Unemployed youth can’t be the future of India: AJKYF
RAMBAN: Augusta 17 :– All J&K Youth Federation (AJKYF), District Ramban Graduate students demand change in new discriminatory recruitment policy which has debarred many graduates and helpless youth from taking part in accounts assistant Panchayat special recruitment for which JKSSB recently advertised 1889 posts in Union Territory of Jammu Kashmir.
JKSSB has advertised 1889 posts Vide Advertisment no.02 of 2020. Dated 06-07-2020.Accounts Assistant (Panchayat) posts, with a disputed policy as administration has fixed a minimum 50% marks in Graduation for open merit and 45% marks for reserved category, while leaving thousands of graduate students who are below 50% and 45% in lurch.
District Convenor, AJKYF, *Muzaffer Malik said that government should review their notification by issuing a fresh one making all graduates eligible in the recruitment process without any percentage bar.As the youth of Jammu and Kashmir are with very less opportunities of earning their livelihood from private sectors in the Union Territory and those who do not have the permanent or concrete job policies are leading to exploitation of educated youth by using them for their personal gain,a live example of which is seen in the private educational institutions where a post graduate is hardly getting 4 or 5 thousands per month.
Mr. Malik added that keeping in view the job crisis in Jammu and Kashmir, people prefer to do government job of any rank irrespective of thier qualification.But unfortunately, people of Jammu and Kashmir are getting very less employment opportunities because of the reasons best known to everyone.After a long period of time the government of J&K has awaken the hopes of educated unemployed youth by advertising 1889 posts of panchayat accounts assistant and 8575 posts of class IV by adding eligibility criteria of 50% marks in graduation for Panchayat Accounts Assistant and minimum qualification 10thand maximum 12th for Class IV restricting higher qualifications.
Mr. Malik further added that the matter of concern and the big question raises for those candidates who are neither eligible for the Panchayat Accounts Assistant posts nor for class IV posts.And most of them are about to be overage and are having families to support.Such candidates are in dire need of job but unfortunately they can’t participate in the recruitment process which is totally unjustifiable and unacceptable.It seems that the
Union Territory Jammu Kashmir administration delebrately keeps such faults and confusions in the advertisement notifications so that the educated unemployed youth cry and beg for justice in the courts which leads to the delay of appointments to the posts and wastage of time and money.
AJKYF District Executive Member *Imran Farhat said that in the past 6 years there was no major recruitment held in the downgraded state of Jammu and Kashmir which leads to higher unemployment rate.Soon after the abrogation of article 370 and 35-A the educated youth were promised for 50,000 Jobs and on the basis of such assurance many graduates and post graduates were waiting for the recruitment drive phase 1 ie Panchayat Account Assistant in entire Union Territory of Jammu Kashmir whichis notified with an illegal eligibility criteria and has debarred many graduates from taking part in the recruitment process.
He added that it is sheer violation of the fundamental right to equality in matters of Public employment which may kead to a mass agitation of deprived aspirants socially and legally.
AJKYF Ramban Unit urged upon the central government and UT administration to change the discriminatory eligibility criteria for the notifications issued for Class IV and Panchayat Account Assistant vacancies and demanded to advertise all the vacant posts in various government departments which are uncounted numbers till date which will lowerdown the rate of unemployment by adjusting educated and uneducated unemployment youth of the Union Territory.
He further added that alarming unemployment levels in Union Territory Jammu Kashmir.The unemployment rate in the erstwhile Union Territory stood at 15.89 percent in 2019, making it one of the worst performers on the job generation front. In a first-of-its kind exercise that was carried out by the Governor’s administration in 2019, the Directorate of Employment had asked the unemployed youth with basic post graduation degrees, MPhil or PhD, to register themselves with the district employee exchanges in their respective districts.
The survey indicated that the total number of unemployed PG scholars stood at an alarming figure of around more than 3 lakh, and the unemployment rates among graduate, technical degree holders, post graduates, was even more higher. All these figures amply demonstrate the grim situation the youth of Union Territory Jammu Kashmir have been forced to face despite tall promises from the highest offices of this country.
