    JAMMU, MARCH 03: (GNS)Lieutenant Governor, Manoj Sinha today paid homage to all the martyrs of the Forest Department who have laid down their lives and made supreme sacrifice in the line of duty. “I salute the bravery of forest personnel working day and night to protect Forests, Wildlife and the Environment”, said the Lt Governor.

    The Lt Governor was speaking at the Passing out Ceremony of the Forest Guards of 32nd, 56th, and 66th Course here at Convention Centre. The ceremony started with the Guard of Honour to the Lt Governor by the personnel of the Forest Protection Force, J&K.

    To mark the occasion, the Lt Governor planted saplings of Rudraksh in the premises of Convention Centre.

    Mr. B.V.R. Subrahmanyam, Chief Secretary was the Guest of Honour on the occasion. Ms. Sarita Chauhan, Commissioner/ Secretary to the Government, Department of Forest, Ecology & Environment; Dr. Mohit Gera, Principal Chief Conservator of Forests; Sh. Sarvesh Rai, Additional Principal Chief Conservator of Forests and Chief Executive Officer, CAMPA and Sh. T. Rabi Kumar, Additional Principal Chief Conservator of Forests were present on the occasion.

    During his address, the Lt Governor congratulated the 98 pass-outs and exhorted them to discharge the noble responsibility of conserving natural resources and biodiversity with utmost zeal and dedication.

    Emphasizing on extending J&K’s green cover, the Lt Governor called for development of Eco Parks across J&K and establishing more Bal Vans, and green areas specifically for the Senior Citizens, besides comprehensive plan for the conservation of ecology in and around Mansar-Surinsar lakes and protection of wetlands and wastelands.

    He also asked the department to focus on Hangul conservation and explore the possibility of making the Dachigam as a more accessible local destination.

    Highlighting the role of forest frontline staff in protection and conservation of forests and the biodiversity, the Lt Governor said that Forest Guards are no less than soldiers of our Defence and Police forces. He asked the department to organize programmes on 11th September-Forest Martyr’s Day every year to mark the efforts of frontline staff and pay tribute to their valour and sacrifices.

    The Lt Governor appreciated the department on notable increase of forest cover as reported by Forest Survey of India in its 2019 report.

    J&K with an increase of 348sq km of forest cover has figured among top 5 States/UT that have registered the highest increase in forest cover. These forests have enabled J&K to receive a higher proportion of funds, around Rs 1700 Cr annually under the 15th Finance Commission. I congratulate the Department for this, said the Lt Governor.

    Underscoring the importance of Forests, the Lt Governor said that a nations’ strength predominantly rests in its natural and human resources. In natural resources, India ranks among the top twelve mega-diverse countries of the world and UT of Jammu and Kashmir harbors huge diversity due to its geographic and altitudinal variation, he added.

    Speaking on the positive impact of forest products on the economy of the UT, the Lt Governor observed that the monetary value of benefits like timber, firewood, fodder and non-timber Forest Products as assessed by Directorate of Economics & Statistics are worth around Rs 3000 Crore which is more than 2% of the GDP of J&K. Focusing on new avenues like Ecotourism and promotion of Wood-Based Industries, the contribution to GDP can be increased substantially, added the Lt Governor.

    On the implementation of the Forest Rights Act, the Lt Governor said that the Government is committed towards the welfare of the communities dependent on forests who were earlier deprived of their rights.

    The Forest Department and the Tribal Affairs Department are working tirelessly to ensure livelihood security, dignity and prosperity to Forest Dwelling Scheduled Tribes and other Traditional Forest Dwelling communities, the Lt Governor maintained.

    The Lt Governor called on the Forest Department to make various interventions through innovative methods, use of technology and active involvement of people for ecological restoration and conservation.

    “I am sure that the Green Jammu & Kashmir Drive with a target of planting One Crore plants will contribute significantly in this direction”, said the Lt Governor.

    Underlining the significance of active public participation in protection and conservation of forest wealth of J&K, the Lt Governor observed that the Forest Department with the mandate of afforestation and conservation of forests must actively involve grass root level institutions like Village Panchayats and contribute significantly towards participatory governance in Natural Resource Management.

