SHOPIAN MARCH 06: -The Development Commissioner of Shopian Sachin Kumar Vaishya today directed the health officials to issue SEHAT cards under Aayushman Bharat Pradhan Mantri Jan Arogya (AB PMJAY) SEHAT scheme to all registered beneficiaries and also ensure cent percent registration of left out on BIS Portal.
He said this while speaking in a meeting convened to review the implementation of Aayushman Bharat Pradhan Mantri Jan Arogya (AB PMJAY) SEHAT scheme here today. SDM Zainapora, Tehsildars, Chief Medical Officer, Block Medical Officers and MS DH Shopian attended the meeting.
On the outset CMO gave out that out of a target of 199716 souls (as per SECC, 2011) inclusions, 114000 have been registered on the BIS portal whereas 85716 are yet to be registered. He added that the process of uploading 1 Lakh souls under fresh inclusion is also taken up simultaneously as and when cases are received from village level and block committee. He informed that 100 CSCs are involved in the process and 30 more will be operationalised in next 3 days.
The meeting discussed in detail the modalities for speeding up the registration for SEHAT scheme. The SDM, Tehsildars and BMOs were directed to review the progress of the scheme in their respective blocks and also ensure that there is no overcharging for registration. Regarding issue of shortage of operators, the DDC said that 6 new operators will be provided to expedite the registration process.
The CMO was directed to submit the registration report under SEHAT scheme on daily basis besides ensuring functioning of 100 CSC centres in the district. The DDC directed health and Revenue departments to start IEC activities on mission mode by roping in other departments for creating mass awareness in the district for speeding up registration.

Rajouri, March, 06: To review the progress achieved regarding the formation and promotion of the farmers producer organizations and One District One Product scheme, the District Development Commissioner Rajouri, Rajesh K Shavan on Saturday convened a meeting with the concerned members of the District Level Monitoring Committee here in his office chamber.
The meeting was attended by the Chief Planning Officer, Mohammad Khurshid; Assistant Commissioner Revenue, Mohd Ashraf; General Manager DIC, Manzoor Hussain; DDM NABARD, Kanav Sharma; Chief Agriculture Officer, Mahesh Verma; Chief Animal Husbandry Officer, Chief Horticulture Officer, Madan Lal; Deputy Registrar Cooperative society, Antar Singh; Lead District Manager JK Bank, Jyoti Prakash and experts from Krishi Vigyan Kendra.
An FPO is a registered group of the farm community which promotes best practices of farming, maintains a marketing information system, diversifying and raising levels of knowledge and skills in agricultural production and post-harvest processing that adds value to products.
Chief Agriculture Officer informed the meeting that two FPOs comprising of 150 farmers each have been constituted in the district including one for Vegetables and the other for maize.DDC directed the CAO to ensure that the recently constituted FPOs perform their functions effectively for the betterment of the farm community in the district and also asked him take the assistance of the Lokmitra for monitoring purpose.
DDC while speaking during the meeting said that since Rajouri has been identified as a dairy district under OPOP scheme, therefore concrete measures sholud be taken for the promotion of the milk and milk products including Ghee, Paneer, Khoya etc in the district.
DDC said that the schemes ODOP are meant to enhance the production of local products in the district and asked the concerned authorities to take all possible measures to make the district an export hub in the identified products.
DDC asked the Deputy Registrar Cooperative society to constitute Self Help groups comprising of females only for marketing purpose of the identified products in the district.
Chief Animal Husbandry Officer has been directed to take concrete messures for enhancing the production of the milk and milk products in the district besides he has also been directed to submit the necessary action plan in this regard.
DDC also asked the CAHO to aware the masses about different loans provided by the Banks and other sponsering agencies for the purchase of the milch animals.
Rajouri, March, 06 :-The district administration Rajouri here has provided immediate financial aid to a poor family who suffered loss of domesticated animals in an incident of fire blaze one day ago.
