    Kishtwar February 28 :–On the 2nd consecutive day of the JKSSB Class IV recruitment exam, the phase llnd today concluded succesfully and peacefully here at district Kishtwar under the overall supervision of Deputy Commissioner Kishtwar Ashok Sharma.

    DC kishtwar personally inspected KV and others exam centre and reviewed the security and other arrangements so that the students may not face any hardship pre, during and post examination.

    Meanwhile ADC Kishtwar Pawan Parihar who is also district Observer and Nodal Officer for the said exam inspected and monitored the exam centres established at BVM, GHSS Boys, Green Model etc to ensure that exams are conducted in a effective manner.

    ADC informed that today a total of 2759 students appeared out of 3546 on 2nd day and the exam were conducted peacefully without any untoward incident from any where.

    It was further informed that on 1st of March 2021 last phase of said exam will be held for the test of 3547 students for which all necessary arrangements have been placed in by district administration.

    Pertinent to mention that a massive centre at HSS Islamia Faridia was established under the supervision of ACR Kishtwar Dr Amir Hussain where 776 students marked their presence.

    Rajouri February 27 :–Following innumerable complaints/grievances raised by the people before the Deputy Commissioner (DC) in the ‘public grievances redressal camps’, a control room/cell has been constituted at district HQ that will work 24X7 days.


    The control room has been constituted on the directions from Rajesh Kumar Shavan, DC to receive/register & dispose off the complaints/grievances received from the general public and shall work temporarily in the office of DC till a permanent arrangement is made.
    Babu Ram,Tehsildar (DC Office) has been appointed its Nodal officer and shall responsible to put the complaints & informations received in the control room before the Deputy Commissioner for further directions.


    Other officials nominated for the 24X7control room includes Kanu Sharma, Probationer Patwari; Neeraj Kumar, teacher; Abrar Mirza, junior assistant (all from DC office) Muddabar Hussin, teacher deployed with election cell and Amjad Lone, junior assistant in tehsil office at Manjakot.
    “The cell/control room will be made functional from tomorrow and all the ‘Lok Mitras’ will be connected with this control room for the registration of people’s complaints/grievances,” said Th. Sher Singh ,Additional DC.Rajouri district has 386 inhabited villages and the administration have appointed 1930 Lok Mitras (5 each for every village) to aware the people about the centrally sponsored schemes & PM’s flagship programs.


    These officials have been provided necessary training on ‘Mobile Apps’ for the smooth functioning of the control room.

    Srinagar, February 27 :– The Jammu and Kashmir government has constituted two committees regarding CCTVs in police stations which on December 2 last year were directed by Supreme Court of India to be set up within six weeks.

    First committee is Union territory Level Oversight Committee and the second District Level Oversight Committee (s).

    The UT level is headed by Principal Secretary to the Government, Home Department and its members include Director General of Police, J&K, Member Secretary, Mission Director, ICPS/SRCW, Social Welfare Department and Additional Secretary to the Government, Finance Department.

    Its terms of reference includes to purchase and monitor distribution and installation of CCTVs and related equipments; to arrange budgetary allocation for the purpose; to continuously monitor the maintenance and upkeep of CCTVs and allied equipment; to carry out inspections and address the grievances received from the DLOC and to call for monthly reports from the DLOC and immediately address any concerns like faulty equipment.

    “The Committee shall be serviced by the Home Department and shall co-opt any officers) as member(s) as deemed appropriate,” reads an order by the government, a copy of which lies with GNS.

    District Level Oversight Committee (s) comprises of Divisional Commissioner, Kashmir/Jammu, Chairperson(s) of the District Development Council(s), District Magistrate(s) and Superintendents) of Police.

    The committee is to supervise the maintenance of CCTVs and related equipments; continuously monitor their upkeep and seek inputs in this regard from the concerned Station House Officers (SHOs); send monthly reports to the UTLOC about the functioning of CCTVs and allied equipments and to review footage stored from CCTVs in the various Police Stations to check for any human rights violation that may have occurred but are not reported.

    “The DLOCs may co-opt any officers) as member(s) as deemed appropriate,” the order added.

