    دنیا کا شان دار ترین وقت ہے‘ اللہ تعالیٰ نے ہمیں اس شان دار ترین وقت میں پیدا کیا‘ دنیا کے 90 فیصد ناممکنات ممکن ہوچکے ہیں‘ آپ دنیا کے کسی بھی کونے میں جا سکتے ہیں‘ آپ کو کوئی نہیں روکے گا‘ آپ ارب بلکہ کھرب پتی بن سکتے ہیں‘آپ کے راستے میں کوئی شخص رکاوٹ کھڑی نہیں کرے گا‘ آپ کسی بھی بیماری کا شکار ہیں۔ اللہ تعالیٰ نے دنیا کے کسی نہ کسی کونے میں اس کیشفاء کا بندوبست کر دیا ہے‘ آپ دنیا کی ہرکتاب پڑھ سکتے ہیں‘ دنیا بھر کی عدالتیں بھی آپ کے لیے

    کھلی ہیں اور دنیا کے تمام تعلیمی اداروں کے دروازے بھی‘ آپ صرف یو ٹیوب کو اپنی زندگی کاحصہ بنا لیں‘ آپ دنیا کا ہر علم سیکھ لیں گے‘آج سے پچاس سال پہلے تک لوگ ملیریا‘ خناق‘ تشنج‘ ٹی بی‘ خسرہ‘ کالی کھانسی اور پولیو سے مر جاتے تھے‘ ہم آج اپنے بچوں کو حفاظتی ٹیکے لگواتے ہیں اور یہ زندگی بھرکے لیے ان بیماریوں سے محفوظ ہو جاتے ہیں۔انسان نے اپنی اوسط عمر میں بھی اضافہ کر لیا‘ دوسری جنگ عظیم تک اوسط عمر پچاس سال ہوتی تھی‘ لوگ 45سال کی عمر میں ریٹائر ہو جاتے تھے اور ریٹائرمنٹ سے پانچ دس سال بعد انتقال کر جاتے تھے‘ آج دنیاکی ’’ایوریج ایج‘‘ میں اضافہ ہو چکا ہے‘ جاپان میں سو سال سے زائد عمر کے 67 ہزار 824 لوگ موجود ہیں اور یہ چلتے پھرتے اور دوڑتے بھاگتے ہیں‘امریکا میں مرد 90سال اور عورتیں عموماً92سال زندہ رہتی ہیں‘ یورپ میں مردوں کی اوسط عمر80سال اور خواتین کی 84 سال ہو چکی ہے اور پاکستان میں بھی اس وقت ایک کروڑ 13 لاکھ لوگوں کی عمریں 60 سال سے زیادہ ہیں‘ یہ تعداد کل آبادی کا ساڑھے چھ فیصد بنتی ہے۔دنیا میں پچاس سال پہلے تک یہ ممکن نہیں ہوتا تھا‘لوگوں کو زبردستی فوج میں بھرتی کر کے محاذ پر بھجوا دیا جاتا تھا اور یہ وہاں سے زندہ سلامت واپس نہیں آتے تھے‘ آج پوری دنیا میں جبری فوجی بھرتی پر پابندی لگ چکی ہے‘ آج صحت‘ تعلیم‘ روزگار اور خوراک دنیا کے ہر انسان کا بنیادی حق بن چکی ہے اور دنیا کا کوئی قانون کسی شخص کو اس حق سے محروم نہیں کر سکتا‘ دنیا کی نوے فیصد حکومتیں لوگوں کےووٹوں سے بنتی ہیں اور کون کس وقت ان کا حکمران ہو گا یہ فیصلہ لوگ کرتے ہیں‘ آپ اپنی خواہش سے اپنی شہریت تک بدل سکتے ہیں‘ آپ جب چاہیں اپنا ملک‘ اپنی زبان اور اپنا کلچر بدل لیں‘ آپ کو کوئی نہیں روکے گا‘ لوگ آج اپنی جنس تک بدل لیتے ہیں‘ اپنا رنگ تک تبدیل کر لیتے ہیں‘ اپنی نشست وبرخاست‘ اپنا وے اف تھنکنگ اور اپنا لائف اسٹائل تک بدل سکتے ہیں۔