    He asked the department to involve stakeholders like Urban Local Bodies, other line departments, NGOs and civil society in developing green spaces. He further called for establishing Eco Clubs in collaboration with the Education department in this respect to inculcate environmental consciousness.

    While addressing the passing out Forest Guards, the Lt Governor asked them to work closely with the people, in villages and in urban areas and be an agent of government to bring improvement in their livelihood.

    “Serving for the cause of Forest is a very noble profession as you serve nature to serve humankind. As a frontline staff and first line on the call of duty, your challenges are immense. You have to protect the forests from encroachers, smugglers, poachers and forest fires. You will be entrusted with the responsibility of conserving renewable natural resources and biodiversity, Lt Governor told the Forest Guards.

    The Lt Governor observed that with more than half of the area of Jammu and Kashmir under forest and tree cover, the lives of people are closely linked to the forests who expect timely delivery of services such as firewood, fodder and timber. He advised the Forest Guards to prioritize the maintenance of efficiency and transparency while discharging their duties, besides taking care of Wood Based Industries which provide employment as well as contribute to the UT’s economy.

    Citing examples of renowned female Forest Guards from different parts of the country, the Lt Governor expressed satisfaction on the passing out of three female Forest Guards and highlighted the role of women in forest resources management.

    He also expressed his delight to note that the majority of the passing out trainees are Graduates and Post Graduates from diverse educational backgrounds.

    Principal Chief Conservator of Forests, Dr. Mohit Gera, speaking on the occasion emphasized on strengthening and upgrading the forestry Training Schools with modern infrastructure and use of advanced technologies in teaching. He also spoke about new initiatives taken during the current year in the training of Forest Guards.

    He informed that the 98 Forest Guard Trainees who have successfully completed the training course are from Forest Guards Training School, Doomi, Akhnoor; Soil Conservation Training School, Miran Sahib, Jammu, and Kashmir Forest Training School, Chitternar, Bandipora.

    On the occasion, the Lt Governor felicitated the trainees who excelled in academics and extracurricular activities. He also extended his greetings to the people on World Wildlife Day and World Hearing Day.

    Publications including Training Compendium Forest Guards Training Course, Prevention & Control of Forest Fires in J&K and Forest Fire Vulnerability Mapping of J&K were also released by the dignitaries.

    Among the passed out Forest Guards Trainees, Sh. Nitish Rasgotra received award for Best All Round Trainee for 56th Course, Forest Guard Training School, Doomi; Sh. Varun Dev Singh received award for Best All Round Trainee for 32nd Course, Soil Conservation Training School, Miran Sahib, and Sh. Abdul Rashid Bhat for 66th Course, Kashmir Forest Training School, Chitternar.

    Heads of the Departments; Senior Officers of Department of Forests, Ecology & Environment and Forest Guards Trainees also attended the passing out Ceremony.(GNS)

    Rajouri, March, 03: –District Development Commissioner Rajouri, Rajesh K Shavan on Wednesday paid a visit to Sasal Kote area of Doongi block where the building for the Government Degree college Doongi is to be constructed.

    DDC was accompanied by the Senior Superintendent of Police,Chandan Kohli; DFO Rajouri, Arshdeep, Executive Engineer PWD Rajouri, Mohd Zubair besides BDC Chairperson Doongi,Raiz Chowdhury; DDC Member Doongi, Khalid Chowdhury were also present on the occasion.

    The concerned Executive Engineer informed that the project has been sanctioned at an estimated cost of Rs 36 crores and the work on the project would be started once the administrative approval of the project is received.

    It is pertinent to here that a group of locals from Doongi block had apprised the DDC that the classes of the college students are being conducted at GGHS Doongi due to the non availability of the college building and demanded for the immediate start of work on the GDC so that the classes could be shifted at the new college building.

    Later the DDC along with the SSP also planted plants at Higher School Keri and Corps battle school at Sarol under green drive.

    Rajouri,March 03:– In a joint statement issued today the PDP Rajouri unit has accused the civil district administration Rajouri of having double standards.

