    RAJOURI, NOVEMBER 30-– The nationwide campaign the ‘Viksit Bharat Sankalp Yatra’ reached Darhal Block here as the Prime Minister of India launched the 72-day outreach and awaress campaign in the Country. The campaign aims to promote government schemes and ensure the saturation of flagship programs, and is designed to bring the benefits of these schemes to all targeted beneficiaries in a time-bound manner.

    The panchayats of the block Darhal including Chowkian-A, Sagrawat, Nadian, Ujhan-D and others engaged in the live telecast of the program and participated with great enthusiasm in the event.

    The live telecast of the event ensured that the entire community could actively engage in the proceedings and understand the significance of the schemes of the Government. Through this initiative, the government intends to disseminate crucial information and foster awareness about these schemes, ensuring that no deserving individual or community is left behind.

    One of the key aspects of the Yatra is the establishment of direct interaction between the government and beneficiaries. By sharing personal stories and experiences, the program creates a platform for individuals to voice their needs, concerns, and aspirations. This two-way communication not only deepens the understanding of the Government of the ground realities but also allows for the identification and enrollment of potential beneficiaries based on the information ascertained during the Yatra.

    BUDHAL/RAJOURI  NOV 30:–As a part of the ongoing month-long National Campaign against gender based violence 2023, an awareness campaign on Elimination of Gender-based Violence, organised by the JKRLM, Block Budhal was held at Halqa Panchayat Kewal Lower today.

    Sarpanch Gram Panchayat Kewal Lower Mohammad Farooq Inqlabi, BPM NRLM Qamran Hanief, Mohida Choudhary from Special Cell for Womens Rajouri, Block Health Officer Budhal Latif Dar and representatives from different line departments like Police, J&K Bank Budhal-Samote, Social Welfare, Legal Services, Education, ICDS besides PRI members, Self-Help Groups, Director of The Budhal Walnut & Horti Producers Cooperative Ltd (FPO), Officers of The UNATI Agri Allied and Marketing Multistate Cooperative Society Ltd and public of the area were present on the occasion.

    All the dignitaries spoke at length about the various issues surrounding gender-based violence, various causes and reasons along with the different types of discrimination and violence based on gender, effective and proactive measures to eliminate such violence, legal remedies and mechanisms available to the victims, need for reporting and highlighting cases of gender-based violence and the utmost importance of awareness about the same among the public. A rally against gender violence was also conducted with slogans

    The speakers also spoke about Protection of Children from Sexual Offences (POCSO) Act, necessary mental and emotional support to the victims, providing effective agencies to the women to uplift themselves socially and economically.
    Sarpanch Farooq Inqlabi appreciated the initiative of Govt of India towards gender based violence and said that this campaign will definitely end the discrimination and gender based violence against women’s.

    RAJOURI NOVEMBER 30:–Director Horticulture Jammu Ram Savak, (JKAS) today held an extensive tour of Rajouri district. During inauguration of training programme on Value addition of Fruits and vegetables in training hall at Rajouri, Director Horticulture laid emphasis on adopting new technologies on value addition of fruits and vegetables and simultaneously establish processing units for which handsome subsidy is available with the department.
    At the outset, of the training/ interaction, Director Horticulture Jammu reviewed the Horticulture activities in the District particularly new orchard establishment under CAPEX with special emphasis on Ultra High Density plantation and other components in the District. He urged upon officers of the Department to leave no stone unturned and work day and night for upliftment of the poor farmers of the District.
    Later on Director Horticulture inaugurates Walnut processing Unit established at Phalni Kotranka for which subsidy amount of Rs. 5.07 Lacs have been provided by the Department as subsidy component. Afterwards an impressive farmers camp was held at Budhal wherein large number of farmers besides various PRIs members and BDC chairman Budhal were present. Director deliberated upon adopting Horticulture as profession along with integrated farming for higher returns. Experts of Department gave a detailed presentation on technical know how and management of the fruit plants. Horticulture Officers of District Rajouri revealed the topographical SWOT analysis of the area.
    Some queries were raised by farming community regarding the implementation of the Horticulture schemes, and certain demands were also raised. The chair gave a patient hearing and assured the farmers for early redressal.
    Earlier Chief Horticulture Officer Madan Lal Tak briefed the chair about the achievements under various components in the District. In the evening director Horticulture visited Govt Fruit Plant Nursery Budhal.

