    Apni Party says it has support of independents and others to head 6-7 DDCs in J-K

    Srinagar, December 29 : The Jammu and Kashmir Apni Party (JKAP) is aiming to have its chairpersons in at least six to seven District Development Councils with the help of Independents and members of other parties who are ‘willing’ to cross over, its chief Altaf Bukhari said on Monday.

    Elected DDC members will pick the chairpersons in 20 districts — 10 each in Jammu and Kashmir — within three weeks.

    The JKAP won only 12 DDC constituencies out of a total of 280 in the first democratic exercise in Jammu and Kashmir after the revocation of its special status under Article 370 of the Constitution and its bifurcation into union territories in August last year.

    A businessman-turned-politician who was part of the PDP-BJP coalition government in Jammu and Kashmir between 2015 and 2018, Bukhari said his party had quietly fielded independent candidates. ‘On Sunday, I have paraded all the 21 (winning) independent candidates at the party meeting. There was no coercion whatsoever,’ he said.

    Targeting the rival People’s Alliance for Gupkar Declaration (PAGD), Bukhari said, ‘They built a false narrative against my party that we are the ‘B team of BJP’ or the ‘King’s party’. We were trying to build a base in the newly carved out Union Territory and were attracting the right kind of people, including intellectuals and well educated.’ ‘The other political parties made attempts to sabotage our identity and also went ahead in claiming that the elections were for restoration of Article 370, et cetera, et cetera,’ Bukhari told PTI here.

    Asked about the below-expectation performance of the JKAP, the new entrant in the political space of Jammu and Kashmir, he said, ‘Please understand that 12 (candidates) won on our ticket while 21 independents were supported by us.’ ‘Secondly, we were just born a few months back but our vote share is more than that of the PDP which has been in the political arena for more than two decades. We have been moving around and telling people about our party. The cadre base is building and we will only improve from here,’ he said.

    The JKAP secured 5.3 per cent of votes in the eight-phase elections held between November 28 and December 19. The counting of votes took place on December 22.

    The Peoples Democratic Party led by former chief minister Mehbooba Mufti had secured only 3.96 per cent votes.

    The BJP topped the chart with 24.82 per cent vote share, followed by the National Conference with 16.46 per cent. Independent candidates had a vote share of 13.82 per cent.

    The JKAP was contesting against the People’s Alliance for Gupkar Declaration (PAGD) which comprise the National Conference, the PDP, People’s Conference, CPI(M), CPI, JK People’s Movement and the Awami National Conference.

    Bukhari said the JKAP has been working towards having its chairperson in as many as six to seven districts in the union territory.

    ‘People have been approaching us and are willing to cross over. The independent winners are willing to join us as the JKAP is not a dynastic political party and there is scope for climbing up the ladder if one performs well,’ he said.

    While PAGD swept the polls by winning 110 seats, the BJP emerged as the single largest party by getting 75 seats in the first democratic exercise after the revocation of Jammu and Kashmir’s special status under Article 370 of the constitution and bifurcation of the erstwhile state into union territories.

    There are 280 DDC constituencies – 14 each in 20 districts. The results of two seats — one each in Bandipora and Kupwara districts of north Kashmir — are awaited as the counting of votes has been deferred there till further orders.

    State Election Commissioner K K Sharma had last week said the counting in Drugmulla constituency of Kupwara and Hajin-A in Bandipora have been kept in abeyance to clear the citizenship issue of two of the candidates.

    Two Pakistan-occupied Kashmir (PoK) nationals, who are married to former militants, are among the contestants from the two constituencies.

    Among the rest 278 seats, the BJP won 75 DDC segments, followed J&K National Conference 67, PDP 27 and Congress 26, Apni Party 12, J&K People’s Conference eight, CPI(M) five, People’s Movement three, J&K National Panthers Party and PDF two each, BSP one and independents 50.

    In his opening address Ashok Sharma former legislator and AICC Coordinator Congress Vichar Vibhag said that Congress is an ideology  which represents the ethos and aspirations of the people of India. This ideology is time tested and has already proved its mettle by liberating India and taking the country forward on the road of progress and prosperity coupled with green and industrial revolutions enhancing the GDP to the level of plus ten. Unfortunately  now the GDP growth has come down to mines 23.9 where as the farmers are still in this situation are contributors of 3.5 GDP growth. But the farmers are forced to come on streets against the atrocities of the present government, committing suicides and demanding roll back of recent black laws added Mr. Sharma. Mr. Ashok Sharma also demanded liberation of the farmers from recent  black laws  in-acted.  He made  an appeal to the people  of India to support the farmers  struggle irrespective of their profession, region, political affiliations cast-colour and greed. 

