Appeal to worthy principal Secretary for according Mass promotion in winter zone:

The class work in winter zone had been affected since 8th of March 2020 and school had been closed completely w.e.f 19-03-2020 due to wide spreading of pandemic COVID-19.
No doubt there after teaching staff have been conducting on line classes under the strict control and guidance of Head of the Institutions (HOIS) of various Schools but it is unfortunate that parents of this far-flung area being poor do not have android phone and thus do not have WhatsApp facility for the use of their children for on line attending of classes.As per survey conducted by us in four Higher Secondary Schools falling in winter zone area of District Rajouri only 20-25 % student have whatsapp facility. Further only 50 % parent have simple phone available but there are so many areas where there is no Net work inside the homes . People of such areas go out of their home in order to call their friend and relative . we the parents are satisfied that teaching staff have been contacting to the children of such parents on these simple phones by making calls in order to advise them for remaining busy with their studies or for helping them in studies but fact mentioned above clearly proves that all the students cannot be contacted at every moment due to non availabity of proper net work in all these areas. Thus it has been proved that children of such 50% parents can not be contacted by the teaching staff of Schools falling in winter zone areas as and when desired by such staff members due to non availabity of net work in far-flung areas .
There are 20 – 25 parents who belongs to poor of the poorest starta of the society and thus they do not have even simple phone for making calls .Some Children of these parent are so intelligent that they have high learning level and they(children) take keen interest in their studies .Such children have fixed their beautiful goals like IAS/KAS, Doctor, Engineer Assistant professor ,10+2 Lecurer and teacher etc but unfortunately due to COVID-19 all such children of these poor parent are unable to study on line due to the reason that their parents being poor can not mange even simple phone for making call for seeking guidance and help of their subject teachers.perhaps such problem was brought into the kind notice of worthy principal Secretary School Education Department that is why community classes were started but again these children could not get the benefit of community clasales due to the reason that literacy rate of more than 50 % far-flung area is very low and thus either teacher are totally not available in such areas or teacher having postgraduate degrees are not available for conducting community classes for the students of 11th and 12th classes and thus more than 50 % students of far-flung areas reading in arts steam could not be taught in any way and are unable to get the benefits of sincere efforts of worthy principal Secretary School Education department and teaching staff teaching online or those who have been conducting community classes.
pertinent to mention here that posts of Lecturers in Physics , Chemistry , Botany , Zoology , English , Mathematics and Computer Science are lying vacant in these Higher Secondary Schools and teachers having postgraduation degrees in these all the important Subject are not available in these farflung areas and thus student of medical and Non medical steams could not be taught till date due to the reasons specified above.As far Higher secondary wise details of vacant posts is concerned in Goverment higher Secondary School Budhal posts of Lecturer in English , physics , Botany and Mathematics are lying vacant.In Government Higher Senonday School Samote posts of Lecturers in Physics , Chemistry, Botany, Mathematics, Education, Economics ,Environment Science and Geology are lying vacant. In Government higher Secondary School Koteranka posts of Lecturer in physics, Chemistry , Computer Science and persian are lying vacant and In Government higher Secondary School Kandi posts of Lecturer in Mathematics , physics, Education ,chemistry and Engilsh are lying vacant. In this way total twenty one posts in important subjects are lying vacant in four higher Secindary Schools of Zone koteranka and thus all these subjets could not be taught to the students till date.During last year there had been no Lecturers posted in these Schools after first of August up to end of Acedemic session.
One more reason worth mentioning here is that students of this farflung areas have basic weakness in studies due to the reasons that subject teacher of Mathematics and Science are are not available for posting in all the middle and High Schools functioning in zone Koteranka which indicates that Mathematics and Science could not be taught properly to all the students in middle and High classes .As already mentioned above that literacy rate of this farflung area is very low and thus parents being illiterate are unable to keep their children busy in their studies for a reasonable time after and before School hours . Thus it become quite clear that parents can not play their role in the Education of their children. Hence by contacting the students by teaching staff members by making phone call no benefits can be given to the students.
Since sufficient reasons have been mentioned to prove that students have basic weakness in studies and thus they can be taught properly in class rooms only and can be prepared for appearing in the examination in a good manner . Now if off line Or on line exam will be conducted then all these innocent students especially those belonging to very poor families and whose parents have fixed very beautiful goals for them(childrens) will not be able to pass the examination under any circumstances and in this way one precious year of their bright career will be wasted without any fault on part of such children or their poor parents.Head of the institutions and their teaching staff are also unable to redress their genuine problem .
Keeping in view the detailed reasons specified and discussed above it is worth while to mention here that bright career of all these innocent students can be saved only if mass promotion is granted in their favour during the current Academic Session .

It is ,therefore ,respect fully requested to his Excellency the Lt.Governor of union Territory of Jammu and Kashmir , Worthy Advisor in charge of Scool Education Department , worthy principal Secreyary School Education Department through the medium of this article by publishing it in this esteemed news paper that mass promotion may kindly be granted in favour of all the students of winter zone area of union territory of Jammu and Kashmir so as to save the one precious year of bright career of these students especially those belonging to poor of the poorest strata of the society .
