    Rajouri March,02: District Election Officer, Rajouri, Mohammad Aijaz Asad, today chaired a meeting with nodal officers and other officers associated with elections to review the preparedness for upcoming elections.

    ADC,Nowshera,Sukhdev Singh Sanyal,ADC,Sunderbans,Vinod Bhel,Additional DC koteranka,Ved Parkash, Additional SP,ACD,Akhter Qazi,Liaqiat Choudhary,ACR,Mohd Ashraf,Deputy District Election Officer,Rizwan Asger, EXN PWD,PDD,PHE ,tehsildar and other were present on the occasion.

    Threadbare discussion was held on various issues for smooth conduct of upcoming general election/State assembly elections 2019.The issues deliberated upon included functioning of District Contact Centres (DCCs), providing of necessary infrastructure for polling stations, status of polling stations and providing AMF at every polling station and functioning of various teams, facilities of webcasting in the polling stations, requirement and movement of EVMs/VVPATs, progress under SVEEP program, communication plan, transport facilities for polling parties, security management, imparting of training to the polling staff as per schedule and several other allied issues, related to the election process.

    DEO also reviews the status of DSEs Logical errors and other aspects like addition deletion and transposition of voters. EROs were directed to expedite the process and submit the report within two days.DEO also discussed the progress made under the bridging gender gap and directed the EROs to generate booth level awareness among the rural masses so that the vast gap can be mitigated.

    Regarding the training of polling personnel, the nodal officer training and manpower informed that the first phase of training has been concluded. The training was conducted constituency wise at different locations and were conducted by master trainers and the assembly constituency level master trainers. He further informed that around 5000 polling personnel have been trained so far.

    Nodal officer SVEEP informed that the special election vans Jashn-e jumariyat, exclusively flagged off for generation of awareness among voters and to acquaint them with the EVMs and VVPATs.He also informed that under SVEEP a total of 1200 ASHAs and Anganwadi workers were sensitised about the election process. He further said special awareness camps and nukad Nataks are being organised at different locations in association with J and K academy of art, culture and languages Rajouri.

    Regarding the Assured Minimum facility at each polling station,DEO directed RDD mad PWD for the construction of Ramps and set 10th March as the deadline.Similarly EXN PDD,PHE were directed to ensure power and water supply at each polling station. Regarding the construction of toilet education department was directed to conduct a survey and construct the toilet at each polling station by 10th of March and submit a compliance report.
    It is informed that there are 614 polling station out of which 65 have been categorised as hyper sensitive and 147 as sensitive polling stations.Similarly the ASP was instructed to deploy the police personnel accordingly.

    DEO asked the concerned officers to work in coordination and remain proactive for successful completion of ensuing elections.

    BHADERWAH , Mar 2: Advocate Mohd Majid Malik , has made an appeal to the Governor Jammu and Kashmir Satya Pal Malik that the winter vacation for schools in Doda , Ramban , Kishtwar , Bhaderwah and other far-flung areas of Chenab Valley be extended further in view of the bad weather conditions in the area.In a statement issued here, today, Advocate Mohd Majid Malik said heavy snowfall has taken place in the hilly reaches of Chenab Valley and other parts of the districts and the students have to travel four to five kilometers by foot to reach the schools where there is no road connectivity.
    He said in view of the bad weather conditions and heavy snowfall the winter vacations on the pattern of Kashmir division be extended further so that the small children don’t face the problems.Malik said weather condition of Chenab Valley is same between Kashmir and Chenab Valley region of Jammu Province so there is dire need of extension of further winter action .

    کیا ہندوستان شروع دن سے ہی سونے کی چڑیا تھا یا اِسے باقاعدہ سونے کی چڑیا بنایا گیا تھا؟ کیا مغلوں سے پہلے بھی ہندوستان سونے کی چڑیا تھا؟ یا اسے سونے کی چڑیا بنانے میں مغلوں کا بھی کوئی کردار تھا؟ آئیے! حقائق تک پہنچنے کے لئے دنیا کے نامور محققین اور مورخین کی کتابیں کھنگالتے ہیں۔ مثال کے طور پر ڈاکٹر کارل جے شیمتھ کو ہی لے لیں، ڈاکٹر کارل امریکہ کی سب سے قدیم جامعہ ساو¿تھ ڈکوٹا یونیورسٹی میں علم تاریخ اور سیاسیات کے استاد، تاریخ دان اور محقق ہیں۔