    The cultural extravaganza-showcasing the extraordinary talent of students from across the UT, is organised by the Samagra Shiksha, Department of School Education J&K.
    Kanta Devi, Special Secretary, Kanta Devi; Secretary JK BOSE, Manisha Sareen; Special Secretary, Anu Behl; Joint Director Planning, Parshotam Kumar; Joint Director SED, Subha Mehta; Deputy Director Planning, Bilal Rashid; CEO Jammu, Jagdish Padha; DDP, Mamta Sharma; & CAO, Monika Bhandari was among others present in the event.
    The program started with the National Anthem; traditional lamp lighting was followed by ethnic Dogra turbans (Pagris) tying ceremony.
    Students of HSS Shastri Nagar presented Sarswati Vandana which was followed by the cultural performances to reflect the cultural flavours of different socio-geographical regions of J&K.
    Students belonging to different districts, who performed at their best at Divisional Level Kala Utsav Competitions, are participating to perform 40 items in the 2-days event to showcase their mesmerizing performances.
    He said that the “Best among them under various categories of art forms, one male and one female (in each category), shall be shortlisted for National level event which is scheduled in the month of December 2023 at New Delhi” said Deep Raj.
    Project Director, Samagra Shiksha Deep Raj further reiterated that “Samagra Shiksha focuses more on holistic approach towards providing quality education integrated with art & culture, sports, and other domains in alignment with New Education Policy-2020,” he added.
    He further said that Kala Utsav encompasses a complete process of identifying, exploring, practicing, evolving, and understanding our tangible and intangible cultural expressions, which enables the participants to live the complete cultural experience besides enhancing variegated skills of the participants and preparing them as ambassadors of our culture.
    Two students of the UT J&K bagged positions in the National Level Kala Utsav Competition held at Orissa last year.
    DSE Kashmir, Dr. Tassaduq Hussain, congratulated all the participants and encouraged them to put their best efforts for final performances at the national level.
    “Government of India implementing various schemes for providing better platforms to children for showcasing their talent in different fields. Teachers and parents should avail maximum benefit out of these schemes for overall nurturing of their children,” he said.
    DSE Jammu, Ashok Sharma appreciated the efforts of the Samagra Shiksha and both the Directorates of School Education, for the selections made at zonal, district & divisional level.
    The live telecast of the programme was streamed on the official You tube Channel and virtually attended by all the students and teachers at various schools across the UT.
    The dignitaries also declared open an array of cultural activities including art exhibition, traditional craft display and interactive performances of students in various art forms.

    RAJOURI, NOVEMBER 29:– Principal Secretary, Public Works Department, Shailendra Kumar today chaired a Public Darbar here at Sunderbani.

    Several issues were brought to the fore during the event which include lack of internal connectivity in border Panchayats, opening of a J&K Bank Branch at Beri Patan, MGNREGA payments, sports stadium at every Panchayat, inclusion of left out eligible beneficiaries under PMAY-G etc.

    Among others District Development Commissioner Rajouri, Vikas Kundal; and several DDC Member, Sarpanchs, Panchs and general public in huge numbers from the district attended the event.

    Other issues which were put forth include: sanctioning funds under different schemes, irregular water supply, speedy execution of works under JJM, sanctioning of a veterinary centre at panchayat Thandapani, construction of a road to panchayat Ghar Hathal-B, completion of pending work on SDH Sunderbani, construction of girls hostel at GDC Sunderbani, completion of work on road from Thandapani to Terayth and bridge at Salheri, construction of the road from Mangla Mata Mandir to Peer Shalakh Ziarat, sanctioning additional border bunkers and many more.

    Speaking at the event, the Principal Secretary said that the administration is committed to addressing the pressing issues brought forward by people.

    He emphasized that the top priority of the Government is to ensure that basic facilities and services are delivered to the general public in an efficient and timely manner.

    SRINAGAR NOVEMBER 29:–Police have arrested three persons for their involvement in illicit trade of counterfeit gold biscuits in central Kashmir’s Budgam district, officials said today.

    On 28th November, Police Station Khansahib received information from reliable sources that a group of individuals are involved in illicit trade of counterfeit gold biscuits.

    “Acting swiftly, the suspected vehicle bearing registration number JK04F-5047 was intercepted near Gogjipathri Crossing in the Khansahib area with 03 persons on board,” said an official.

    They have been identified as Fayaz Ahmad Dar son of Ab. Ahad Dar resident of Malwa Kunzar, Farooq Ahmad Dar son of Gh Mohammad Dar resident of Arizal Khansahib and Shabir Ahmad Dar son of Jalalu Din Dar resident of Arizal Khansahib.

    During search, 239 counterfeit gold biscuits were recovered from their possession.

    During questioning, they were unable to substantiate the authenticity of the items and were arrested subsequently.

    Accordingly, a case vide FIR No.163/2023 under relevant sections of law has been registered at Police Station Khansahib and investigation has been initiated.

    Cyber Police Kashmir on X said: “Cyberpolicekmr has taken congnisance of instigative & provocative contents being shared on various social media handles/pages. Action under law is being initiated.”

    The police advised users to refrain from sharing provocative and inappropriate content.

    “All Social Media users are advised to refrain from sharing provocative & inappropriate content from their handles/pages @JmuKmrPolice @KashmirPolice @SrinagarPolice,” it added.

    SRINAGAR NOVEMBER 29:–Amid forecast for rain and snow, night temperature remained above normal at most places in Jammu and Kashmir. The weatherman has forecast “isolated very light rain and snow” in J&K during next 24 hours.

    For subsequent two days—November 29 and 30— widespread light to moderate Rain, thunderstorm and snow have been forecast across J&K. Also, the weatherman has forecast “yellow warning” for isolated thunderstorm and lightning in both Jammu and Kashmir region for these two days.

