Rajouri February 14:– A group of 30 farmers from different Sub divisions of districts Rajouri was flagged off for an inter-state exposure visit cum training tour by District Development Commissioner Rajouri, Rajesh Kumar Shavan here today.
Chief Agriculture Officer Rajouri, Mahesh Verma informed that the group of farmers will visit Chaudhary Sarwan Kumar Himachal Pradesh Krishi Vishav Vidyalaya, Palampur to get acquainted with the latest technologies in the field of Agriculture like organic farming and Mushroom Cultivation.
” The visiting farmers will also interact with the local farmers, visit the farms and panchayats during this three-day exposure cum training tour,” the CAO said.
The DDC impressed upon the farmers to interact with the experts and scientists of the institutions they would be visiting during the tour and get equipped with the latest technical know-how in the field.
He also exhorted upon the farmers to take maximum benefits from the tours by enhancing and updating their knowledge about the latest Agriculture practices being practised by the farmers of the Palmpur.
Among the other District agriculture Officer, Randheer Sharma; SDAO Rajouri, Anil Anand and other Officers of Agriculture Department were present during the flag off event.
Rajouri,February,14:-District Development Commissioner Rajouri,Rajesh K Shavan on Sunday made a round of the town and took stock of the sanitation and developmental works.

Besides, the President MC Rajouri,Mohd Arief and Vice President MC Rajouri,Bharat Bushan Vaid, councillor, Rajesh Gupta were also present on the occasion.
While inspecting the town,the DDC underscored the need for the beautification of the chowks saying that these are the first contact points with the town for outsiders and hence needs proper upkeep. He directed the concerned officer from MC Rajouri to immediately start the work on beautification of all the chowks leading to the town like Salani Chowk,Panja Chowk,Chowk near Jhula Bridge,Chowk near tehsil and all other chowks of the town.
DDC also asked him to maintain proper cleanliness and sanitation in the town and aware the masses about the benefits of cleanliness and sanitation in life.
During his visit to the Tourist Hut at Dhanidhar being executed by the Rajouri Development Authority,the DDC asked the ExEn RDA to complete the work on the project within the shortest possible time besides he also directed the concerned officer to maintain the quality of material being used for the construction purpose.
At an old bridge near Salani Chowk,the DDC found that the said bridge is not in dilapidated condition and directed the concerned officer from RDA to immediately start the work of repairing and renovation of the bridge to make it useworthy.

Tazeem Akhter an independent candidate from Sathra constituency was elected as Chairman, secured 9 votes.Akhter has defeated Congress candidate in Poonch who got 5 votes.The elections were held at DC Office complex Poonch.
Mohd Ashfaq from Mendhar, also an independent candidate managed to secure the post of Vice Chairperson.

District Panchayat Election officer (DPEO) Kishtwar Ashok Sharma informed that the meeting of election which was scheduled today at Conference Hall DC Office Complex Mini Secretariat Kishtwar at 11:30 AM has been adjourned due to lack of prescribed quorum .Only nine elected DDC members out of 14 were present in the meeting.The next meeting for elections to the post of Chairperson and Vice Chairperson shall be held within 10 days,he further said.

After the postponed of this election PAGD DDC members held a press conference. In a press conference PAG members alleged that the administration deliberately postpone this election and they done all under the pressure of BJP leadership and they knew BJP DDC members has no numbers to achieve the goal of DDC chairperson chair and BJP did not digest the victory of PAG so they played a dirty politics in the election meeting they alleged. By Tariq Shawl Thannamandi,February 12:- JK police under its Civic Action Programme organised an awareness programme regarding drug addiction in the premises of Govt. Boys Model Higher Secondary School Thannamandi. The purpose of this programme was to sensitize the youth about drug abuse & its impact on youth. The programme was presided over by incharge school principal Mr. Altaf Javaid Dar. The whole programme was conducted by Mr. Mohd Ayaz Raina.
On the occasion Mr. Sajad Khan SDPO Thanamandi was cheif guest and key resource person. He presented a detailed talk on the topic drug addiction among youth, its effects on society and remedial measures to curb this increasing menace among youth. Mr. Khan said that our youth are full of energy & form a major part of our population & it is obligatory for all of us to aware them to keep away from drug addiction. He said that future on any nation depends upon its youth & they should channelize their energy for the growth & development of the nation. In the end question answer session was also held in which students asked many questions pertaining to the topic to Mr. Khan to which he gave very satisfactory answers. Mrs. Shagufta Khurshid Teacher recited a poem related to drug abuse on the occasion. Mrs Shaheen Ara Sr. lecturer Botany presented the vote of thanks.