    As per the apex court’s orders the State and Union Territory Governments should ensure that CCTV cameras are installed in each and every Police Station functioning in the respective State and/or Union Territory. Further, in order to ensure that no part of a Police Station is left uncovered, it is imperative to ensure that CCTV cameras are installed at all entry and exit points; main gate of the police station; all lock-ups; all corridors; lobby/the reception area; all verandas/outhouses, Inspector’s room; Sub Inspector’s room; areas outside the lock-up room; station hall; in front of the police station compound; outside (not inside) washrooms/toilets; Duty Officer’s room; back part of the police station etc.

    “Whenever there is information of force being used at police stations resulting in serious injury and/or custodial deaths, it is necessary that persons be free to complain for a redressal of the same,” the top court has said.

    Such complaints may not only be made to the State Human Rights Commission, which is then to utilise its powers, more particularly under Sections 17 and 18 of the Protection of Human Rights Act, 1993, for redressal of such complaints, but also to Human Rights Courts, which must then be set up in each District of every State/Union Territory under Section 30 of the Act, the court said.

    “The Commission/Court can then immediately summon CCTV camera footage in relation to the incident for its safe keeping, which may then be made available to an investigation agency in order to further process the complaint made to it.” (GNS)

    Kishtwar February 27:– Phase 1st of the JKSSB exams for class IV posts was today conducted smoothly and effectively by district administration Kishtwar under the overall supervision of Deputy Commissioner Kishtwar Ashok Sharma.

    DC Kishtwar along with Additional Deputy Commissioner Kishtwar Pawan Parihar inspected various examination centres and took stock of the security and logistic arrangements there.
    DC also took stock of the security cover in and around the examination centres.

    ADC kishtwar who is the District Observer informed that a total of 2726 out of 3646 candidates appeared today in the said exam at all 12 designated exam centres besides in one centre namely Islamia Faradia ,784 candidates appeared for the said exam.

    During his visits DC kishtwar impressed upon all the exam conducting authorities deployed in these centres to ensure that students do not face any difficulty during the examinations and also to ensure the examination is conducted in free and fair manner following of all guidelines issued by JKSSB.

    Expressing satisfaction over the arrangements made for smooth conduct of the examinations he hoped that all the Observers, the centre Superintendents , exam coordinators besides all the supporting staff shall perform their duties in the upcoming two days with dedication so as to make this examination a grand success.

    Meanwhile Additional District Development Commissioner Kishtwar Mohd Hanief Malik also inspected the centres established at Asraria Public High school and Green Model public high school and took stock of the smooth conduct of exams.

    It is pertinent to mention that the next two phases of the exam is sheduled to be held on 28 th Feb. and 1st of March 2021 and all the necessary arrangements have been finalised by District Administration.

    Rajouri, February 27: The Service Selection Board first phase Examination for recruitment of class IV today concluded smoothly across all the centers in District Rajouri.

    Elaborate arrangements are in place for successful conduct of the said JKSSB Examination in the district.

    It is pertinent to mention here that the Jammu Kashmir Service Selection Board Examination for recruitment of class IV is being held in three phases where first phase completed today and next dates for the examination are 28th of Feb and First of March.

    Besides invigilators, Executive Magistrate, Observers, Superintendents and Deputy superintendents have been deployed for the smooth conduct of the exams.

    On the occasion, the Deputy Commissioners Rajouri, Rajesh Kumar Shavan visited the examination centres set up in their districts to take stock of facilities and arrangements put in place for smooth and transparent conduct of written examinations. The Deputy Commissioner visited the Examination centers at SVS college Rajouri; Government Degree college Rajouri and Government Boys’ Higher secondary school Rajouri.

    Moreover Additional Deputy commissioner Rajouri,Sher Singh along with Additional Superintendent of Police , Liaquat Choudhary visited all the examination centres established in the district.