کیا یہ مقام شکر نہیں‘کیا ہمیں دنیا کے بہترین وقت میں موجودگی پر اللہ کا شکر ادا نہیں کرنا چاہیے‘ اللہ تعالیٰ اگر ہمیں دو اڑھائی سو سال پہلے پیدا کر دیتا اور ہم کسی مہلک بیماری‘ جنگ یا کسی درندے کا رزق بن جاتے یا پھر غلام ابن غلام ہوتے اور کسی جاگیر دار کے گھوڑوں کی لید صاف کرتے کرتے مر جاتے تو ہم قدرت کا کیا بگاڑ سکتے تھے‘ کیا ہم اس دور ابتلاء میں اپنی پیدائش پر کوئی سوال اٹھا سکتے تھے؟ کیا ہم قدرت سے ٹکرا سکتے تھے! جی نہیں چناں چہ ہم اگر اکیسویں صدی میں ہیں تویہ اللہ کی خاص مہربانی‘ یہ اس کا خصوصی کرم ہے اور ہمیں اس کرم پر اس کا شکر ادا کرنا چاہیے۔ہم روز اپنی مرضی سے سوتے اور اپنی مرضی سے جاگتے ہیں‘ ہم نیند کے لیے دوائوں کے محتاج نہیں ہیں اور اگر ہیں بھی تو ایک چھوٹی سی گولی ہمیں نیند کی گہری وادی میں لے جاتی ہے اور ہم پھر اس وادی سے بحفاظت واپس آ جاتے ہیں‘ کیا یہ اللہ کا کرم نہیں اور کیا اس پر ہمارا سجدہ نہیں بنتا؟ہم جو چاہتے ہیں ہم کھا لیتے ہیں اور یہ معدے اور چھوٹی اور بڑی آنت سے ہوتا ہوا باہر نکل جاتا ہے‘ ہمارا اپنا فضلا ہماری آنت میں جم کر ہمارا جسم گلانا شروع نہیں کرتا‘ ہم جو چاہتے ہیں پی لیتے ہیں اور ہمارے گردے ہماری بے احتیاطی‘ ہماری حماقت کو فلٹر کر کے باہر نکال دیتے ہیں‘ یہ اسے ہمارے خون‘ ہمارے جسم میں نہیں رہنے دیتے‘ ہم بارہ سو کیمیکل میں زندگی گزار دیتے ہیں اور ہماری ناک‘ ہمارے پھیپھڑے ان کیمیکلز کو جسم سے خارج کرتے رہتے ہیں‘ یہ انھیں ہمیں نقصان نہیں پہنچانے دیتے‘ہماری پلکیں ہوا میں تیرتے کچرے کو صاف کرتی رہتی ہیں‘ ہمارے کانوں کی میل کیڑوں‘ مکھیوں اور مچھروں کو ہمارے دماغ سے دور رکھتی ہے‘ ہماری ناک کے غدود پلوشن کو جسم میں داخل نہیں ہونے دیتے‘ ہماری زبان سات ذائقے چکھ لیتی ہے‘ ہماری ناک خوشبوئوں کے دس پیٹرن محسوس کر لیتی ہے۔