    Rajouri, Feb 25:– Carrying forward it’s efforts to bring government buildings into public use, two more Panchayat Ghar buildings have been vacated from illegal occupants here in Rajouri district.

    Officials said that the two buildings that have been vacated include one of Alal panchayat in Thanamandi and another one is of Badal in Khawas.

    They said that panchayat ghar Allal in Thanamandi tehsil was illegally occupied for 20 years while panchayat ghar Badal Khawas was under illegal occupation since 2003.

    ” Executive magistrates of the area assisted by police got both the buildings vacated and brought the same in public use.” Deputy Commissioner Rajouri Rajesh Shavan said.

    He added that more such buildings under illegal occupation are being identified and shall be vacated soon.

    ” We appeal to people who are illegal occupants of government buildings to vacate the same on their own and to co-operate the administration.” Deputy Commissioner added.

    Rajouri February 25 :–Resentment has been witnessed among the people and government contractors after the rates of Bajri, sand, etc have approximately been doubled following the district administration has stopped the functioning of 21 stone crushers (seized).
    On February 6, District Administration had stopped the operation of 21 stone crushers operating illegally in Rajouri, Sunderbani, Nowshera Manjakot, Khawas, Darhal, Beripattan , Kalakot ,Siot and Kotranka tehsils.
    The District Mineral Officer was asked to check the documents of the crusher owners and allow only those to operate who possess valid licenses, environment clearance.
    But till today, none of the crushers could be made operational allegedly for not having the valid documents.
    Contractors and people of the district alleged that they have been forced to purchase construction material (Bajri, sand etc) at double rates.
    Contractors alleged that they will be forced to stop construction work if the stalemate continues for a few more days.
    “We are left with two options, Either to stop/suspend construction on alloted works or to continue with increased rates resulting in finacial losses” contractors alleged.
    Shafqat Wani, President Pir Panjal Contractor Association alleged that people are forced to purchase Bajri for Rs 8000 (per tipper) against the fixed rate of Rs 4000 and sand for Rs 12000 (per tipper) instead of Rs 6000.
    On Tuesday, to resolve the issue a meeting of the contractors and stone crusher owners was chaired by Rajesh Kumar Shavan DDC, but according to contractors, it remained inconclusive.
    Contractors have appealed to Lt. Governor to intervene and allow the contractors to lift the construction material from the ‘Nallahs’/other resources (within 12 km radius) as per clause mentioned by the department in the allotments of the works.
    In the meeting, authorities suggested the contractors to lift material from legally operating crushers at Akhnoor which is about 120 Kms from Rajouri.
    “It is not feasible for the contractors to lift the material from Akhnoor” the contractor association alleged.
    “The matter has been taken up with higher authorities. The District Mineral Officer has been directed to check the required documents soon and allow the stone crusher to operate having valid documents” said Th Sher Singh, Additional DC.
    The owners of 5 stone crushers are also allowed to sell their seized material, he added.

    Srinagar,February 25 :- A high level delegation of Jammu and Kashmir rehabar -e- taleem teachers forum( JKRETTF) met director School education Kashmir Mohammad Younis Malik on Thursday and apprised him of various problems and difficulties faced by teachers and reiterated for their immediate redressal.


    According to a press statement issued here by forum Chief spokesman MA Wani said that ,the delegation headed by Forum Chairman Farooq Ahmed Tantray demanded the Immediate release of pending salaries of the teachers who were stopped due to so-called verification from last more than two years.He said that these teachers and their families are in the verge of starvation.He further told the education director that files of time bound promotions have been prepared for two years which are yet to be completed and teachers are facing severe mental distress.


    Forum delegation also reiterated the demand of shifting of teacher grade II and III to substantive posts , highlighted the issue of overlapping, pending Regularization and orders of TG2 and TG3, highlighted the issue of reduced RRET teachers, the issue of teachers who have enhanced their academic qualifications and formulating a transfer policy in favor of teachers posted under the RET scheme.The Director education assured the delegation that all the legitimate demands of the teachers will be resolved on priority basis.During the meeting forum chairman also thanked the director for issuing more than 40 orders of TG2 and TG3. Apart from them, the forum delegation also met with the Joint Director Samgra and demanded immediate resolution of the issues related to them. Forum chairman was accompanied by Chief Finance Secretary Javed Gul, District President Kulgam Intikhab Alam, Zonal President Kulgam Nisar Ahmed and others.

