    Poonch February,03:-National Conference today said that develop deficit has started to affect Poonch district as previous state government failed to come up with any solid approach for the people of this border district.

    This was stated by national conference senior leader and provincial president of party’s youth wing Ajaz Jan during a meeting held at Bandichachi village of Poonch.

    In his address, Ajaz Jan said that NC government started several vital projects for Poonch which were shelved by previous government thereby putting the district in a state of governance deficit.

    He further said that many new administrative units were also opened by than NC government in second phase but previous government even shelved that order.

    He said that community development block was also setup at Nangali Sahib by than NC government and people are receiving immense benefit.

    Jan also asked party cadre to hike their mass contact programme as elections are few months ahead and some forces are also working to divide people on the name of caste and religion.

    Jammu, Feb 2:  Peoples’ Democratic Party (PDP) on Saturday welcomed several political leaders into the party fold while according new responsibilities to several of its senior functionaries.

    According to the party spokesman, party Vice President Choudary Abdul Hameed welcomed former member of Advisory Board Raj Kumar Lalotra along with his wife Isha Bharti into the party fold.  The incumbent contested the recently held Corporation election from ward No. 13 Resham Ghar Colony on BJP ticket and secured 1207 votes.

    Process for filing online applications to commence from Feb 4_

    Srinagar : J&K Services Selection Board (JKSSB) today issued advertisements for 1235 posts for five New Medical Colleges in the State.

    “247 posts under 41 different advertisement items, referred by Health and Medical Education Department have been advertised for each new Medical College,” said a statement issued by Malik Suhail, PRO, JKSSB.

    Pertinently, the new medical colleges have been established at Rajouri, Doda, Kathua, Anantnag and Baramulla.

    JKSSB spokesman said that filling of online application forms shall commence from 4 February 2019 and the last date for submission of online application forms shall be 27 February 2019 for these posts.

    He said the candidates are required to apply only through online mode on JKSSB’s web portal www.ssbjk.in and no other mean/mode of application shall be accepted. “The candidates are advised to carefully read details in the advertisement before filling online application forms,” he said and added that since most of these posts require technical qualifications, the candidates are urged to apply only if they meet the prescribed qualification(s).

    Malik said the candidates shall be personally responsible for filling the details in the online application forms and the information/details furnished by them shall be treated as final for the purpose of determining the eligibility/claims of the candidates. “No claim on account of non-filling of information shall be entertained subsequently,” he said and added that the candidates are requested to carefully fill the details in online application forms, as subsequent claims for change of data with regard to category, qualifications and other particulars not only leads to delay in finalization of selections but also triggers avoidable litigations, hampering the selections. Further, only such of the candidates, who have acquired eligibility in all respects till the last date of submission of online application forms, are eligible to apply, he said.

    JKSSB spokesman said that for the convenience of the candidates, the Board has also introduced ‘Preview’ option, which allows the candidates to preview the details filled in the application form before its actual submission. Candidates are advised to use this option to check the correctness of the data filled in the application forms, before its submission.

    “Any person who finds difficulty in submission of application form due to any technical issue or who may like to seek a clarification is required to send a self-explanatory mail at ssbjkportal@gmail.com,” he said and added that no other mode of submission in this context would be valid. Moreover, only the grievances pertaining to the active applications will be replied through the email, he said.

    Meanwhile, the spokesman said that JKSSB has also issued an advertisement for 20 different posts of Forensic Science Laboratory of the Home Department, for which the candidates can fill their online application forms from 5 February 2019 onwards upto 27 February 2019.

    He said the Board has also forwarded a proposal to the Government seeking consideration of relaxation of Rule 14 of the Jammu and Kashmir (Civil Services Decentralization) Recruitment Rules, 2010, in respect of selections for 56 items comprising 212 posts, of various departments, advertised by the Board vide Advertisement Notification No: 01 of 2018 dated 02.04.2018, so that the process of viva/interview for these posts is dispensed with and criteria for selection is notified prior to scheduling of written tests for these selections.

