    JAMMU: In another major snub to National Conference and People’s Democratic Party (PDP), Governor Satya Pal Malik has ruled out sanction of any more divisions in Jammu and Kashmir and announced formation of high-level Committee of Secretaries, headed by Principal Secretary, Planning Development and Monitoring Department (PDMP), Rohit Kansal, to take up the issues raised by the people of Kargil following grant of divisional status to Ladakh.
    Speaking to reporters, the Governor said this (the grant of divisional status) was long standing demand of Leh and Kargil, which has been conceded by the Government.
    “It was necessary (to grant divisional status to Ladakh),” he said.
    In response to a question on demand raised from some quarters especially by National Conference and PDP for divisional status to ‘Chenab Valley’ and Pir Panjal range, Malik replied in negative.
    National Conference and PDP have been openly supporting the demand for grant of divisional status to ‘Chenab Valley’ comprising Doda, Kishtwar and Ramban districts and Pir Panjal range including twin border districts of Rajouri and Poonch.
    National Conference vice president and former Chief Minister Omar Abdullah had gone to the extent of declaring that when his party is voted to power, it will grant divisional status to `Chenab Valley’ and Pir Panjal range. However, the BJP has categorically opposed such a demand saying it was motivated by vested political interests of the two parties (NC and PDP).
    “It (divisional status) was imperative for both the districts of Leh and Kargil,” Malik said.
    This was another snub of Governor Satya Pal Malik to National Conference and People’s Democratic Party of Omar Abdullah and Mehbooba Mufti respectively, the previous being on the charges leveled by the two leaders that the Malik was politicizing the Raj Bhawan.
    In response, Malik had stated that the Raj Bhawan was representative of the President of India, whose Government is in New Delhi. “If they (the two parties) continue to abuse the Government, somebody has to reply,” he had stated.
    Meanwhile, the Governor today announced formation of a high-level Committee of Secretaries to look into the issues raised by the people of Kargil after grant of divisional status to Ladakh. The people of Kargil, cutting across their party affiliations, have been demanding rotational status of divisional headquarters i.e. six months in Leh and six months in Kargil.
    Official sources told the Excelsior that the Committee of the Secretaries will be headed by Principal Secretary, Planning Development and Monitoring Department (PDMP), Rohit Kansal and will have Secretaries including Administrative Secretary, Ladakh Affairs Department.
    Terms of reference of the Committee are being worked out, they said, adding a formal order to this effect would be issued shortly.
    “The Committee is being mandated to visit Kargil, meet the stakeholders, listen to their issues and submit recommendations to the Governor as to what could be done to address issues raised by the people,” sources said.
    Setting up of the Committee is being considered as a significant step by the Governor’s administration to cool down the highly surcharged atmosphere in Kargil, where the people have hit the streets for past three days ever since the Government announced divisional status to Ladakh with permanent headquarters of the Divisional Commissioner, Inspector General of Police and other senior officers in Leh.
    An official handout issued tonight said the Governor and the Government have taken note of the sentiments of the people of Kargil, following the decision to create a new Administrative / Revenue Division of Ladakh. The creation of the division has been a long standing need of the people of Ladakh.
    “Ladakh has two districts, Kargil and Leh, and the Government is equally sensitive to the needs and aspirations of both districts. It is also aware of the administrative needs of the region and the connectivity challenges.
    “It is with this in mind that the Government decision also included the formation of a Committee of very senior officers of the State to determine the location and scope and size of Division level offices, their staffing, size and most importantly, their location in the division,” the spokesman said.
    This Committee will submit it’s report only after interacting with all stakeholders and understanding their needs. It will submit this in a very short time.
    The Government urged all parties to be patient. “Everyone’s interest will be taken care of as that is the objective of the Government.”

    Deputy Commissioner Dr. Owais Ahmed, Addl. DDC Mohd Salim Malik, Addl. DC Shabir Ahmad Bhat, Assistant Commissioner Development Zubair Shah, DSWO Mohammad Shafait, District Informatics Officer Nuvaid Khan among others were present on the occasion.