    Rajouri, February, 25:– Deputy Commissioner Rajouri, Rajesh K Shavan on Thursday chaired a meeting to finalise the arrangements for smooth conduct of OMR based objective type written exam for Class IV posts to be conducted by J&K Service Selection Board..

    The meeting was informed that the examination shall be held on 27th, 28th and 01 March,2021 from 12 noon to 2 pm at 22 examination centers.

    It was decided that Superintendents,Deputy Superintendents, and supervisors shall be engaged for the purpose,besides required invigilators i.e one invigilator on every 24 students while Magistrates shall also be appointed at all the examination centers.

    Moreover,the Information Department was asked to ensure full video coverage of each examination center.

    The concerned officers from Jal Shakti Department and PDD were directed to ensure drinking water facilities and uninterrupted power supply respectively at the examination centers.

    The Health authorities were directed to keep the provision of sanitizers and thermal scanners at the entrance of the examination centers.

    The Police Department has been directed to ensure the full proof security arrangements during the examination process so that the exam can be conducted in a peaceful manner.They were also asked to deploy police escort while transportation of the sensitive material.

    It was also decided that proper signages would be installed at each examination centre so that the students don’t find any inconvenience while searching their respective centre.It was also decided that the facility of additional desks and other logistics would also be provided at each examination centre by the Head of the institution.

    It was also decided in the meeting that relaxation would be given to the students to sit in the examination if they have reached late in the examination centres but the the cut time would be same for everyone.

    Mobile phones and other electronic devices would not be allowed inside the exam center.Candidates would only be allowed to carry two ball-point pens and hall tickets inside the exam hall.

    DDC called for maintaining close coordination among the concerned departments for smooth conduct of exams.

    SHOPIAN FEBRUARY 24:— In his maiden visit to Sub Division Zainpora on the occasion of Block Divas, Development Commissioner of Shopian Sachin Kumar Vaishya today assured the public that their development related issues and grievances shall be addressed in a time bound manner. He said the development plans shall be formulated taking into consideration aspirations of local populace.

    The locals, social workers, senior citizens and civil society members put forth plethora of developmental issues of the area like earliest macadamisation of Shopian-Bijbehara and other internal roads, road connectivity, repair of damaged transformers and upgradation of HT/LT lines, availability of piped drinking water, construction of lanes and drains, adequate medical facilities, speedy completion of bridges connecting and construction of Irrigation khuls.

    Some grievances were redressed on spot whereas deadlines were fixed for addressing other developmental issues. The DDC said immediate problems of drinking water and power supply shall be resolved on priority. He added that administration has already constituted tehsil wise committees to monitor the quality of development works being executed and pace of works is being reviewed fortnightly to ensure timely completion of these projects.

    Mr. Sachin exhorted upon the executing agencies to strict to the timelines already fixed for completion of projects. Concerned SDM was directed to undertake surprise inspections of government offices for ensuring punctuality of employees in these offices. He stressed that Govt. officials should be freely accessible to the public, take note of their grievances and work with added zeal to address these grievances.

    He gave out that district administration will issues schedules for holding of camps PSGA where various services like revenue extracts, category certificates, golden cards, KCC cards, age certificates, domicile certificates etc shall be provided at doorstep of the public.

    Among others Divisional Magistrate Zainapora Mushtaq Ahmad, Block Development Officer Tariq Ahmad Padder, Naib Tehsildar and subdivisional officer of engineering departments were present on the occasion.

    Kupwara, February 24 : Cases of avian influenza popularly known as bird flu have been found among dead crows in north Kashmir’s kupwara district with the administration taking immediate measures to contain the spread of the disease.

    Soon after the confirmation of the cases, District Magistrate Kupwara declared a one-kilometer radius from the epicenter as a red zone while a 10 kilometers radius from the epicenter was declared as alert zones.

    According to an official communique a copy of which lies with news agency—Kashmir News Observer (KNO) the positive cases of Avian Influenza among dead crows have been found in Payerpora, Gulgam, and District Treasury premises of Kupwara.

    In response, the administration said that “Whereas it is imperative on the part of the administration that immediate necessary action should be taken to prevent the spread of infection to the poultry bird as well as to the general masses. Therefore, given the above, in the exercise of powers vested me under section 144 CrPe., I District Magistrate Kupwara do hereby ordered that declaration of the area within 1 km radius from the epicenters i.e. Payerpora Gulgam & District treasury Premises Rupwara as “infected zones”, Declaration of 10Kms of the area from the above-referred epicenters as “Alert Zones”.