    Vinod Sharma, Chairman, J&K Displaced Persons Congress  said that time has come to fight another freedom struggle to liberate the country from the clutches of present dispensation. Mr. Sharma, while speaking on the occasion said that Congress after getting the country liberated created developmental infrastructure all over the country in all fields but unfortunately the present government has put the railways, air lines and industries on sale. S. Teja Singh, State Coordinator, CVV, North Kashmir said that it is evident that farmers throughout the country are on cross roads forcefully demanding the with drawl of three dracononian laws. He has shown confidence that throughout the country people have come forward to support farmers despite of efforts to communalise the situation by the ruling dispensation. Inaction by the government in the matter can lead to serious consequences he warned. While congratulating the countrymen on the foundation day of the Congress Khilari Lal Kouran, Advocate expressed deep concern over the ongoing farmers agitation and appealed one and all to support the genuine struggle of farmers.     Ramban, December 27:– Dozens of rehabar-e-taleem(RET) teachers of different education zones of district Ramban are still waiting for their regularization from last more than one year after the completion of their first five-year of service,where as many are waiting for orders for teacher Grade II and III .
    These teachers said that they had given their five years of services on the meger salary of rupees 3000 per month and after successful completion of fives years they are not being given the regularization orders from last more than one year. District President Ramban of RET teachers forum Farooq Ahmed Runyal said that dozens of teachers from zone Ukhral and other educational zones of the district have not been given permanent orders from last more than one year and their files are licking dust in the office of the Director of Education, Jammu .He added that in- service teachers who have completed two-year departmental B.Ed course through IGNOU are also waiting for the final grade cards, which may cause difficulties to the teachers who have completed the promotion period.He also said that teaching and non teaching staff of zone Khari of district Ramban are with out salaries from November due to vacant post of ZEO/DDO in the zone,where as zone Ukhral of the district is also with out DDO/ ZEO. They appealed director school education Jammu to issue the pending orders of teachers of the district,provide DDOs on vacant posts of ZEOs and make answerable to IGNOU authorities on unnecessary delay in providing of final grade cards of teachers who have completed their degrees so that the teachers of the district can’t suffer more. He more said that teachers are on the verge of starvation due to pending orders.

    Doda,December 27:–The District Administration under the supervision of DDC Doda Dr Sagar D Doifode starts it’s preparedness to conduct the oath ceremony of the newly elected members of District Development Council Doda.

    The DDC informed the meeting that oath ceremony will be conducted on 28th of December at Community hall Doda.

    While finalising the course of the program,the DDC said that program will be started with National Anthem.

    Further speaking DDC directed the concerned to finalize the list of invitees so that proper seating arrangement shall be ensured at the venue, besides informed that he himself will administer oath to the elected members of the DDC.

    DDC directed all the concerned to make concerted efforts to make the program a highlight, besides asked them to ensure all the arrangements to be in place at the venue well before the commencement of the ceremony.

    The meeting was attended by ADDC Doda,ACR Doda,Dy DEO Doda, DIO Doda, Tehsildar Doda, Deputy Registrar Cooperatives,Treasury Officer Bhaderwah, BDO Dali Udhyanpur, Ghat, BDO Bhalla, besides other concerned officials.

    Reasi,December, 27: –All J&K Youth Federation, Incharge District Reasi, Rahul Dev Singh condemn the attack on a taxi driver at ban toll plaza by the toll plaza employees yesterday on 26th of December where the driver was beaten and car was damaged by the toll plaza goons.

    Rahul Dev Singh said that such inhumane acts are not tolerable at any cost at any place in the Jammu and Kashmir especially in District Reasi and attack done on a poor person by the employees of the ban toll plaza is highly condemnable. “Installation of toll plaza’s in Jammu province is already opposed by the general public and such kind of incident occurring at toll plaza is a warning to the upcoming disaster” he added.

    AJKYF Incharge District Reasi demanded termination of such employees from the toll plaza and demanded strict action against the goons besides compensation to the poor driver for the damage occurred to his vehicle and mental and physical harassment to him and his brother.

    Rajouri December 26 :–Police here in Rajouri town have arrested a notorious thief recovering thirty two stolen Liquified Petroleum Gas (LPG) cylinders from his possession.

    Accused have been identified as Jawaid Maqbool son of Mohammad Maqbool resident of ward 8, Rajouri town.

    Rajouri Police informed that a number of complaints were received in recent in weeks wherein complainants hailing from various areas in and near Rajouri town complained for theft of their domestic LPG cylinders.

    A police team headed by SHO Rajouri Sameer Jillani under the supervision of DSP Headquarter, Vinod Sharma started investigation of these complaints during which name of a suspect surfaced who was detained for questioned.

    Police added that the accused broke down during questioning and later thirty two stolen LPG cylinders were recovered from his possession.

    A case in FIR 654/2020 under sections 457, 380 IPC have been registered in Rajouri police station and further investigation of the matter is going on.