    On the occasion, speakers while enumerating various qualities the official possess extended their best wishes to him for all endeavours in future. The Deputy Commissioner Dr. Owais highly acknowledged contributions of officer in smooth and proactive functioning of district administration and appreciated the way he has delivered the services assigned to his chair while maintaining utmost transparency and accountability.

    ADDC, ADC and ACD while wishing him good luck for new posting said he has unique leadership qualities, have vast knowledge and experience in the field of administration, possess a compassionate a heart to understand the problems of common folk and full of optimism and hope. They added that his unwavering integrity and dedication towards work has made him a distinguished fellow.

    سرینگر، 11 فروری (جے این این) سی این ایس: کشمیری وادی نے پیر کے روز 11 فروری 1984 کومقبول کو پھانسی دیے جانے پر 35 ویں پھانسی کی یاد دلانے کے لئے مکمل بند کا اظہار کیا اور اس کی لاش تہر جیل میں دفن کیا گیا.

    ممکنہ مظاہروں کو روکنے کے لئے حکام نے پرانے سرینگر شہر کے پانچ پولیس اسٹیشنوں کے نیچے ہونے والے علاقوں میں پابندی عائد کردی ہے، مثلا: کھانیار، صفکالل، مہاراج گنج، نوہتاہ اور کھھانار جبکہ شہر کے مایسومہ علاقے میں پابندیاں بھی جاری رہتی ہیں. پابندیاں بھی قتل کے رہنما Thregam کی مقامی جگہ کے ارد گرد اور لوگوں کے تحریک کو بھی عائد کیا گیا تھا.

    تمام دکانوں اور کاروباری ادارے بند ہوئے جبکہ سڑکوں سے ٹریفک بند ہو گیا. سرکاری دفاتر اور بینکوں نے کم حاضری درج کی ہے .تاہم، شہر کے اونچے شہر کے علاقوں میں، کم عوامی اور نجی منصوبہ بندی کی. برف کے ساتھ، کسی بھی قسم کی احتجاج کو روکنے کے لئے پولیس کے بڑے پیمانے پر پولیس اور سی آر پی ایف کے اہلکار تعینات کیے گئے ہیں.

    نئی دہلی کے تہر جیل میں، 11 فروری، 1984 کو سرحدی علاقہ ضلع کپوور کے ایک رہائشی مقبول بھٹ، 11 فروری، 1984 کو دفن کیا گیا تھا سید علی شاہ گیلانی، میروازی عمر فاروق اور محمد یاسین ملک سمیت تمام اہم امیدوار رہنماؤں کی طرف سے بند کرنے کا مطالبہ کیا گیا تھا.

    فسادات میں سینکڑوں افراد اور عسکریت پسندوں کے خلاف مسلح سینٹرل ریسکیو پولیس فورس (سی آر پی ایف) ذاتی اور وادی رائفلوں کے ساتھ مسلح افراد کو وادی بھر میں تعینات کیا گیا تھا. گواہوں نے سی این ایس کو بتایا کہ فورسز نے پرانے شہر میں مظاہروں پر مشتمل پابندیاں عائد کی ہیں. انہوں نے کہا کہ “انہوں نے کنسرٹینا تاروں کو تعمیر کیا اور شارجہ کے مختلف جنکشنوں اور پلوں میں بکتر بند گاڑیاں کھڑی ہوئی تھیں.” پولیس نے اپنے مردوں کو مستحکم Maisuma اور شہر کے قل قلعالی علاقوں میں بھی تعینات کیا تھا.

    مشترکہ مزاحمت کے رہنماؤں اور کارکنوں نے احتجاج کا مظاہرہ کیا جس میں محمد افضل گرو اور مقبول بھٹ کی موت کی باقیات کا مطالبہ کیا گیا تھا.

    عورتوں سمیت کئی رہنماؤں اور کارکنوں نے سرینگر میں احتجاجی مظاہرہ کیا اور گرو اور بھٹ کی موت کی باقیات کا مطالبہ کیا. احتجاج کے رہنماؤں نے بھی آزادی کے نعرے بلند کی.

    جے ایل ایل ایف کے ترجمان نے دعوہ کیا کہ لال چوک سرینگر میں احتجاج کے دوران بہت سے رہنماؤں کو گرفتار کیا گیا ہے.

