RAJOURI, JULY 01:-A delegation of residents from Darhal, headed by BJP Rajouri General Secretary Karamatullah Malik submitted a memorandum to the Lieutenant Governor through Additional Deputy Commissioner (ADC) Rajouri Ravi Kumar (IAS), alleging irregularities in the preparation of CAPEX plans for Block Darhal.
The delegation alleged that despite Gram Sabha meetings being conducted in all panchayats as per government guidelines, several development works approved by the villagers were either modified or excluded from the final CAPEX plan without their consent.
According to the memorandum, a number of priority public welfare projects recommended by the Gram Sabhas were allegedly left out of the approved plan, causing resentment among local residents. The delegation claimed that these changes undermine the spirit of participatory planning and weaken the role of elected grassroots institutions.
The residents stressed that under the Panchayati Raj framework, Gram Sabha resolutions form the foundation for local development planning. They questioned the purpose of holding Gram Sabha meetings if the recommendations approved by the public are not incorporated into the final development proposals.
Demanding immediate action, the delegation urged Lieutenant Governor Manoj Sinha to order an impartial inquiry into the alleged discrepancies and ensure that CAPEX works are executed strictly in line with the resolutions passed by the respective Gram Sabhas.
The delegation included Umar Daraz Mirza, Arshad Malik, Abrar Malik, Aksir Malik, Wasim Raja Mirza, Zakir Malik, Tabassum Malik, Basharat Malik, and Shabbir Malik.