Srinagar, February 12:–(GNS): Jammu and Kashmir High Court on Thursday quashed an order by Administrative Tribunal by virtue of which it had rejected plea by Tehsildar Bari Brahmana, a KAS officer, who was placed under suspension by the Deputy Commissioner Samba in 2019.
“We are of the view that the learned Tribunal has clearly erred in holding that the (Deputy Commissioner, Samba), had the requisite jurisdiction to place the petitioner (Qaiser Mehmood), a member of the Jammu and Kashmir Administrative Service, under suspension, that too without approval of the competent authority in the Government,” a bench of Justices Ali Mohammad Magrey and Puneet Gupta said as per GNS, adding, “ That being so, the order dated 3rd of February, 2021, as passed by the learned Tribunal, is set aside.”
The held that it is the appointing authority or any authority to which it is subordinate or any other authority empowered by the Government that has got the powers to place an employee under suspension where an inquiry into his conduct is contemplated or is pending or a complaint against him/ her of any criminal offence is under investigation or trial.
“In the instant case, risking repetition, it must be noted that the Deputy Commissioner, admittedly, is not the appointing authority of the petitioner. He is not a higher authority nor has any authorization been placed on record to show that the Government has authorized him to place the petitioner under suspension,” the court said, adding, “The judgment relied upon by the learned Tribunal, while passing the impugned order dated 3rd of February, 2021, being distinguishable in facts, is not applicable to the facts and circumstances of the case on hand.”
In his plea, Qaiser Mehmood had submitted that during his posting as Tehsildar, Bari Brahmana since
18th of February, 2019, a civil dispute was going on with respect to land comprised in Khasra No.1786/579 of Village Birpur, Samba, in the Court of Munsiff (JMIC), Samba between Bhanu Pratap Singh and Ravinder Kumar. In terms of order dated 6th of February, 2020, Qaiser says that he was appointed as Local Commissioner for demarcation of the land of the parties as per revenue record and submit a report before the Court concerned. He claimed to have conducted the demarcation as per revenue record on 5th of August, 2020 and submitted the report on 20th of August, 2020 in the Court of learned Munsiff, Samba, reporting therein that Ravinder Kumar was in possession of land measuring 13 Kanals and 01 Marla and that Bhanu Pratap Singh was not in possession of any land at all.
“Immediately thereafter (the deputy commissioner) issued an order dated 16th of January, 2021, thereby placing (me) under suspension pending enquiry.”
Qaiser had pleaded before the court in the petition that since order dated 16th of January, 2021 was issued by the deputy commissioner without any jurisdiction, the same was, accordingly, challenged by him before the Tribunal. However the Tribunal on 3 February 2021 rejected his prayer for grant of interim relief qua staying the order of the suspension against him. (GNS)
Rajouri,February,11:–District Development Commissioner Rajouri,Rajesh K Shavan on Wednesday made rounds of the town and inspected the progress of developmental works being executed by different executing agencies in the district.
The DDC was accompanied by the ADC Rajouri,Sher Singh; CEO Tourism,Vivek Puri; qACR,Mohd Ashraf; CMO,Dr.Shamim Un Nissa Bhatti; Tehsildar Rajouri,Mohd Rafeeq; ExEn PWD Rajouri,Mohd Zubair; BMO Manjakote,Dr.Mehmood and concerned from Municipal Council Rajouri.
The progress of projects which were reviewed on the spot are construction of Model Boys Higher Secondary School Rajouri; Girls Higher Secondary School Rajouri; progress on Batala Mang Bridge and approach road to Hamilton Bridge.
During his visit to Model Boys Higher Secondary School Rajouri, the ExEn PWD informed that the project has been approved under languishing scheme at an estimated cost of Rs 7.01 crores. Regarding the physical progress he informed that the superstructure of the said project has been completed and the rest in progress.
In order to prohibit the trespassing and protect the school area/ land, the DDC directed the concerned officer of the PWD to construct a compound wall around the school.
The Model Girl Higher Secondary School Rajouri which has been approved at an estimated cost of Rs 1.39 crores and work on the project is presently at the slab level, the DDC asked the concerned Executive Engineer to speed up the work on the project and also asked to keep the provision of the stairs at the school.Tehsildar Rajouri has been directed to provide land for the construction of the stairs so that the school going students can take a short route.
At Hamilton Bridge,DDC asked the concerned officer to expedite the work on the road to ensure that the work on the road is completed within the shortest possible time.