    PDP Leaders said that On the one hand, the district administration has issued instructions not to use the Dak bungalow Rajouri for political programs, while on the other hand, it has given open concessions to favorite political Parties, which clearly shows that the Civil district administration is adopting a double standard.

    PDP Leaders Advocate Shokat Ali,Tahir lone,Asif Bhat,Ayoub Wani,Rashid Khan criticised the role of civil District Administration which otherwise have lofty claims of transperancy and equal treatment but in action things speaks for itself.

    PDP Leaders suggested Civil District Administration Raouri to stop behaving like District President and Block President’s of particular political party and ensure that all persons be treated equally without discrimination.

    DGGI unearths Rs 4 cr worth GST evasion

    JAMMU, March 02: Jammu Regional Unit of Directorate General of GST Intelligence (DGGI), the intelligence arm of Central Board of Indirect Taxes & Customs, Ministry of Finance has unearthed more than Rs 4 crore GST evasion by Government work contractors in the UT of J&K.

    The office of Jammu Regional Unit of DGGI headed by Dr. Iftakhar Ahmed Chowdhary (IRS) Deputy Director, by using data analysis tools has scrutinised GST returns filing history of about 250 contractors who have received payments against completion of works allotted to them by two Govt department offices in J&K only.

    During the scrutiny of data, more than 100 contractors were found violating laws and rules in respect of GST Act and have evaded more than Rs 4 crore GST.

    It is pertinent to mention here that work contractors are covered under category service providers in GST Act and the payments released against completion of work contracts like roads, bridges etc. includes GST applicable on the service provided (allocated works completed and payments released from Govt.) by them.

    The DGGI found that many of these contractors after receipt of payments from Government are either not depositing remaining tax (from October 2018, 2% of GST mandatorily being deducted by Department) at all or paying lesser tax than their actual
    liability.

    As the Government spends major chunk of its development funds on infrastructure projects and up to 12% of this expenditure is actually the indirect tax (GST) which is expected to be deposited by service provider (work contractors) to Centre and State Governments. It is expected that some of these contractors by evading their tax liability are causing huge amount of revenue loss to both Central and State Governments.

    DGGI has booked many of the contractors found violating the GST Act and had started investigations against them. The remaining violators are expected to be covered subsequently.

    Issue of the road from Bharatpur to ShahPur resolved

    Rajouri, March,02: Continuing the efforts to remove the illegal occupation from Government property and to remove the developmental bottlenecks, the District Administration Rajouri in one another case has got a Government building vacated from the illegal occupants.

    It is worthwhile to mention here that the panchayat Ghar Barnui at tehsil Thanamandi was illegally occupied for twenty-three years.

    The Deputy Commissioner Rajouri after getting apprised of the matter immediately deputed the team of the officers including the Executive Magistrate and police and got the panchayat ghar vacated.

    Similarly in one another case, the district Administration Rajouri today also resolved an issue of the road from Bharatpur to Shahpur. It is pertinent to mention here that a group of locals some days ago met the Deputy Commissioner and apprised him about the issue of the road.

    The DC after taking cognizance of the matter asked the concerned for resolving the issue at the earliest.

    Following the instructions of the Deputy Commissioner the SDM Thanamandi, Zakir Hussain; SDPO Thanamandi, Tehsildar Thanamandi, Mehmood khan, BDO Muzahair Shah and SHO Fareed Ahmed. The concerned DDC councillor Abdul Qyoom Mir also accompanied the team to resolve the issue.

    Rajouri March 01:- Chief Education Officer (CEO) has suspended a Library Assistant, posted in high school at Barnara in Lower Hathal Education Zone in Rajouri district, for alleged misbehaving with the girl students.


    CEO has ordered to constituted a three-member committee to inquire the allegations made in the complaint.


    The matter of misbehavior by the Library Assistant came to light when some parents, members of Panchyati Raj Institutions (PRIs) met with the headmaster of the school recently.
    The written complaint by the aggrieved parents wes forwarded to Ch Gulazar Hussain, Chief Education Officer (CEO) by the headmaster.