Deputy Commissioner Rajouri, Rajesh K Shavan said that on 05 March, an incident of fire breakout took place in Sarol area in Rajouri and cattle shed of Ram Pal Sharma son of Sita Ram gutted with two buffaloes and one cow got charred alive.
Deputy Commissioner informed that we have approved an immediate financial aid of rupees One lac Ninety Seven Thousand and Eight Hundred only under SDRF to the victim family.
He informed that financial aid has been approved as per SOPs after a loss report submitted by a team headed by Tehsildar concerned

Growing up in Pulwama, I spent my formative years in the company of my grandfather, Haji Ab Rehman, in a loving extended family. I liked to rush to replenish his ‘hukka’ when the water ran dry. Thisgave me the opportunity to linger by his side, listen to his resonant voice and immerse myself in the stirring political discussions that he and his friends engaged in. Whenever I leaned in to listen, I realised there was a world beyond Kashmir.
Haji Ab Rehman Para was a farmer, a shepherd and a reputed social leader. His came from a poor family owning a small patch of land, with a hardworking wife and seven children. Through his perseverance and business acumen, he became prosperous. Not only was he able to provide for his family, he also never failed in his generosity towards those genuinely in need. When I started to venture into politics in the most militarised zone in the world, I held my Dadu’s values close and pledged to touch lives. I wanted to continue his legacy of affection, humility and generosity.
He was far ahead of his time in his views, for example about the social emancipation of women. I remember him as a man of eloquent words who had unshakeable conviction in the absolute necessity to educate girls. He acted to promote gender equality and women’s empowerment in Kashmir and beyond. Looking through his lens of women’s empowerment in Kashmiri society, I vowed to make sports more accessible for young girls who dreamt beyond the four walls of the kitchen. Significantly, his sense of gender fairness began at home. He treated his daughters and sons the same, and distributed his property equally among them. His passion for equality did not stop at home. He established a school in 1970 which is now a higher secondary school for girls in Naira village of Pulwama district.
My grandfather remained deeply embedded in social and political life for as long as he lived. He was a committed nationalist, and even amid political turmoil his contribution toward strengthening the level of peace and nonviolence, at the grassroots level, was exceptional. He would receive death threats, and his sons were attacked and held hostage many times, but these cowardly acts never bent or broke his spirit. He never hated the gunmen who threatened his freedom; however, he deplored the growing culture of gun violence throughout the Valley.
On Gandhiji’s birthday, October 2, 1996, I saw my grandfather outside our home, distributing sweets to children. I asked him, “Why are you distributing sweets today to the children outside?” He replied, “I want to teach these children to remember Gandhiji’s birthday because it will give them a feeling of love towards this day even if they remember it for getting sweets.” He was thinking about building a new generation that would be inspired by Gandhi’s ideals.
In the meantime, many children came to our house after they learned Haji sahib was distributing sweets. He said to them, “Children, I have distributed all the sweets I had, but next time, on Independence Day (August 15), I will buy more sweets for you all.”
A few months after Gandhiji’s birthday, on January 26, Republic Day, I found grandfather once again distributing sweets. Republic Day was and is a day full of anxiety in the Valley. I was afraid, as I noticed the reactions of some of the passersby who appeared hostile towards Dadaji’s open celebration of Republic Day. Back then, I never understood why he undertook such brazen displays of nationalism, which were deeply dangerous for our family’s wellbeing. Now, from where I stand, all I can see is that his love for the nation stemmed from his love for his homeland, Kashmir. He loved India, for the sake of Kashmir’s peace.
I remember the 2002 elections; militancy was at its highpoint. Regardless of the violence, he campaigned door to door, encouraged people especially women to cast their vote, not for any party but simply to participate in the electoral process. By late evening that day, some people threatened him for voting.
This was a life-changing moment for me and I began to understand the meaning of political activism, and learned about the basic importance of voter participation in elections to further democracy. I did not learn these lessons sitting in a lecture hall at a college, but by observing and understanding my grandfather closely. I began to participate in the process to work at the grassroots level, mobilising voters during assembly elections. My efforts paid off. Finally, the process caused a ripple effect in Pulwama and Shopian, and brought electoral success.
