Shafqat was one among 51 personalities across India who got this prestigious “Award of the Year 2020” for his tireless efforts in raising the voice of poor and downtrodden masses.

Mandi, January 17:– Lieutenant Governor Manoj Sinha released the book titled “Animal Diversity”authored by Dr. Shamim Ahmed Banday at Raj Bhavan, here. He complimented the author for his publication and hoped that the book helps the ambitious and aspiring students all over Jammu and Kashmir and rest of India.Dr. Shamim Ahmed Banday said, This book has been written to bring all the relevant information on various aspects of animal diversity in a single volume.Our aim is to provide the student a content base relevant material according to their need.Therefore, this book helps them in their studies.The structuring of the book simplifies comprehensive understanding of all key concepts like structural organisation in animals,general principles of systematics and classification.The basic features of each phylum are discussed using examples, along with evolutionary relationships among other group members.It is well prepared for the fundamental aspects on “Animal Diversity” designed for various undergraduate and postgraduate courses of various universities. DIO, Principal GMC & CMO gets first shot of COVID-19 vaccination at Rajouri

Rajouri January 16:–Parveen Yograj, District Immunisation Officer (DIO); Kuldeep Singh ,Principal,GMC & Dr Shamim Bhatti, CMO were among the prominent who get the first doses on the occasion of much awaited COVID-19 vaccination drive commenced today.
The drive was simultaneously launched at District Hospital (Ah&GMC) and sub district hospital (SDH) at Sunderbani.
“At both the places òut of 185 registered beneficiaries,127 were vaccinated at GMC Rajouri (50) & at Sunderbani (77). For first phase we have received more than 1700 doses of the vaccine for health department staff, army personnel & Central governed employees” said CMO.
The drive at GMC was launched by Th.Sher Singh, Additional DC in the presence of Principal GMC, CMO, DIO, HoDs & faculty members.
According to guidelines about 100 frontline workers at each site have to get vaccination per day.“The vaccination process passed off smoothly, peacefully & without any post immunisation adverse effects as the apprehensions had gripped the beneficiaries”said Dr.Shuja Qadri, HoD, PSM & Nodal Officer GMC.
All the beneficiaries after remaining under observation followed by SOPs /guidelines were allowed to go to homes,he added.
“In order to remove the fear about any post immunisation adverse effects & to educate the people, in the first phase senior officials of the health department, senior professors/doctors were first given Covid-19 vaccine shots” said CMO.
Those who received first shot of the vaccine will be injected second dose after 28 days.. -
FD releases 100 pc funds from Capex budget for development works in J&K ‘No expenditure on revenue, ban on casual workers to stay’ 50 pc funds approved for new works of next FY
JAMMU, January 16:With a view to give boost to ongoing developmental works in Jammu and Kashmir, the Finance Department today ordered release of 100 percent funds out of approved Capital Expenditure (Capex) budget in respect of on-going works and non-construction activities targeted to be completed during current financial year of 2020-21.
An order to this effect was issued today by Financial Commissioner (Finance Department) Dr Arun Kumar Mehta.
The Finance Department has also ordered release of further funds out of approved Capex budget 2020-21 as per the requirement projected by the Departments for completion of ongoing works and non-construction activities in the next financial year 2021-22 where physical progress can be achieved during the current financial year.
The Department sanctioned release of 50 percent funds out of approved Capex budget 2020-21 in respect of new works identified by the Department for completion by next financial year of 2021-22.
“The work-wise activity-wise release of funds will be made through Budget Estimation, Allocation and Monitoring System (BEAMS) and Administrative Secretaries of the Departments will review progress of completion/expenditure on fortnightly basis. Major focus of the Departments should be on outcome and each work taken up for execution should be fully verified and conform to laid down procedures like accord of Administrative Approval/Technical Sanction, e-tendering, furnishing of Geo-tagged photographs of projects etc,” the Finance Department order said.
It added that due attention shall be paid to implementation of schemes funded under Centrally Sponsored Schemes (CSS), Prime Minister’s Development Plan (PMDP), NABARD etc which are shared on 90:10 basis after checking availability of funds subsequent to which matching share shall be provided and they should be the first priority.
The Finance Department has, however, imposed conditions on utilization of funds.Though there will be no restrictions on expenditure, the expenses will be restricted to the extent of funds authorized by the Finance Department. The Departments will not be able to spend on vehicles and furniture/furnishing without obtaining specific permission from the Finance Department.
“The Director Finance(s)/FA & CAOs and CAOs/AOs with the controlling officers shall release funds in respect of those works/activities to be completed during the ensuing financial year or at the most during next financial year. In no case the funds will be release to clear any past liability and the same, if any, shall be referred to the Finance Department for appropriate action,” the Government order said.
It added the Treasury Officers will ensure that all codal formalities have been fulfilled and all documents are in place while entertaining the bills through JKPaySys besides before and after completion photographs of the work.
Further, execution of works will be taken up strictly for approved activities only within the approved cost and no liability shall be created ensuring financial discipline in the system. The controlling officers shall be personally responsible for any liability created on account of un-approved/un-authorized works.
“All works and schemes must be supported with technically betted Detailed Project Reports (DPRs) and must be prepared by the executing agencies in close consultation with the user agency. The authorized funds shall be utilized by the concerned authority only for the specified purpose after observing all pre-requisite formalities as required under rules,” the order stated.
It said the projects/schemes shall be executed and completed strictly within the timeline as stipulated in tender document and fixed by the competent authority. The Departments will ensure that expenditure against authorized funds are made in stipulated timeframe.“Ban on engagement on casual workers, need based workers etc shall continue to be in force. All development/capex releaser order issued by the Administrative Departments to the respective controlling officers shall invariably have the condition that the Department shall refrain from making fresh engagement under projects/schemes,” the Finance Department said in its order.
It added that there shall be no expenditure on revenue or revenue like components out of the UT Capex budget
The order further said that all controlling officers will ensure uniform pace of expenditure during the financial year so as to avoid rush of expenditure at the fag end of the financial year 2020-21. The executing agencies have also been asked to comply with standing guidelines/ instructions/ restriction regarding COVID-19 pandemic in Jammu and Kashmir.“The funds shall not be utilized for schemes/projects approved for funding through Jammu Kashmir Infrastructure Development Finance Corporation (JKIDFC) under languishing project scheme. These projects/schemes stand deemed to be excluded from the UT Capex budget.(By Daily Excelsior)

