    Don’t let Ram temple issue go the Kashmir way: Shiv Sena_

    Pitching for the construction of Ram Temple in Ayodhya, the Shiv Sena on Thursday said the issue should not become as complicated as the Kashmir matter, which is still awaiting resolution.*

    _It also wondered why Rashtriya Swayamsevak Sangh (RSS) leaders were not holding the prime minister and other BJP leaders accountable for the delay in temple construction, instead of targeting judges hearing the case._

    “The construction of Ram temple should not become as complicated as that of Jammu and Kashmir, where no solution is in sight in near future,” the Sena said in an editorial in its party mouthpiece ‘Saamana’.

    The BJP should stop pointing fingers at the Congress for halting the temple construction, it said.

    Facing growing pressure to move swiftly on the Ram temple issue, the Modi government had on Tuesday asked the Supreme Court to allow it to return the “non-disputed” surplus land acquired around the disputed structure in Ayodhya to a Hindu trust and other original owners.

    After Apex Court gave go ahead to the Public Services Commission (PSC) with selection process of KAS and KPS officers, the State High Court today deferred the consideration of suo moto cognizance on digital evaluation of marks of recently held Combined Competitive Examination (CCE) and sought clarification from parties on maintainability of the PIL.
    The Division Bench of Justice Ali Mohammad Magrey and Justice Sanjeev Kumar had reserved its orders on the subject and today deferred the matter till clarification is sought either by the PSC or by any aggrieved party from the Supreme Court as to whether in view of the pendency of Special Leave Petition this Court can proceed to deal with the preliminary objection regarding maintainability of PIL.
    “The matter shall be listed immediately on further orders from the Supreme Court”, the DB said. It added that, admittedly, the case at hand is a service matter. Therefore, it needs a decision first to be taken on preliminary objection, but the only impediment is pendency of the SLP.
    “We are not clear as to whether the Supreme Court has left this Court free to proceed ahead with the case notwithstanding Special Leave Petition pending before that Court and deal with the preliminary objection.
    In DB’s view, the order cannot be read in essence that the Supreme Court directed this Court to decide the PIL on its merits whether or not it is maintainable. “Therefore, we thought it proper to await further orders with reference to clarification from the Supreme Court which may be sought by the parties in appearance”, read the order.
    The PIL was commenced after 83 applicants alleged irregularities on account of alleged data corruption and huge human error in the digital marking adopted for evaluation of answer scripts in the Combined Competitive (Mains) Examination held by the J&K Public Service Commission (from 02.07.2018 to 08.08.2018).
    The Commission has filed a detailed reply in which it has not only furnished detailed information seeking to meet the points raised by the aggrieved persons, who had filed the representation (dated 17.12.2018), but has also taken preliminary objections to the maintainability of the PIL.
    Advocate Javed Iqbal representing various aggrieved candidates submitted that some of the candidates have already challenged the action of the PSC in a writ petition with reference to shifting of mode and method of the evaluation of the answer papers from manual to digital screen evaluation and the same is expected to be listed for consideration before the Single Bench of this Court within a day or so. He submitted that the writ petition may be considered along with this PIL for consideration.
    “Having considered the matter, we are of the view to deal with the preliminary objection of this PIL as supported by decisions of the Supreme Court and the Division Bench of this court”, the DB said.

    Rajouri : Principal Secretary to the Government, Finance Department Sh. Naveen Chowdhary on his day-long tour to Rajouri, today convened a meeting here in the conference hall of PWD Dakbunglow with the district and sectoral officers to review the progress on languishing and mega developmental projects. The meeting was attended by Mohd Javed secretary to Floriculture, director Floriculture, Joint director Accounts and Treasuries, Additional District Development Commissioner, CPO, CEO Tourism, EXN PHE, EXN PMGSY Rajouri/Budhal, EXN R&B Rajouri and Nowshera, Chief Education officer, EXN JKPCC Rajouri and concerned District/Sectoral officers.
    District Development Commissioner Rajouri Mohammad Aijaz Asad gave a detailed power point presentation about all the infrastructure related activities being carried out in the district like mega developmental projects, languishing projects.

    He took detailed stock of works going on within the district. He directed the officers to focus on tangible outcomes rather than just statistics.
    A detailed discussion was held on languishing projects, stand approved for the district, being executed by different departments.
    The DDC informed that a total of 77 languishing projects under PWD out which 16 bridges and rest are roads. DDC said that the work on all the projects are in different phases of executions and hopefully will be completed within the stipulated time.
    While taking stock of PHE sector it was informed that there are 34 schemes which stand approved in languishing out of which 28 projects will be completed by 31st of March.