    Senior counsel and advocate of the Bombay high court and Supreme Court of India, Mihir Desai is advising lawyers representing the 13 accused in a case that has charged them with hatching a conspiracy to kill Prime Minister Narendra Damodardas Modi

    The charge of hatching this conspiracy — known infamously as the Bhima Koregaon case — has been pressed by the National Investigation Agency, and the Pune police before the NIA in 2018, against Sudhir Dhawale, Mahesh Raut, Sudha Bharadwaj, Professor Shoma Sen, Surendra Gadling, Rona Jacob Wilson, Professor Varavara Rao, Gautam Navlakha, Arun Ferreira, Vernon Gonsalves, Sagar Tatyaram Gorkhe, Ramesh Gaichor, Jyoti Raghoba Jagtap, Anand Teltumbde and Professor Hanybabu Tarayil is based on a piece of electronic evidence, a typed letter, retrieved from Rona Wilson’s computer, that was purportedly about assassinating the prime minister.

    Recently, The Washington Post published a report (external link), based on the findings of Arsenal Consulting, a Massachusetts-based digital forensic company that stated Rona Wilson’s computer was tampered with using a specialised malware by an outsider and the alleged letter was planted on his computer without him knowing about it.

    Advocate Desai spoke with Prasanna D Zore/Rediff.com about Arsenal Consulting’s findings, whether this will help secure bail for the accused, how the investigating agencies are working as handmaidens of the Modi government.

    What are the findings of Arsenal Consulting related to the cloned copy of Rona Wilson’s hard disk to them?

    There are two basic findings. A malware was planted on Rona Wilson’s computer from outside by an outsider and after planting it, the malware was used to plant some documents (a letter that plans a conspiracy to kill Modi).

    Now, we have got only ten documents examined (by Arsenal Consulting) because we wanted to know whether they were genuinely planted by an outsider.

    We don’t know who this outsider is, but they have examined these ten documents (on the cloned hard disk of Rona Wilson’s computer) and according to Arsenal Consulting all the ten were planted by an outsider using a malware.

    There is some way in which they find out whether these ten documents were saved in Rona Wilson’s computer by him or planted by an outsider without him knowing that these documents were present on his computer.

    Arsenal Consulting has strong forensic reasons and proof to claim that these documents were planted by an outsider.

    What exactly does a cloned copy mean which the Pune police gave to you?

    Normally, when documents ate relied upon by the prosecution they give you (the defence lawyers or the legal team representing the accused) the documents to check their veracity.

    So far as computers are concerned, we insisted that we don’t just want the documents to rely upon, but the actual computer when you (the investigators) examined the hard disk.

    So, they gave us the mirror image of the hard disk, which is exactly like the hard disk as they (the Pune police) examined.

    It took them a long time to make the clone copy which the Pune police gave to us in the court before the National Investigation Agency took over the investigation.

    What if the NIA claims that this cloned copy, which Arsenal Consulting examined and gave its findings on, was tampered with in a way to prove your point that documents were implanted on Rona Wilson’s computers by an outsider?

    Well, in that case, let them bring to me another cloned copy of the same hard disk, which is in their possession now, and we can together send it to a neutral body (forensic analysts or organisations that undertake forensic analysis of computers) for examination. I have no problems with that.

    In fact, that is one of the many reliefs that we have asked in the courts.

    Let a neutral or independent agency be appointed; we have no problems because we know we have not instructed Arsenal to do that (to tamper with the hard disk to prove that documents were planted on Rona Wilson’s computer).

    Who suggested the name of Arsenal Consulting and how will the findings help all the accused in the Bhima Koregaon case?

    The defence team asked them to check the cloned copies and verify the authenticity of the documents (relied upon by the prosecution to build their case).

    What are the most glaring loopholes in the chargesheet filed by the NIA and the Pune police against all the accused in the Bhima Koregaon violence case?

    Apart from these copies (of letters found on Rona Wilson’s computer) they are essentially relying upon electronic evidence which they claim they have recovered (from Rona Wilson’s computer). There are two problems there.

    One, Rona Wilson’s computer itself is tampered with (as per findings of the Arsenal Consulting). That’s one aspect.

    Then take, for instance, in Anand Teltumbde’s case or Shoma Sen’s case and of cases of other accused, the charge against them is that they (the investigators) found documents pertaining to you (your involvement) on Rona Wilson’s computer. Not on their (Teltumbde’s or Sen’s) computer.

    We (the defence counsel) are saying even if you found it there (on Wilson’s computer), how does it implicate us (Teltumbde, Sen and others)?