Poonch January 16 :– Sgct Maqsood Ahmed of district police Poonch and follower Zakir Hussain JKAP 6th Bn Mendher was awarded prestigious”JEEVAN RAKSHA PADAK 2019 “award in recognition for their bravery in saving the lives of civilians during CFV in Balakote ,Mendher (Poonch) in March 2018.
In a simple but impressive function in dak bungalow Poonch both the police personnel were given this award by deputy commissioner Poonch Rahul Yadav and senior superintendent of police Ramesh Angral.
The award included medal,certificate and cash reward of one lakh.The function was attended by Senoir officers of the district and appreciated the role of police personnel for their bravery and galant act.

Chenab valley languages belong to Western Pahari classification : Bhalessa Heritage Centre

Jammu : To strive towards the inclusion of Western Pahari languages and Dialects of Valley of Chenab i.e Bhalessi, Bhaderwahi, Paadri, Kishtwari, Sirazi and Pogli under the state privosions, Bhalessa Heritage Centre for Reaseach and Development studies hold an emergency meeting which was attended by large number of intellectuals fora of Chenab valley. speaking on the occasion, Sh Sadaket Malik said that these languages and dialects are from Indo Aryan origin and comes under the manifold of Western pahari groupings like other languages and dialect chain of Himachal and Uttrakhand. Malik said that these Pahari languages of Bhalessi, Bhaderwahi, Paadri, Sirazi and Pogli are met with discrimination as the same has been classified in the Linguistics’ Survey of India (LSI) conducted by the British government. Malik said that these language groupings be given Pahari status as per the classification done by the Linguistics’ survey of India.
The Bhalessa Heritage Centre has also started a campaign Western Pahari Chain of Valley of Chenab and Pahari status to them.
The residents of the people of erstwhile Doda District has always been kept aside in several provision.
Malik also demanded that 4 percent reservation be given to the pahari speaking people (PSP)He said that the areas classifued dialects like Bhalessi, Bhaderwahi, Kishtwari, Padri, Sirazi, Pogli need to be reserved under the ambit of Reservation Act by granting this language a Pahari Status. The speakers demabded 4 Percent Jobs be reserved, Pahari Hostels, Special Economic Package under Pahari Sub Plan and Pahari Sholarships for western Pahari languages of Chenab valley.
Those who spoke include Abdul Majeed Bichoo, Fozia Mughal, Nehri Sadeeq Sairazi, Vijay Sharma, Swarn Kotwal, Ashok Kumar, Arif Ali, KD Shah and many others. -

Pipping ceremony held at DPL Rajouri
Rajouri January 14:–In order to pip up the ranks to the recently promoted officials of middle rung in police department, Jammu and Kashmir Police in Rajouri district organised a pipping ceremony at District Police Lines Rajouri.
The ceremony was organised after the order of promotion by Zonal Police Head Quarters Jammu, in favour of Head Constables who were recently promoted to the next rank of Assistant Sub-Inspectors and SGCts who were promoted to Head Constables.
The promoted officials expressed their gratitude towards Police Department for conferring the new and promoted ranks to them.
SSP Rajouri Chandan Kohli while holding interaction asked the promoted officers to remain committed for Police Department and ensure better public service, while as their families have also been complimented.
Additional SP Rajouri Liaqat Ali, DySP DAR Zaheer Abbas and other officers and officials of the District police also attended the ceremony.

Vehicles involved in illegal mining seized
Rajouri January 14:-Taking note of illegal mining from river bed using heavy machinery, the Jammu and Kashmir police in association with Geology and Mining department have seized a number of vehicles in last one week in Rajouri.
Police said that there were reports of illegal mining with heavy machinery in various parts of the district after which teams were constituted which laid susprise nakas and raided several locations of river and seized vehicles involved in illegal mining.
Police added that on Tuesday evening, a team of police headed by SI Ashish Chowdhary of Police Post Chingus seized three dumpers JK11C 4120, JK11A 1893 and JK02AV 6223 for illegal mining in Chingus Kallar area.
Similarly, on Monday evening, three tippers JK02AP 7121, JK11C 3543, JK11 6397 were seized for illegal mining whereas around one dozen more vehicles have also been seized for illegal mining in last one week.
Police said that stern action as per law is being taken against those involved in illegal mining.

COVID19 safety kits distributed among BPL families of Rajouri
Rajouri January :–Aimed towards extending a helping hand to the families spending their lives Below Poverty Line (BPL) in the tough time of Corona Virus pandemic, Jammu and Kashmir police here in Rajouri district distributed safety kits among these families in Budhal, Nowshera and Manjakote areas of Rajouri district.
At these areas of the district, respective Station House Officers under the supervision of respective DSPs held interaction with BPL families and made them aware about the COVID19 pandemic and ways to prevent the transmission of viral infection on individual level.
The safety kits that were distributed among the poor families comprised of gloves, masks, sanitizers, shields and other allied preventive equipments.
