Education department, Health and Medical Education (H&ME) Department and others, but these PwDs are still waiting to get absorbed in these departments.

    But after the passage of long time, these candidates are not absorbed by any department and are forced to move from one department to another to get their appointment letters.

    “It’s very unfortunate that despite selections, these departments are not prepared to give us our appointment letters,” said Nidhi, a selected PwD candidate..

    “My marriage is scheduled to be held in next month but still I’m not sure that if I will get my job in the department allotted to me by JKSSB. I’m not able to understand what is the problem and why they are delaying my appointment, but it is true that they are playing with my future, for the reasons best known to them,” she regretted.

    Talking to the Excelsior, Director, FCS &CA, Rifat Kohli informed that yet they have not appointed any Class IV employee in their department..
    “Yet, we have not finalised the selection of any Class IV employee in our department as we are undergoing re-organisation process of staff vacancies. For a long time we were feeling scarcity of Class IV staff in our department as there are many posts which are lying vacant under this category. We are trying our best so that we can fill these vacant posts as soon as possible and in this regard we already have referred the number of vacant posts to the JKSSB, so that they can initiate their recruitment process soon for filling these posts,” she said.

    When contacted, Director Health and Medical Education, Dr Rajeev Kumar Sharma told the Excelsior that “I’m unaware about such a list in which the candidates belonged to PwDs category have been allotted our department by the JKSSB.”

    “If there is any such candidate who has been allotted H&ME department, then he or she can directly visit to me, so that I can help him, if needed,” he asserted.

    The Agriculture department, due to the retirement of former Director, KK Sharma has become headless and till date there is no one to appoint the newly selected staff in this department.

    Meanwhile, according to the highly places sources in GAD, who on the assurance not to disclose their identity, informed the Excelsior that they have received the final list of 80 PwDs candidates selected for Class-IV by the JKSSB.

    “Yet, we are in initial stage of the recruitment process and till date we have asked the selected candidates to send their credentials for the verification process. It will take more time to complete the entire process till then they have to bear with us,” he further added.(by Daily Excelsior )

    SRINAGAR, OCTOBER 23 (KNO): In a significant development, the office of J&K’s chief electoral officer has written to the administration of the Union Territory to notify the state election commissioner (SEC) as election authority for urban local bodies (ULB) polls.

    In a detailed letter sent to the Principal Secretary, Housing & Urban Development Department, the Joint Chief Electoral Officer has underlined the need for changing the mandate for conduct of municipal elections from Chief Electoral Officer (CEO) to State Election Commissioner.

    “Further consequent to the appointment of a full-time State Election Commissioner in the UT of J&K, the mandate to conduct the municipal electoral processes needs to be transferred from CEO to SEC. For this, the election authority under the Municipal Acts needs to be changed from Chief Electoral Officer to the State Election Commissioner. The constitutional provisions also mandate this. While doing other amendments in the ULB Acts, this may also be done, so as to make it in consonance with the constitutional provisions,” reads the letter accessed by news agency—Kashmir News Observer (KNO).

    The CEO has also pushed for delimitation in Urban Local Bodies, citing variation of electoral population in wards.

    Pointing out there is a large difference in the electoral bases of wards, the CEO, in the communique, has mentioned that while the population of some wards is 2000-3000, there are wards with 12000-15000 population.

    The letter states that this skewed representation can be addressed by delimitation of wards in Municipal Corporations, Councils and Committees.

    The office of CEO has also drawn attention of the government towards the representation received by it for granting reservation to other backward classes (OBCs) in ULBs.

    “….. If reservation has to be made in favour of OBCs then corresponding amendments in Municipal Acts and Rules are required,” the letter states.

    The CEO’s office has asked the government to take necessary action on these issues before they will proceed with subsequent steps in the electoral process of municipal bodies—(KNO)

    SRINAGAROCTOBER 23:- Voice for Peace and Justice a non-political youth organization of Kashmir represented by people from different walks of life observed a ‘black day’  at SKICC Srinagar to mark the 77th anniversary of tribal invasion of the Kashmir Valley by Pakistan army backed Tribals in 22 October 1947. The day Pakistan invaded Jammu and Kashmir along the tribesmen, was one of the blackest day in the history of Kashmir.

    “During the past, Radical Forces and separatists used to force Kashmiris to observe Black Day on October 27 which coincides with the arrival of Indian army in Kashmir Valley.