    You (the investigators) have not found anything from me (Teltumbde, Sen and others); you have not found anything from my e-mail; you have not found anything from my computer; you have not found any arms, ammunitions, money or bombs from us.

    (On) somebody’s computer you find some typed letter, scanned letter, (and based upon this evidence) how can you implicate me in the case? That is the other argument.

    Even assuming that those letters are genuine (not planted by malware or an outsider), the point is how does it implicate me (Teltumbde, Sen and others)?

    If I write a letter on my computer saying so and so person or organisation is about to kill the prime minister, can people belonging to that organisation or that person be sent to jail on the basis of this piece (of so-called evidence)?

    So, according to you, there is nothing much as evidence against the other accused apart from Rona Wilson?

    They (the investigators) say that they found something (incriminating evidence) on four or five people’s computers. But they don’t say they have found anything on Anand Teltumbde’s computer; they don’t find anything on the computer of Shoma Sen or Sudha Bharadhwaj. They are relying upon what they found on other people’s computers to implicate these people.

    What they found implicating (the other co-accused in the alleged conspiracy to kill Modi) was only on Rona Wilson’s and Surendra Gadling’s computers.

    Can the findings of Arsenal Consulting hold any water in an Indian court of law and will that help you get bail for the accused? Will these findings be recognised as valid proof in India?

    Why (will it) not (hold water in an Indian court)?

    We don’t know (if this will help us get bail for our clients), but we are trying to do that.

    We don’t know how much weight the court will give to it (Arsenal Consulting’s findings that Rona Wilson’s computer was tampered with and evidence was planted by an outsider or a malware) but it will definitely (count) as experts’ opinion which is based on forensic science employed by them in their laboratory.

    The only way to counter it (Arsenal Consulting’s findings) is by another independent body giving an opinion (on whether Rona Wilson’s computer was tampered with or not).

    Suppose there is a handwriting expert who says that this is your handwriting. How do you counter that? By bringing in another independent expert and have her/him give an opinion that it is not your handwriting.

    So, an expert can only be countered by another expert.

    Are you open to another independent/neutral body examining the cloned copy of Rona Wilson’s computer hard disk to determine whether these documents were planted by an outsider?

    We are open to any independent body that is not under the influence of this government.

    Will it be okay with you if this independent/neutral computer forensic analysis firm is from India?

    It can be from anywhere, including India, but this (computer forensic analysis) agency should not have taken a stand yet (on the case or assumed that the accused are guilty).

    What would ‘neutral’ or ‘independent’ mean to you?

    Neutral means, any body or agency which is not under the influence of the present government, which I believe, can be found everywhere. Many institutions like the CBI, the ED, the RBI or the CAG, everybody is under the influence of this government.

    We don’t mind this being sent to any independent/neutral body abroad. Just because one is an independent body based out of India doesn’t mean it you are trying to do something against India. This is not a toolkit for campaigning.

    For Varavara Rao’s computer, these people (the NIA) have themselves said that they have to send (his computer) to the FBI. They have said it in court.

    Do you see any similarities between the Bhima Koregaon case and the Disha Ravi case in the manner in which the investigators have built up their cases?

    These investigators are acting as the handmaidens of the government not only in these two cases, but also in the way they are targeting the farmers’ agitation in Delhi.

    These investigating agencies are not acting as independent authorities; they have stopped being neutral. That’s the most obvious commonality.

