District Development Commissioner Poonch, Inder Jeet, KAS chaired a meeting of District Officers of PWD, RDD, Jal Shakti, Youth and Sports, School Education, Health, Irrigation and Flood Control & PDD departments to review the Physical Financial Progress.
At the outset, Chief Planning Officer Poonch briefed the Deputy Commissioner about the department wise Physical and Financial achievement made under Capex Budget for the year 2020-2021.
After that, Deputy Commissioner took a detailed review of physical and financial achievement of different schemes being implemented by Education, Health, PWD, PHE, PDD, RDD and other departments under District Capex Budget and MGNREGA for the year 2020-2021.
With a view to further strengthen the grass root level participation and rural empowerment , Deputy Commissioner directed the Assistant Commissioner Dev, Poonch to ensure comprehensive and participatory planning in Plan formulation. He informed that approximately 200 crore funds were being utilized by the Panchayat /RDD department in the current financial year through local PRIs which is first in the known history of Panchayati Raj.
Deputy Commissioner stressed on the need of training, skill development and capacity building of PRIs for effective planning and execution at Panchayat and Block level and subsequently at District level.
Quoting the Govt’s resolve for water preservation, he asked for the implementation of “ Catch the Rain” theme in the works and formulation of plan by the RDD this year. Substantiating his point further, he directed that the planning must be based on holistic approach and include wider range of works from all sectors like Education, PDD, Health, PHE and other line departments. Furthermore, he directed the ACD, inter alia, to complete all works being under taken by RDD in the current financial year by Feb 2022 and ensure active participation of local PRIs at all the three tiers.
While reviewing the physical and financial achievements of Municipal Council Poonch, he directed the executing agency PWD to immediately start the work on Solid Liquid Wasted Management Plant and take the assistance of police, if any, obstacle is created by the locals as land is already transferred to the Govt for the above said purpose.
Deputy Commissioner expressed grave concern on the functioning and working style of PWD Deptt and conveyed his utter displeasure. He asked for explanation from the department for lapsing the colossus amount due to non production of work bills on time. Proceeding further, Deputy Commissioner directed the PWD authorities to complete all the ongoing works in a time bound manner and also handover the completed projects to the intending departments following established procedure of hand over and take over. Meanwhile , he asked for DPR of Bus Stand Poonch which is being constructed by PWD and rated the current progress dismal.
Coming on Irrigation and Flood Control department which was working on three irrigations Kuhls namely Chandak, Potha and Naka Manjhari for which 23 lack Rupees were earmarked but the department expended only 50% of the allotted amount. Deputy Commissioner asked for explanation to fix responsibility.
For PHE Department, Deputy Commissioner showed relative satisfaction as it had expended 86% of the funds allotted to it, while lapsed 20 lac. Deputy Commissioner was informed that out of total 26 ongoing schemes, 10 were completed while funds were required for the remaining 15.
Addressing the Officers, Deputy Commissioner reckoned progress made under NABARD as very poor, inter alia, other Sectors. He directed all the works departments to float short term tenders and complete all the works in a time bound manner and also directed Chief Planning Officer Poonch to call explanation from all those departments responsible for lapsing the funds so as to fix the responsibility.
In the sideline, Deputy Commissioner also reviewed the progress made under B2V1 and B2V2 and asked the executing departments like RDD, PDD,PHE ,Agriculture and Horticulture to complete their respective works without any further delay. He fixed May 5th , 2021 as the last date for tendering. PDD department has been directed to float short term tender of all the 224 works by or before 26-04-2021 and upload all the same by 30-04-2021.
PHE deptt informed that out of total 56 works, 54 were balance works. As on date, 5 works have been executed, 22 have been tendered while 27 works were in the pipe line.
For PWD, the Executive Engineer concerned informed that 6 works were completed, 10 tendered, while 4 were in progress.
Meanwhile, Deputy Commissioner also reviewed the status of construction of Bunkers. He directed Xen PWD to remove all the minor defects of already constructed bunkers by 30th May 2021 and complete the remaining bunkers by ending June 2021 it is worth mentioning that PWD is constructing 617 bunkers. RDD, which is constructing 555 bunkers has been directed to complete the remaining bunkers within stipulated time frame. Around 200 bunkers were in languishing, out of which 70 bunkers were completed, 80 are in progress while work on remaining 50 is yet to start.
Concluding the meeting, Deputy Commissioner asked the officers to work with extra zeal and dedication and achieve the set targets in a time bound manner for holistic and tangible development of the area.