    Similarly, on the I&FC front, it was informed that there are 13 schemes which stand approved in languishing projects. XEN I&FC assured that 09 out of 13 schemes will be completed by 31st of March. In the education sector, there are 10 languishing projects which are actually the creation of additional rooms and other related infrastructure.

    Under PHE Mechanical the DDC informed that there are 43 schemes and all will be completed by 31st of March.

    As far as the bunkers are concerned, it was informed that Rajouri has 804 individual bunkers out of which 53 have been tendered and 215 community bunkers out of which 46 tendered and the work are going on eight.

    DDC also detail presentation about the construction of government medical college Rajouri and informed that the total sanctioned cost of the GMC is 139 crore and the work is in process on the academic, administrative and hostels blocks and assured that the work will be completed within in prescribed time frame. DDC also informed that the DPR on beautification have been prepared.
    He also reviewed the status of projects like Ans Irrigation canal, Degree College at kalakote, Eklaviya Model Residential building at Gurdan bala.

    The Secretary finance stressed upon concerned officers to complete the ongoing projects within the stipulated time frame and create durable and tangible assets.

    The officers were asked to work with added zeal and dedication and in close coordination for the development of the district. He advised the officers to focus on the tangible outcomes and quality should be maintained. He said that any laxity in this regard shall be dealt with strictly.

    He stressed prioritizing the completion of major projects including mega-projects like GMC Rajouri, Badala Mang bridge, Abdullah bridge, Circular road.

    Navin advised Chief Education Officer Rajouri to focus on providing quality education to the students and to increase the literacy rate. Similarly, EO municipality was directed to take special care of cleanliness in the town and also identify land for the slaughterhouses outside the town.

    Various projects of public importance like construction of double lane Abdullah Bridge, double charging 2nd line circuit of Barn-Siot-Kalakote TL, bore wells to augment the drinking water for city, connectivity to university and connectivity of GMC with BGSBU, Macadamization of old and new bus stands, street lights for the town etc were put up before the Principal Secretary.
    The principal secretary accorded approval to Double lanning of Abdullah Bridge, Construction of double lane University Road, Macadamisation of Old and New Bus Stand, Installation of High Mast and Street lights, upgradation of Transformer Bank, Establishment of PHE Mechanical Workshop, connecting the missing link between GMC Rajouri and BGSBU, providing 5 more water Tankers to PHE department, construction of Road from Rehan Samote to Sora Gala Bridge, Road from Rehan to Dhar Sakri, Road from Main Road to Shiv Gufaa.
    The general public of Rajouri district have expressed their gratitude to the Principal Secretary Shri Naveen Choudhary for paying visit to the border district and accepting the long pending demands and giving approval in principle to projects of utmost public importance.

    In a significant decision, State Administrative Council (SAC) headed by Governor Satya Pal Malik, is all set to increase the age of retirement for faculty of 96 Government colleges in Jammu and Kashmir, from 60 to 62 years on Tuesday.

    According to the highly placed authoritative sources, the long pending demand of the teaching staff of around a hundred government colleges would be conceded most likely in the SAC meeting on January 29. In case this item doesn’t come up for consideration due to any reason on January 29, it could be approved in the following SAC meeting, most likely after Prime Minister’s visit, on February 4.

    University Grants Commission (UGC) had some years back recommended retirement age of all faculty members at college and university level as 65 years. Currently it is 62 years at University level and 60 years, like all other State government employees, at the college level and below.

    The faculty of 96 government colleges in Jammu and Kashmir would get the benefit, even as the UGC recommendation is being implemented partially raising the retirement age from 60 to 62 years and bringing the college faculty at par with the University faculty. It would be implemented with effect from January 1, 2019. Teachers of the rank of Assistant Professor and above would get benefit of this enhancement of the retirement age.

    While as in some States, the retirement age of teaching staff is 65 years, it is 62 in some States and 60 in some other States like Jammu and Kashmir.

    The State Administrative Council (SAC) which met in Jammu Tuesday evening under the chairmanship of Governor, Satya Pal Malik accorded sanction to the appointment of Janak Raj Kotwal, retired Judge, J&K High Court as chairman of the Advisory Board under the Jammu and Kashmir Public Safety Act, 1978.
    Janak Raj Kotwal shall also function as chairman Advisory Board, in terms of the provisions of the Jammu and Kashmir Prevention of Black Marketing & Maintenance of Supplies of Essential Commodities Act and Jammu and Kashmir Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act, 1988.

    The position of Chairman for Advisory Board for Jammu and Kashmir Public Safety Act was lying vacant since March, 2018.
