Worthy Sir,

In an era where education is hailed as the cornerstone of progress and empowerment, it is disheartening to witness a glaring disparity in our school system. Imagine classrooms devoid of teachers, students left in limbo, and the very foundation of our educational framework being compromised. This is not a hypothetical scenario but the stark reality in Poonch Rajouri and other districts. Despite your commendable directive to cancel all deputations and attachments of teachers (as referred above), it has become alarmingly clear that hundreds of teachers remain improperly attached to offices, neglecting their essential role as educators.

These influential teachers, leveraging their connections with higher authorities, remain attached to offices, neglecting their primary responsibility to teach. This situation has resulted in a dire state for students and schools, particularly affecting poor students who are deprived of their right to quality education. These teachers mark their attendance in CEO and ZEO offices without any official orders, a malpractice that has persisted for several years, allowing them to draw salaries illegally.

Many schools are already facing severe understaffing issues, with some schools having only two teachers, one of whom is often attached to an office or a more convenient location. Furthermore, RET teachers, appointed to ensure the smooth functioning of schools, are being deployed to cities, including placements in the SAMGRA office in Jammu, due to their connections with higher authorities.

Immediate action is necessary to address these issues and ensure that teachers fulfill their responsibilities to students and schools. The Director of Education’s order to cancel deployments and attachments is being blatantly ignored at lower-level offices. This raises several critical questions:

– Are these offices more powerful than the Director?
– Are they following some other set of rules?
– Is the Directorate too weak to implement its own orders?

If their biometric attendance and face app attendance is verified, it will become clear how they are manipulating the system and deceiving higher authorities, ultimately jeopardizing the future of students who are left unattended.

– Why is the department unable to take stern action against these erring officials and teachers engaging in malpractice?

The Director should constitute an independent committee to investigate and verify this attendance malpractice. It is not possible for such widespread issues to occur without the knowledge of their immediate officers. If this situation continues, it will be assumed that such detachment orders are merely an eyewash to safeguard the Directorate’s own interests, and in reality, these orders stand nowhere when it comes to implementation.

It is baffling how CEOs and ZEOs can defy the Director’s orders with such arrogance. This misuse of the education system must be urgently addressed. I urge you to initiate thorough investigations and take appropriate actions against those involved to ensure that teachers return to their rightful duties and students receive the education they deserve.