    مقبول بھٹ کے آبادی گاؤں،کے تعلق میں ایک پرامن پرو آزادانہ احتجاج منعقد کیا گیا جس احتجاج میں سینکڑوں افراد نے شرکت کی.پاکستان اور بینرز لے جانے والے مظاہرین نے محمد مقبول بھٹ کی موت کی بحالی کا مطالبہ کیا.

    Connecting BGSBU with Medical College- DDC Rajouri reviews alignment on spot* Survey for Double Lanning of 7km Rajouri-University Road completed*

    Rajouri, Feb.11: District Development Commissioner, Rajouri, Mohammad Aijaz Asad today conducted a comprehensive inspection of various developmental projects at Baba Ghulamshah Badshah University Rajouri.
    The DDC was accompanied by VC, BGBSU Javed Musarrat, Registrar BGBSU, SE PWD, ACR Rajouri, EXN PWD, Tehsildar Rajouri and other engineers along with the officials of the revenue department.

    Main sites visited were Botanical garden and the road connecting the university with the medical college alongside the road between university and Rajouri town.

    During the visit, DDC Rajouri Mohammad Aijaz Asad reviewed the modalities and ground position for starting the work for Double laning of Rajouri town to BGSBU road. It was informed that the land Acquisition processes have been started and peg marking has been done.

    Along with this, the spot position for construction of a road between GMC Rajouri and BGSB University was also conducted.DDC directed all revenue and PWD staff to remove all the bottlenecks hampering the construction of the road so that the process could be started at the earliest.
    Meanwhile, threadbare discussion with vice-chancellor was also held on some important topics like the construction of an indoor stadium at the BGBSU University, fencing of the botanical garden and digging of bore well in the botanical garden.

    VC apprised DDC that he would release the funds to government agencies for the construction of the above-said works and DDC instructed the PWD engineers to float the tenders immediately after getting the funds so that the projects get completed during this financial year.
    He also asked the field officers to ensure that cost escalation, completion of work within the deadline is kept on top priority.

    Srinagar, Feb 10: Peoples Democratic Party (PDP) has asked Jammu and Kashmir Governor Satya Pal Malik to provide details that whether any action has been taken against officials involved in implementation of Reliance Insurance Scheme which according to Governor himself was full of frauds.
    PDP senior leader and former minister Naeem Akhtar has said that the issue pertaining to the Reliance Health Insurance Scheme that according to Governor was full of frauds must be probed thoroughly and its mere roll back wouldn’t in any way be sufficient. “Is it sufficient just to roll back something which is admittedly full of frauds. Should nobody be held responsible for it,” Akhtar asked in a statement.
    Demanding that the amount that has been deducted from the employees for the benefit of the insurance company fraudulently be returned to them in order to restore their faith in the system, Akhtar said that if a Pathwari or a police constable is found involved in a corrupt practice, he is named and shamed even before an FIR is registered. “Why aren’t the names of guilty in this case made public when the governor himself is convinced that something really grave has happened which merited the scraping of the scheme,” said Akhtar.
    “Would the same treatment be made available to any other authority who took a wrong decision and roll back especially when a decision is taken with huge financial implications,” Akhtar asked.
    He added that it is now fourth month since the order was scraped and people are worried because it was not a meager amount involved in the process that Governor has himself hinted was nothing less than scam.
    Akhtar said that the Government must come forward and reveal how much amount has been paid to the company, how much has been deducted from the employees’ salary and what is the volume of benefit that any employees availing themselves of a scheme have received. “These are very important questions for the people to know in order to be satisfied about the honesty, transparency and accountability in the present administration. The questions would continue to haunt the present dispensation in the state until it comes up with the details and reveal it to state’s tax payers,” said Akhtar.

    The menace of drugs among the youth is spreading at an alarming rate which is among the greatest causes of concern. In order to free the society of such heinous societal crimes, a special drive have been launched by Ramban police against the drug abuse.