    Mandi, February 26:–A career counselling session for students was organised by GDC Mandi on February 26th, 2021. The session was conducted by faculty from University of Delhi and GDC Poonch.
    Mr. Inderjeet Singh, former Journalist and current Faculty of Journalism, DSJ, University of Delhi held session on Careers in media. He has been teaching as an Assistant professor at prestigious colleges like Lady Sri Ram college and Maharaja Agrasen college of University of Delhi. Apart from discussing his own experiences in media and enlightening students on how to get into journalism, he emphasized the need of participation of people from J&K in national media. Various courses in media available with different institutions and course structures were also discussed by the invited speaker.Mr. Shahid Zafar, Assistant professor, GDC Poonch, also enlightened students on career options in Economics. He told students about the ever growing demand of economics background candidates in Government as well as Non-governmental sectors. He said, there are various branches in Economics itself where students can do well and get good jobs and packages.
    The students participated in the interaction enthusiastically and asked questions related to Media, and Economics careers.According to Dr. Mohammad Azam, Principal GDC Mandi, the session was very fruitful and helped in raising awareness amongst students. He further said that such lectures by eminent faculty from prestigious universities and institutions will also be continued in future.     In a statement issued to the press, the forum’s chief spokesperson MA Wani said that the students and teachers deserve congratulations for the performance they have shown.He said that the leaders of the forum, especially the chairman Farooq Ahmed Tantray, Vice Chairperson Neenu Lata and General Secretary Jahangir Alam Khan and others congratulates the students and teachers of the JKUT. He said that despite the covid -19 lockdown the results of 75 per cent in 10th class in Kashmir province and 71 per cent in the recent 12th class examination in Jammu, the performance is really commendable they added. They appreciated the role of the students and teaching community of the JKUT.


    The forum spokesperson added that the hard work of the students as well as the teachers who had tried to provide the best education to the children through online classes is commendable.     Rajouri February 26:– Jammu and Kashmir police in Rajouri have foiled a bovine smuggling bid in Sunderbani area of Rajouri district.

    Police said that a vehicle JK11B 4762 driven by unknown driver was carrying eight bovines and was signalled to stop at Sunderbani naka but driver escalated the speed of vehicle and ran from the spot.

    Soon after the incident, an alert was flashed and a team of police from Sunderbani police station headed by PSI Kunal Bhargav under the supervision of SHO Sanjeev Slathia succeeded in chasing the vehicle with driver managed to escape from the spot.

    Vehicle carrying eight bovines was seized from the spot and a case in FIR 17/21 under sections 279, 188 IPC and 11 PC Act has been registered in Sunderbani police station.

    :–The District Development Commissioner Rajouri while reviewing the functioning of Rural Development Department (RDD) warns no laxity in terms of quality of the work.


    “Special teams would be constituted to monitor the progress and quality of the works” he said.
    He also set deadlines for the completion of 25875 PMAY-G houses and 17657 MGNREGA works and asked the BDOs to monitor development activities under their jurisdictions.


    Rajesh Kumar Shavan, KAS,DDC today convened a meeting of officers of RDD to review physical and financial achievements of all the schemes under implementation.


    DDC took a comprehensive review of progress on PMAY, MGNREGA, Aadhaar seeding, status of Aadhaar based payments, progress on FTO generation, preservation and renovation of water bodies, skill development of the masons; registration of vendors; Geotagging of the Rural Development Assets; repair renovation of the irrigation khuls and construction of the new khuls; completion of the Anganwadi centres, and other issues.


    Sushil Khajuria, ACD appraised the DDC about the status of physical and financial progress of the centrally sponsored schemes and achievements made so far.


    Against the target of 31308 houses under PMAY-G, 5433 stands completed and the rest are under different phases of execution while under MGNREGA 49291 works have been completed while 17657 works are in progress, informed ACD.
    Geo-tagging for the phase first is 86 percent and the department will achieve 100 percent progress in coming days.
    For Aadhaar seeding, the achievement is 79.86 % , while the achievement under Aadhaar based payment is quite less and is a major concern, ACD said.
    “Depute an official along with required documents at the concerned JK Bank branch for Aadhaar seeding” said DDC.
    600 vendors have been registered on the Portal said ACD while DDC directed to re-verify the list as per the rules and exclude the ineligible.
    DDC, asked the ACD and DPO to submit a list of water bodies and a plan for their repair and renovation.


    A plan for construction of 1000 new khuls and renovation of 457 khuls have been prepared to bring the area under irrigation informed ACD.
    DDC asked the DPO to consult the Agriculture Officer before finalizing the plan.
    The DDC also reviewed the status of the construction of Anganwadi centres. He asked the BDOs to submit a list of government buildings occupied illegally in their respective jurisdiction so that the buildings can be vacated and put in for public use.


    Other presents in the meeting include Th.Sher Singh,ADC, Kartar Singh, Project Officer, ICDS; C Bhagat, DPO & Narinder Kumar,DIO.