    “People were led to believe that their problems started after October 22, 1947, and Pakistan provided funds and support to all anti-national groups who observe Black Day on October 27,” Pakistan lost the war against Jammu and Kashmir because it did not want the Muslim majority state of Jammu and Kashmir to become part of India while the people of Jammu and Kashmir wanted accession with a secular India. Pakistan was also worried about the secular credentials of the people of Jammu and Kashmir as a whole and wanted to disrupt the secular harmony so that the two nation theory becomes successful.

    Jammu and Kashmir state is the crown of India and a mosaic of plural identities living in a spirit of peace and brotherhood. 22 October is a call to all peace loving citizens to rise and defeat the communal game of Pakistan, said Farooq Ganderbali President Voice for Peace and Justice.

    Basher Ahmad, An Imam from Pulwama, while delivering his speech said that, Pakistan’s sponsored terrorism not only harmed Kashmir but also put a stain on Islam on entirety. He said Muslims are suffering worldwide due to Pakistan supported radicalization. We Kashmiris realized that Pakistan is always intended to ruin our generations, realizations came late and till that we had lost a lot. He added.

    Advocate Altaf Ahmad said that 22 Oct 1947 is the day of invasion of Jammu and Kashmir. To call it tribal raid is a misnomer. Tribals were used by Pakistani Army as the frontal hordes to hide the nature of regular invasion of Jammu and Kashmir state. The day is the Blackest Day because this invasion broke up the state and rendered thousands and lakhs of Hindus and Sikhs as refugees in their own state. Thousands were killed and abducted during the invasion. We have to remember all those who perished during the invasion. We have also to remember that Pakistan broke up the state and captured almost half of it. The people in the Occupied Jammu and Kashmir are denied all rights of freedom and during these years we have only seen a sham democracy on that side and also the colonization by the Pakistani citizens.This day reminds us of the challenges to the peace, harmony unity and integrity of the state.

    22 Oct 1947 was also the beginning of asymmetric war against India. This asymmetric war is continuing till now and devising a befitting response to put an end to this war is a challenge before India and particularly the people of the erstwhile state of Jammu and Kashmir.

    Haji Mohammad Ashraf, Councilor Srinagar Municipal Corporation said for taking an initiative which is the need of the hour in these trying circumstances in the state. He said that by observing BLACK DAY on Oct 22, we will pay homage to lakhs of people killed, maimed and looted in 1947 by the invaders. Innocent women who were robed, raped, kidnapped, and killed by the raiders in Pakistan occupied Kashmir.

    He further Said “During the past, Pakistan agencies used to force and money for Kashmiris through separatists to observe Black Day on October 27 which coincides with the arrival of Indian army in Srinagar.

    Bilal Bhat, a renowned Social Activist from Kashmir thanked administration for their positive efforts due to which Kashmir with each passing day is witnessing a positive transformation. He thanked Lieutenant Governor’s administration especially the Chief Secretary of Jammu and Kashmir Dr. Arun Kumar Mehta’s efforts for making Jammu and Kashmir digital. Today Jammu and Kashmir is having 1065 public services available at the fingertips of citizens. He added.

    Farooq Ganderbali, a prominent social activist and President of Voice For Peace and Justice, in his address said that The Pakistan was always used to exploit the religious sentiments of Kashmiris but the time has gone now, the times have changed from the bloodshed, violence, shutdowns to the peace and tranquility. Kashmiris have lost a generation to the violence sponsored by Pakistan and mothers are still waiting and wailing for their children to return. But now Kashmiri youngsters have left behind this violence and are rising and shining on international and Olympic platforms. The successful G- 20 summit in Kashmir in real sense represented the hospitality and other parameters of Kashmir due to which the tourism industry is blooming here now.

    22nd October is a black day in history of Jammu and Kashmir. The people are still suffering the impact of the attack the tribal’s made with the support of Pakistan. The speakers strongly opposed the move which was made in order to loot and plunder Kashmir. Kashmiris are wholeheartedly integrated with the India and it’s our fortune that we have such kind of government supervising the affairs of country and under their able leadership the violence in Kashmir has turned to a history now.

    RAJOURI OCTOBER 22:–The historical Mughal road, connecting Kashmir Valley’s Shopian district with the twin districts of Rajouri and Poonch, was closed due to fresh snowfall, officials said on Sunday.

    The thorough fare was closed due to snowfall en route, the officials said.
    Police Post Incharge Behramgla G P Singh confirmed it to GNS.
    Earlier, this month, the road, considered as alternative to Jammu-Srinagar Highway, was closed for two days due to snowfall near ‘Pir KiGali.
