    JAMMU, January 28:At a time when Jammu and Kashmir is in the stage of giving final touch to its annual budget for 2021-22 which has to be passed by the Parliament in its budget session, Financial Commissioner (Finance) Dr Arun Kumar Mehta has proceeded on “long leave” to New Delhi.

    Reliable sources told the Excelsior that the Finance Department is in the stage of giving final touch to annual budget of Jammu and Kashmir for 2021-22 which has to be approved by the Parliament in absence of Legislature in the Union Territory because of delay in holding elections to the Legislative Assembly.

    Dr Mehta, who has already been empanelled as Secretary in the Government of India, was also scheduled to proceed on Central deputation.

    However, right from October-November when the process is initiated for presentation of budget, the Financial Commissioner (Finance) was closely associated with it and was personally monitoring it.

    “The Jammu and Kashmir administration has already held couple of rounds of meetings with the Union Finance Ministry officials on the budget,” sources said, adding that requirements of all Departments have also been taken into account by the Finance Department as a part of annual exercise for finalization of the budget.

    Sources, however, admitted that some difficulties will arise with Dr Mehta proceeding on “long leave”.

    Budget session of the Parliament is schedule to begin on January 29 with the address of President Ram Nath Kovind to joint session while Finance Minister Nirmala Sitharaman will present annual budget on February 1. Budget of Jammu and Kashmir will also be presented in the same session.

    Describing proceeding of leave by the senior most bureaucrat engaged in monitoring preparations for annual budget as “unusual”, sources said the Government will have to a take a call within the next few days as budget exercise can’t be hampered.

    Though no reasons could be ascertained behind Dr Mehta suddenly proceeding on “long leave”, he had recently voiced concerns over some Administrative Secretaries not attending the High Powered Committee meeting of Jammu Kashmir Infrastructure Development Finance Corporation (JKIDFC).

    Absence of the Administrative Secretaries had angered the Financial Commissioner, Finance Department, who had taken serious cognizance of the non-participation and conveyed that the crucial meetings should not be attended by the representatives.

    A strong worded displeasure in this regard was formally conveyed by Dr Mehta after he cancelled the recently scheduled JKIDFC High Powered Committee meeting due to non-participation of the Administrative Secretary, Jal Shakti Department and Administrative Secretary, Planning Development and Monitoring Department.

    Because of non-participation of the Administrative Secretaries of these two Departments in the capacity of JKIDFC High Powered Committee members, proceedings of the crucial meeting could not be held and hence the development projects worth crores of rupees were not taken up for discussion and likely approval of the same.(By Daily Excelsior)

In the lecture on Understanding Forest Right act (FRA) 2006, he throughs light on the of forest Right act and the mechanism associated with its implementation in J&K, he also highlighted the role of Gujjars Bakerwals and other forest dwellers in protecting forests in J&k.


    Speaking on the occasion prof. emphasises to strengthen the Gram Sabhas at local level to play their role in the better implementation of the FRA 2006, and to spread awareness regarding the benefits of the act and he also said that they need to work as torch barrier in protecting the rights of forest dweller in J&k.

    Firm cemented pillars to be erected around the site

    Rajouri,January,27: Deputy Commissioner Rajouri,Rajesh K Shavan on Wednesday paid a visit to Lam area of Nowshera to resolve the long pending land issue of Animal Husbandry Department there.

    Deputy Commissioner was accompanied by the Senior Superintendent of Police,Chandan Kohli,Director Animal Husbandry Department,Vivek Sharma,Additional Deputy Commissioner Nowshera,Sukhdev Singh Sambyal and Tehsildar Qila Darhal,Vijay Kumar Sharma.Besides the field functionaries of the concerned department were also present on the occasion.

    It is pertinent to mention here that about 2880 kanals of the land of Animal and Sheep Husbandry Department where the farms of these two departments are located was illegally encroached by the people and more land was suspected to be encroached in near future.The matter came to notice of the Deputy Commissioner few days ago and taking cognizance of the seriousness of the matter,DC himself along with a team of the officers paid a visit to the site.

    Deputy Commissioner passed on spot directions to the revenue officer to carry out the demarcation of the land in presence of the officers and officials of the Animal and Sheep Husbandry Department.The concerned officer from Public Works Department has been directed to erect firm cemented pillars around the demarcated site for the protection of the land.

    Deputy Commissioner asked the concerned officers and officials of the Animal and Sheep Husbandry Department to keep a close liaison with the Additional Deputy Commissioner Nowshera during the demarcation of the land.