The DDC also paid a visit to Batala Mang Bridge which has been approved at an estimated cost Rs 16 crores and the approach road from the left side stands completed.It was informed that on the right side of Bridge,there is an issue regarding the land under the possession of the Army. DDC directed the Tehsildar Rajouri to demarcate the land and file the status.
DDC also visited cremation Ground ( Shamshan Ghat) near Tariq bridge where he directed the CEO Tourism to develop a park adjoining the shamshan Ghat for recreational purposes.He also directed the concerned officer from Municipal Council Rajouri to carry out a Swatchta drive in the whole Rajouri town and aware the masses about the importance of cleanliness and sanitation.
The Mother and Child Care Hospital Rajouri which has been designated COVID 19 centre was inspected and the progress regarding the vaccination process being carried out there was also reviewed.
Rajouri, February,11:–To ensure the better implementation of the Government schemes on ground level and for proper bridging between District Administration and Public, the District Administration Rajouri today came up with a new concept of Lok Mitar- Helping Hands for Public, a Team of 04 officials, with a cover of Revenue Official (Patwari). District Development Commissioner Rajouri Rajesh K Shavan, on Thursday constituted as many as 386 teams consisting of the field functionaries from RDD, ICDS, Forest, Agriculture, Education, IT and Revenue Department and designated them as Lok Mitars here a Mega event organised at the district headquarter.
DDC inaugurated the Mela and released a booklet containing all details of Lok Mitars, who have been identified village wise, in presence of all District Officers, Block Development Council Chairpersons and Members of District Development Council. The Lok Mitar booklet contains the District profile along with the Contact of Nos of officers heading the Essential Services Department, to minimise the gaps.
Rajesh K Shavan, in his address said that the objective of introducing the unique concept of the Lok Mitar in the district is to ensure better dissemination of information at the remotest corner resulting in awareness about Government schemes and bringing transparency in the system in the interest of Public.
He said that Lok Mitras shall function as Eyes and Ears of the District Administration, by establishing a direct contact with the public and they will be available 24/7 for the public.
He further stated that the Lok Mitars are basically the officials already working in the various Departments, but have been given responsibility to share the issues of the Public with the District Administration, so that they can act as Conduit among the Administration and Public. He said that with the help of Lok Mitars people, who used to travel long distances for getting information, lodging complaints and inquiring about the status of their requests, shall get a sigh of relief & their time as well as Money will be saved. This shall also reduce the response time by the concerned departments and increase their accountability to the public.
Mr Shavan, while speaking on the occasion made the Lok Mitra aware of their responsibilities like facilitation and support to the public in all matters, keeping primary contact with the beneficiaries and ensuring implementation of all programmes/ schemes up to the grass root level, updating information/feedback on Lokmitra Portal on a daily basis, maintaining coordination with the beneficiaries and various departments to ensure easy access to the services being provided by various departments etc.
It was informed that the Government has launched a number of welfare schemes and programmes for the public, but all these schemes are of no use if the public is not aware of the schemes and the overall development of the District can only be ensured when all the stakeholders shall play their role.He said that, Lokmitras shall work in consultation with the Public Representatives and Members of PRIs and shall ensure the easy access of Government information for the public.
DDC advised the Lok Mitras to keep a close liaison with the PRI members to access the developmental demands of the public and bring in the notice of the District Administration the issues and demands of the public, so that all their genuine grievances can be redressed in a time bound manner and their sufferings could be mitigated.
He said that, Beti Bachao Beti Padhao campaign is in full swing in the District and a lot of work is being done for generating awareness among the Public. He emphasized that need of the hour is to work for coverage of all beneficiaries under Sehat Scheme-Ayushman Bharat Programme, Mobilization of beneficiaries for COVID-19 Vaccination,Registration of Houses under PMAY, Linkage of AADHAR,Providing of Pension to the deserving ones, extending relief in time to the aggrieved persons, Jal Jeevan Mission-Har Ghar Nal se Jal and implementation of various other schemes.
Around 2500 persons attended the programme and highly appreciated the concept.The District Administration also organised a pledge ceremony for Saving Water and also for the protection of Rights of Girl Child under Beti Bachao Beti Padhao was also held during the programme and oath was administered to all the participants.
The officers and officials of different departments,made aware the Lok Mitars, through the description of various welfare schemes being implemented by their respective departments in the district for their better implementation on ground level by the Lokmitars, through Stalls, hoardings and their speeches. Around 2500 People attended the programme.