    ڈاکٹر کارل نے اپنی کتاب ”این اٹلس اینڈ سروے آف ساو¿تھ ایشین ہسٹری“ میں اُن لوگوں کو بالخصوص آڑھے ہاتھوں لیا ہے جو مغل شہنشاہوں اور مغلیہ سلطنت کا مذاق اُڑاتے نہیں تھکتے۔ اپنی کتاب کے صفحہ 45 پر ڈاکٹر کارل نے لکھا ہے کہ ”سترہویں صدی میں مغلوں کے دور میں ہندوستان کی معیشت دنیا کی ایک بڑی معیشت تھی، جس کی وجہ سے ہندوستان دنیا کا خوشحال ترین خطہ تھا“۔ کیمبرج یونیورسٹی کے سابق پروفیسر ڈاکٹر اینگس میڈیسن نے ”عالمی معیشت اور تاریخی اعداد و شمار“ کے نام سے اپنی تحقیقی کاوش کے صفحہ 256 پر دیے گئے جدول میں بتایا ہے کہ ”سترہویں صدی کے آغاز میں ہندوستان کی جی ڈی پی یعنی مجموعی ملکی پیداوار چین کی منگ سلطنت کے بعد دوسرے نمبر پر آتی تھی، اس وقت دنیا کی مجموعی پیداوار کا 22 فیصد ہندوستان میں پیدا ہوتا تھا اور یہ مجموعی ملکی پیداوار سارے یورپ کی مجموعی جی ڈی پی سے زیادہ تھی، سترہویں صدی کے اختتام تک یعنی اورنگزیب عالمگیر رح کے دور میں یہ جی ڈی پی 24 فیصد سے زیادہ ہوچکی تھی جو کہ چین اور سارے یورپ کی مجموعی جی ڈی پی سے بھی زیادہ تھی“۔ یہی وہ دور تھا، جب اہل مغرب نے ہندوستان کو سونے کی چڑیا کہنا شروع کیا اور پھر اچھے مستقبل کی تلاش میں باقاعدہ ہندوستانک ا رخ کرلیا۔ز

    ”یورپ کیوں امیر ہوا اور ایشیا امیر کیوں نہ ہوسکا؟ “ کے نام سے بوسٹن کالج کے پروفیسر ڈاکٹر پراسنان پراتھا سراتھی لکھتے ہیں کہ ”مغل دور میں ہندوستان مینوفیکچرنگ کے شعبے میں دنیا میں پہلے نمبر پر آتا تھا“۔ اِسی طرح ہارورڈ یونیورسٹی میں معاشیات کے پروفیسر ڈاکٹرجیفری گیل ولیم سن نے ”اٹھارہویں اور انیسویں صدی میں ہندوستان میں صنعتی انحطاط“ نامی اپنی تحقیقی کاوش میں بتایا ہے کہ ”مغل دور میں ساری دنیا کی 25 فیصد مینوفیکچرنگ صرف ہندوستان میں ہورہی تھیں“۔

    ڈاکٹر اینگس میڈیسن نے ”عالمی معیشت اور تاریخی اعداد و شمار“ میں مزید لکھا کہ ”مغل دور میں ہندوستان کی مجموعی ملکی پیداوار میں جس برق رفتاری سے اضافہ ہوا، اس کی مغلوں سے پہلے کے ہندوستان کی چار ہزار سالہ تاریخ میں کوئی نظیر نہیں ملتی! مغل دور کے پہلے دو سو سالہ دور میں ہونے والی ترقی ہندوستان کی معلوم تاریخ کی چار ہزار سالہ تاریخ کی ترقی سے سو گنا زیادہ تھی“۔ اسی طرح ڈچ مورخ لیکس ہیرما وین واس نے ”متحدہ ہندوستان کے ٹیکسٹائل یعنی کپڑے کی برامدکنندگان اور گلوبلائزیشن“ کے عنوان سے اپنی کتاب میں مغل دور کی معیشت کو جدید صنعتی دور کی اساس قرار دیتے ہوئے لکھا ہے کہ یہ بالکل ایسے ہی تھا جیسے صنعتی انقلاب سے پہلے یورپ انقلاب کی بنیادیں استوار کرچکا تھا۔