    To avoid any untoward situation during the demarcation process,the Senior Superintendent of Police has been asked to ensure adequate security arrangements at the site.

    Deputy Commissioner also asked for ensuring the monitoring of the progress regarding the construction of the firm cemented pillars on a daily basis to ensure the time bound completion of the work.

    Srinagar, (KNO): The Bharatiya Janata Party (BJP) on Tuesday said that the Statehood will be given back to Jammu and Kashmir soon, adding that the report about the delimitation process should be submitted at earliest.

    Pertinently, BJP observed 72nd Republic Day in Srinagar today where party’s General Secretary (Organization), Ashok Koul hoisted the tri-color.

    According to the news agency—Kashmir News Observer (KNO), Koul told media persons here that the Prime Minister Narendra Modi and Union Home Minister Amit Shah have on the floor of the house promised that Statehood to J&K will be given back. “We believe that our leaders will fulfill the promises. We believe that the Statehood will be restored soon,” he said.

    He added all the political parties as well as the people have the right to speak about their sentiments and demands & meet any top leader, adding that former minister and Apni Party president Syed Altaf Bukhari too has met the PM to express his views and raise his demands.

    Koul also said that the situation has improved and will improve further in J&K.

    Asked about the delimitation process, Koul said that the government has already constituted a delimitation commission and State Election Commission (SEC) in this regard. “I believe the work has been started already and they should submit the report in this regard at earliest,” he said.

    Speaking on the occasion, Koul said that India is a Republic country and believes in democracy. “Today, Indians across the globe especially in India are celebrating the day. On this occasion, I congratulate people especially Kashmiris on this day and pray for the prosperity and peace for Kashmir,” he said.

    He said the deadly pandemic seems at the verge of culmination as less than 100 cases are now surfacing in J&K. “I wish the peace will once again return Kashmir,” he said—(KNO)

    On this occasion, Block Development Council Chairperson Choudhary Maryam Begum acted as Chief Guest, accompanied by Tehsildar Bunjwah Irshad Ahmed Butt, SHO I/C Police Post Jawalapur Mohd Naseer, unfurled the National flag, inspected the parade and took salute at the March-Past.

    The parade was commanded by HC Rajinder Singh Parihar accompanied with group of Police party and Students of GHSS Binoon.

    سفید ریش،فکر کی گہرائی سے لبریز چمکدار آنکھیں، سر پر قراقُلی ٹوپی،چھریرا بدن اور اس پر ثلوار، قمیض اور واسکٹ نہایت سلیقے کے ساتھ زیبِ تن کیے ہوئے دکھائی دینے والے یہ تھے مرحوم شہباز راجوروی جِنکے انتقال پُر ملال کی افسوسناک خبر مِلتے ہی نہ صرف خِطہ پیر پنجال بلکہ ریاست اور بیرونِ ریاست میں ایک صفِ ماتم بِچھ گئی اور علمی، ادبی،دینی اور سماجی حلقوں پر گویا سکتہ طاری ہوگیا اور ہر وہ شخص جو کبھی زندگی میں ان سے کسی مناسبت سے روشناس ہوا یا مِلا تھا انکی شخصیت کا تجزیہ کرنے لگ پڑا اور اسکے دل و دماغ میں محض ایک ہی بات آتی رہی ہوگی کہ وہ شخص جِسے لوگ شہباز راجوروی کے نام سے جانتے تھے کتنے اوصاف و صِفات کا مالک تھا، اُسے، ماہرِ لِسانیات کہا جائے، ماہرِ سماجیات کہا جائے ، ماہرِ دینیات کہا جائے،ادب شناس یا سخن شناس کہا جائے اپنے وقت کا متقّی یا پرہیز گار کہا جائے یا پھر عصرِ حاضر کے تمام علوم پر دسترس رکھنے والا عالم کہا جائے گویا یہ شخص اپنے آپ میں ایک انجمن تھا جو اس دارالفنأ کو چھوڑ کر دارالبقأ کی جانب کوچ کر گیا۔
    اور ان کے اس ابدی سفر کا خیال ذہن میں آتے ہی یہ شعر بے ساختہ منہ سے نِکل جاتا ہے کہ۔۔۔۔
    “ایک روشن دِماغ تھا نہ رہا
    شہر میں اک چِراغ تھا نہ رہا”
    اللہ تعالی مرحوم شہباز راجوروی کو کروٹ کروٹ جنت نصیب فرمائے اور پسماندگان کو صبرِ جمیل۔
    اب منعقد ہونے والی ادبی ،دینی اور سماجی محفلیں سُونی سُونی لگیں گی جو کبھی ان کی پُر وقار اور عِلمی شخصیت کی موجودگی سے بھری پُری لگتی تھیں ۔
    میں اپنے آپ کو خوش قِسمت سمجھتا ہوں کہ مجھے ان جیسے شفیق اُستاد کی شاگِردی کا شرف حاصِل رہا۔
    میں اس تحریر کے ذریعے اپنا حق کس حد تک ادا کرسکا میں اس بات کا احاطہ نہیں کر سکتا۔
    مجھے اور انجمنِ خُدامِ ادب کے دیگر اراکین کو اس بات کا فخر بھی حاصِل رہا کہ انجمن کے زیرِ اہتمام ان کے اعزاز میں گزشتہ صدی کی آخری دہائی میں ایک اعزازی محفل بھی منعقد کروائی گئی تھی جس میں عِلاقہ کے دانشوروں نے ان کے فن،شخصیت اور شاعری پر مقالے بھی پڑھے تھے اور انہیں توصیفی اسناد سے بھی نوازا گیا تھا۔
    اب میں اپنے چند اشعار کے ساتھ اس تحریر کو سمیٹنے کی کوشش کروں گا اور یہ اشعار اُن تمام علمی،ادبی اور سماجی شخصیات کیلئے میری جانب سے عقیدت کے پُھول ہیں جو اب اس فانی دنیا سے کوچ کرچکے جن میں ہمارے خطہ۶ِ پیر پنجال کی عظیم شخصیت مرحوم غلام نبی شہباز بھی شامِل ہیں ۔۔