I remember once some local militants came to our house late at night, while I was preparing for class 8 exams. When I heard someone rattling the windows, I thought it was my brother and opened the door. To my shock, I found four armed men who pushed their way inside and wanted to find a room to sleep. One of them asked me “Whose house is this?” I said, “Haji sahib’s.” The armed men discussed this briefly among themselves and walked out. I was baffled and asked them, “Why are you leaving, what happened?” Their leader said, “I have heard from many that he starts discussing issues openly and is not afraid, and I will not be able to face him.
I get my courage from him, I get my never-give-up attitude from him but most importantly, I get my love for Kashmir from him. His words translated into actions and actions translated into integrated peace for one and all. His voice has guided me into being the fighter for democracy that I want to be. His hands have directed me to pick the ballot over the bullet. All of his personality was that of a peace-builder, something I have always aspired to be. My grandfather was a bigger democrat than those who sit in parliament today. His nationalism showed me the way to become a polling agent at a very tender age, when most are worried about peer pressure and careers.
His love for the nation only grew. He discussed many political incidents with me. In the 1980s, when militancy was at its peak and the Indian National Congress had to hoist a tricolour on Independence Day at the main chowk, Pulwama, no one dared to do so. It was the time when Congressmen were shunned in Kashmir, but my grandfather ensured that the flag was hosted at the chowk – a hotbed of militancy.
Despite frequent threats, Haji sahab never gave up, meeting people, debating, discussing and acting on his commitments was what he did all his life. He was known for his honesty in Kashmir and far beyond in New Delhi, Azadpur fruit market. Traders and farmers would give examples of his honesty and truthfulness. He loved to both be a kisan and be active socially and politically. A concerned citizen, he listened to radio news till late in the evening just to have a keen eye on the country’s national and geopolitical scenarios.
He was a keen observer and understood politics really well. In the 2002 assembly elections, he made a prediction that Mufti Mohammad Syed will be the chief minister. People thought that he had lost his senses, but his prediction proved right and the Congress and People’s Democratic Party formed a coalition government.
After a few days when grandfather went to meet Mufti sahib, I accompanied him. What I realise now, after his death, is that he never demanded recognition for his convictions or actions on nonviolence and women’s empowerment. My grandfather, an ardent freedom fighter, refused the recognition of a freedom fighter card and supplements given to him by the Indian National Congress. I draw from him when I identify as a person; I do not wish to call myself a political leader, I wish to be identified as someone who loves Kashmir deeply and would be willing to run relays between stakeholders for peace, in my land, in the hearts of my people and in our lives.
The stories of his integrity and selflessness towards home and country spread across boundaries. My grandfather continues to be an inspiration for me. I was fortunate to have someone to always look up to during all the years as a child and now as an adult who tries to carve out a future shaped by his noble example.
My grandfathers’ compassion and inclusive, farsighted vision for civil society and democracy has guided me throughout my life, from my earliest childhood memories until the present day. The kind of change an ordinary farmer brought in his village can multiply in effect if one looks through the lens of my grandfather, peace would be the rule and violence would be the exception.

RAJOURI, MARCH 04: Deputy Commissioner Rajouri, Rajesh Kumar Shavan today directed the Government officials to refrain from hiring a domestic servant below the age of 14 years.
He was reviewing the functioning of the Child welfare Committee, Juvenile Justice Board and District Child Protection Unit (DCPU) here at a joint meeting.
The meeting was attended by Senior Superintendent of Police, Chandan Kohli; Chairperson CWC, Iqbal Shawal; Project Officer ICDS, Kartar Singh; Chief Planning Officer, Khurshid Ahmed, Chief Medical Officer, Shamin in Nissa Bhatti; District Social Welfare Officer, Wakeel Ahmed Bhat; Child Development Project Officer; CEOs, Legal Cum Probation Officer, Shivangi Kant Sudan, Administrator OSC, Neetu Sharma; Women Welfare Officer, Anum Mirza, Labour inspector, Members CWC Rajouri.