    اورنگزیب عالمگیر رح کے دور میں ہندوستان بلاشبہ سونے کی چڑیا بن چکا تھا، لیکن یہ سب کچھ ایسے ہی خودبخود ہی نہیں ہوگیا تھا، بلکہ اس کے لئے مغلوں نے مضبوط بنیادیں فراہم کردی تھیں۔ جنوبی کیرولینا کی ڈیوک یونیورسٹی میں تاریخ کے استاد اور امور مغلیہ کے معروف عالم جان ایف رچرڈز نے اس کی تفصیل اپنی تحقیقی کاوش ”دی مغل ایمپائر“ میں رقم کی ہے، جان ایف رچرڈز کا کہنا ہے کہ ”ہندوستان کو سونے کی چڑیا بنانے کے لئے مغلوں نے تین بنیادی کام کیے، اول سلطنت کے اندر شاہراہوں کا جال بچھایا گیا، مختلف علاقوں کو آپس میں پختہ سڑکوں سے ایسے ملادیا گیا کہ دہلی سے سلطنت کے کسی بھی حصے تک محض دو دن پہنچا جاسکتا تھا، دوسرا کام یہ کیا گیا کہ ملک میں ایک یکساں کرنسی رائج کی گئی اور سابق بیرونی حکمرانوں کی طرح درہم یا دینار رائج کرنے کی بجائے تجارت اور لین دین کے لئے مقامی کرنسی“ روپیہ ”کو رائج کیا گیا، اس سے روپے کو مضبوط بنانے کے ساتھ ساتھ معیشت کومضبوط بنیادوں پر استوار کرنے میں بھی بہت مدد ملی، جبکہ تیسرا اور سب سے اہم کام سارے ہندوستان کو متحد کرنا تھا“۔
    عالمگیر کے دور میں جب سارا ہندوستان تاج مغلیہ کے زیرنگیں آگیا تو ہندوستان حقیقت میں سونے کی چڑیا بن چکا تھا، جس کے بعد مغربی ممالک اپنی قسمت آزمانے کے لئے دھڑادھڑ ہندوستان پہنچنا شروع ہوگئے۔ ڈاکٹر کارل جے شیمتھ نے بھی اپنی کتاب میں جان ایف رچرڈز کی تائید کی ہے۔ ڈاکٹر کارل رقم طراز ہیں کہ ”مغلوں نے دنیا کا پہلا پبلک ورکس ڈیپارٹمنٹ ہندوستان میں قائم کیا، جس کا مقصد ہندوستان میں سڑکیں اور شاہراہیں تعمیر کے منصوبے تیار کرنا، شاہراہیں تعمیر کرنا اور بعد از تعمیر اِن سڑکوں کی مکمل دیکھ بھال اور باقاعدگی سے مرمت کرنا تھا۔
    مغل دور میں ہندوستان کا کوئی شہر یا قصبہ ایسا نہیں تھا، جو سڑکوں کے ذریعے اپنے اردگرد کے شہروں اور قصبات کے ساتھ نہ ملا ہوا ہو، سڑکوں کی تعمیر کا مقصد تجارت میں آسانی، روانی اور تیزی لانا تھا ”۔ گرینڈ ٹرنک روڈ کا بنیادی منصوبہ بابر کے دور میں بنا، شیر شاہ سوری نے اس پر عمل کیا اور بعد میں مغلوں نے جی ٹی روڈ کو اس دور کی“ موٹروے ”کے مطابق بنایا، یہی حال ملک میں بنائی جانے والی دوسری سڑکوں اور شاہراہوں کا بھی تھا۔

    مغلوں نے متحدہ ہندوستان کو جن بنیادوں پر دنیا کی مضبوط، بڑی اور بہترین معیشت کے قالب میں ڈھالا، وہ کسی بھی معیشت کی ترقی کے لئے بنیادی اجزا اور عناصر سمجھے جاتے ہیں، مغل سلطنت کے بنیادی اصول
    اس تحریر کا مقصد وہ حقائق سامنے لانا ہے، جن کا اعتراف مکمل غیرجانبدار محققین نے اپنی کتب میں کیا ہے، ہندوستان بجاطور پر مغل دور میں سونے کی چڑیا بنا اور یہ کام مغلوں نے کیا، لیکن صرف اپنے لیے نہیں بلکہ تمام ہندوستانیوں کے لئے، حتیٰ کہ غیر ہندوستانیوں کے لئے بھی! یہ سونے کی چڑیا آنے والی دو صدیوں میں کس طرح زوال اور انحطاط کا شکار ہوئی، آئندہ تحریروں میں اس پر بات ہوگی، فی الحال اس تحریر کا مقصد یہ بتانا بھی ہے کہ مسلمانوں کی عظمت رفتہ کی کہانی بہت رفتہ بھی نہیں ہے، بلکہ یہ ابھی کل کے متحدہ ہندوستان کی بات ہے! ہمارا یہ روشن ماضی اتنا قدیم بھی نہیں ہے جسے چھوا نہ جاسکے! یہ ماضی بعید نہیں ماضی قریب کی ہی کہانی ہے! اور بالکل سچی کہانی ہے، جس کا اعتراف مخالفین بھی کرنے پر مجبور ہیں!

