RAJOURI, FEBRUARY 22:–Additional Deputy Commissioner (ADC) Rajouri, Sachin Dev Singh-who is conducting the Magisterial Inquiry into the 16 December 2022 firing incident in which two civilians were killed & another was injured-has appealed to people to share information, if wishes to share, about the incident within 7 days enabling him to conclude the inquiry.
In this connection, a public Notice (No.DCR/2022-23/DVO/255-56 dt 22/2/23) was issued by Additional DC Rajouri on Thursday.

“Through the medium of this notice, the public at large of village Phalyana, media persons or any other persons who has knowledge and wishes to share inputs regarding the incident in writing/oral or any other input may share the same within week’s time enabling the enquiry officer to conclude the enquiry” read ADC’s public notice.
It further reads: “the inputs can also be shared telephonically or through WhatsApp on mobile No.9596510500”.
Magisterial Inquiry was initiated by the District Magistrate, Vikas Kundal vide his office order No.DMR/JC/2022-23/2918-24 dated 16.12.2022-after massive protests by members of deceased families, relatives, & inhabitants of Pahalyana & adjoining areas-to ascertain the cause of firing at Phalyana (Rajouri) in which two civilians were killed outside the gate of Army TCP and another was injured.
At about 6.15 am two civilians, namely Surinder Kumar s/o Om Parkash and Kamal Kumar s/o Radhu Ram, both residents of Phalyana and were running fast food chop inside the Army’s TCP complex at Phalyana opposite to Army Hospital, were shot dead by unidentified terrorists while another namely Anil Kumar s/o Bali Ram r/o Utrakhand (presently Alfa Gate, Phalyana) was injured.
Family members of the deceased’s persons, relatives & inhabitants of Phalyana alleged that a sentry on duty at Army’s TCP gate killed the civilians in an alleged incident of mistaken identity and a large-scale protest was held against the army.
Immediately after the incident, White Knight Corps in a Tweet said: “In an early morning firing incident by unidentified terrorists at Rajouri near Military Hospital, there has been fatal causalities of two individuals. The police, security forces and civil administration officials are on the site”.
After allegations of the killing of two civilians by the Army sentry in a mistaken identity, Magisterial Inquiry was initiated to ascertain the cause of firing at Phalyana.
The general public is also of the view that the terrorists involved in Phalyana killings are also the killers of seven persons in the Dhangri.
