JAMMU APRIL 20:–Principal Secretary School Education Department, Alok Kumar chaired 7th Executive Committee meeting of Chirag Society (Samagra Shiksha),* regarding Plan Formulation under SAMAGRA SHIKSHA, for the year 2023-24 at Civil Secretariat Jammu.The Meeting was attended by the *Director Samagra Shiksha Deep Raj, Director School Education Jammu Ravi Shanker, , Director Finance Iftikhar Hussain, Special Secretary Kanta Devi, Special Secy Anu Behal, Joint Director Planning Parshotam Kumar, Syaeed Khan, Addl Secy., Deputy Director Planning Bilal Rashid, Field Advisor, Jagdeep Padha, Ravinder Singh Deputy Director Planning SED, Chief Accounts Officer, Abhishek Talwaria, Representative from Planning and Finance Department, Ajeet Sharma, Ravinder Jangrial, besides All State Coordinators /Asstt. Coordinators of Samagra*. *Director School Education Kashmir Tassaduq Hussain, Secretary JK BOSE, Manisha Sareen, Head of Education Kashmir University, Tasleema Bano,* joined the meeting through virtual Mode.
During the Meeting, *Deep Raj Project Director Samagra Shiksha,(Member Secretary, SEC)* apprised the Chair regarding Previous year Plan Approval and about the Plan proposals formulated in respect of 2023-24 through Power Point Presentation.
During the Review meeting, Project Director apprised the chair, that *Rs. 2529 Crores were approved in year 2022-23 including spillover works* under Samagra Shiksha, for different interventions, out of which 1816 Crores were made available, and expenditure in-tune of Rs. 1377 Crores was made in the year. It was also informed in the meeting that, 800 Civil works of different nature have been completed during the year 2022-23, including 04 Girls Hostel Buildings, 130 Strengthening works, 16 KGBVs. He also apprised about the unique initiatives taken by the Department, for better learning outcomes. He also informed the house that, the proposal includes development of 1341 Schools during the year.
*Principal Secretary Alok Kumar, while deliberating on the Plan proposals,* appreciated the efforts made by the officers in prioritizing the works. He said that, Students with poor Background under RTE Act, 2009 shall be given the opportunity to study in the neighbourhood Private schools, for which expenses shall be borne by the Govt. as per the provisions in the Act. He further said that, in the ongoing Enrolment drives, focus shall be laid on *Out of School Children of age 6-14* years and no single students shall be be left outside the school.
Students of various Schools shall be taken to heritage sites and Exposure visits shall be arranged for at least 180000 Students in phased manner within the state, said Alok Kumar. More than 1000 Students shall be taken out side the State under *Stduent’s Exchange Programme.* Talking about the Infrastructure in the Schools, Alok Kumar said that, basic facilities like Toilets, Drinking water facility, Class rooms, Laboratories etc need to be further improved, besides focussing on the Early Childhood Care Education. *He also said that, 3741 Kindergartens have been established and Department is in process of running Pre-Primary Sections in all the eligible Schools and providing of Smart Infrastructure in at least 2000 Schools this year*.
*He said that 144 no. of building less Schools shall be given priority this year and 33 Dilapidated Structures (Building Blocks)* shall be considered for construction this year. He emphasized on saturation of Schools with regard to availability of good infrastructure to the Students, so that every Student may feel himself/herself at par with the Private Schools.
He further stressed that *Samagra Shiksha, a Centrally Sponsored Scheme* is being implemented for improving quality of Education, enhancing learning outcomes, using technology to empower students and children, augmentation of infrastructure and promoting vocationalisation of education. The same shall surely change the Public perception and a revolution shall be seen in the Educational system.
He also asked for the involvement of PRIs in all the initiative of school education department and develop automated system of monitoring Physical progress of the School buildings & all schemes being implemented by the Govt. and to take steps to upgrade the academic standard/Skills of the Teaching Staff, wherever there is gap, by organising Special Workshops and Trainings etc. He said that, Games for Teachers and Students shall be organised in the coming months, keeping in view the Physical fitness of the Students and Teachers under *JK Sports Campaign*. He showed concern about the completion and Operationalization of all the Girls Hostels at the earliest, so that Residential facilities may be provided to Girls of disadvantaged sections. Finally, the proposal for 2023-24 amounting to *Rs. 2345 Crores was placed before the committee* and with some minor changes, the Plan proposals got recommendation for further submission to DoSEL, GoI for approval.