ہم جس چیز کو چھونا چاہتے ہیں چھو لیتے ہیں‘ ہم جو آواز سننا چاہتے ہیں سن لیتے ہیں‘ ہم میں گرم اور ٹھنڈے دونوں احساس ابھی تک زندہ ہیں‘ ہم بول بھی سکتے ہیں‘ہم اپنی بات بھی سمجھا سکتے ہیں‘ ہم اپنے اللہ کو بھی یاد کر سکتے ہیں اور ہم اچھے اور برے کی تمیز بھی کر سکتے ہیں تو پھر ہمیں مزید کیا چاہیے‘ ہمیں اپنے اللہ کا شکر ادا کرنے کے لیے مزید کون سی نعمت‘ مزید کون سا کرم چاہیے؟میرے ایک ارب پتی دوست ہیں‘ یہ پراسٹیٹ کینسر میں مبتلا ہوئے‘ آپریشن ہوا اور ان کا پیشاب کنٹرول کرنے کا سسٹم خراب ہو گیا‘ یہ اب اپنا پیشاب کنٹرول نہیں کر سکتے‘یہ پیمپر لگا کر سارا دن گھر میں بیٹھے رہتے ہیں‘ میں ان کے پاس گیا تو یہ دھاڑیں مار کر رونے لگے‘ میں نے تسلی دی تو یہ آنسو صاف کر کے بولے ’’میں بیماری کی وجہ سے نہیں رو رہا‘ میں اس لیے رو رہا ہوں اللہ نے مجھ سے سجدے کی توفیق بھی واپس لے لی۔میں اب نماز پڑھ سکتا ہوں اور نہ عمرہ اور حج کر سکتا ہوں‘‘ میں یہ سن کر کانپ اٹھا اور آسمان کی طرف دیکھ کر عرض کیا’’یا باری تعالیٰ تیرا کتنا کرم ہے‘ تم نے ہمیں سجدوں کی توفیق عطا کر رکھی ہے‘ ہم جب چاہتے ہیں تیری بارگاہ میں سجدہ ریز ہو جاتے ہیں‘ دنیا میں کتنے لوگ ہیں جو سجدے کی لذت سے محروم ہیں‘‘ میں نے ایک دن فٹ پاتھ پر ایک بھکاری کو دیکھا‘ وہ دو اینٹیں جوڑ کر بیٹھا تھا اور بار بار کہتا تھا ’’ یا باری تعالیٰ تیرا کتنا کرم‘ کتنا رحم ہے‘ میرا وقت صرف میرا ہے‘ میں کسی کا غلام‘ کسی کا نوکر نہیں ہوں‘‘ میں اس کے پاس رک گیا۔جیب سے پچاس روپے نکال کر اس کے گتے پر رکھ دیے اور پوچھا’’مجھے تمہارے شکر کی سمجھ نہیں آئی‘‘ وہ ہنس کر بولا ’’میں ہر وقت مصروف لوگوں کو دائیں بائیں سے گزرتے دیکھتا ہوں‘ یہ لوگ رزق کے غلام ہیں‘ یہ رزق کے لیے اپنی زندگی تک گروی رکھ چکے ہیں جب کہ اللہ نے مجھے اس دکھ سے رہائی دے رکھی ہے‘ میرا وقت صرف میرا ہے‘ میں جہاں چاہتا ہوں بیٹھ جاتا ہوں اور تمہارے جیسا کوئی نہ کوئی شخص میرے حصے کا رزق مجھے دے جاتا ہے‘ میں اپنے اللہ کا شکر کیوں نہ ادا کروں‘‘ میری آنکھوں میں آنسو آ گئے اور میں نے سوچا‘میں کتنا بدبخت ہوں‘ مجھے شکر کی اتنی توفیق بھی نہیں‘ آپ بھی سوچیں‘ آپ کو بھی احساس ہو جائے گا ہم کتنے بدبخت ہیں؟ ہم اس کا کھاتے ہیں مگر شکر کے لیے اسے سجدہ نہیں کرتے۔