    The order further reads thag the Chief Animal Husbandry officer Kupwara shall conduct random sampling within 01 KM of the areas declared as “Infected Zones” and surveillance may also be intensified in the whole “Alert Zones”, bio-Security has to be strengthened and disinfection in the entire area, where the mortality in birds has been reported, to be carried out by Chief Animal Husbandry officer Kupwara in collaboration with Forest Department, Wildlife Department Kupwara and Municipal Council Kupwara, the dead birds (if any) should be disposed of by deep burial. For sample collection and testing, the whole bird may be sent to the lab and the dead bird should not be opened without ensuring bio-safety and Zoo-Sanitary measures. Surveillance of poultry may also be intensified in the areas.”

    To prevent the spread of disease to poultry and human beings, the guidelines circulated vide letter of even number dated 28 September 2012 may be adhered to. Forest and Wildlife Department may also increase the vigil and surveillance in the area. An updated report on the location of the epicenter to be sent immediately to the Animal Husbandry Department as well as to this office, informing of the action of the development taken, their updated report must-have information on the date of start of the event, susceptible population Cases, deaths, killed or deposed, slaughtered), epidemiological comments, source of infection/origin of control measures applied so that the same can be reported to OE under the immediate notification, the official communique said.

    It said that whereas to prevent the spread of disease guidelines/advisories are to be adhered to: Avoid contact with wild migratory birds, avoid contact with places where migratory birds use to visit for feed/water, Observe all Bio Security measures, Report any type of sickness in birds to nearest Veterinary center, Maintain strict personnel hygiene, Poultry farmers are advised to keep the farm premises and shed surroundings vegetation I free and feed supplies/Water protected, restrict the entry of visitors in the farm, Dead birds should not be thrown in open and shall be burnt or buried deep in the ground, All poultry dealers and retailers shall cooperate with Animal Husbandry Staff for sampling, there is no need to panic. Properly cooked poultry food can be taken as the H5N8 is sensitive to heat and dies at cooking temperature, district-level Monitoring/Control room has been set up in the office of District Nodal Officer-Chief Animal husbandry Officer/Poultry Development Officer Kupwara. In case of any unusual mortality in poultry/migratory birds contact immediately.     Whereas The Poultry Development Officer Kupwara (01955252283) is designated as District Nodal officer for management of Avian Influenza (H5N8) in the District Kupwara, it further adds,

    It stated that he shall ensure that District Block Level Surveillance teams constituted shall have the proper check, vigil, and surveillance for better management of Avian Influenza in the District, Whereas Tehsildars SHOs shall keep a strict vigil in their areas of jurisdiction and shall ensure the advisories are adhered to in letter and spirit, it adds.

    Meanwhile, Veterinary assistant surgeon Kupwara Dr. Irshad Khoja told that sampling of dead birds was done already and found positive for the virus.

    He said that “All the precautionary measures are underway in all the areas and sensitization and sampling will be done.”

    Pertinently in the last 48 hours, cases of bird flu have been reported among dead crows in Anantnag and Shopian district while cases were confirmed among domestic geese in Bandipora—KNO

    Rajouri February 24: – To address the problems faced by the contractors in Rajouri due to the closure of stone crushing by the district administration Rajouri, Deputy Commissioner Rajouri conven a meeting of contractors, president contractors associations and owners of stone crushers in PWD conference hall Rajouri.

    A few days ago, the district administration Rajouri had shut down all the illegal stone crushers that had been operating illegally for the last decades and initiated legal action against the owners who were operating illegally. And it was a welcome step as they were running without renewing their licenses from the concerned department.
    But here the question arises as to what is the second option for contractors who runs theirs works to build without any materials that have been allotted by the Department of Works for the construction of buildings, walls, roads etc.

    Contractors alleged that only owners of Stone Crushers were heard in the meeting where none of the contractors were considered.
    The contractors said that it is impossible to run continue theirs developmental works without the material which is used in the construction works and the there is possibility to lapse maximum funds which were lapse in coming financial year.

    It is pertinent to mention that after the closing of stone crushers some crushers sold their materials in much higher rates and the contractors are not in position to purchased the materials in triple rates.

    Meanwhile Contractors community Rajouri appeal to hon’ble LG Manoj Sinha to intervene into the matter and allow the contractors to use materials from Nallahs and others resources from the area which is mention by the concerned works departments in their allotments and which is mostly comfort to continue for the development of the area ….