    Carrying forward the special drive, today on the directions of SSP RAMBAN Ms Anita Sharma, a police party led by SHO Ramban Insp Vijay Kotwal accompanied SI Mukhtyar Ahmed under supervision of DYSP Hqrts Ramban Asgar Malik KPS & under close supervision of Adll.SP Sh Sanjay Parihar KPS laid a surprise naka near court complex Ramban.During checking & frisking, One suspected person on seeing the police party started fleeing from the spot to avoid checking.But the alert cops apprehended him after a brief chase.

    On thorough search of the suspected person recovered *401 intoxicating injections(Tramadol) and 1920 Tablets(Alprazolam)* from the box which he was carrying.Suspected person disclosed his identity as Kulbir Singh S/O Khemraj R/O Duthan,Ramban has been taken into custody.

    On questioning suspected person revealed that he often sell these intoxicating injections among the youth on exorbitant rates. In this regard case FIR NO 29/19 U/S 8/21/22 of NDPS act stands registered against the accused person at P/S Ramban & investigation has been geared up to asertain the source & other persons involved in smuggling of contraband.

    Ramban police will not leave any stone unturned to curb drug smuggling & public in general is requested to co-operate & strengthen the hands of Ramban Police to weed out the social evils from the society.

    SHOPIAN FEBRUARY 10:_A special team constituted by Deputy Commissioner Shopian Dr. Owais Ahmed today undertook an extensive tour of snow bound areas of the district to take account of post snow operations of various departments for restoration of essential services and to take first hand appraisal of the issues being faced by the public. Team comprising of Addl. DDC Mohd Salim Malik, ACD Zubair Shah and DSWO Mohammad Shafait visited District Hospital Shopian, various Municipal wards, ImamSahib, Nagbal, Chitragam and Zainpora.

    In the town the team took stock of snow clearance on main roads, lanes and by lanes and discussed with officials of MC Shopian further widening of roads and lifting of snow from lanes. To ensure free flow of traffic in the town the ADDC asked EO MC to immediately deploy men and machinery for further widening of roads for passage of two way traffic besides lifting of snow from the town especially during night hours. He was also asked that all lanes and by lanes should be cleared of snow for facilitating the movement of pedestrians.

    At district hospital, the team visited various wards and held interactions with patients to get feedback about health care facilities being provided to them. The doctors informed that there is sufficient medical supply to cater visiting patients. They also intimated about issues like disruption in water supply to various wards of hospital and clearance of snow in its premises for which immediate directions were passed to concerned for doing the needful.

    At ImamSahib, the team visited PHC ImamSahib which was found locked and later on took appraisal of public issues from locals. While complimenting PDD for timely restoration of electricity the public complained about non-restoration of water supply to Rather Mohalla and Woyan besides shifting of a doctor from PHC ImamSahib to another place leading to dearth of staff in PHC. It was also given out that 85% of priority and link roads are cleared of snow. The ADDC directed the health and PHE authorities for addressing the public issues at the earliest.

    At Zainpora, the ADDC reviewed restoration work with concerned sectoral officers including SDM Zainpora Sayid Ahmad, Tehsildar Chitragam and engineers from various engineering departments. It was given out that of 23 disrupted Water Supply Schemes, 6 have been partially restored whereas restoration work on other 17 schemes got delayed due to discharge of Service Reservoirs. Taking serious note of delay in making functional 17 schemes leading to inconvenience to the public, the ADDC asked the SDM to constitute an interdepartmental team to look if the reason given for delay is genuine and submit report for further action in the matter. The meeting was also informed that all Lift WSSs are restored except Lift WSS Manzipora due to delay in repair of its submersible motor. The matter was brought into notice concerned engineer of mechanical wing for urgent action. JE PDD apprised that electricity to most parts of subdivision is restored except villages Khurwara and Turlen due to damaged tapelines from Hajipora and Hermain feeders for which restoration work is in progress. The ADDC impressed upon the concerned to put in concerted and coordinated efforts to restore all essential services in the subdivision.

    On the occasion many public deputations met the team and apprised about the issues they are facing due to snow and sought earlier action. Later the team inspected health facilities at SDH Zainpora and instructed the doctors to extend proper check up to all patients visiting hospital and provide free medicines to them. Issues of dearth of staff and lack of proper heating arrangements were raised by the public which were immediately brought into notice of higher authorities for remedial action.