    Rajouri,December. 07:Zila Sainik Welfare Board Rajouri celebrated the Armed Forces Flag Day at Rajouri.

    District Statistics and Evaluation Officer, Bilal Rashid who is also holding the charge of Zila Sainik Welfare Officer, pinned a token Flag on the self of Deputy Commissioner Rajouri Mohammad Nazir Sheikh Additional Deputy Commissioner Sher Singh and Assistant Commissioner Revenue, Mohd Ashraf on the occasion. The Officers/officials also made contributions towards the Armed Forces Flag Day Fund.

    While speaking on the occasion, Zila Sainik Welfare Officer, Bilal Rashid Mir said, Armed Forces Flag Day is an important occasion for remembering the soldiers who sacrificed their lives for protecting the territorial integrity of the nation.

    The Zila Sainik Welfare Officer also appealed Public & all stake holders to contribute in Armed Force Flag day fund to honour the sacrifices made by the valiant soldiers in the line of Duty and to help their families.

    He reiterated that the funds collected on Flag day are used for the welfare of serving personnel and ex servicemen and also to rehabilitate battle casualties.

    He also informed that, Zila Sainik Welfare Board is always ready to facilitate the families of Armed Force personnel, to settle their issues & for redressal of their grievances.He also intimated that shortly a Workshop shall be organised to discuss various issues of Retired Army personnel, so that the same may be highlighted before concerned quarters.

    Rajouri,December,07:With the aim to eradicate the menace of drug abuse in the district,the Social Welfare Department Rajouri on Monday organised a Drug de addiction sensitization programme here at ICDS Project Rajouri.

    District Social Welfare Officer besides various members spoke on the occasion and deliberated on the ill-effects of drug abuse and highlighted the need of taking preventive measures to eradicate the menace of drugs and other social evils in the district.

    The organisers said the main aim of the programme was to spread awareness amongst the student community to take necessary steps for curbing the drug menace.

    While speaking on the occasion,the DSWO said that drug addiction and substance abuse affects the capabilities and energies of the youth and it is the responsibility of all stakeholders to work together and eradicate the menace,which is growing at an alarming rate.

    He added that besides de-addicting the drug users,there is a dire need to address the major reasons which provoke the youth to take drugs. Drug abuse makes the youth dependent, incapable to face the challenges and finally takes their life.

    Kishtwar December 07:–The phase lV of the DDC and Panchayat By-Election 2020 which ended today peacefully here for the two District Development Council constituencies of district kishtwar Viz Mughal maidan and Inderwal ended with recorded turnout of 70.32%.

    Despite the uncertainty in weather conditions, the people from all walks of life came out in large numbers to exercise their franchise amid administrative and security arrangements.

    During the poll, District Panchayat Election Officer kishtwar Ashok Kumar Sharma visited the various polling booths and personally inspected the logistics and security arrangement in these polling stations for effective ,transparent and fair conduct of the elections.

    He was accompanied by SDM Chatroo Inderjeet Singh Parihar,Tehsildar Chatroo Suman Sharma ,Tehsildar Mughalmaidan Nayeem Iqbal Sheikh, BDO Mughal Maidan Arun Kumar Badyal, SHO Chatroo Sandeep Parihar Besides other officers.

    The polling in this phase was held for 2 DDC constituencies ,1 sarpanch vacant seat and for 1 panch seat in Mughal maidan and 1 vacant Sarpanch seat in Inderwal Block.

    The turnout for DDC polls was recorded at 70.69% in Inderwal and 69.98% in Mughalmaidan DDC Constituency besides the turnout for Sarpanch seat at Inderwal is 80.58% and for mughalmaidal is 74.77%.

    Whereas highest poll percentage of 97.59% was recorded for vacant panch seat of Mughalmaidan.

    With the successful completion of first 4 phases now the district administration headed by DPEO Kishtwar is bracing for the phase V of DDC and Panchayat by polls to be held on 10-12-2020 for two DDC constituencies of Palmar and Thakrie, for which Training of the staff has already been done and the dispatch of the polling staff will take place on 09-12-2020.

    SRINAGAR, DECEMBER 06: (GNS)Lieutenant Governor, Manoj Sinha, today inaugurated cloud based, web enabled e-Customer Care Centre of Kashmir Power Distribution Corporation Limited (KPDCL) at Bemina and dedicated it to the public.