Besides, Riyaz Ahmed , Principal Magistrate JJB Rajouri; Secretary DLSA Rajouri, Surinder Kumar Thapa and officers from the Prosecuting Wing also attended the meeting.
At the outset, Legal Cum Probation Officer, Shivangi Kant Sudan and Member CWC Rajouri appraised the chair about the functioning of their respective units and achievements made so far.
A detailed discussion was held with regard to ensuring effective implementation of the Act at district level by supporting the creation of adequate infrastructures, such as setting up Boards, Committees, Special Juvenile Police Units and homes; Identification of families at risk and children in need of care and protection; Assessment of the number of children in difficult circumstances and creating district-specific databases to monitor trends and patterns of children in difficult circumstances; Implement family based non-institutional services including sponsorship, foster care, adoption and after care; setting up of District, Block and Village level Child Protection Committees for effective implementation of programmes.
Other points discussed in the meeting included the growing issues of beggary in the district; lack of interdepartmental coordination; the opening of Anganwadi Centers in Slum areas; Child Marriage and other children related welfare issues.
The Deputy Commissioner stressed on the need for further strengthening of coordination among CWC, DCPU and Board, Police, Health and Education Departments to ensure the protection of interest of the children in need of care and protection and in conflict with the law. He advised the units to work in close coordination and make other departments aware of their role in meeting out the objectives of the Juvenile Justice Act.
He stressed on the need to reach out the children in difficult circumstances and strive hard to provide all assistance to them. He said it was the responsibility of the CWC to bring those children back to the safety net and maintain continuous follow up of the cases.
The Deputy Commissioner said there is a need to generate mass awareness among the students about the Juvenile Justice Act, CWCs through conferences, Seminars and by way of other means so that the targeted groups can be sensitized.
The Deputy Commissioner also reiterated that there is a need to train and build the capacity of all personnel (Government and Non- government) implementing the Act to provide effective services to children.
Calling for acting tough against domestic Child labour, the Deputy Commissioner said that no Government Employees shall keep the domestic Servants below the Age of 14 yrs.
The Deputy Commissioner also directed the Education authorities conduct a survey in the Government schools in the town to find about the students working as domestic help in the homes of the Government officials.
The Labour Department was directed to create a database about the number of labourers in the district along with the family history.
The Deputy Commissioner said that the District, Block and Village wise CWC committees will be constituted and made functional at the earliest.

Rajouri March 03:– A man wanted in a case of gunshot incident that took place on Wednesday in Chakli Bagla village of Rajouri has been arrested within 24 hours of the commission of crime.
SSP Rajouri Chandan Kohli said that an information was received on Wednesday afternoon that a man identified as Pritam Kumar son of Des Raj resident of Chakli Bagla village of Rajouri got injured after he was fired upon by a relative over some dispute.
” Man was shifted to Rajouri hospital where his treatment started while cognizance of the matter was taken in Chingus Chatyar police post and investigation was started by a team of police headed by Insp. Ashish Chowdhary.” SSP said.
He informed that during investigation, accused identified as Pawan Kumar son of Kishori Lal resident of Chakli Bagla have been arrested.
” Accused was on run but a police team raided at multiple locations and nabbed the accused.” said SSP.
Kishtwar, March 03: –Senior Congress Leader Thakur Randeep Bhandari today lashed out a Shahnawaz Choudhary after the later organized a protest under Congress party banner against Former Leader of Opposition and Senior Congress Leader Ghulam Nabi Azad.
Bhandari termed Azad as a true statesman and a man of high principles & morals. He added its Ghulam Nabi Azad who gave his entire life to strengthen the Congress party at ground Level.
He said Azad doesn’t needs any Certificate from people like Shahnawaz who have always acted against Congress and its leadership. It was Shahnawaz who disobeyed the orders of Party High command and contested election against Congress candidate in recent DDC Elections.
He added people like Shahnawaz don’t deserve any position or place in Congress party.
