    CBI Seeks Sanction To File FIR Against Ex-DG Prisons, Former IAS Officer Over Extortion

    NEW DELHI, NOVEMBER 13:–The CBI has sought sanction from the Ministry of Home Affairs to file an FIR against former DG of prisons, Delhi, Sandeep Goel and former IAS officer Mukesh Prasad for allegedly extorting crores of rupees from various “high profile prisoners”, including alleged conman Sukesh Chandrashekhar, officials said Monday.

    The CBI has sent a request seeking mandatory sanction against 1989 batch IPS officer Goel, who was suspended by the ministry last year, and retired IAS officer Prasad, who was posted as the additional inspector general in Tihar, they said.

    The central probe agency needs a go-ahead from the home ministry, the cadre controlling authority, under Section 17 A of the Prevention of Corruption Act before proceeding with an investigation against them, they said.

    The CBI has alleged that Goel and Prasad in connivance with former jail minister Satyendar Jain extorted and received Rs 12.50 crore from inmate Chandrashekhar who was lodged as an undertrial for the last few years.

    The money was extorted and received in various tranches during 2019-22 either by themselves or through their accomplices, as “protection money”, so as to enable Chandrashekar to live peacefully and comfortably in jail, the CBI has alleged. (Agencies)

    RAJOURI, NOVEMBER 10:–Due to the alleged lackadaisical attitude of the Social Welfare Department (SWD) officials, physically disabled persons in the Rajouri district have not received their monthly pension for the last 4 to 6 months putting them on the receiving end.
    This was stated by the Senior Vice President of the All J&K Handicapped Welfare Association (AJKHWA) District Rajouri, Vinod Sharma, who has expressed his resentment over the non-payment of pensions to the beneficiaries.
    In this connection, Vinod Sharma on Thursday met Deputy Commissioner, Vikas Kundal in his office chamber and raised problems being faced by the physically disabled persons as most of them have not received pensions despite the system being made online.
    Vinod Sharma has appealed to Vikas Kundal for the distribution of pensions to the beneficiaries before the Diwali festival.
    “The DC, Vikas Kundal after paying the patient hearing assured to take up the matter with the Social Welfare Officer and also assured for the release of pensions as soon as possible,” said Vinod Sharma.
    “We have completed all the necessary formalities to avail pension online, but still deprived of pension for months together” he added.
    He added that they (physically disabled) have been moving between the Social Welfare Department and & Bank for the last several months but every time they get hollow promises instead of our pensions.
    “Even in the month of October, Social Welfare Officer Rajouri promised to release the pension within 15 days but to date, nothing has been done in this regard,” said Vinod Sharma.

    Policy Framework Will Pave the Way for Wider Government Outreach in the Digital Era

    NEW DELHI NOVEMBER 10:–The Ministry of Information and Broadcasting has approved a path breaking “Digital Advertisement Policy, 2023 to enable and empower the Central Bureau of Communication which is the advertising wing of the Government of India to undertake campaigns in the Digital Media Space. This policy marks a pivotal moment in CBC’s mission to disseminate information and create awareness regarding various schemes, programs, and policies of the Government of India in response to the evolving media landscape and the increased digitalization of media consumption.

    The huge subscriber base in the Digital Universe, coupled with technology enabled messaging options through Digital advertisements will facilitate effective delivery of citizen centric message in a  targeted manner, resulting in cost efficiencies in public oriented campaigns. In recent years, the way audiences consume media has witnessed a significant shift towards the digital space. The Government of India’s Digital India program has led to a huge growth in the number of people in the country who are now connected to the internet, social and digital media platforms. As per TRAI’s Indian Telecom Services Performance Indicators January–March 2023, the internet penetration in India as of March 2023, is over 880 million, and the number of telecom subscribers as of March 2023 is over 1172 million.

    The Policy will enable CBC to empanel agencies and organisations in the OTT and Video on Demand Space. CBC will also be able to leverage the growing number of listeners to Podcasts and Digital Audio platforms through empanelment of Digital Audio platforms. Apart from rationalising its process of empanelling Internet Websites, CBC now for the first time will be able to channelize its public service campaign messages through Mobile Applications too. With Social Media Platforms becoming one of the popular channels of public conversations, the policy further streamlines the process through which CBC can place advertisements for government clients on these platforms. The policy also empowers CBC to empanel Digital Media Agencies to enhance its outreach through the various platforms.

    The Policy also recognizes the dynamic nature of the digital landscape and empowers CBC to on board New and Innovative Communication Platforms in the Digital Space with the approval of a duly constituted committee. The CBC’s Digital Advertisement Policy, 2023, introduces competitive bidding for rate discovery, ensuring transparency and efficiency. Rates discovered through this process will remain valid for three years and will be applicable to all eligible agencies.

    In today’s era almost all Ministries/Departments of the Government of India have dedicated social media handles, which produces a large quantity of infographics and videos whose reach is limited to the subscribers of the handles. This outreach of government Ministries and departments will be further supplemented by the Ministry of Information and Broadcasting’s Media Unit, Central Bureau of Communication which is the designated organisation for issue of advertisements through all forms of media. The Digital Advertisement Policy 2023 has been formulated after wide ranging discussions with multiple stakeholders and outlines the roadmap of enhancing the Digital Outreach of the Government of India and improving information dissemination to the Citizens.

    The Central Bureau of Communication (CBC) operates under the Ministry of Information and Broadcasting and is responsible for creating awareness and disseminating information about various government programs, schemes, and policies in India. CBC is committed to adapting to the changing media landscape and embracing new technologies to reach a wider audience.