    Speaking on the occasion, the Lt Governor observed that the new facility is aimed at providing real time enquiry and grievance redressal to Power consumers.

    “With the functioning of the Customer Care Centre, the Power Supply Grievances Redressal Mechanism has been institutionalized for handling power supply related complaints”, he added.

    The Lt Governor observed that the new Centre will ensure minimum downtime and quick power restoration. Action taken reports will be generated to fix the accountability and ensuring transparency.

    The Customer Care Centre facilitated with modern technology will work round the clock to receive complaints through several channels such as telephone, email, and social media. It shall benefit the general public who can avail customer services through voice calling and messaging facility on 5 dedicated phone numbers catering to 50 lines at a time and Customer Care Executives shall be available 24x7x365, said the Lt Governor.

    Concrete measures have been undertaken to provide better facilities to people through upgradation and augmentation of the power sector, he maintained.

    On the occasion, the Lieutenant Governor was given a live demonstration about the functioning of Customer Care Centre where consumers can resolve their queries regarding electricity related problems in their respective areas through telephone or social media platforms.

    Earlier, Principal Secretary, Power Development Department, Rohit Kansal, in his address, lauded the efforts of the KPDCL and said such public friendly initiative is the need of the hour to provide common people with a facility to register their power supply related complaints.

    Managing Director, KPDCL, Mohammad Aijaz gave a detailed briefing on the functioning of the Customer Care Centre.

    It was informed that the project with an estimated cost of Rs 29.80 Lakhs was completed well within a month’s time.
    The e-Customer Care Centre features e-Ticket generation with acknowledgement SMS to the consumer at the time of registration of complaint and SMS after resolution of complaint, app based solution with instant ticket forwarding to concerned SDO/ field officer through App installed on their smartphones, posting of feedback by concerned officer through App or desktop with facility of photo capturing to provide factual ground reporting to higher management, easy monitoring of consumer complaints and report generation at Divisional/Circle/Wing level by higher management through privilege based access management, options of Auto or manual escalation of complaints not redressed within stipulated time, cloud based solution provides the flexibility of attending the calls from any place and with any device (Mobile or Desktop), and integrated with WhatsApp, Twitter, Facebook, Mail & Chat. The Customer Care Solution features real time MIS enabling seamless monitoring by KPDCL management.

    :– Fifteen government employees, including, lecturers, master have been placed under suspension by the Deputy Commissioner for remaining absent from their duties assigned to conduct (during 1st & 2nd phase) ongoing DDC & Panchyat by- elections.
    Meanwhile, Chief Education Officer (CEO) Rajouri has recommended to Director School Education (DSE) ,Jammu for the suspension of the headmaster for remaining on unauthorized absence from duty.
    In an order issued on Friday, Mohd Nazir Sheikh, District Panchyat Election Officer (Also Deputy Commissioner) has placed 15 employees under suspension and attached them in the offices of their district officers.
    “The employees who were drafted for election duties for the conduct of DDC/Panchyat by-election 2020 are hereby placed under suspension with immediate effect for dereliction of duty” the order reads.
    Those suspended include Mohd yaqoob, Narinder Kumar, Amit Sharma, Mohd Azam (reserved), Janghir Abass (reserved) all teachers; Sunil Kumar, Mohd Iqbal ,Harshal Sharma, all lecturer; Jugesh Chander (Master), Rama Kanth (library assistant); yaser Arafat (FCS&CA) Mohd Khalid (tehsil office Manjakot) both junior assistant; Mir Baz (animal husbandry), yash Pal (reserved, Sunderbani) both SVP and Manohar Lal, senior assistant (tehsil office Kalakot).
    Manohar Lal has been attached with the office of Additional DC,Kalalkot, Yaser Arafat with the office of Assistant Director FCS&CA and remaining have been attached with the office of Chief Education Officer (CEO).
    Meanwhile, after several public complaints CEO, Rajouri directed Zonal Education Officer (ZEO), Lower Hathal to conduct an inquiry against Mushtaq Ahmed, headmaster, government high school at Barnara , who allegedly remain absent most of the time from duties since his joining in the year 2018.
    During inquiry & visit to the school (on December 5) ZEO, found the allegations genuine. He also found that the said headmaster has submitted a leave application on WhatsApp group which was addressed to CEO, Poonch district while he is serving in Rajouri district.
    On the report of ZEO, Chief Education officer, vide his office letter dated 5/12/2020 forwarded to the Director School Education, Jammu, has recommended the suspension of the headmaster.