    Sikander Kumar, Library Assistant was also found on unauthorized absence from duty today. Keeping in view the complaint of misbehaving with girl students and unauthorized absence from duty, Ch Gulazar Hussain, CEO has placed the Library Assistant under suspension and till pending inquired he has been attached in higher secondary school at Khawas (remote area) in Khawas Education zone.


    Three -member committee, including Principals of boys higher secondary school , Nowshera; higher secondary school, Devak and concerned Zonal Education Officer, has been constituted to inquire about the complaint.
    “The committee has been asked to submit the report along with personal comments within 7 days to proceed further in the matter” said CEO.

    Rajouri March 01 :– Ex MLA Rajouri Raja Mohd Aslam Khan evicted from govt quarter by DC Rajouri. He was unauthorisedly occupying government quarter for 14 years at in Rajouri town in connivance of Irrigation department.

    It is pertinent to mention here that district administration Rajouri has launched a crackdown on illegal occupants of government buildings and in 6 weeks after joining of Mr Rajesh K Shavan as DDC , has so far vacated about 18 buildings of panchayat ghars, schools, hospitals, anganwari centres, ZEO office etc from illegal occupants.

    These buildings were occupied for 15 – 20 years and the influential persons were not allowing vacation. The public of area has highly appreciated the steps of DC. The ACR Rajouri and Tehsildar along with SHO got the quarter vacated as per instructions.

    SHOPIAN MARCH 01:— The District Administration Shopian has launched a major crackdown against sale of spurious pesticides in the district. In view of complaints received from various quarters of the district, the District Development Commissioner Shopian Sachin Kumar Vaishya constituted multiple teams of officials from Agriculture, Horticulture and Revenue Departments and directed for surprised inspection of all retail outlets/ warehouses of pesticides.

    A total of 31 pesticides sale outlets and 3 warehouses were inspected in Shopian, Hermain and Zainapora, registration documents were checked and 5 samples were lifted for laboratory testing. Out of these, 4 outlets including Shahid Agro Chemicals, Malik Agro Chemicals, Goodluck Agro Chemicals and Australian Pesticides were sealed for non-adherence to guidelines envisaged under Insecticide Act (1968) and Rules (1971) thereof. The teams instructed the dealers to strictly comply with guidelines in vogue.

    Regarding the surprised inspections Mr. Sachin said every single pesticide outlet/warehouse in the district shall be inspected for quality check of pesticides being sold and punitive action under law shall be ensured against unregistered/illegally operating units or those compromising with quality of the pesticides. He said that the Govt. has also constituted district wise law enforcement teams comprising of District Law Enforcement Officer, District Agriculture Officer, Law Enforcement Inspector (Vehil) and concerned Horticulture Development Officer for strict implementation of Insecticide Act (1968) and Rules (1971) thereof. The people can registered their grievances with these officers for immediate action.

    Earlier today the DDC held a press conference wherein he stressed upon the need to eradicate menace of spurious pesticides being sold in the district for bumper apple crop. He ensured the public that criminal action shall be initiated against such dealers who are involved in this racket of selling spurious pesticides thereby causing damage to the apple crops. He called upon the public as responsible citizens they should be eyes and ears of administration in the field and bring into our notice about sale and purchase of such pesticides so that stringent action is initiated against culprits.

    Rajouri February 28:–The Deputy Commissioner Rajouri, Rajesh Kumar Shava has ordered to clear all unauthorised advertisement boards, arches, hoardings, placards and banners with poles and frames on highways, public streets and pedestrian pavements.

    The Deputy Commissioner said these are the major hindrances to make the city clean. The unauthorised illogical and irrational display of advertisements such as illegal banners, hoardings and posters are among the major problems in making a city beautiful.

    “I am astonished to see that every electric pole, wall and every inch of space is flooded with these horadings” the Deputy Commissioner said.

    Those people who are installing hoardings/banners/placards should realise that they are also equal stakeholders in keeping the city clean and it is not judicious to publicise by defacing the city.

    The public of Rajouri has highly appreciated the steps of the District Administration and assured for full cooperation with the District Administration in such measures for marking the city beautiful.