    There are four types of colour codes signifying the level of caution: green which means no action, yellow—situation to be watched, orange–government agencies need to be prepared for severe weather and red –action needed by the agencies.

    “From 1st-6th December, weather is expected to be partly to generally cloudy,”a meteorological department official told GNS.

    Regarding temperature, he said, Srinagar recorded a low of 3.9°C against 3.5°C on the previous night and it was 4.8°C above normal for this time of the year in Srinagar.

    Qazigund recorded a minimum of 3.8°C against 2.6°C on the previous night, he said. The minimum temperature was 4.8°C below normal for the gateway town of Kashmir, the official said.

    Pahalgam recorded a low of 1.2°C against 1.5°C on the previous night and it was 4.6°C below normal for the famous resort in south Kashmir.

    Kokernag, also in south Kashmir, recorded a minimum of 2.8°C which was above normal for the place by 0.6°C, the official said.

    Kupwara town in north Kashmir recorded a low of 3.0°C which was 4.1°C above normal there, the official said.

    Gulmarg, the official said, recorded a low of minus 0.2°C and it was 2.9°C above normal for the world famous skiing resort in north Kashmir.

    Jammu recorded a minimum of 11.1°C which was above normal by 0.8°C for the winter capital of J&K, he said. (GNS)

    RAJOURI NOVEMBER 28:-On Tuesday, the Government of Jammu & Kashmir vide its order (No. 580-Home of 2023 dt 28/11/2023) issued by Financial Commissioner/Additional Chief Secretary, Raj Kumar Goyal, dismissed Senior Prosecuting Officer (SPO), Aijaz-Ul-Hassan for demanding/accepting bribe of Rs 2 lakh from Moulvi Mushtaq Ahmed s/o Mohd Iqbal for helping him not getting him arrayed as an accused in a murder case.
    In 2014 vide FIR No.29/2014, a case under section 302/34/201 RPC was registered against the father, brother & sister of Moulvi Mushtaq at Darhal police station in Rajouri district.
    Aijaz-Ul-Hassan was posted as senior PO in the Court of Judicial Magistrate, First Class Thanamandi.
    For not including Moulvi Mushtaq as an accused, he in connivance with ASI Mohammad Shabeer, reader PS Darhal (associated with the investigation of the case) demanded/accepted Rs 2 Lakh as bribe.
    Dismissal order read; “The officer thus failed in maintaining absolute integrity and acted in a manner unbecoming of a government employee, thereby violating the provisions of the J&K Employees (Conduct) Rules, 1971. The said act on the part of the officer tantamounts to a violation of Rule 3 of J&K Employees (conduct) Rules 1971,” .
    The order also read that the delinquent officer submitted his response to the charge-sheet (in 24/12/2021) & the response was found unsatisfactory upon examination & inquiry was initiated against the PO (vide govt order No. Home/AS/PS/2022 on 25/7/2022).
    In the inquiry report charges were framed (established) against the PO.
    Inquiry report said, based on the statements recorded during inquiry & documents brought to record, the charge against the PO demanding Rs 2 lakh as bribe from Moulvi Mushtaq couldn’t be established.
    However, in the basic complaint filed before VO (on 1/10/2014), the complainant had an unambiguous terms stated that the PO had demanded an amount of Rs 3 lacs from the complainant for nor arraying them, including complainant, as an accused in case FIR No.10/2017 at P/S VO Jammu (now ACB).
    “The other aspect forming part of the charge regarding the acceptance of Rs 2lacs as a bribe from Moulvi Mushtaq stands established to the extent that PO had agreed to return the amount received by him (from Mushtaq) in the compromise meeting & subsequently, returned Rs 1 lac through the account of Const. Ishtikhar Ahmed on 29/6/2014” inquiry report read.
    Inquiry report further said,: “Inquiry report along with all other relevant details were placed before the Competent Authority (CA) for consideration and decision & the CA approved the report & directed for imposition of penalty provided under Rule 30(viii) of the Jammu and Kashmir Civil Services (Classification, Control & Appeal Rules, 1956) upon Aijaz-Ul-Hassan, i.e. dismissal from service of the State, which ordinarily disqualifies him from future employment.
    Before the issuance of notice for imposing the penalty of dismissal, consultations were also made by the Home Department with the Jammu and Kashmir Public Service Commission regarding the decision of the competent authority as stipulated in Article 320 (3) c of the Constitution of India.
    On 19/4/2023, the PO was served a show cause notice along with summary of inquiry proceedings to reply within 15 days as to why the penalty be not imposed on him.
    The response of PO was examined by CA with GAD & Department of Law, Justice & PA, but the Competent Authority (CA) after taking into consideration chose not to change the decision of dismissal from service of the state.
    “Now, therefore, in terms of Rule 30(viii) of J&K Civil Services (Classification, Control & Appeal) 1956, Aijaz Ul-Hassan i/c senior PO is dismissed from service, with immediate effect, which will also disqualify him from future employment” Financial Commissioner/Additional Chief Secretary order read.