    The Committee against Torture opened its seventy-eighth session in Geneva on October 30 and will continue until November 24, 2023. The body of 10 independent experts is headed by Dr. Claude Heller of Mexico. The Committee will examine the implementation of the ‘Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment’ by its States parties.

    It is worth mentioning here that the Convention against ‘Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment’ was adopted on December 10, 1984. It entered into force on June 26, 1987. Article 1, of the Convention reads, “For the purposes of this Convention, the term “torture” means any act by which severe pain or suffering, whether physical or mental, is intentionally inflicted on a person for such purposes as obtaining from him or a third person information or a confession, punishing him for an act he or a third person has committed or is suspected of having committed, or intimidating or coercing him or a third person, or for any reason based on discrimination of any kind, when such pain or suffering is inflicted by or at the instigation of or with the consent or acquiescence of a public official or other person acting in an official capacity.”

    Dr. Alice Jill Edwards (Australia), United Nations Special Rapporteur on Torture told the United Nations Third Committee, “There is a persistent accountability gap for torture and ill treatment worldwide, caused in part by the systemic denial, deliberate obstruction and purposeful evasion of responsibility by public authorities.” She added, “when a State fails to defend truth and justice, it becomes an accomplice in torture. Some States wrongly perceive criminal investigations into torture as a direct attack on their legitimacy. On the contrary, what threatens governmental legitimacy is impunity.”

    Human Rights Watch (HRW) talks about torture in these words, “The prohibition against torture is a bedrock principle of international law. Torture, as well as cruel, inhuman or degrading treatment, is banned at all times, in all places, including in times of war. No national emergency, however dire, ever justifies its use.”

    So, Torture is a universal sin and a crime against humanity. Torture with impunity, nonetheless, is widespread in the disputed territory of Kashmir. The abuses are so extensive as to extend beyond those directly affected, reaching every man, women, and child in the Valley of Kashmir. The civilians live under the constant threat of abuse. The overwhelming presence of 900,000 Indian military and paramilitary forces serves as a constant reminder to Kashmiris that they are not free people, but a people subjugated and enslaved against their will.

    India has authorized a police state reminiscent of the Gestapo in Kashmir. The Jammu and Kashmir Public Safety Act, The Armed Forces Special Powers Act, The Disturbed Areas Act, The Unlawful Activities Prevention Act are illustrative. Generally speaking, these laws empower the Indian military and paramilitary forces in Kashmir to arrest, detain, torture, search, wiretap, tr, and punish without material restraints.”

    Tens of thousands of Indian officials are guilty of war crime in Kashmir. These crimes include willful killing, torture, rape, wanton destruction of civilian properties and maiming of innocent civilians. These brutalities are commonplace in Kashmir and have been verified by numerous impartial human rights NGOs.

    Ms. Arundhati Roy, an internationally acclaimed novelists of India wrote, “The documentation of instances of torture, disappearances, custodial deaths, rape and gang-rape (by security forces in Kashmir) is enough to make your blood run cold. The fact that despite all this India retains its reputation as a legitimate democracy in the international community and amongst its own middle class is a triumph.”

    Does anyone seriously believe that if the ICC statue were ratified by India, a single Indian soldier or civilian official would ever be prosecuted before the ICC? Of course, NOT. India has sneered at international law for decades, and the international community has yawned, whether the violations were in Kashmir or with minorities within India. Although not contrary to international law, India showed itself utterly contemptuous of international moral sentiments. It stands proudly outside the mainstream of international conventions.

    And the Biden Administration would do nothing to call India to account. The United Nations Security Council has sat on its hands for over 76 years over Kashmir. President Biden stood mute when he met Prime Minister Modi at the White House on June 22, 2023, and then at G20 meeting on September 9, 2023, in New Delhi, India. He never paid any attention to the warning of Dr. Gregory Stanton, Chairman, Genocide watch who said that Kashmir was at the brink of genocide and New York-based Committee to Protect Journalists that the news media in Kashmir was at the brink of extinction. I still believe that President Biden will tell Prime Minister Modi to lead with the power of example and NOT the example of power to resolve the Kashmir conflict for the sake of international peace and security.

    Sources inform that Around 20 goats and sheeps belonging to a poor nomadic Mian son of Pannu, a resident of Narla ward number eight Khawas tehsil of Rajouri district.

    Source of livelihood was livestock, from which the poor person has suffered due to the big loss of 20 goats.

    Concerned sarpanch the area appeal to District Administration damage should be assessed and compensation  there is no ongoing human loss reported in this incident.

    The increasing population of street dogs poses several chal­lenges to our communities. First­ly, it raises concerns about public health and safety. These dogs may carry diseases that can be trans­mitted to humans, posing a risk to our well-being. Additionally, inci­dents of dog bites and attacks have been reported, causing harm and fear among citizens.

    Furthermore, the welfare of these street dogs is an ethical con­cern. Many of them suffer from malnutrition and injuries and lack access to proper veterinary care. It is our responsibility as a society to ensure their well-being and treat them with compassion.

    To address this issue, a multi-fac­eted approach is necessary. First and foremost, we need to promote responsible pet ownership. En­couraging individuals to spay or neuter their pets can help control the population of stray dogs. Ad­ditionally, implementing vaccina­tion programmes can prevent the spread of diseases.

    Moreover, collaboration between local authorities, animal welfare organisations,communities & Srinagar Municipal Corporation (SMC) is crucial. Establishing shelters and adoption programmes can provide a safe haven for street dogs, while educational campaigns can raise awareness about their needs and encourage empathy towards them.

    In conclusion, it is imperative that we take immediate action to address the issue of street dogs in Srinagar City & it’s extended areas. By implementing re­sponsible pet ownership practices, promoting welfare initiatives, and fostering a culture of compassion, we can create a safer and more harmonious environment for both humans and animals.