    Ramban, December 6–: In connection with the ongoing district level elections of Jammu and Kashmir rehabar-e- raleem Teachers Forum (JKRETTF), Farooq Ahmed Rounyal has been elected as third time unopposed District President of the Forum from Ramban district where as Pretam elected as vice president and Javeed Iqbal as Gen sec of the forum .Anchal Singh has been unanimously nominated as the District Senior Vice President.
    According to the press release issued here, nomination forms for three posts were called after the notification issued by the UT Election Commission of the forum for the elections.     JAMMU: Division Bench of High Court comprising Chief Justice Gita Mittal and First Puisne Judge Justice Rajesh Bindal today expressed deep anguish over failure of the Estates Department in taking serious steps for vacation of Ministerial bungalows/ Govt accommodations from ex-Ministers/ex-Legislatures/ ex-Bureaucrats in the UT of J&K.
    The Division Bench, in the open court through video conferencing, termed the situation intolerable and directed the AAGs BA Dar and Aseem Sawhney appearing for the Govt of Jammu & Kashmir and Estate Department to file a comprehensive affidavit indicating the arrears of rent, water, electricity and also amounts spent on renovation, repairs and maintenance particularly for the period of illegal occupation by the ex-Ministers/ex-Legislatures and ex-Bureaucrats.
    When the PIL came-up for hearing, Advocate Sheikh Shakeel Ahmed appearing for the petitioner submitted that since June 2018, the ex-Ministers/ex-Legislatures are over staying in the ministerial bungalows/ A Type Kothies and the Estate Department has selectively got the accommodations vacated but have not taken serious steps in ensuring the illegal occupants belonging to a particular political party.
    He specifically referred the list of unauthorized occupants furnished by AAG Aseem Sawhney with the status report filed by Estates Department pursuant to the directions of the Division Bench dated July 8, 2020.     Advocate Ahmed further referred sorrel judgments of the Apex Court wherein it has been ruled that after demitting the office, the Ex-Ministers/Ex-Bureaucrats are not entitled to the Govt accommodation. He further submitted that time bound directions are required to be issued to the Estates Department to ensure vacation of Ministerial Bunglows/Govt Accommodations from Ex-Ministers/Ex-Bureaucrats.
    On a specific query from the Division Bench, BA Dar, AAG fairly submitted that there is no provision for providing accommodation to the Ex-Ministers/Ex-Babus in J&K. AAG Aseem Sawhney informed the Division Bench that there are regulations in J&K for regulating allotments by the Estates Department.
    However, Division Bench observed that there is no such provision to provide accommodations to the ex-legislators/ ex-ministers who have outlived their tenure. Considering the seriousness of the matter, DB directed the Govt of Jammu & Kashmir to file separate tabulation and affidavit indicating the charges on maintenance/white wash particularly after the demitting of office by the unauthorized occupants and these details were directed to be filed within two weeks.
    Division Bench further directed the Registry to serve a copy of order along with a copy of the compliance report filed by AAG Aseem Sawhney upon all those who are occupying the Govt accomodation.
    Division Bench was also informed by AAG BA Dar that there are certain stay orders/interim directions issued from various courts and the Estates Department is not in a position to proceed further in the matter. Accordingly, DB openly observed that any such order/direction issued in violation of Supreme Court judgments cannot be of any benefit as the law declared by the Supreme Court is the final word on the subject.
    Division Bench, at this stage, directed both AAGs to furnish the details of all such cases before the next date of hearing. Looking into the importance of the matter, the DB directed Registry to re-notify the instant PIL on December 22.

