PWD Issues Show-Cause Notice to Thanna Mandi Executive Engineer Over Viral Video Allegations

RAJOURI AUGUST 14:-The Public Works (R&B) Department has issued a show-cause notice to Er. Madan Gopal, In-Charge Executive Engineer, PWD (R&B) Division Thanna Mandi, following a viral video on social media alleging corruption, irregularities and lack of work culture in the division.
According to the notice, dated August 11, 2026, the department said the contents of the video purportedly pointed towards “serious monitoring and administrative lapses” and alleged failure to maintain proper supervision and control in the division.

The notice stated that the allegations, if established, could amount to dereliction of duty and conduct unbecoming of a government servant. The department has sought a written explanation from the Executive Engineer under the applicable provisions of the Jammu and Kashmir Government Employees Conduct Rules, 1971 and the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956.

Er. Madan Gopal has been directed to submit his reply within seven days of issuance of the notice. He has also been asked to furnish the status of all projects under execution in his division, along with timelines indicating their dates of commencement and completion.

The notice was issued by the Under Secretary to the Government, Public Works (R&B) Department. A copy was also forwarded to the Chief Engineer, PWD (R&B), Zone Pir Panjal, with directions to ensure that the notice is served upon Er. Madan Gopal and that his reply is submitted within the prescribed period.

The allegations mentioned in the notice are based on the contents of the social media video and remain subject to the outcome of the departmental proceedings and the explanation submitted by the concerned officer.