    :— Prime Minister Narendra Modi today launched the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) SEHAT scheme for the residents of J&K on the birth anniversary of late Prime Minister Atal Bihari Vajpayee.
    District administration under the supervision of Mohammed Nazir Sheikh, DDC had made elaborate arrangements for the virtual launch of AB-PMJAY SEHAT at district HQ and other parts of the district where experts educated the people about the benefits of the scheme.
    Being world’s largest health insurance/assurance scheme (fully financed by the government) will provide Rs 5 lakh universal health coverage the residents of J&K (per family) per year for secondary and tertiary care hospitalisation across public and private empanelled hospitals in the country.
    At Rajouri administration organised the function at PWD Dak Bunglow, which was presided by Raja Sabha Member Shamsher Singh Manhas, where large number of attendants witnessed live telecast of the historical e-launching of AB-PMJAY SEHAT.
    For the smooth and effective implementation of the scheme district administration has designated officers /officials in all the empanelled hospital of the district including Associated Hospital & Government Medical College (AH&GMC).
    Mohammed Nazir Sheikh, DDC informed that at AH&GMC, Dr. Javed Iqbal was designated as Medical Coordinator while Dr. Sham Lal at Sub District Hospital (SDH) at Sunderbani, Dr Zia Ul Haq at SDH at Kotranka, Dr.Chander Parkas at Community Health Centre (CHC) at Nowshera, Dr. Abdul Rehaman at CHC Kalakot, Dr. Bilal Matoo at CHC Darhal & Dr. Ghulam Ahmed Medical Co-ordinator at CHC at Thanamandi.

    “In the entire district, 65 Ayushman Registration Counters have been established for the registration of the beneficiaries under AB-PMJAY SEHAT scheme” said DDC.
    Dr. Iqbal Malik, BMO, Kandi organised the inaugural function of AB-PMJAY SEHAT at Dakbunglow by following the protocols of Covid-19.
    More than 1000 people watched the live telecast of e-launching of Ayushman Bharat Sehat Scheme.

    JAMMU, Dec 26:After several hiccups, the Jammu and Kashmir Government has recommended 28 vacancies to the Union Public Services Commission (UPSC) for induction of JKPS officers into the IPS while 13 more posts have been notified for induction later and three will become due next year.

    The UPSC is expected to convene meeting shortly involving officers of the Union Ministry of Home Affairs (MHA) and representatives from Jammu and Kashmir Government including Chief Secretary BVR Subrahmanyam, Home Secretary Shaleen Kabra and Director General of Police (DGP) Dilbag Singh to finalize the inductions.
    Official sources told the Excelsior that after all legal hurdles were cleared the Police Headquarters recommended induction of 28 JKPS officers into IPS to the Jammu and Kashmir Home Department which has forwarded the proposal to the UPSC.

    However, after the proposal was forwarded, 13 more vacancies of induction of the JKPS officers into the IPS have been notified for which proposal to the UPSC will be sent at a later date. Three more vacancies of induction into IPS will become available next year.

    “The 1999 batch of JKPS officers will be eligible for induction into IPS for 28 posts which will be filled initially,” sources said
    They added that the years of allotment of IPS to the JKPS cadre officers could start from 2010 and go up depending upon the vacancies available per year. The years of allotment are likely to be finalized in the crucial meeting of UPSC, Ministry of Home Affairs and representatives of the Jammu and Kashmir Government, sources said.

    This will be after nearly a decade when the JKPS officers will be inducted into IPS as no inductions have taken place after 2010, sources said, adding this has resulted into stagnation among the JKPS officers who couldn’t be promoted as DIG even after rendering 21 years of services in the Police Department.

    Significantly, presently there is not even a single police officer of Jammu and Kashmir Police Services in the IPS. All those JKPS officers who were inducted into the IPS have retired barring one but he too was recently posted as members of the Public Services Commission (PSC).

    This is so despite the fact that previously there was provision of 50:50 ratio of the IPS officers in Jammu and Kashmir i.e. out of total IPS posted in J&K, 50 had to be Regular Recruits (RR) while 50 others were to be inducted from JKPS into IPS.

    However, the ratio was recently reverted to 67:33 by the Central Government at par with other States/Union Territories of India under which 67 percent IPS officers will be Direct Recruits and 33 percent will be promoted to IPS from JKPS Services.

    According to sources, with the induction of 28 JKPS officers into the IPS, some stagnation in the cadre will be overcome while induction of 13 more officers after some time will give good representation to local police officers into top hierarchy of the Police Department,
    “With the inductions, shortage of police officers in the rank of DIG in Jammu and Kashmir will also overcome as the newly inducted officers will become eligible for posting as DIGs,” sources said, adding that presently only direct recruit IPS officers are holding posts of the DIGs and couple of them are holding additional charge of the posts.(By Daily Excelsior)