    JAMMU: To instil accountability and transparency, the Government has issued directions for conducting 100% physical verification of all the works completed during the last financial year and ongoing works of current year as expeditiously as possible and made it clear that non-cooperation with the inspecting teams will be viewed seriously and strict disciplinary action will be initiated against the concerned.
    However, the inspecting teams have opined that exercise will yield desirable results when final payments are released to the executing agencies only after completion of physical verification as glaring instances have come to the fore during the inspection of several works and projects till date.
    As per the General Financial Rules, no work can be executed without budgetary support, administrative approval, e-tendering, technical sanction and other codal formalities. Further, to ensure that all works are executed as per the Detailed Project Report/estimates and to instil accountability and transparency, 100% physical verification has been mandated.
    To achieve this objective, the Finance Department has uploaded the list of all the works/projects completed during 2019-20 along with photographs in the public domain. However, in order to further fine-tune the present mechanism of conducting physical verification of works/projects, Financial Commissioner Finance Dr Arun Kumar Mehta has issued fresh instructions and directions.
    “The process of conducting 100% physical verification of all works/projects completed during 2019-20 and ongoing works of 2020-21 shall be completed expeditiously and all executing agencies/officers shall lend necessary assistance to physical verification teams to achieve the desired objective”, the Financial Commissioner Finance said.
    Through the latest instructions the inspecting teams have been asked to examine whether all basic codal formalities like administrative approval, technical sanction and e-tendering have been adhered to besides examining availability of budgetary support, DPR, tendered/allotted cost and expenditure incurred etc.
    “The inspecting teams should verify any visible and major deficiency which require the attention of the executing agencies for necessary remedial action”, the Government said, adding “in case Regional Director considers it feasible to get any work technically inspected by Directorate of Designs, Inspections and Quality Control, he/she may take up the matter with the Chief Engineer concerned under intimation to the Finance Department and Public Works Department”.
    Directing all the executing agencies to provide necessary details to the inspecting teams well in time and required support during the physical verification at the site, the Financial Commissioner Finance has made it clear that denial of information on the part of the executing agency will be viewed seriously and strict disciplinary action will be initiated.
    The District Statistical and Evaluation Officers (DSEOs) will bring such cases to the notice of the Regional Director, who will take up the matter with the concerned agencies and in appropriate cases the matter will be brought to the notice of the Finance Department.
    “Any deficiency found during the inspection with regard to UT/District Sector works will be brought to the notice of concerned Executive Engineer directly by the DSEOs while as serious deficiencies will be brought to the notice of the Chief Engineer R&B/head of the executing agency concerned for carrying out necessary remedial measures”, read the instructions.
    However, in case of blatant violation of codal formalities, the same will be brought to the notice of Administrative Department/Finance Department by the Regional Director of Economics and Statistics with complete details.
    The officers who are part of the inspection teams told EXCELSIOR on the condition of anonymity that exercise will yield desirable results when final payments are released to the executing agencies only after completion of physical verification.
    “We have noticed glaring instances of leaving certain works on the ground and reflecting the same as completed in the papers only to get full payments released and this obviously has taken place with the connivance of the officers of the concerned departments”, they said, adding “there is a need to evolve a mechanism so that final payments are made to the executing agencies only when the inspecting teams verify that works have been completed strictly as per the Detailed Project Reports”.
    Moreover, poor maintenance of recently completed works/projects has also come to their notice and this aspect is also required to be taken seriously by the Government and action should be initiated against those responsible for the same, sources said, adding “there is also need to give some sort of perks to the inspecting teams so that they are compensated for the additional task assigned to them”.