    JAMMU: General Administration Department is all set to initiate action against nearly 400 employees of different Government departments, who fall in the category of wilful defaulters of the Jammu Central Cooperative Bank Limited and owe over Rs 8.36 crore to the ‘ailing’ bank in the shape of various kinds of loan as well as interest amount during the past quite long time.
    Maximum employees in the lists of defaulters belong to the Education, Health and Medical Education, Police and Forest Departments while as rest of the defaulters are the officials of 32 other establishments of the State Government.
    The most astonishing aspect is that despite being served notices a number of times by the management of the Jammu Central Cooperative Bank Limited (JCCB) these loanees preferred not to respond as if retaining the loan was their legitimate right and bank was their personal fiefdom.
    Official sources told that from time to time a total of 366 employees of 36 Government departments obtained different kinds of loan from different branches of the Jammu Central Cooperative Bank Limited to meet their requirements.
    Initially, they were regular in paying the instalments but with the passage of time they stopped making payments forcing the management of the bank to issue notices to them for clearing their loan. However, despite receiving notices these employees preferred not to repay principal amount as well as interest. Finally, all these 366 Government employees were declared as wilful defaulters by the management of the bank.
    The issue came up for discussion in the Board of Directors meeting held under the chairmanship of Principal Secretary to Government, Finance Department, Navin Choudhary, who is also the Chairman of the Board of Directors of the Jammu Central Cooperative Bank Limited, few days back.
    Taking serious note of the failure of such a large number of Government employees to clear the loan worth Rs 8.36 crore, the Finance Secretary directed the management of the bank to submit lists of these wilful defaulter Government employees to the General Administration Department (GAD) for appropriate orders.
    In compliance to the decision taken in the Board of Directors meeting, the Chairman of the Bank has furnished the department wise lists of these 366 Government employees to the General Administration Department for recovery as well as disciplinary proceedings against them, sources said while disclosing that GAD has initiated the process for action, which is all set to be taken shortly.
    As per the data of defaulter Government employees, which has been assessed, employees of Education, Health and Medical Education, Police and Forest Departments are on the top of the lists.
    A total of 99 employees of the Education Department have failed to pay Rs 2,55,63,925 to the bank while as 39 employees of Health and Medical Education Department have not cleared their dues worth Rs 1,19,91,017 so far. Similarly, 29 employees of Forest, Environment and Ecology Department have failed to repay Rs 70,96,970 loan and interest to the bank.
    Likewise, 29 employees of Police Department have not cleared their dues worth Rs 60,33,737 despite being served notices a number of times by the management of the bank. A total of 18 employees of Revenue Department are on the list of defaulters for their failure to clear dues worth Rs 34,38,065 while as 14 employees posted in the offices of Block Development Officers owe Rs 26,57,583 to the bank.
    The employees of Public Health Engineering Department have failed to clear Rs 25,47,338 worth loan and interest while as 11 employees each of Insurance Companies and Municipal Bodies are on the list of defaulters for their failure to clear dues worth Rs 26,32,152 and Rs 15,36,299 respectively.
    According to the sources, Principal Secretary to Government, Finance Department Navin Choudhary has also advised the Jammu and Kashmir Bank, which is the Convener of the State Level Bankers Committee, to put together the lists of the State Government employees who are defaulters of the J&K Bank and other Commercial Banks.
    “The lists so complied by the Jammu and Kashmir Bank will be forwarded to the General Administration Department for recovery and disciplinary proceedings”, they informed.

    Muhammad Shafi Farooqi breathed his last on Saturday in Srinagar after brief illness.
    According to party spokesman, Muhammad Shafi Farooqi breathed his last on Saturday at SKIMS where he was undergoing treatment for the past few days.

    Jammu and Kashmir Governor Satyapal Malik has dropped yet another bombshell by stating that he canceled two contracts involving Rs 300 crore as bribe. He made it public that corruption is rampant in Jammu and Kashmir and he wants to send at least seven officials to jail for their alleged involvement in corruption.
    Assertions of Governor Malik have opened a Pandora’s box as he has made it clear that stern measures are needed to tackle corruption in Jammu and Kashmir.
    One wonders why don’t such big scandals come to fore during the political regimes? Why do politicians push such matters under the carpet?
    If the system has to be corruption free then the cleansing has to start from the top. Besides the ‘corrupt’ officials, whom the Governor is talking about the politicians who have patronized them also need to be punished.
    Governor Malik’s assertion that businessmen from outside are not ready to invest in Jammu and Kashmir due to high percentage fixed by the officials as commission for awarding the contract is a big revelation. At present J&K is directly under Centre’s rule and these scandals can be probed. Then what’s stopping the Governor Malik from exposing the rot in the system. He has got all the investigating agencies at his disposal. He can ask them to identify the black sheep so that a clear message is sent to all that corruption won’t be tolerated. If the Governor’s administration decides to act against the corrupt elements it would prove to be a lesson for the politicians, who make tall promises to attain the power. Time is running out Governor Malik needs to act before the Assembly elections are announced in the state.

    DDC Rajouri finalizes constitution of Child Protection Committees at Block and Panchayat Level*

    Rajouri, Feb. 02: – District Development Commissioner Rajouri Mohammad Aijaz Asad today on Saturday convened a meeting regarding finalization of Child Protection Committees at Block and Panchayat level at Dak bungalow Rajouri.
    DDC focused on the evolution of the ICPS (Integrated Child Protection Scheme) and the functions and responsibilities of the Panchayat Level Child Protection Committee and Block Level Child Protection Committee.

    At Block Level, Block Child Protection Committee is formed in every block under the Chairpersonship of the block Development Officer to recommend and monitor the implementation of child protection services .The Block Medical Officer is nominated as the Member Secretary of this committee. The Members of this committee include concern CDPOs, concern ZEOS,member of the DCPU, representatives of education and health departments and two members of civil society representatives those are socially respectable and no political connection.

    At Panchayat level, Every Panchayat shall have a Child Protection Committee under the Chairpersonship of the Panchayat level elected representative (Head of the Gram Panchayat) to recommend and monitor the implementation of child protection services at the Panchayat level. The committee shall include two childern representatives which includes one boy and one girl,a member of the DCPU, Anganwadi workers, two ASHA workers from each Panchayat ,school teachers as well as respected village members and civil society representatives.

    During the meeting, ZEOs were directed by the chair to furnish the name of teachers,two from each panchayat, one belonging to primary school and other to secondary school positively on today for completion of process.

    PLCPCs and BLCPCs both shall generate awareness among the people at grass root level to address child protection issues of their respective areas. It will converge with existing structure at the community level for effective implementation of ICPS. It will act as a liasioning body between the community and various child protection structures.

    The meeting was attended by ADC Mohd Rashid, Chief Planning Officer yoginder Katoch , Assistant Commissioner Development Akhtar Qazi,District Panchayat officer Dr. Abdul Khabir ,DSWO, all BDOs, all BMOs, all CDPOs ,all ZEOs, Legal Officer DCPU Rajouri and others district officers.