    Kishtwar January 26:– Army undertook an initiative of organising “Republic Day Celebrations” in conjunction with civil administration at remote locations of Chatroo and Nawpachi in District Kishtwar (J&K) on 26 January 21.

    Approx 367 locals and students took part in the celebrations of the Republic Day. Locals of the area gathered with full enthusiasm alongwith their children to unfurl the National Flag and passionately sung the National Anthem. Various games i.e. Musical Chair, Marble Race, Sack Race and Kite Flying competition was organised in which children displayed joy and great zeal. Prizes, sweets and flags were distributed to children for their enthusiastic participation. The event was concluded with speech by the local civil administration officers.

    Local population and civil authorities applauded the efforts of Army in organising and celebrating the National event with them.

    IAS officer Mohammad Aijaz Asad known for his people friendly approach, innovation and hard work has been hailed as “Power-man of Kashmir” for maintaining smooth power supply and speedy redressal of power related public grievances during ongoing harsh winter spells this year. Mr Aijaz is presently Managing Director of Kashmir Power Distribution Corporation Ltd(KPDCL). Prominent citizens and youth from across Kashmir valley have been seen pouring admiration for good work done by him and his team in the Power sector in Kashmir.


    Few days ago Mayor of Srinagar in his tweet said: Brilliant job done by KPDCL and PDD yet again. Kudos!

    Weeks back prominent political leader Abid Ansari tweeted: My gratitude to @AsadmAijaz for
    renovating the dilapidated 630 kva substation at Kralpora (Hawal). This was a long pending request of the locals as the old substation was posing a threat to the lives of the residents.
    Another youth Muhammad Yasir said on Twitter: “Perhaps this is the first time people have started to feel the difference,because of honest men like you put incharge. A big thank you”.


    Prominent Journalists of Kashmir valley also hailed KPDCL for quick restoration of Power Supply in Kashmir valley especially during the recent spells of snowfall.


    One journalist wrote: “To be honest, performance of PDD was outstanding this time despite heavy snowfall in Kashmir Valley. Power dept restored electricity very quickly not only in Srinagar but in other Districts also. Power failures were almost negligible in Srinagar and other major towns. No Crisis”.
    Managing Director Mr Aijaz Asad himself tweeted on 07/01/2012 during the major spell of snowfall:
    “Power Load supplied in Kashmir Valley at the moment is 1311 MW. It is to put on record that 1080 MW has been restored in just 12 hours. Let’s give a big applause to each Lineman, each PDL/TDL, each Technician and each & every Field staff!

    In another message from his personal twitter handle on 23/01/2021 at 9:00 pm he mentioned: The figure for the served Load in Kashmir valley crossed 1350 MW a while ago. 90% System Load restored in just four and half hours. Teams still on job at several places in North, South and Central Kashmir. We are there to serve you to our best.
    Mr Aijaz is first MD of KPDCL post unbundling of erstwhile JKPDD. He has been seen on ground leading from the front during winter especially in the spells of snowfall for quick restoration of Power supply. He has often been seen encouraging and admiring good work of his field teams.