    SHOPIAN MARCH 02:–The Development Commissioner of Shopian Dr. Owais Ahmad today, in a meeting with District Child Protection Officer Mohammad Shafait and other officials of ICPS, finalised constitution of Child Protection Committees at block and village level for smooth implementation of child care services envisaged under Integrated Child Protection Scheme and subsequent Juvenile Justice (Care and Protection) Act, 2013 and rules there under.

    The Block Level Child Protection Committees (BLCPCs) will work under the chairmanship of concerned Block Development Officers with Zonal Education Officers as member secretary and Block Medical Officer, Child Development Project Officer and Chairperson of Village Level Child Protection Committees i.e. elected representatives (sarpanches) as members. Besides the committees will have a civil society and a female representative as member to be nominated by Chairperson in addition to one representative from District Child Protection Unit.

    Meanwhile a Village Level Child Protection Committee will have an elected representative i.e. sarpanch as chairperson with Anganwari worker, ASHA worker, Village Level Worker, Chowkidar, a School teacher, a boy and a girl from village high/higher secondary school, a civil society representative and a female representative from same village as member.

    The committees, both at block and village level, will work in coordination with each other to identify children in need of care and protection specifically orphans, dislodged children, children involved in begging and child labour, children victims of natural calamities, militancy related incidents and cross firing, sexual abuse, drug abuse and those in conflict with law and communicate cases to DCPU for providing rehabilitative institutional based and non-institutional child care services. The awareness of children and common masses about child rights and their legal entitlements at grassroots level is also an important role attributed to the CPCs.

    Dr. Owais, while emphasising the role CPCs can play in curbing the crimes related to children, rehabilitation of dislodged children besides propagating and safeguarding rights of children, directed the DCPO to conduct a series of workshops and orientation programmes for CPC members at block and village level.

    Rajouri,March,01: Chief Secretary Jammu and Kashmir Shri BVR Subrahmanyam today toured various areas in Nowshera sector affected by shelling from across the Line of Control.

    During the visit, the Chief Secretary interacted with numerous public deputations hailing from Ganiah,kalsian and Bhawani sectors, etc.

    The CS was apprised of several issues like immediate constructions of new individual and community bunkers, compensation for the damges caused to the residential structures and in the cases of injury, loss of life and livestock.

    People also demanded that the project for the construction of bunkers should be transferred to RDD instead of PWD as there is very low response to the tenders being floated by the PWD.
    CS assured the deputation that a decision shall be taken to evolve a mechanism for expediting the construction of Border Bunkers.

    Meanwhile, CS also inspected some of bunkers constructed/under construction in various villages along the Line of Control.

    The chief secretary was accompanied by District Development Commissioner Rajouri, Mohammad Aijaz Asad, DIG,Rajouri Poonch range,Vivek Gupta,Senior superintendent of Police,Yougal Manhas, Additional Deputy Commissioner Nowshera ,Sukhdev Singh Samyal, Additional Deputy Commissioner,Sunderbani,

    Rajouri Feb.28: In view of frequent ceasefire violations and cross-LoC shelling Deputy Commissioner, Rajouri Mohammad Aijaz Asad today visited forward areas of LoC in Manjakote sector to take the first-hand appraisal from local populace.
    The DC was accompanied by senior superintendent of police, Yougal Manhas,SDPO, Manjakote, Tehsildar Manjakotr, Block Development officer Manjakote and other concerned officers.

    During the visit, the Deputy Commissioner interacted with the affected people from cross border shelling.

    The Deputy Commissioner was apprised of several issues like immediate constructions of new individual and community bunkers, proper rehabilitation of border people.
    Moreover, DC also took the first-hand appraisal of the measures being put in place to provide necessary help to the affected people. He also directed the officers to station at headquarters to redress the problems of the people and ensure the provision of all the basic amenities so that the people do not face any hardship.
    Deputy Commissioner also inquired about the the contingency plan for setting up of the Safe shelters if required in an emergent situation.
    Meanwhile, Deputy Commissioner also visited the construction sites of bunkers along LoC being executed by the PWD in the areas which experienced repeatedly ceasefire violation. These Bunkers include the community as well as individual and the concerned executing agency was directed to speed up the work for early completion of bunkers.

    Speaking to Geo News, Qureshi said, “I have received a message that the Saudi foreign minister is departing for Pakistan.”

    “The Saudi foreign minister is bringing an important message from Crown Prince Mohammad bin Salman.”

    Earlier this month, the Saudi crown prince visited Pakistan. In his joint press conference with Prime Minister Imran Khan before departing, MBS said, “It feels home in Pakistan…. We believe in Pakistan’s future, we believe that Pakistan has huge opportunities. In 2030, Pakistan will be next to two huge economies, China and India.”

    “Pakistan will definitely benefit from these neighbours, there’s great leadership to put Pakistan in the right position and we can see that happening, because in 2018, Pakistani economy grew by 5 per cent. So we believe that Pakistan has huge potential and I believe it could be one of the 20 biggest economies in future.”

    Kolkata: , Feb 28 (PTI) The widow of slain CRPF personnel Bablu Santra Thursday urged both India and Pakistan to hold talks instead of escalating tensions.

    She also urged the Narendra Modi government to ensure the safe release of Indian Air Force (IAF) pilot Abhinandan Varthaman, captured by Pakistan on Wednesday.

    Mita Santra, widowed on February 14 in a suicide bomb attack on a CRPF convoy that claimed 40 lives including that of her husband, said she was not worried about criticism on social media over her anti-war stand.

    “We should give dialogue a chance instead of war that will lead to loss of so many more lives,” Santra told PTI while urging the government of India to make all efforts to ensure Varthaman’s return.

    “I urge our government to engage with that of Pakistan to get back Wing Commander Abhinandan Varthaman safely,” she added.

    Varthaman was captured following a fierce engagement between air forces of the two sides along the Line of Control in which a Pakistani F-16 jet was downed.

    The IAF also lost a MiG 21 Bison jet being flown by Varthaman.

    Apart from the loss of human lives, war leaves an indelible mark on economic and social front affecting the people of countries involved, Santra said.

    It is natural that the armed forces will have to go to war and make the ultimate sacrifice, but the Indian government must ensure their security, she said.

    “I want security of the forces to be ensured. All the forces, be it the Army or the paramilitary like CRPF or ITBP, are of the government of India and it is the duty of the government to take necessary measures to ensure their security,” she said.

    Santra said she was not bothered about social media trolls criticising her stand on war, adding that if one person has criticised her, ten others appreciated her approach.

    Following the death of her husband in the car bomb attack on the CRPF convoy by Pakistan-based terror outfit Jaish-e-Mohammed in Pulwama, Santra had said that war should be avoided as it will snuff out the lives of many more on both sides of the border, leaving women widowed, mothers without sons and children without fathers.

    “After February 14, nothing touches me. Anybody can say anything, I am not worried,” said the mother of a six-year-old girl, who has a masters degree in modern history and teaches in a private school.

    However, she wondered if those criticising her had a family member serving in the armed forces.

    “Sitting in their homes, some people are saying so many things, but do they have any of their family members in the Army, Air Force, Navy or paramilitary forces?” she asked.

    Stating that she has been offered a compensatory job in the CRPF, Santra said she has not yet decided on taking it as the transferrable job will come in the way of taking care of her aged mother-in-law.

    “I want a job in the West Bengal government as was promised by ministers who visited our house following my husband’s death,” she said.“`

    SRINAGAR, In order to ensure equitable distribution among the general public and prevent hoarding and black-marketing after fresh stocks of petroleum products including fuel and LPG have been received, District Magistrate Srinagar, Dr Shahid Iqbal Choudhary, under powers vested to him under Section 144 of CrPC has ordered regulation of provision of petroleum products.

    The order prohibits dispensing or collection of fuel at fuel stations in any kind of container or vessel instructing that fuel must not be dispensed in anything other than directly into tanks of vehicles.

    It also prohibits any individual or organisation other than designated or authorised stores and depots from storing any kind of petroleum product.

    The order shall be applicable throughout the territorial jurisdiction of the Srinagar district. It states that violation of this order shall attract strict action against defaulters under Section 188 of RPC

    During investigation by experts, it has been found that these calls are rooted from outside country through a specialised software due to which some other phone numbers , mostly starting with +91 code are displayed on mobile screen.

    In the investigation conducted so far, it has been ascertained that calls are made from outside India and some miscreants / anti-national elements / anti-social elements are trying to befool people by pretending as senior officers and try to fetch vital information.

    In these circumstances, all the people are advised not to share any kind of details with such dubious callers and rather disconnect the call as soon as you come to know that caller is not known to you but trying to get some vital information.

    Alongside, immediately bring the matter in the notice of concerned police by reporting it in nearby police station or directly to the office of Senior Superintendent of Police Rajouri.

    It is made clear that no civil / police / army officers directly calls people or officials at field level to inquire about security scenario and other allied information.

    People making these calls try to get some vital information by befooling so that they can achieve their nefarious designs.
